{"id":50007288,"date":"2016-09-22T11:18:17","date_gmt":"2016-09-22T10:18:17","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=7288"},"modified":"2023-05-17T10:23:08","modified_gmt":"2023-05-17T09:23:08","slug":"7288-peruvian-president-questions-interoceanic-railway","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/7288-peruvian-president-questions-interoceanic-railway\/","title":{"rendered":"Peruvian president questions interoceanic railway"},"content":{"rendered":"<p>Peru\u2019s new president, Pedro Pablo Kuczynski, <a href=\"http:\/\/elcomercio.pe\/politica\/gobierno\/ppk-dice-que-ralentizacion-china-no-minara-lazos-peru-noticia-1931740\">expressed doubts<\/a> about the economic viability of a giant China-backed train line connecting the Pacific and Atlantic oceans in Beijing last week but made no comment on whether the social and environmental risks it poses could derail the project.<\/p>\n<p>Kuczynski chose China as the destination for his first official overseas trip in an effort to shore&nbsp;up political and commercial ties. Yet the former World Bank economist baulked at the US$60 billion estimated cost of the proposed infrastructure mega-project quoted by <a href=\"http:\/\/www.creegc.com\/en\/tabid\/173\/Default.aspx\">China Railway Eryuan Engineering Corporation<\/a> (CREEC), the engineering firm assessing its <a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/08\/Analise-Relatorio-ferrovia-bioceanica-VALEC__7.JUNHO-1-1.pdf\">feasibility<\/a>, saying it would expedite the export of Brazilian soya to China but needed cargo to flow both ways.<\/p>\n<p>The Brazilian and Peruvian transport ministries and China\u2019s&nbsp;<a href=\"http:\/\/en.ndrc.gov.cn\/\">National Development and Reform Commission<\/a> signed a memorandum of understanding (MoU) agreeing to research the railway in <a href=\"http:\/\/stage.dialogochino.net\/china-is-part-of-an-interoceanic-dream-between-brazil-and-peru\/\">2014<\/a>. In May 2015, Chinese premier&nbsp;<a href=\"http:\/\/stage.dialogochino.net\/premier-li-lets-talk-about-the-environment\/\">Li Keqiang<\/a>, Dilma Rousseff, the impeached former president of Brazil, and Peru\u2019s ex-leader Ollanta Humala signed another MoU to proceed with viability studies for the 5,000-kilomtere track. The final results of these studies were expected in May this year but have not yet been released.<\/p>\n<p>Kuczynski is now saying that the project \u2013 which would have to negotiate complex topography and bisect ecologically-sensitive areas and indigenous communal territories in the Peruvian and Brazilian Amazon \u2013 needs further consideration. In doing so, he adds his voice to those of Peru\u2019s ministries of culture and the environment (under the previous administration) and <a href=\"http:\/\/www.valec.gov.br\/\">Valec<\/a>, Brazil\u2019s state-run rail operator, which have <a href=\"http:\/\/stage.dialogochino.net\/transcontinental-railroad-would-require-a-new-city-in-the-amazon\/\">expressed concerns<\/a> about the railway.<\/p>\n<p><strong>A step backwards<\/strong><\/p>\n<p>According to Paulina Garz\u00f3n of the <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0ahUKEwjmlIqjqaDPAhXFvRoKHfprDJkQFggcMAA&amp;url=https%3A%2F%2Fwww.wcl.american.edu%2Fenvironment%2Fiiscal.cfm&amp;usg=AFQjCNHAWRgsQsR3EWZmfzN997ftnh9j7A&amp;bvm=bv.133387755,d.d2s\">China-Latin America Sustainable Investment Initiative<\/a> at American University, Kuczynski\u2019s comments signal a \u201cstep backwards\u201d for the railway\u2019s progress.<\/p>\n<p>\u201cHe [Kuczynski] doesn\u2019t seem very enthusiastic about it,\u201d Garz\u00f3n told <em>Di\u00e1logo Chino<\/em>, adding that the president\u2019s declaration that the Peruvians would now reassess the project\u2019s financial costs and benefits conflicted with the MoU, which states that economic feasibility would be undertaken by CREEC.<\/p>\n<p>CREEC has yet to make public the final part of the feasibility studies but initial assessments suggested three possible routes through the remote Peru-Brazil borderlands \u2013 all of which would either impact nature reserves of indigenous communities.<\/p>\n<figure id=\"attachment_7114\" aria-describedby=\"caption-attachment-7114\" style=\"width: 689px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/08\/finalsmall.png\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-7114\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/08\/finalsmall.png\" alt=\"Route C1 is preferred by CREEC but cuts through indigenous reserves (source: InfoAmazonia\/ DAR)\" width=\"689\" height=\"427\"><\/a><figcaption id=\"caption-attachment-7114\" class=\"wp-caption-text\">(<em>The proposed northern, central and southern routes of the interoceanic railway, known as C1, C2 and S respectively. credit: InfoAmazonia\/ DAR Per\u00fa<\/em>)<\/figcaption><\/figure>\n<p>Brazil\u2019s state-run rail operator Valec <a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/08\/Analise-Relatorio-ferrovia-bioceanica-VALEC__7.JUNHO-1-1.pdf\">criticised<\/a> CREEC\u2019s studies for skating over these issues. But the environmental feasibility of the project remains the responsibility of relevant national ministries, CREEC <a href=\"https:\/\/dialogue.earth\/content\/uploads\/2016\/08\/apresentac%CC%A7a%CC%83o_CREEC_CI_29jun.pdf\">told<\/a> the Brazilian senate in June.<\/p>\n<p><strong>More trade<\/strong><\/p>\n<p>On his China trip, which he labelled a &#8216;<a href=\"http:\/\/elcomercio.pe\/politica\/gobierno\/ppk-califico-su-viaje-china-como-mision-exitosa-noticia-1932391\">successful mission<\/a>\u2019, Kuczynski announced that Peru would apply for membership to the new China-led Asian Infrastructure Investment Bank, which was set up to finance big infrastructure projects. He also stressed that Peru must find new industrial sectors in China to export its mining products to in the face of slowdowns.<\/p>\n<p>\u201cThe main export market has been the construction sector, which has slowed,\u201d Kuczynski said, but noted that China\u2019s growing automotive sector could provide new opportunities.<\/p>\n<p>Shortly after winning a <a href=\"http:\/\/stage.dialogochino.net\/6361\/\">dramatic run-off<\/a> in June, the president-elect highlighted Peru\u2019s resource-based economy and trade relationship with China, saying the country would need to work specifically with those who buy significant amounts of it exports.<\/p>\n<p>Garz\u00f3n said it is equally important for China that mining prospers in Peru, since Chinese finance accounts for 30% of the total investment in the sector. If the sector were to shrink, it would affect Chinese companies operating within it.<\/p>\n<p>However, many Peruvians are concerned about the environmental and social consequences of dependence on the extractive industries and have called for stronger standards as a means of calming ongoing social <a href=\"http:\/\/stage.dialogochino.net\/las-bambas-conflict-presents-ppk-with-a-huge-opportunity\/\">conflicts<\/a>.<\/p>\n<p>Speaking to <em>Di\u00e1logo Chino<\/em> in June, Tania Pariona, a congresswoman from the opposition Frente Amplio \u2013 which backed Kuczynski in the second round of elections as a tactic to keep the polarising Keiko Fujimori out of office \u2013 <a href=\"http:\/\/stage.dialogochino.net\/perus-new-government-wants-more-mining-more-china\/\">said<\/a> the country needs to make a realistic projection of its investments taking the limits of the environment and local communities into account.<\/p>\n<p>\u201cWhat future is there for economic growth if human development is not taken into consideration?\u201d she
