{"id":50008397,"date":"2017-01-27T12:30:44","date_gmt":"2017-01-27T12:30:44","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=8397"},"modified":"2023-01-25T10:45:04","modified_gmt":"2023-01-25T10:45:04","slug":"8397-activist-killings-rise-as-paramilitaries-reclaim-rural-colombia","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/justice\/8397-activist-killings-rise-as-paramilitaries-reclaim-rural-colombia\/","title":{"rendered":"Activist killings rise as paramilitaries reclaim rural Colombia"},"content":{"rendered":"<p>Paramilitary groups control a quarter of Colombia\u2019s municipalities and are implicated in the rising numbers of murders of environmental activists, including those supporting a peace deal with guerrilla group the Revolutionary Armed Forces of Colombia (FARC), Leonardo Gonz\u00e1lez, research coordinator at Colombia\u2019s\u00a0<a href=\"http:\/\/www.indepaz.org.co\/\">Institute for Development and Peace Studies<\/a>\u00a0(INDEPAZ) has told\u00a0<em>Di\u00e1logo Chino<\/em>.<\/p>\n<p>INDEPAZ\u00a0will shortly release study which also describes how unlawful armed groups are involved in\u00a0drug trafficking and illegal mining, and extort money\u00a0from communities which is owed to the state, Gonzalez said.<\/p>\n<p>Though not the only actors responsible, paramilitaries contribute to rising rates of murders of defenders of the environment and indigenous peoples. 117 activists were\u00a0<a href=\"http:\/\/www.indepaz.org.co\/informe-anual-sobre-lideres-de-organizaciones-sociales-y-defensores-de-derechos-humanos-asesinados-en-el-2016\/\">murdered<\/a>\u00a0in Colombia last year, according to data compiled by INDEPAZ and cross-checked against figures from the Organization of American States (OAS), the Ombusdman (Defensor\u00eda del Pueblo) and NGOs.<\/p>\n<p>On January 19, community leader Jos\u00e9 Yimer Cartagena \u00dasuga was brutally\u00a0<a href=\"http:\/\/www.eltiempo.com\/politica\/gobierno\/muerte-de-dirigentes-sociales-y-campesinos-por-restitucion-de-tierras\/16796158\">beaten to death<\/a>\u00a0in Carepa, in the department of Antioquia. While Cartagena himself had not made a claim to the Colombian government\u2019s Land Restitution Unit (URT), which administers the restitution of land formerly controlled by FARC, local civil society groups have warned of the violent opposition to the land restitution programme. URT says it will investigate Cartagena\u2019s murder.<\/p>\n<p>By \u201celiminating\u201d social leaders, paramilitary groups responsible for the murders dominate the region and interfere directly in politics, Gonz\u00e1lez said. These groups also influence mayoral appointments, he added.<\/p>\n<p>The difference between the widespread slaughter at the height of Colombia\u2019s complex civil conflict in the 1980s and today is that the victims are often lower profile and not known nationally \u2013 they are locally or regionally recognised leaders. This means crimes get less attention and there is less pressure on the government to investigate them.<\/p>\n<p>The government denies this. Interior minister Juan Fernando Cristo Bustos claims it is investigating the murders and will act \u201cdecisively\u201d against the so-called Gulf clan paramilitary group, which it says are already advancing drug-trafficking structures in post-FARC zones. The government also claims that the number of activist murders in 2016 was 64. \u201cA single murder of a social leader threatens the establishment of peace in the territory,\u201d Cristo added.<\/p>\n<h2>FARC and the murders<\/h2>\n<p>As guerrillas leave occupied areas following\u00a0the government and the FARC\u2019s\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2016\/dec\/01\/colombias-government-formally-ratifies-revised-farc-peace-deal\">signing of an amended peace accord<\/a>\u00a0last month, rural communities displaced by the conflict return. However, paramilitaries also seek to use this land for legal or illegal crops, as routes for drug trafficking, or to reassert their power. The commitment to\u00a0<a href=\"https:\/\/www.minagricultura.gov.co\/atencion-ciudadano\/preguntas-frecuentes\/Paginas\/Restitucion-de-Tierras.aspx\">land restitution<\/a>\u00a0signed by both parties establishes the return of land and\/or buildings to those who made formal complaints about assets seized by the FARC.<\/p>\n<p>\u201cWhen an armed actor like the FARC leaves a territory, other organisations begin to make claims about their fundamental rights. This bothers a lot of powerful people in the region and revives hatred,\u201d Gonz\u00e1lez said.<\/p>\n<p>The NGO\u00a0<a href=\"https:\/\/www.frontlinedefenders.org\/pt\">Front Line Defenders<\/a>\u00a0agrees: \u201cThe advancement of the peace process and the definitive ceasefire on the part of the FARC, along with the start of peace talks with the National Liberation Army (ELN), has increased the level of violence against human rights defenders,\u201d the organization says. According to the Forging Futures Foundation (<a href=\"http:\/\/forjandofuturos.org\/fundacion\/\">Fundaci\u00f3n Forjando Futuros<\/a>), 65% of Colombia\u2019s 114 million hectares of land is not legally recognised. The organisation claims this is the source of renewed violence.<\/p>\n<p>A\u00a0<a href=\"http:\/\/www.thedialogue.org\/resources\/peace-and-environmental-protection-in-colombia-proposals-for-sustainable-rural-development\/\">study<\/a>\u00a0by the Inter-American Dialogue shows that more than 144,000 hectares of forests in Colombian territory were destroyed in 2015 alone. To avoid conflicts and further environmental destruction, professor Lorenzo Morales of the Universidad de Los Andes, who authored the study, proposes improving data on land with clear demarcation of the environmental and agricultural frontiers. He also argues displaced people should return\u00a0to productive lands with access to infrastructure and basic services, and recommends that the government strengthen local authorities, indigenous
