{"id":50008562,"date":"2017-02-23T10:42:53","date_gmt":"2017-02-23T10:42:53","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=8562"},"modified":"2023-01-25T10:50:07","modified_gmt":"2023-01-25T10:50:07","slug":"8562-chinas-amazon-footprint-gets-scant-attention-in-ecuadors-election","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/8562-chinas-amazon-footprint-gets-scant-attention-in-ecuadors-election\/","title":{"rendered":"China\u2019s Amazon footprint gets scant attention in Ecuador\u2019s election"},"content":{"rendered":"<p>On Sunday 19, Ecuador held the first presidential elections since 2006 in which current president Rafael Correa did not run. Despite delays in official returns, it appears at the time of writing that no candidate secured sufficient votes to win outright. Correa\u2019s former vice president and heir apparent in his Alianza Pa\u00eds party, Lenin Moreno, and right-wing former banker Guillermo Lasso now look set to face each other in a run-off on April 2.<\/p>\n<p>Though all eight first round candidates campaigned on a range of issues, from jobs to corruption to international relations, one issue that candidates rarely addressed was the tie that securely binds Ecuador &#8211; especially its Amazon region &#8211; to Chinese investment in the oil, gas and mining sectors.<\/p>\n<p>Limited by geography, the political and economic ties between Asia and South America have historically been modest. But over the last decade, the south-south relationship between these two Pacific Rim continents has strengthened considerably. In particular, the relationship between China and Ecuador is in full bloom. But as the relationship has flourished, so has China\u2019s environmental footprint in the Amazon.<\/p>\n<p>The China-Ecuador relationship began to blossom in 2008. At that time, Ecuador faced limited finance options after a 2008 default on US$3.2 billion in <a href=\"http:\/\/www.investopedia.com\/terms\/b\/bradybonds.asp\">Brady Bonds<\/a> to underwrite a major expansion in public sector spending and to keep its dollarised economy running. It found a willing partner in Beijing, which, in the midst of China\u2019s \u201c<a href=\"http:\/\/www.china.org.cn\/world\/2016-09\/03\/content_39225475.htm\">Great Opening<\/a>,\u201d sought investment and natural resources beyond its border.<\/p>\n<p>Since 2010, the China Development Bank and China Export-Import Bank have provided <a href=\"http:\/\/www.thedialogue.org\/map_list\/\">eleven loans<\/a> to Ecuador totalling US$15.2 billion USD in overseas foreign investment largely for energy, infrastructure, and transportation projects. China is now Ecuador&#8217;s largest creditor, providing around 60% of the government&#8217;s finance. Ecuador\u2019s debt to China now stands at 38.7% of GDP. Many of these loan deals, are to be <a href=\"https:\/\/www.wsj.com\/articles\/SB10001424052748704898504575342731104821918\">paid by the sale of oil<\/a> or fuel from Ecuador\u2019s state-run Petroecuador to PetroChina International Co, which <a href=\"http:\/\/www.reuters.com\/article\/us-china-ecuador-oil-special-report-idUSBRE9AP0HX20131126\">commit<\/a> much Ecuadorian crude to Beijing until 2024.<\/p>\n<p>These loans are driving a new oil boom in the Amazon rainforests of Ecuador. While it <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2015-08-26\/ecuador-reveals-the-pain-inside-opec-it-s-pumping-oil-at-a-loss\">costs roughly US$39<\/a> to extract a barrel of the heavy, viscous Amazonian oil, its market value averaged US$35 for much of 2016. The 2016 collapse of crude prices forced the country to drill at a loss or to merely break even to keep production up to pay China. At current market prices, Ecuador is now forced to provide China with almost two barrels of oil to cover loan obligations compared to every one barrel just a year ago.<\/p>\n<p>Meeting contractual loan payments with oil is a major driver behind Ecuador&#8217;s effort to open up new, pristine Amazon indigenous rainforest territory to oil drilling. Contracts were <a href=\"http:\/\/www.latimes.com\/world\/mexico-americas\/la-fg-ecuador-china-oil-20160129-story.html\">inked in 2015<\/a> for two new oil concessions in a remote area of Ecuador&#8217;s southern Amazon with Andes Petroleum, a subsidiary of China National Petroleum Company (CNPC), and SINOPEC, a move to ensure the production of oil with which Ecuador can pay the company\u2019s sole shareholder.<\/p>\n<p>All this new drilling has led to massive impacts in the Amazon rainforest. The impacts have been dire both for its world-renowned biodiversity \u2013 areas of Ecuador&#8217;s Amazon boast some of the highest rates of species diversity and endemism in the world \u2013 and its indigenous peoples, many of whom have long rejected controversial drilling plans on their lands. Others live in voluntary isolation \u2013 for now. This clash between rights and resources has escalated in Ecuador in recent years, and has become a flashpoint in the region.<\/p>\n<h2>Corruption at Petroecuador<\/h2>\n<p>Meanwhile, a series of corruption scandals have engulfed PetroChina\u2019s main trading partner, the state-run Petroecuador, and could taint existing or future cash-for-oil loans deals.<\/p>\n<p>The cash-for-oil deals between PetroChina and Petroecuador began in 2009. In this first oil \u2018pre-sale\u2019 PetroChina <a href=\"http:\/\/www.eluniverso.com\/2011\/04\/16\/1\/1355\/cable-223899.html\">loaned<\/a> Petroecuador US$1 billion in exchange for 69 million barrels of crude to be paid back over two years at 7.25% interest. But as revealed by the Panama Papers, <a href=\"http:\/\/www.eluniverso.com\/noticias\/2016\/06\/06\/nota\/5620212\/ecuatorianos-recibieron-comision-crudo-prevendido-petrochina\">the deal <\/a>allowed middlemen to charge a US$1 commission per barrel, garnering a US$69 million payout.<\/p>\n<p>In a related scandal, the Ecuadorian government revealed that Petroecuador officials embezzled some US$12 million in company funds and contracts, and <a href=\"http:\/\/www.planv.com.ec\/investigacion\/investigacion\/panama-la-ruta-del-dinero-del-petroleo-chino\">hid the graft<\/a> in offshore accounts, including Chinese ones. This scandal led to the <a href=\"http:\/\/www.efe.com\/efe\/america\/economia\/el-gobierno-de-ecuador-vincula-al-exministro-en-caso-corrupcion-la-petrolera-estatal\/20000011-3060297\">removal<\/a> of the minister of hydrocarbons, and resignation and indictment of several top executives at the company, and has became a major issue as Ecuadorean went to the polls on Sunday.<\/p>\n<h2>Mining: the new frontier for conflict<\/h2>\n<p>While the commodity price fluctuation of oil has left Ecuador reeling, the country has pivoted to the mining sector, making major law reforms in an effort to bring in greater investment. After a six-year moratorium on concessions, Ecuador <a href=\"http:\/\/lahora.com.ec\/index.php\/noticias\/show\/1102001545\/-1\/Ecuador_entrega_22_concesiones_mineras.html\">issued several new contracts<\/a> for concessions, at least three of which were issued to Chinese state companies.<\/p>\n<p>These projects quickly became mired in controversy, which boiled over in December 2016. As <a href=\"http:\/\/stage.dialogochino.net\/ecuador-failing-to-protect-environmentalists-in-the-face-of-chinese-mining-expansion\/\">reported previously by <em>Di\u00e1logo Chino<\/em><\/a>, the Shuar people, from the Amazon border province of Morona Santiago, which borders the Amazon, after their unsuccessful demands for a consultation on expanding a copper mine run by Chinese conglomerate Explorcobres on their ancestral territory. In response to the protests, the Ecuadorian government cracked down hard on protesters, and Shuar leaders have been imprisoned.<\/p>\n<h2>China\u2019s environmental legacy in Ecuador<\/h2>\n<p>China has dramatically increased its presence in Ecuador with bilateral lending and investment in projects in the country\u2019s Amazon rainforest. China has become <a href=\"http:\/\/stage.dialogochino.net\/china-emerges-as-global-clean-energy-leader\/\">a global leader in renewable energy<\/a> with the largest wind and solar capacity in the world. This has been accompanied by major strides in domestic emissions reductions and new commitments as ratified in the Paris Accord of the UNFCCC\u2019s 21st Conference of Parties (COP21). But it is important to consider how this leadership in sustainable development could be affected by growing investment in oil projects in the Amazon that threaten biodiversity, indigenous peoples, and the climate.<strong>\u00a0<\/strong><\/p>\n<h2>The California Connection<\/h2>\n<p>Contrary to conventional wisdom, little of Ecuador\u2019s oil actually ends up in China. A <a href=\"http:\/\/amazonwatch.org\/news\/2016\/0928-from-well-to-wheel\">2016 study<\/a> by Amazon Watch revealed that the vast majority, roughly 80%, of Ecuador\u2019s Amazon crude actually makes its way to the US, and the majority of that to California. In fact, Ecuador is the <a href=\"http:\/\/www.reuters.com\/article\/us-china-ecuador-taurus-idUSBRE9AP0I820131126\">third largest supplier<\/a> of crude to the US West Coast, behind Saudi Arabia and Canada.<\/p>\n<h2>New leadership, same policies<\/h2>\n<p>Neither the two presidential candidates heading to the April 2 runoff have promised to overhaul the oil-for-loans deals, though <a href=\"http:\/\/uk.reuters.com\/article\/uk-ecuador-election-lasso-idUKKBN15W1G7\">Lasso has said<\/a> he would look closely at them and if need be attempt to increase Ecuador&#8217;s exports to China. He is understood to favour neoliberal-style policies that favour financing from sources like the International Monetary Fund.<\/p>\n<p>Whatever the outcome of the election, the new president will have to confront the fact that the Correa administration has mortgaged the country\u2019s future.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Oil-for-loans deals with China have harmed
