Largely unnoticed in the US, in spite of his conservative orientation, but in part because that orientation is also pro-business, President Temer is presiding over a significant advance in the commercial position of the China in his country.<\/p>\n<p>In a little more than a decade Chinese companies have realised <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/25\/pt-china-anuncia-235-projectos-de-investimento-no-brasil-entre-2003-e-2017\/\">87 confirmed projects in Brazil<\/a>, with a cumulative investment of US$46.8 billion. Since 2015 alone, the Chinese have invested over US$19 billion in the country, and in 2017, surpassed the US as Brazil\u2019s largest source of foreign investment.<\/p>\n<p>The enormous potential of Chinese economic activity in Brazil was showcased in 2009 by then President Lula de Silva, who negotiated a US<a href=\"http:\/\/www.reuters.com\/article\/china-brazil-oil\/china-signs-10-bln-loan-for-oil-petrobras-deal-idUSPEK26621320090519\">$10 billion loan<\/a> from China Development Bank for the Brazilian company Petrobras. Yet true investment began to take off in 2010, with a series of major acquisitions, including <a href=\"https:\/\/www.reuters.com\/article\/us-sinochem-peregrino\/sinochem-wins-3-billion-statoil-brazil-stake-idUSTRE64K2CE20100521\">Sinochem\u2019s US$3.1 billion<\/a> purchase of the Brazilian oil holdings of the Norwegian company Statoil, the 2010 purchase of <a href=\"http:\/\/english.sina.com\/business\/2010\/1221\/352906.html\">7 power transmission facilities<\/a> in Brazil by China\u2019s largest electricity company, State Grid, and an acquisition of 7 more such facilities from the energy company <a href=\"http:\/\/www.stategrid.com.cn\/html\/sgid\/col1230000132\/2013-10\/25\/20131025160054545895915_1.html\">ACS in 2012<\/a>. China\u2019s initial entry into Brazil as an investor \u201con the ground\u201d also included a series of large dollar value purchases of minority interests in Brazilian companies, including Sinopec\u2019s <a href=\"https:\/\/www.reuters.com\/article\/us-repsol-sinopec\/chinas-sinopec-buys-repsol-brazil-stake-for-7-1-billion-idUSTRE6900YZ20101001\">injection of US$7.1 billion<\/a> into the Brazil operations of the Spanish company Repsol\u2019s, Sinopec\u2019s US$5.2 billion 2011 purchase of a <a href=\"https:\/\/beta.theglobeandmail.com\/report-on-business\/international-business\/latin-american-business\/chinas-sinopec-buys-52-billion-stake-in-galps-brazil-assets\/article4097620\/?ref=http:\/\/www.theglobeandmail.com&amp;\">30 percent stake in<\/a> the petroleum company Galp, Sinochem\u2019s 2012 purchase of a <a href=\"https:\/\/www.wsj.com\/articles\/SB10001424052970204257504577148443070091790\">10 percent stake in Perenco<\/a>, and the <a href=\"https:\/\/www.reuters.com\/article\/us-cbmm-niobium\/china-baosteel-group-buys-1-95-bln-stake-in-brazil-cbmm-idUSTRE7811UB20110902\">2011 purchase of 15 percent of the rare-earth metals mining company CBMM<\/a> by the Chinese group Baosteel.<\/p>\n<p>In manufacturing, the growing new Chinese presence also included the establishment of final assembly facilities in the country by Chinese automakers <a href=\"http:\/\/www.bbc.com\/news\/business-14367925\">JAC<\/a> and <a href=\"http:\/\/usa.chinadaily.com.cn\/world\/2014-09\/01\/content_18519696.htm\">Chery<\/a>, and heavy equipment manufacturers <a href=\"https:\/\/www.constructionequipment.com\/sany-builds-new-factory-brazil\">Sany<\/a> and <a href=\"http:\/\/usa.chinadaily.com.cn\/world\/2014-06\/07\/content_17570552.htm\">XCMG<\/a>, among others.<\/p>\n<p>The mutually reinforcing political, economic, and <a href=\"https:\/\/www.forbes.com\/forbes\/welcome\/?toURL=https:\/\/www.forbes.com\/sites\/nathanielparishflannery\/2016\/03\/14\/investor-insight-how-serious-are-brazils-economic-and-political-problems\/&amp;refURL=https:\/\/www.bing.com\/&amp;referrer=https:\/\/www.bing.com\/\">corruption crises<\/a> which have <a href=\"http:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/article171222962.html\">beset Brazil since 2014<\/a> eclipsed, and to some degree paralysed the advance of Chinese investment in the country. Yet during the past year, the Chinese commercial position in Brazil has progressed considerably, largely beyond the attention of Washington, which has been distracted by other matters. Such advances have occurred, in part because of Brazil\u2019s economic crisis, which has forced a selloff of corporate assets. In part, it has also been driven by the political crisis, which has made the China an attractive vehicle for helping the unpopular Temer government show results on the economic front.<\/p>\n<p>Some of China\u2019s most impressive advances have come in Brazil\u2019s power generation and transmission sector. The growing Chinese presence there includes State Grid, which in 2017, completed a US$10.8 billion <a href=\"http:\/\/www.chinadaily.com.cn\/business\/2017-09\/01\/content_31409824.htm\">purchase of the power company CPFL<\/a>, and during the September 2017 BRICS summit, was <a href=\"http:\/\/www.chinadaily.com.cn\/china\/2017-09\/02\/content_31443147.htm\">granted permission<\/a> by the Brazilian government to proceed forward with its US$3.5 billion transmission line project, connecting the new Belo Monte hydroelectric facility in Par\u00e1 state, with the country\u2019s major urban centers in the south.<\/p>\n<p>Not to be outdone, in 2016, China 3 Gorges <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-10-10\/duke-to-sell-brazilian-assets-to-china-three-gorges-for-1-2b\">invested US$1.2 billion<\/a> to acquire the Brazil assets of Duke Energy company, while another Chinese electricity giant, State Power Investment Corporation (SPIC) spent US$2.5 billion to <a href=\"http:\/\/www.pacifichydro.com.au\/english\/about\/about-pacific-hydro-australia\/\">acquire Pacific Hydro<\/a>, giving it important electricity generation assets in Brazil and Chile. In 2017, SPIC further spent US$2.4 billion to acquire the <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/28\/pt-grupo-chines-state-power-investment-corp-obtem-concessao-de-central-hidroelectrica-no-brasil\/\">S\u00e3o Sim\u00e3o hydroelectric facility<\/a> being auctioned off by the Brazilian state, and has offered to <a href=\"https:\/\/macauhub.com.mo\/2017\/06\/28\/pt-grupo-da-china-apresenta-proposta-de-compra-de-barragem-no-brasil\/\">take over the stake of Centrais Energ\u00e9ticas de Minas Gerais<\/a> (Cemig) in the San Antonio hydroelectric project.<\/p>\n<p>In Brazil\u2019s nuclear power sector, during the September 2017 BRICS summit in Xiamen China, <a href=\"http:\/\/www.chinadaily.com.cn\/china\/2017-09\/02\/content_31443147.htm\">China National Nuclear Corporation (CNNC) signed<\/a> an agreement to study <a href=\"https:\/\/www.reuters.com\/article\/brazil-nuclear-china\/brazil-looks-to-china-to-finish-nuclear-power-plant-idUSL2N1LF0WN\">completing the Angra 3<\/a> nuclear reactor, in progress for more than 30 years, but stalled since 2015 for lack of money.<\/p>\n<p>In logistics, Chinese companies are taking over, and investing to expand major port facilities along Brazil\u2019s Atlantic coast, from the Amazon river delta, to the nation\u2019s population and commercial hub in the southeast. Major projects include two being worked by China Communications and Construction Co. (CCCC): the <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/07\/pt-grupo-cccc-investe-em-terminal-portuario-no-brasil\/\">Babitonga Bulk Terminal<\/a> at the port of Sao Francisco do Sul, and another facility at the <a href=\"http:\/\/www.ccilc.pt\/en\/cccc-group-invests-port-terminal-brazil\">port of S\u00e3o Lu\u00eds<\/a> in the state of Maranh\u00e3o. In addition, in September 2017, China Merchants Port Holdings (CMPort) <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/05\/pt-grupo-chines-compra-empresa-gestora-de-terminal-de-contentores-no-brasil\/\">acquired 90 percent of the Brazilian firm TCP Participa\u00e7\u00f5es<\/a> for US$922 million, giving it control over the Paranagua Container Terminal.<\/p>\n<p>In aviation logistics, at the beginning of 2017, the Chinese firm <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/27\/pt-grupo-chines-hna-passa-a-accionista-da-empresa-brasileira-rio-de-janeiro-aeroportos\/\">HNA acquired a controlling (51 percent) stake<\/a> in the Rio de Janeiro Airport (Gale\u00e3o), sold off by financially troubled Odebrecht.<\/p>\n<p>In agriculture, although previous attempts by Chinse interests such as Chongqing Grain to build agro-industrial operations in the country <a href=\"https:\/\/www.reuters.com\/article\/us-brazil-china-soybeans\/big-chinese-soy-project-in-brazil-so-far-just-an-empty-field-idUSBREA331F720140404\">have not been able to progresss<\/a>, more recently Chinese companies have been quietly acquiring companies with pre-existing agro-industrial assets and technologies of interest in Brazil. Examples include the 2014 acquisition of HK Noble by China Overseas Food Corporation (COFCO), and the latter\u2019s 2017 interest in <a href=\"https:\/\/in.reuters.com\/article\/brazil-sugar-cofco\/cofco-eyes-bid-for-renuka-sugar-mill-in-brazil-court-document-idINKBN1AH4NO\">acquiring the bankrupt Revati<\/a> sugar refinery from the Indian company Renuka. Similarly, in 2016, the once marginal Chinese real-estate group <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/27\/pt-grupo-pengxin-pretende-adquirir-mais-empresas-brasileiras\/\">Pengxin acquired<\/a> majority stakes in the Brazilian agro-industrial companies <a href=\"http:\/\/fusoesaquisicoes.blogspot.com.es\/2017\/01\/grupo-chines-pengxin-negocia.html\">Fiagril<\/a> (for US$290 million), and <a href=\"https:\/\/www.reuters.com\/finance\/stocks\/002505.SZ\/key-developments\/article\/3613333\">Belagricola<\/a> (for US$253 million), turning Pengxin into a major trader in Brazilian soy and grains. In 2017, the Dow corporation <a href=\"https:\/\/www.reuters.com\/article\/us-dow-divestiture-citic\/chinas-citic-agri-fund-buys-dow-corn-seed-assets-for-1-1-billion-idUSKBN19W2NS\">sold its Agro Sciences operation<\/a> in Brazil to the Chinese firm CITIC for US$1.1 billion.<\/p>\n<p>In telecommunications, for more than a decade, the Chinese companies Huawei and ZTE have made significant progress as suppliers of infrastructure and hardware, including establishing a <a href=\"http:\/\/www.bnamericas.com\/en\/news\/technology\/huawei-opens-brazil-innovation-center\/\">major customer service and testing facility in S\u00e3o Paolo<\/a> in October 2015. Beyond the growing position of these two Chinese firms in the Brazilian market, however, the resource-rich China-based telecommunications giant China Mobile, has threatened to enter the country in a dramatic way, with the possible acquisition of the <a href=\"http:\/\/www.chinadaily.com.cn\/bizchina\/2017-09\/23\/content_32369648.htm\">bankrupt Brazilian firm Oi<\/a>, which would potentially give China Mobile access to Oi\u2019s more than 63 million subscribers. Beyond serving just the local market, China Unicom, and Huawei, are planning to <a href=\"https:\/\/macauhub.com.mo\/2017\/10\/06\/pt-grupo-china-unicom-vai-gerir-cabo-submarino-entre-o-brasil-e-os-camaroes\/\">build a 6,000 mile undersea telecommunications cable<\/a> across the Atlantic, connecting Fortaleza Brazil to the African nation of Cameroon.<\/p>\n<p>In medicine, a sector in which the China has had little presence in Latin America, in 2017 the Chinese group Meheco, backed by China Development Bank, signed an agreement to enter <a href=\"https:\/\/macauhub.com.mo\/2017\/09\/15\/pt-grupo-chines-investe-no-sector-da-saude-no-ceara-brasil\/\">Cear\u00e1 state to build medical facilities<\/a> there, and to stock them with Chinese medical equipment \u2014 activities with a value of up to US$4 billion.<\/p>\n<p>In finance, Brazil has been the major recipient of loans beyond the countries of the (anti-US) Bolivarian Alliance of the Peoples of the Americas (ALBA). In addition to the previously mentioned loan to Petrobras in 2009, China Development Bank provided a <a href=\"https:\/\/www.wsj.com\/articles\/brazils-petrobras-signs-pact-for-10-billion-in-loans-from-china-1456529796\">second US$10 billion loan<\/a> in 2016. In addition, the Brazilian government signed a US<a href=\"https:\/\/www.wsj.com\/articles\/brazils-petrobras-signs-pact-for-10-billion-in-loans-from-china-1456529796\">$30 billion currency swap agreement<\/a> in 2013. Beyond such loans and financial instruments, both <a href=\"https:\/\/www.chinadaily.com.cn\/business\/2013-10\/30\/content_17069003.htm\">China Construction Bank<\/a> (CCB) and <a href=\"http:\/\/www.icbc-ltd.com\/icbcltd\/about%20us\/news\/icbc%20gets%20approval%20to%20set%20up%20brazil%20branch.htm\">International Commerce Bank of China<\/a> (ICBC) have entered the country to operate as banks at the local level. In addition, the Chinese <a href=\"https:\/\/www.reuters.com\/article\/us-fosun-brazil-m-a\/fosun-strikes-first-brazil-deal-with-purchase-of-fund-manager-rio-bravo-idUSKCN10A05L\">capital fund FOSUN<\/a> recently opened a <a href=\"https:\/\/macauhub.com.mo\/2017\/07\/28\/pt-grupo-chines-fosun-compra-torre-de-escritorios-em-sao-paulo-brasil\/\">new office in S\u00e3o Paolo,<\/a> acquiring the Torre Sucupira building as prime real estate in the city\u2019s financial district.<\/p>\n<p>Whether China\u2019s recent advances in Brazil are, on balance, good for the country, is a matter of perspective. Yet it is an important phenomenon, largely obscured by the drama of the country\u2019s crises, that is transforming the business landscape of the country.
