Chileans voted to return billionaire businessman Sebastian Pi\u00f1era to the presidency on Sunday in a run-off election that will likely mean strengthened trade and investment cooperation with China.<\/p>\n

Pi\u00f1era, who was president from 2010-2014, swept to a comfortable second round win that saw him earn a 54.5% share of the vote against television presenter and centre-left New Majority (Nueva Mayoria) coalition candidate Alejandro Guiller, Chile\u2019s Electoral Service\u00a0confirmed<\/a>\u00a0on Monday.<\/p>\n

The victory of Pi\u00f1era\u2019s rightwing Let\u2019s Go Chile (Chile Vamos) coalition is expected to change little in terms of Chile\u2019s market-oriented development model or international relations, especially ties with China, which gained renewed momentum under outgoing leader Michelle Bachelet.<\/p>\n

\u201cThere\u2019s been near consensus on Chile\u2019s China policy since at least the beginning of the 1990\u2019s,\u201d said Nicole Jenne, an international relations expert at the Universidad Cat\u00f3lica in the capital Santiago.<\/p>\n

In September this year, Bachelet signed Chile up as a member of the China-led\u00a0Asian Infrastructure Investment Bank<\/a>\u00a0(AIIB) and in November the two countries\u00a0approved<\/a>\u00a0the \u201cupgrading\u201d of a 2005 free trade agreement.<\/p>\n

Last year, Chile and China elevated diplomatic relations to a \u201cstrategic integral partnership\u201d \u2013 a diplomatic status enjoyed by only a handful of other countries in the region \u2013 and\u00a0announced<\/a>\u00a0a dozen deals covering infrastructure and agriculture.<\/p>\n

Chile and China have a long history of cooperation. In 1970, Chile became the first Latin American nation to establish diplomatic ties with China. The 2005 trade deal was the first China signed with any foreign partner. China is Chile\u2019s largest trade partner and destination of around 30% of its exports, over 80% of which are copper products.<\/p>\n

\u201cWhen China grows, Chile grows\u201d<\/h2>\n

Of the two second-round presidential candidates, Guiller was arguably more effusive in campaign comments about China. \u201cEveryone in Chile agrees on the relationship with China,\u201d he said, adding; \u201cWhen China grows, Chile grows.\u201d<\/p>\n

Guiller visited Beijing and Shanghai in March this year to deliver a talk on technology and innovation and, somewhat controversially, reportedly also\u00a0met<\/a>\u00a0senior Communist Party officials.<\/p>\n

Following his election, Pi\u00f1era\u00a0told<\/a>\u00a0international journalists on Monday: \u201cWe all know China is Chile\u2019s leading trade partner and we are going to strengthen that relationship.\u201d<\/p>\n

Chinese foreign affairs ministry spokesman Hua Chunying\u00a0said<\/a>: \u201cWe believe that the Chilean people will make greater achievements under the leadership of Pi\u00f1era.\u201d<\/p>\n

However, during campaigning, Pi\u00f1era warned of excessive Chinese influence in Latin American politics. \u201cWe Chileans want to trade with the whole world, but a strong Chinese political presence in Latin America is not good,\u201d he\u00a0told<\/a>\u00a0an audience at US think-tank the Wilson Centre.<\/p>\n

Pi\u00f1era also said US president Donald Trump\u2019s decision to withdraw from supra-regional trade bloc the Trans-Pacific Partnership (TPP<\/a>) presented China with a \u201chuge opportunity\u201d.<\/p>\n

Jenne said the comments were \u201csurprising\u201d given that Chile has been a \u201cfaithful partner\u201d to the US in its foreign policy and the promotion of free trade.<\/p>\n

Wu Guoping, a Latin America expert at the Chinese Academy of Social Sciences said: \u201cI don\u2019t think the next president (Pi\u00f1era) will look to change the continuity in the relationship with China because of acts undertaken during his last presidency.\u201d<\/p>\n

Pi\u00f1era made an official visit to China in 2010, a trip he said he remembered with \u201cgreat fondness.\u201d<\/p>\n

Fernando Reyes Matta, director of the Santiago-based\u00a0Latin American Center for China Studies<\/a>\u00a0and a former Chilean ambassador to China,\u00a0wrote<\/a>\u00a0in business publication\u00a0Diario Financiero<\/em>\u00a0that Pi\u00f1era should outline a long-term China-Chile plan. The plan should prioritise agroindustry, energy, 4D industries and digital connectivity.<\/p>\n

Reyes Matta added that Pi\u00f1era should take advantage of Chinese president Xi Jinping\u2019s presence in the Southern Cone in the coming years: at the G20 summit in Buenos Aires in 2018, and at the APEC summit in Santiago in 2019.<\/p>\n

In January 2018, Santiago will host the second summit of China and the Community of Latin American and Caribbean Nations (CELAC), a 33-strong western hemispheric bloc that excludes the US and Canada.<\/p>\n

At the\u00a0first China-CELAC summit<\/a>\u00a0in Beijing in 2015, parties announced the China-CELAC\u00a02015-19 cooperation plan<\/a>.
