{"id":50010554,"date":"2018-01-26T07:00:19","date_gmt":"2018-01-26T07:00:19","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=10554"},"modified":"2023-01-26T09:58:13","modified_gmt":"2023-01-26T09:58:13","slug":"10554-mega-dams-may-be-history-in-the-brazilian-amazon","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/10554-mega-dams-may-be-history-in-the-brazilian-amazon\/","title":{"rendered":"Mega-dams may be history in the Brazilian amazon"},"content":{"rendered":"<p>Early this month, executives of Brazil\u2019s Ministry of Mines and Energy (MME) announced to the Brazilian newspaper <a href=\"https:\/\/oglobo.globo.com\/economia\/fase-de-grandes-hidreletricas-chega-ao-fim-22245669\"><em>O Globo <\/em><\/a>\u00a0that the country would <a href=\"http:\/\/amazonwatch.org\/news\/2018\/0103-the-era-of-mega-hydropower-in-brazilian-amazon-appears-over\">cease building large dams on the Amazon\u2019s rivers<\/a>, an announcement that surprised many. Like many of our allies, we celebrated this news and were especially heartened by the fact that the executives cited the need to \u201crespect the social desire to restrict these projects.\u201d Acknowledging the complexity in both licensing and financing mega-dams in the era of controversial projects like <a href=\"http:\/\/stage.dialogochino.net\/belo-monte-power-lines-will-clear-extensive-vegetation\/\">Belo Monte<\/a> these officials indicated that <a href=\"https:\/\/news.mongabay.com\/2018\/01\/brazil-announces-end-to-amazon-mega-dam-building-policy\/\">Brazil would pursue new directions<\/a> to meet its energy needs that emphasise clean renewable power and decentralisation.<\/p>\n<p>On face value, this news should be seen as a major victory of all those &#8212; including Amazon Watch and our indigenous and international NGO allies &#8212; who resisted and fought the disaster of Amazon dams, particularly those communities and organizations on the front lines. To halt a once-powerful dam-building juggernaut is a clear vindication of our decades-long struggle in defense of the Amazon\u2019s forests and all those who rely upon these irreplaceable ecosystems.<\/p>\n<p>There are several factors that led to this apparent policy shift, including the privatisation of the state energy company Electrobras and the <a href=\"https:\/\/www.theguardian.com\/world\/2016\/apr\/08\/brazil-rousseff-corruption-belo-monte-dam\">obvious corruption involved <\/a>in recent Amazon dam projects, which deeply undermined public support for new projects of this kind. Furthermore, when MME executive secretary Paulo Pedrosa grudgingly mentions \u201csocial desire,\u201d he is conceding that determined resistance to Brazil\u2019s dam-building programme profoundly complicated his ministry\u2019s originally designs for the Amazon\u2019s rivers, which foresaw building dozens of large dams over the coming years. In a shocking departure from the MME\u2019s policy of obscuring the true impacts and implications of large dams, Pedrosa said: \u201cWe are not willing to make moves that mask their costs and their risks.&#8221;<\/p>\n<p>In 2010, Amazon Watch joined a coalition of allies &#8212; ranging from the grassroots to the global &#8212; to fight the Belo Monte dam and its proponents. Our combined efforts sought not only to stop one emblematic project, but also to challenge a destructive development model and encourage a paradigm shift toward truly clean, alternative solutions. While we were ultimately unsuccessful at halting this catastrophe from befalling the Xingu River and its peoples, our coalition\u2019s efforts took a <a href=\"http:\/\/www1.folha.uol.com.br\/mercado\/2018\/01\/1948976-custo-ambiental-cresce-e-potencial-para-novas-hidreletricas-chega-ao-fim.shtml\">profound political and financial toll<\/a> upon the dam industry that ultimately contributed to the <a href=\"http:\/\/amazonwatch.org\/news\/2016\/0809-victory-on-brazils-tapajos-river-and-the-battle-that-lies-ahead\">archiving of Belo Monte\u2019s mega-dam successor, known as S\u00e3o Luiz do Tapaj\u00f3s<\/a>, in 2016. Last week\u2019s announcement seemingly extends this victory across the Brazilian Amazon while answering the public\u2019s call for accountability and viable energy alternatives.<\/p>\n<p>However, it is important to temper this triumph with both historic and current context. It is wise to doubt the credibility of the Brazilian government in these matters, particularly as its actions frequently contradict its public statements. Last week, Brazil\u2019s national energy agency ANEEL <a href=\"https:\/\/www.canalenergia.com.br\/noticias\/53046992\/aneel-aceita-estudos-de-viabilidade-da-uhe-jatoba\">accepted viability studies for the proposed Jatoba dam<\/a> on the Tapaj\u00f3s River, an unquestionably large project with major implications for the region\u2019s ecosystems and the wellbeing of the Munduruku indigenous people.<\/p>\n<p>Meanwhile, the government\u2019s ten<a href=\"http:\/\/www.epe.gov.br\/sites-pt\/publicacoes-dados-abertos\/publicacoes\/PublicacoesArquivos\/publicacao-40\/PDE2026.pdf\">-year energy plan<\/a> cites the completion of studies for the S\u00e3o Luiz do Tapaj\u00f3s dam\u2019s energy transmission lines, implying that the project will again be on the country\u2019s development agenda in 2028. Indeed, the plan prolongs the government&#8217;s abject failure to adequately recognise disputes around the social, environmental, and economic viability of large dams, including violations of the rights of indigenous peoples. Such mixed signals imply that all those working to defend the human rights and protect the Brazilian Amazon\u2019s rivers and forests must not drop their guard.<\/p>\n<p>It is important to note that Brazilian energy planners no longer benefit from the deep pockets of the state development bank, known by its acronym BNDES, which previously provided subsidised loans that covered up to 80% of mega-dam budgets. Now mired in economic crisis, the Brazilian government is increasingly seeking Chinese investment in infrastructure projects, as in the case of the China Three Gorges (CTG) Corporation&#8217;s involvement in the S\u00e3o Manoel Dam on the Teles Pires River. The company\u2019s 33.3% stake in this highly controversial project should not be seen in isolation, but rather as part of a growing trend of Chinese corporate and financial involvement in Brazil\u2019s development trajectory.<\/p>\n<p>China invested <a href=\"https:\/\/g1.globo.com\/economia\/negocios\/noticia\/com-us-85-bilhoes-em-2017-china-aumenta-participacao-em-fusoes-e-aquisicoes-no-brasil.ghtml\">US$ 8.5 billion in Brazil in 2017<\/a>, its <a href=\"https:\/\/g1.globo.com\/economia\/noticia\/investimento-da-china-no-brasil-em-2017-atingiu-maxima-de-7-anos.ghtml\">largest venture<\/a> in the country since 2010, emphasising the energy, infrastructure, and agriculture industries. Infusing 35% of all foreign investment that entered Brazil in 2017, Chinese finance has significant and growing influence, particularly on economic sectors that are <a href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/05\/brazil-amazon-tapajos-hydrovia-scheme\">strategic to China\u2019s consumption of Brazilian commodities<\/a>, such as soy. As logistical bottlenecks routinely delay and increase costs of Brazil\u2019s soy exports from Amazonian ports, <a href=\"https:\/\/news.mongabay.com\/2016\/11\/top-scientists-amazons-tapajos-dam-complex-a-crisis-in-the-making\/\">infrastructure planners envision<\/a> transport corridors including dams, waterways, and railroads to be carved into the region\u2019s forests and rivers.<\/p>\n<p>With <a href=\"https:\/\/g1.globo.com\/economia\/negocios\/noticia\/chinesa-state-grid-adquire-controle-acionario-da-cpfl-energia.ghtml\">controlling shares in<\/a> and <a href=\"https:\/\/g1.globo.com\/economia\/negocios\/noticia\/eletrica-chinesa-spic-conclui-compra-da-pacific-hydro-brasil-e-mira-expansao.ghtml\">acquisitions of leading Brazilian energy companies<\/a>, Chinese investors could be positioning themselves to bring new Amazon dam and associated waterway projects to life. Given the aforementioned role of CTG in damming the Teles Pires River, as well as the Chinese company <a href=\"https:\/\/www.reuters.com\/article\/brazil-utilities\/update-1-state-grid-eletrobras-to-deliver-line-for-brazil-dam-early-idUSL2N1MR1H3\">State Grid\u2019s construction of Belo Monte\u2019s energy transmission lines<\/a>, there are indications that more such projects are in the pipeline. Therefore, one must weigh the encouraging narrative of Brazilian government officials against the possibility that Chinese investors may push for the very infrastructure the MME appears to be phasing out.<\/p>\n<p>This month\u2019s announcement should be celebrated as a tentative victory, albeit a fragile one that demands vigilance as Brazil continues to weather political and financial instability. With presidential elections scheduled for the end of the year, a new administration could honour or abandon the MME\u2019s proposals, the latter once again throwing the future stability of the Amazon into jeopardy. This victory will only become a reality when we insist it be upheld. We owe this to our on-the-ground partners for all they do on our behalf to defend this life-giving forest.<\/p>\n<p><em>This article was originally published by <a
