{"id":50010612,"date":"2018-02-21T12:54:12","date_gmt":"2018-02-21T12:54:12","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=10612"},"modified":"2024-06-05T11:47:06","modified_gmt":"2024-06-05T10:47:06","slug":"10612-mexico-looks-to-new-horizons-as-nafta-talks-falter","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/10612-mexico-looks-to-new-horizons-as-nafta-talks-falter\/","title":{"rendered":"Mexico looks to new horizons as NAFTA talks falter"},"content":{"rendered":"<p>Smack in the middle of the last Mexico-hosted round of talks to revive faltering trade pact the North American Free Trade Agreement (NAFTA), President Enrique Pe\u00f1a Nieto flew to Xiamen, southern China, as it staged the <a href=\"http:\/\/stage.dialogochino.net\/vague-new-development-bank-must-clarify-its-lending-policies\/\">9<sup>th <\/sup>summit<\/a> of the BRICS (Brazil, Russia, India, China, South Africa) nations.<\/p>\n<p>Pe\u00f1a Nieto quit the country amid complaints by President Donald Trump that the 24-year old trade bloc that also includes Canada had disadvantaged US workers and created a trade deficit with Mexico.<\/p>\n<p>Analysts <a href=\"https:\/\/www.as-coa.org\/articles\/mexico-turning-china-lieu-united-states\">interpreted<\/a> Pe\u00f1a Nieto\u2019s trip to participate in an emerging economies forum at the Summit, as a pivot away from its <a href=\"http:\/\/www.independent.co.uk\/voices\/donald-trump-racism-shithole-countries-controversy-presidency-candidancy-campaign-mexico-wall-a8155396.html\">noisy<\/a> northern neighbor.<\/p>\n<p>And relations with China are rosy, according to Qiu Xiaoqi, the Chinese ambassador to Mexico.<\/p>\n<p>\u201cThey [Pe\u00f1a Nieto and Chinese President Xi Jinping] have reached a consensus on the development of a pragmatic cooperation between our two countries,\u201d Qiu <a href=\"http:\/\/www.excelsior.com.mx\/nacional\/2018\/02\/11\/1219470\">told<\/a> Mexican newspaper Excelsior recently.<\/p>\n<p>Qiu\u2019s counterpart, Jos\u00e9 Luis Bernal Rodr\u00edguez, said the relationship was enjoying its \u201cbest moment in history\u201d.<\/p>\n<p>Mutual appreciation aside, and with much attention on NAFTA as negotiators make few advances ahead of talks\u2019 final round in Mexico starting <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-02-14\/next-round-of-nafta-talks-said-to-move-up-a-day-to-start-feb-25\">February 25<\/a>, the country would do well to address long-standing social and environmental problems in its bilateral relations with China, experts say.<\/p>\n<p><strong>Friend or foe?<\/strong><\/p>\n<p>There is no problem with the formal aspects of the Mexico-China relationship, according to Enrique Dussel Peters, director of the Centre for China-Mexico Studies at the National Autonomous University of Mexico (UNAM). However, he does not regard China as a panacea should the US ditch NAFTA.<\/p>\n<p>\u201cChina will not solve Mexico\u00b4s problem with the Trump administration,\u201d he says. Around 80% of Mexico\u2019s exports go to the US, whereas China accounts for little over 1%. Furthermore, exports to China have declined in absolute terms in the past 5 years.<\/p>\n<p>Unlike many countries in Latin America with large primary sectors, two thirds of Mexico\u2019s exports are manufactures. Mexico does not have the same potential to export agricultural and extractive industry products as Brazil, Argentina and Chile, that benefitted economically from increasing exports during China\u2019s \u2018<a href=\"https:\/\/www.chinadialogue.net\/culture\/8856-Book-Why-China-is-not-to-blame-for-Latin-America-s-environmental-problems\/en\">boom<\/a>\u2019 years, Dussel Peters says. The period was also associated with increasing <a href=\"http:\/\/stage.dialogochino.net\/china-is-a-major-driver-of-environmental-degradation-in-latin-america\/\">environmental degradation<\/a> for big commodity exporting countries.<\/p>\n<p>Dussel Peters adds that despite the positive rhetoric, neither China nor Mexico has managed to tackle the main issues that have generated \u201cmassive tensions\u201d in the last decade.<\/p>\n<p>These include trade, <a href=\"http:\/\/www.redalc-china.org\/monitor\/informacion-por-pais\/busqueda-por-pais\/20-mexico\">foreign direct investment<\/a> (FDI), infrastructure projects, tourism and visas. Infrastructure and construction projects have strained China and Mexico relations as much for <a href=\"https:\/\/www.reuters.com\/article\/us-china-mexico\/mexico-denies-favoring-chinese-consortium-in-railway-bidding-idUSKBN1FS0P5\">irregularities<\/a> in tendering processes as their social and environmental impacts.<\/p>\n<p>An infamous case is the 40% Chinese-owned <a href=\"https:\/\/thediplomat.com\/2017\/01\/the-dragon-mart-fiasco-still-haunts-china-mexico-relations\/\">Dragon Mart<\/a> retail complex. Construction of this joint China-Mexico venture threatened fragile wetland ecosystems on the Puerto Morelos Reef National Park outside Canc\u00fan on Mexico\u2019s Yucat\u00e1n Peninsula, campaigners said. The project was eventually <a href=\"https:\/\/elaw.org\/mega-development-project-mexico-canceled-forever\">abandoned<\/a> after a legal challenge.<\/p>\n<p>Lost jobs through trade with China is also an urgent problem for Mexico. According to <a href=\"http:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---americas\/---ro-lima\/documents\/publication\/wcms_563727.pdf\">research<\/a> by Dussel Peters and the International Labour Organisation (ILO), Mexico lost over half a million jobs between 1995 and 2011 through trade with China \u2013 the worst hit in this regard of any Latin American country. Brazil was the biggest winner, with 1.35 million jobs created in the same period. <iframe loading=\"lazy\" class=\"highcharts-iframe\" style=\"border: 0; width: 100%; height: 418px;\" src=\"https:\/\/cloud.highcharts.com\/embed\/Bks3dVdvf\/\" width=\"300\" height=\"170\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe> Adri\u00e1n Cisneros, director of Mexico-based business consultancy <a href=\"http:\/\/www.chevaya.com\/chevaya.php\">Chevaya<\/a>, says Pe\u00f1a Nieto\u2019s administration has failed to identify the major trading relationships it wants to improve. \u201cIt\u2019s nowhere,\u201d Cisneros said when asked by <em>Di\u00e1logo Chino<\/em> where the government\u2019s focus lay.<\/p>\n<p>Mexican companies \u2013 the vast majority of which are small and medium-sized enterprises (SMEs) \u2013 may hope for a share of overseas markets, but lack the resources and knowledge to assert themselves internationally. This is most evident on approaching \u201cculturally and geographically distant\u201d countries like China, Cisneros adds.<\/p>\n<p><strong>Beware free trade<\/strong><\/p>\n<p>As NAFTA hit the ropes, China expressed a willingness to enter into a free-trade pact with Mexico. \u201cIf we negotiate a free-trade agreement, this will greatly favor trade exchanges between our two countries. There is no difficulty from China\u2019s side,\u201d Reuters <a href=\"https:\/\/www.reuters.com\/article\/us-china-mexico-trade\/china-open-to-free-trade-agreement-with-mexico-xinhua-idUSKBN19K01Z\">reported<\/a> Qiu as saying.<\/p>\n<p>Cisneros disagrees. As well as hurting Mexican SME\u2019s, the environmental standards required by China\u2019s free trade pacts are usually lower than those Mexico agrees to, he says.<\/p>\n<p>However, compliance with such standards is an issue of implementation and only where authorities impose proper sanctions can they be demonstrated.<\/p>\n<p>Elsewhere in Latin America, the <a href=\"http:\/\/stage.dialogochino.net\/china-boosts-extraction-of-natural-resources-in-latin-america\/\">weaker enforcement<\/a> of environmental laws and licensing has been associated with countries trying to attract foreign investment or <a href=\"http:\/\/stage.dialogochino.net\/belo-monte-power-lines-will-clear-extensive-vegetation\/\">expedite infrastructure projects<\/a>.<\/p>\n<p>According to <a href=\"https:\/\/www.bu.edu\/pardeeschool\/files\/2016\/11\/Pardee_TradeClimate_110316final.pdf\">a study<\/a> by Boston University, trade is an important vehicle in determining environmental and climate impacts. As countries such as the US <a href=\"https:\/\/www.ft.com\/content\/b1cde4f4-f6f8-11e7-8715-e94187b3017e\">embrace economic protectionism<\/a>, the report tackles some of the lesser-addressed aspects of the global free-trade model China now finds itself <a href=\"http:\/\/www.fmprc.gov.cn\/mfa_eng\/zxxx_662805\/t1529529.shtml\">championing<\/a>.<\/p>\n<p>&#8220;The prevailing model of trade and investment treaties is largely incompatible with the world\u2019s broader climate goals,\u201d the report says, pointing to its effects on increasing greenhouse gas emissions. It adds that free-trade rules can undermine climate policies and impose limits on government regulatory authority.<\/p>\n<p>The report says the scale of trade (which often grows when economies liberalise), its composition, and \u2018techniques\u2019 (the way certain resources are extracted or produced) determine the levels of pollution in productive sectors. Increased emissions through transportation including trucking, shipping and aviation are also a factor.<\/p>\n<p>&#8220;Reducing trade barriers in all goods and services regardless of their climate impacts\u2014as in the case of oil and gas exports\u2014only further accentuates current patterns of economic activity that contribute to climate change,\u201d the report says.<\/p>\n<p>Mexico recently enacted a historic reform of its energy sector, opening-up the market to new oil and gas concessions for foreign investment for the first time in 80 years. China National Offshore Oil Corporation [CNOOC] <a href=\"https:\/\/www.reuters.com\/article\/us-mexico-oil-auction-first\/china-stakes-claim-in-mexico-oil-opening-at-deep-water-auction-idUSKBN13U2I2\">snapped-up<\/a> two of eight blocks for an estimated US$1.2 billion. The Mexican government will auction a further 29 blocks in the near future, with CNOOC expected to bid alongside other Mexican, US and European firms.<\/p>\n<p>The reform process also included renewable energy auctions. Chinese companies Jinko Solar and Vive Energ\u00eda made <a href=\"http:\/\/ieefa.org\/content\/uploads\/2017\/01\/Chinas-Global-Renewable-Energy-Expansion_January-2017.pdf\">significant investments<\/a> in solar and wind projects, respectively. Trade and investment could more closely align with broader climate goals if it restricted global flows of carbon-intensive goods and services, the Boston University report says.<\/p>\n<p>At the same time, it suggests free trade policies that help promote \u201cclimate-friendly exchanges\u201d by reducing tariffs on low-carbon products and accelerating the movement of capital for greener investments.<\/p>\n<p><strong>Presidential elections<\/strong><\/p>\n<p>Pe\u00f1a Nieto will leave office after elections in May determine his successor. The Mexican constitution limits presidencies to a single 6-year term. Much <a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2017\/05\/mexicos-revenge\/521451\/\">media attention<\/a> has focused on NAFTA\u2019s problems and growing ties with China as Mexico prepares to go the polls.<\/p>\n<p>Frontrunner Andr\u00e9s Manuel L\u00f3pez Obrador, a left-wing former mayor of Mexico City, is said to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-02-01\/lopez-obrador-s-nafta-chief-intends-to-keep-mexico-in-agreement\">support<\/a> the continuation of the tripartite trade agreement, but wants a better deal for Mexico.<\/p>\n<p>AMLO \u2013 as L\u00f3pez Obrador is widely known \u2013 has also said he wants to <a href=\"https:\/\/www.ft.com\/content\/bbe7a73c-a5e6-348a-b75a-4f8417dde8fb\">revise<\/a> the new energy contracts. Dussel Peters says that while NAFTA was not expected to be a big campaign issue when Trump took office, a lot has changed.<\/p>\n<p>\u201cAs a result of the Trump administration\u00b4s strategy, the
