{"id":50012261,"date":"2018-11-08T03:55:44","date_gmt":"2018-11-08T03:55:44","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=12261"},"modified":"2023-01-26T11:37:01","modified_gmt":"2023-01-26T11:37:01","slug":"12261-bogota-rejects-chinese-electric-busses","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/12261-bogota-rejects-chinese-electric-busses\/","title":{"rendered":"Bogot\u00e1 rejects Chinese electric buses"},"content":{"rendered":"<p>Once a global symbol of sustainable public transport, Bogot\u00e1 last week banished the idea of electric buses.<\/p>\n<p>Instead, TransMilenio, the city\u2019s almost twenty year-old public transport system, bet on diesel and natural gas busses. The electric power boom led by Chinese manufacturers seemingly still has to overcome economic and technological barriers \u2013 and change perceptions \u2013 if it is to become an attractive option in Latin America metropolises.<\/p>\n<p>At the same time, pollution and air quality have become increasingly sensitive political issues for Latin America\u2019s urban citizens.<\/p>\n<h2>Bogota\u2019s decision<\/h2>\n<p>Last Friday, Bogot\u00e1 announced the\u00a0<a href=\"https:\/\/www.elespectador.com\/noticias\/bogota\/nuevos-buses-de-transmilenio-el-diesel-sigue-mandando-y-el-gas-gana-espacio-articulo-821744\">companies that won the tender<\/a>\u00a0to renew the fleet of 1,160 TransMilenio busses that will operate over the next decade.<\/p>\n<p>In the midst of great expectation and political tension, the bus rapid transit system (BRT) chose two diesel and three gas operators as the winners of a tender that the city had postponed for more than seven years. Estructura Plural and Bogot\u00e1 M\u00f3vil Provisi\u00f3n won the contract to supply the diesel busses, all of which are manufactured by Swedish company Volvo.<\/p>\n<p>Despite pressure from many sectors, none of the busses that will operate from January 2019 will be electric. Chinese company BYD \u2013 the only electric option \u2013 saw its part of the tender, for 260 busses, deemed unsatisfactory.<\/p>\n<p>The news caused controversy in political circles, with many insisting it is not justifiable for Bogot\u00e1 to opt for technologies based on fossil fuels instead of clean ones.<\/p>\n<p>\u201cTo think that going from diesel to a different diesel or gas is a great step forward, when there are options for electric busses, shows huge intellectual and political blindness,\u201d\u00a0<a href=\"https:\/\/twitter.com\/ClaudiaLopez\/status\/1058769135964995588\">said<\/a>\u00a0former vice presidential candidate Claudia L\u00f3pez.<\/p>\n<p>Right-wing senator Rodrigo Lara\u00a0<a href=\"https:\/\/twitter.com\/Rodrigo_Lara_\/status\/1058525193767923712\">said<\/a>: \u201cIt\u2019s very serious news for our children and grandparents who will continue to get sick with the particulate material the busses emit.\u201d<\/p>\n<p>The issue became the centre of a bitter political debate in a city whose population went from being enormously satisfied with how an innovative public transport system decongested the city, to one that punished it years later when it proved unable to handle the demands of its 8 million inhabitants.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_18502\" aria-describedby=\"caption-attachment-18502\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-18502 size-article-inline-wide\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2018\/11\/transmilenio-1000x667.jpg\" alt=\"\" width=\"1000\" height=\"667\" \/><figcaption id=\"caption-attachment-18502\" class=\"wp-caption-text\">Transmilenio in Bogot\u00e1, Colombia (image:<a href=\"https:\/\/www.flickr.com\/photos\/edgarzuniga\/4133752426\/in\/faves-145808072@N03\/\"> Edgar Zuniga Jr.) <\/a><\/figcaption><\/figure><\/p>\n<p><\/div>\n<p>This swing in public opinion mirrored approval rates for current mayor Enrique Pe\u00f1alosa, considered a pioneer when he established TransMilenio in his first term 18 years ago\u00a0 and became the visible face of the BRT worldwide, but who today is very unpopular.<\/p>\n<p>Anger has grown at poor air quality in the past two years as Bogot\u00e1\u2019s citizens worry increasingly about\u00a0<a href=\"http:\/\/oab2.ambientebogota.gov.co\/es\/indicadores?id=305&amp;v=l\">a significant increase in respiratory diseases.<\/a><\/p>\n<p>Many citizen groups began to push for the rapid adoption of technologies that emit less greenhouse gases than conventional busses powered by diesel.<\/p>\n<p>Doing so would be a double win for Colombia. Firstly, as in other countries in the region, the transport sector contributes significant emissions that cause climate change. Urban public transport\u00a0<a href=\"http:\/\/www.minambiente.gov.co\/images\/cambioclimatico\/pdf\/planes_sectoriales_de_mitigaci%C3%B3n\/PAS_Tranporte_-_Final.pdf\">accounts for 15%<\/a>\u00a0of these, behind only cargo trucks and almost the same as private vehicles.<\/p>\n<p>In its\u00a0<a href=\"http:\/\/www.minambiente.gov.co\/images\/cambioclimatico\/pdf\/planes_sectoriales_de_mitigaci%C3%B3n\/PAS_Tranporte_-_Final.pdf\">commitments<\/a>\u00a0under the Paris Agreement, Colombia considered replacing 75% of public busses in Bogot\u00e1, Medellin and five other cities with zero-emission vehicles by 2040. Colombia is responsible for just 0.37% of global emissions, yet it is one of the countries most vulnerable to the effects of climate change and has been studiously planning how to tackle reduce them.<\/p>\n<p>Secondly, electric technology has an additional appeal for Colombia given that 70% of electricity\u00a0<a href=\"https:\/\/www.dinero.com\/edicion-impresa\/pais\/articulo\/tension-por-proyectos-de-energia-renovable-no-convencional\/255880\">comes from hydroelectric power plants<\/a>. The country has a much cleaner energy supply than most countries and, therefore, the busses would be even greener.<\/p>\n<p>However, criteria other than air quality prevailed in Bogot\u00e1\u2019s tender. The city opted to ensure a greater load capacity of the busses and a better quality of service. For this, both natural gas (which has advanced greatly in the last decade) and diesel worked well.<\/p>\n<p>The city even argued that moving from diesel engines certified with the Euro II and III standard \u2013 like those the TransMilenio has been using since 2000 \u2013 to the newer Euro V ones would\u00a0<a href=\"https:\/\/lasillavacia.com\/silla-llena\/red-cachaca\/historia\/licitacion-de-provision-de-flota-de-transmilenio-el-vaso-y-los\">reduce the particulate matter emissions by 80%<\/a>.<\/p>\n<h2>No State, no electric vehicles<\/h2>\n<p>The introduction of electric vehicles is, however, more complex. The Bogot\u00e1 tender made it clear that there are several important obstacles for the technology \u2013 driven globally by China \u2013 to go mainstream in Colombia and other Latin American countries.<\/p>\n<p>Firstly, there is a big economic obstacle to easily emulating the models espoused by the Chinese city of Shenzhen, whose fleet of\u00a0<a href=\"https:\/\/www.wri.org\/blog\/2018\/04\/how-did-shenzhen-china-build-world-s-largest-electric-bus-fleet\">16 thousand busses is entirely electric.<\/a><\/p>\n<p>\u201cWhen you analyse the experience of Shenzhen, you realise that behind it there is a robust public policy, both provincial and national, including support for the purchase of busses. There is full support that makes it feasible,\u201d explained\u00a0<a href=\"https:\/\/www.wri.org\/profile\/dario-hidalgo\">Dar\u00edo Hidalgo<\/a>, a Colombian engineer who heads the World Resources Institute\u2019s Ross Center for Sustainable Cities.<\/p>\n<p>Moreover, an electric bus can cost twice that of a diesel one, not to mention the infrastructure needed to recharge batteries. Although this cost has been decreasing and battery life has increased, it continues to be an obstacle in places like Colombia (and a good part of Latin America) where private companies assume all the operational risks.<\/p>\n<p>For transport experts, it was ironic that former environment minister Luis Gilberto Murillo,\u00a0<a href=\"http:\/\/diariodelsur.com.co\/noticias\/bogota\/minambiente-exige-penalosa-tomar-medidas-para-mejor-el-air-442298\">wrote<\/a>\u00a0to Bogot\u00e1\u2019s Mayor Enrique Pe\u00f1alosa asking him to prioritise zero-emission technologies but without accompanying his complaint with any governmental initiative to make new technologies accessible to all.\u00a0<a href=\"http:\/\/www.minambiente.gov.co\/images\/cambioclimatico\/pdf\/planes_sectoriales_de_mitigaci%C3%B3n\/PAS_Tranporte_-_Final.pdf\">Beyond<\/a>\u00a0a reduction on import tariffs and an exemption from consumption tax, the Colombian State has done little to promote them.<\/p>\n<p>\u201cThe real public policy is the one that puts instruments in place to help the city achieve it,\u201d says Hidalgo, who was deputy manager of TransMilenio in its first four years of operation.<\/p>\n<p>A recent<a href=\"https:\/\/www.thedialogue.org\/content\/uploads\/2018\/09\/CHARGING-AHEAD-2.pdf\">\u00a0report<\/a>\u00a0on the electric car market by US think-tank The Dialogue, which considered eight cities including Bogot\u00e1, made a similar point.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>Did you know\u2026<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nThere are now 370,000 electric busses in the world \u2013 99% are in China.<br \/>\n\n                <\/div>\n            <\/div>\n<p>\u201cThe absence of specialised financial instruments or business models to incentivise electric vehicles has slowed down their use,\u201d lead researcher\u00a0<a href=\"http:\/\/stage.dialogochino.net\/author\/guy-edwards\/\">Guy Edwards\u00a0<\/a><a href=\"https:\/\/www.thedialogue.org\/content\/uploads\/2018\/09\/CHARGING-AHEAD-2.pdf\">concluded<\/a>. There are now 370,000 electric busses in the world \u2013 99% are in China.<\/p>\n<p>Chile\u2019s capital Santiago does have a scheme and will debut 100 electric busses this year thanks to an alliance between BYD and the Italian energy company Enel. Paradoxically, Enel also operates Bogot\u00e1\u2019s electricity but has not supported a similar model.<\/p>\n<p>Ecaudorean capital Quito and Mexico City have\u00a0<a href=\"https:\/\/iberoeconomia.es\/internacional\/ciudad-mexico-quito-solo-compraran-autobuses-ecologicos-partir-2025\/\">promised<\/a>\u00a0not to buy any public transport vehicles powered by fossil fuels after 2025.<\/p>\n<p>In June, six manufacturers\u00a0<a href=\"http:\/\/static.iris.net.co\/semana\/upload\/documents\/carta-fabricantes-buses-electricos-a-transmilenio-sa.pdf\">sent a letter<\/a>\u00a0to the Bogot\u00e1 administration requesting that it guarantee a 30% quota for electric busses. This, they argued, would incentivise the industry.<\/p>\n<p>Although the idea was not accepted, they managed to modify some conditions and learn more about greener technology. Five of the companies are Chinese (BYD, Yutong, Shanghai Sunwin, Foton and Zhongtong \/ Yinlong \/ DongFeng \/ Sinotruck), only one ended up participating.<\/p>\n<h2>A cutting-edge but uncertain technology<\/h2>\n<p>A second obstacle for electric busses is the little experience that transport companies have with the technology. Many do not yet have trained personnel or adequate infrastructure (for example, battery charging). It also isn\u2019t clear whether Chinese manufacturers can provide technical or maintenance services.<\/p>\n<p>Additionally, experiments with electric prototypes in Bogot\u00e1 showed that there are still many practical issues to be solved for vehicle parts like automatic doors. This is because there is an existing market for ordinary electric busses, but not yet articulated and bi-articulated, as required by a BRT system (created by Curitiba in Brazil and scaled-up by Bogot\u00e1).<\/p>\n<p>Many operators feel that European and American manufacturers are investing not only in research and development, but also in launching products on the market that have proven records. In their view, many Chinese manufacturers are still developing. This problem of perception, real or not, has obstructed the expansion of electric busses.<\/p>\n<p>\u201cThe world is changing to clean energy, but to go 100% would imply an important operational risk, because all the uncertainties come at a cost,\u201d said\u00a0<a href=\"https:\/\/ingenieria.uniandes.edu.co\/Paginas\/Noticias.aspx?nid=204\">Luis \u00c1ngel Guzm\u00e1n<\/a>, a professor of transportation at the Universidad de los Andes in Bogot\u00e1.<\/p>\n<p>He added: \u201cAt the same time, we don\u2019t have to wait for another tender in 10 years. You can think about introducing electric vehicles gradually, as has been done with hybrids, and test them out little by little.
