{"id":50012451,"date":"2018-11-22T15:01:08","date_gmt":"2018-11-22T15:01:08","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=12451"},"modified":"2019-01-17T16:50:16","modified_gmt":"2019-01-17T16:50:16","slug":"12451-brazils-carbon-emissions-fall-as-economy-slowly-recovers","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/12451-brazils-carbon-emissions-fall-as-economy-slowly-recovers\/","title":{"rendered":"Brazil\u2019s carbon emissions fall as economy slowly recovers"},"content":{"rendered":"<p>A reduction in Amazon deforestation brought Brazil\u2019s 2017 carbon emissions down 2.3% compared to the previous year, according to data released Wednesday by the System for Greenhouse Gas Emissions and Removals Estimates (SEEG).<\/p>\n<p>The 12% decline in Amazon forest loss is largely attributed to Brazil\u2019s main environmental protection agency, Ibama, having a bigger budget. But results could have been better. Destruction of the Cerrado Savannah grew 11%.<\/p>\n<p>The slight fall comes even as Brazil\u2019s economy began a sluggish recovery last year, ending a three-year long recession that ate up almost a tenth of GDP for the period. Economic growth\u00a0<a href=\"http:\/\/stage.dialogochino.net\/can-other-emerging-economies-follow-chinas-industrial-energy-saving-success\/\">is usually associated<\/a>\u00a0with an increase in emissions.<\/p>\n<p>\u201cThis shows that when there is political will to fight environmental destruction, we have ways to face the challenge,\u201d said Carlos Rittl, executive secretary of the\u00a0<a href=\"http:\/\/www.observatoriodoclima.eco.br\/\">Climate Observatory<\/a>, one of the 44 members of the SEEG platform.<\/p>\n<p>Brazil\u2019s emissions are roughly the same today as they were in 1990. But this year\u2019s 5.5% decrease in deforestation masked the continued increase of emissions from other sources, such as transportation and\u00a0<a href=\"http:\/\/stage.dialogochino.net\/can-other-emerging-economies-follow-chinas-industrial-energy-saving-success\/\">industry<\/a>.<\/p>\n<blockquote><p>But if we ignore the emissions from changes in land use [or deforestation], emissions are growing, not shrinking.<\/p><\/blockquote>\n<p>\u201cWhen you compare it to other developing countries, it\u2019s a success,\u201d Tasso Azevedo, SEEG\u2019s technical coordinator, told a press conference. \u201cBut if we ignore the emissions from changes in land use [or deforestation], emissions are growing, not shrinking.\u201d<\/p>\n<p>Though results improved on 2016, Brazil still hasn\u2019t managed to achieve the reduction in deforestation seen in the early 2000\u2019s. 2014 saw record low emissions since the turn of the century. The country remains far from its goals of reducing Amazon deforestation by 80% and Cerrado deforestation by 40%.<\/p>\n<p>\u201cWe are stalling, unable to move,\u201d Azevedo said.<\/p>\n<h2>The Bolsonaro effect<\/h2>\n<p>The release of the data was marked by questions about the future as far-right\u00a0<a href=\"http:\/\/stage.dialogochino.net\/brazil-elects-bolsonaro-champion-of-anti-china-rhetoric\/\">president-elect Jair Bolsonaro<\/a>prepares to take office. Bolsonaro has spooked environmentalists the world over with threats to quit the Paris Agreement and close the environment ministry. He has also pledged to curb the power of local environmental protection agencies.<\/p>\n<p>Even during the election campaign, early figures for 2018 show deforestation shot up, Rittl said.<\/p>\n<p>\u201cThe question that lingers is which Brazil is going to present itself in January,\u201d he added. \u201cThis is the question we ask, and that the whole world asks too.\u201d<\/p>\n<p>Agribusiness will be the main sector to watch as Brazil enters this new political cycle. Currently, the sector is responsible for 71% of emissions, directly and indirectly. The numbers used to be higher, reaching nearly 90% in the 1990\u2019s.<\/p>\n<p>\u201cBrazil has been getting better, even if timidly in the way it manages farming soil,\u201d said Ciniro Costa, from Imaflora, another SEEG member.<\/p>\n<p>Increased trade between China and Brazil in soybeans, and especially beef, has contributed to a growth in emissions.<\/p>\n<p>Whilst buyers\u00a0<a href=\"http:\/\/stage.dialogochino.net\/trade-war-alarms-brazilian-environmentalists\/\">can push for suppliers to adopt greener practices<\/a>, ultimately the responsibility for producing commodities sustainably lies with Brazil, Costa said.<\/p>\n<p>\u201cWe have a demand, and it\u2019s up to us how to respond to it.
