{"id":50025227,"date":"2019-03-22T15:37:31","date_gmt":"2019-03-22T15:37:31","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=25227"},"modified":"2023-03-12T21:54:38","modified_gmt":"2023-03-12T21:54:38","slug":"25227-aluminium-refinery-sickens-jamaicans","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/25227-aluminium-refinery-sickens-jamaicans\/","title":{"rendered":"Aluminium refinery sickens Jamaicans"},"content":{"rendered":"<p>Three years after Chinese state-owned mining giant Jiuquan Iron and Steel Company (JISCO) acquired the largest bauxite to alumina refinery in Jamaica, residents want the company to relocate and to better compensate them for the plant\u2019s adverse health effects.<\/p>\n<p>More than 30 residents in Upper and Lower Warminster in the southwest parish of St. Elizabeth say mining activities have compromised air quality, leaving households with spiraling health care costs. Clean water is now less accessible and some small-scale farmers say they have abandoned production as they dig deeper in their pockets to put food on the table.<\/p>\n<p>\u201cThe company\u2019s future is well secure, but what about ours?\u201d one local resident asked.<\/p>\n<p>Jamaican officials lobbied and <a href=\"http:\/\/jamaica-gleaner.com\/article\/business\/20160720\/alpart-sold-us300m-uc-rusal-seals-deal-jisco-beijing\">secured<\/a> the US$300 million investment from the government of Gansu province in north-central China, where JISCO is headquartered, in 2016. It acquired the refinery from Russian conglomerate UC Rusal. JISCO then invested a further US$60 million to reopen the plant, which was closed in 2009 as the global financial crisis deepened.<\/p>\n<p>Jamaican and Chinese officials celebrated the deal \u2013 one of the largest investments by an international company in Jamaica \u2013 as a \u201cwin-win\u201d development, which created 800 new jobs. <a href=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/03\/Table_37a.xls\">Data<\/a> from <a href=\"http:\/\/boj.org.jm\/statistics\/econdata\/stats_list.php?type=7\">Jamaica\u2019s central bank<\/a> shows that it drove foreign direct investment above pre-crisis levels.<\/p>\n<p>For communities on the frontline, however, the impacts are most keenly felt on their health and property.<\/p>\n<h2>Compensation<\/h2>\n<p>On March 6, more than 30 residents met to lament what they say as JISCO\u2019s blatant disregard for their right to a healthy environment. They condemned the company\u2019s compensation scheme \u2013 many have settled but cite pressure to do so \u2013 as undermining.<\/p>\n<p>They also allege the company will only cover their medical expenses if they visit its designated doctor, who prescribes the same treatment irrespective of the complaint; antibacterial soap, eye drops, and cough medicine.<\/p>\n<p>\u201cMy daughter took sick, they wanted me to take her to their doctor. I sent her, and she came back, and things got worse. I said to them, I need to take her to my doctor,\u201d one resident explained.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><iframe loading=\"lazy\" style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m18!1m12!1m3!1d458149.86788819433!2d-77.39288526063834!3d18.112678994103913!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x8edbeb06333c5bb3%3A0x7dba010831867c6f!2sJISCO%3A+ALPART+Jamaica!5e0!3m2!1sen!2suk!4v1553260599398\" width=\"1000\" height=\"650\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><\/div>\n<p>Warminster is one of seven communities around the Nain area where the refinery is situated. It lies approximately 30 minutes outside the main parish town of Santa Cruz. Like the other communities, there is no formal water infrastructure, so residents must collect and store it themselves.<\/p>\n<blockquote><p>We did sign it, they just bring it and say you must sign so that you get the cheque<\/p><\/blockquote>\n<p>Several residents said they\u2019ve had to stop using their facilities.<\/p>\n<p>\u201cWhen the dust blow, if you have an air-tank, it wash off from the zinc on the housetop in the tank\u2026it hurt the children them. It hurt your belly\u2026 we either have to throw it away or use it to wash, we cannot drink it.\u201d<\/p>\n<p>To rectify these water woes, JISCO\/Alpart apparently sends one to two trucks of water to the community monthly. But residents say that too is problematic.<\/p>\n<p>\u201cThe [dust] blow and\u2026wash into the parish tank and we have to drink the water because we have no other source.\u201d<\/p>\n<p>Some residents also point out that pollution caused by the plant has complicated existing illnesses. Asthmatic 65-year old Keith Peters (not his real name) said that over the last two years, he\u2019s developed a lung infection due to the pollution from the plant.<\/p>\n<p>\u201cWhen this thing blow, they take so long to send you to [the] doctor that the asthma, it develop on me then it start to almost lock me off. I waited too long and by the time I went to the hospital, my lungs were infected.\u201d<\/p>\n<p>An 81-year old resident who uses a walking stick said pollution from the plant causes her to cough to the point she urinates herself.<\/p>\n<p>Another 75-year-old community member said she and her granddaughter each had to pay $19,000 (US$152) for glasses to halt the deterioration of their vision. She claims the company only provided $7,500 (US$60) in compensation to her family. Jamaicans earn on average $7,000 (US$56) weekly.<\/p>\n<blockquote><p>I thought I was only signing to get compensation, not signing away my rights<\/p><\/blockquote>\n<p>Several residents presented a document which appears to be a Settlement and Release Agreement that JISCO requires each resident to sign once they claim redress. But many argue that the agreement is being forced upon them since they were not able to read its terms or get legal advice.<\/p>\n<p>\u201cWe did sign it, they just bring it and say you must sign so that you get the cheque, it wasn\u2019t like them say it\u2019s a contract nor nothing. It\u2019s just to be sure to get it,\u201d a 65-year-old resident claimed.<\/p>\n<p>One resident told Di\u00e1logo Chino: \u201cI thought I was only signing to get compensation, not signing away my rights.\u201d<\/p>\n<h2>Exporting industries \u2013 and pollution<\/h2>\n<p>As growth slowed in China and Premier Li Keqiang\u2019s \u201cwar on pollution\u201d intensified, China began <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/1758-5899.12509\">exporting the problem<\/a> of its industrial overcapacity to its external markets.<\/p>\n<p>This involved developing heavy \u2013 often high-polluting \u2013 industries with many of its trading partners, with supposed mutual benefits. A Chinese ministry of foreign affairs\u2019 <a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/zxxx_662805\/t1418254.shtml\">2016 policy paper<\/a> pledges to develop \u201cproduction capacity\u201d in Latin American countries.<\/p>\n<p>In China, government officials reduced aluminum smelting and refining primarily to protect air quality, yet secured new supply lines overseas to drive JISCO\u2019s growth. CRU Group predicted that JISCO became the <a href=\"https:\/\/www.crugroup.com\/knowledge-and-insights\/insights\/jiscos-dependence-on-the-third-party-alumina-market\/\">tenth largest<\/a> aluminum producer worldwide and fifth largest aluminum producer in China following the acquisition.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>16<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe number of violations Jisco is suspected of committing in China<br \/>\n\n                <\/div>\n            <\/div>\n<p>Meanwhile, the company\u2019s environmental record is under scrutiny. Records from the Beijing-based Institute of Public &amp; Environmental Affairs (IPE) show that between 2016 and 2018, JISCO committed or is suspected of committing 16 environmental infractions.<\/p>\n<p>In 2016 and 2017,\u00a0following tougher enforcement of environmental laws,\u00a0one of its companies, the Gansu Dongxing Aluminum Industry, received a C rating in its environmental credit assessment. The company was the only large industrial enterprise to receive a C in the whole of Gansu province\u00a0in 2016.<\/p>\n<p>Affiliated\u00a0companies have committed\u00a0other\u00a0environmental infractions, including Gansu Jiu Steel Group Hongxing Iron &amp; Steel Co, which was fined in 2017 when its concentration of smoke and dust exceeded national emissions standards.<\/p>\n<h2>JISCO settles in Jamaica<\/h2>\n<p>As JISCO establishes itself in Jamaica, it also plans to build a liquid natural gas plant to facilitate a second alumina refinery as part of a larger plan to develop an industrial park and a special economic zone. The project is expected to cost the company $US3 billion.<\/p>\n<p>But residents fear the plans leave them with a bleak future.<\/p>\n<p>\u201cI have never in all my life experienced this. When I cough, it\u2019s like my entire stomach is tearing apart. During the night, when I cough and spit, it has a colour like what you would see on a [rusty copper coloured] 50\u023c coin.\u201d<\/p>\n<p>While some residents are pondering a class action lawsuit against JISCO, others are calling for the creation of an independent body to determine the amount they are compensated. Some want to be able to consult their own doctor and be reimbursed.
