{"id":50025289,"date":"2019-03-25T13:17:14","date_gmt":"2019-03-25T10:17:14","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=25289"},"modified":"2023-06-16T23:16:54","modified_gmt":"2023-06-16T20:16:54","slug":"25282-venezuela-crisis-touches-down-in-china","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/25282-venezuela-crisis-touches-down-in-china\/","title":{"rendered":"Venezuela crisis touches down in China"},"content":{"rendered":"<p>On the occasion of its 60<sup>th<\/sup> anniversary and for the first time ever, the Inter-American Development Bank (IDB) planned to hold its annual general meeting in China \u2013 until it was dramatically <a href=\"https:\/\/events.iadb.org\/calendar\/event\/17663?lang=en\">cancelled<\/a> on Friday night.<\/p>\n<p>The summit, which was set to begin Tuesday in the city of Chengdu, Sichuan province, was called off as the question of who should represent Venezuela, a country in the grip of a political crisis, came to the fore, challenging China\u2019s diplomacy.<\/p>\n<p>Last week the IDB voted to replace the representative of disputed President Nicol\u00e1s Maduro with the Harvard economist Ricardo Hausmann, who was put forward by national assembly leader Juan Guaid\u00f3, who declared himself president in January.<\/p>\n<p>By designating Hausamnn, the IDB became the first multilateral financial institution to officially recognise one of Guiad\u00f3\u2019s team.<\/p>\n<p>The decision created a sudden diplomatic dilemma for China, which has been a non-lending member of the bank since 2009 and has tried to maintain a neutral position on the political crisis on events in Venezuela, one of the IDB\u2019s 48 member countries.<\/p>\n<h2>Hausmann: Maduro, China critic<\/h2>\n<p>The main event at the summit would\u2019ve been the IDB governors meeting at the end of the week, which usually includes finance ministers or central bank members of member-countries.<\/p>\n<p>Hausmann is a staunch critic of Maduro. He was planning minister under President Carlos Andr\u00e9s P\u00e9rez in the 90\u2019s and was the IDB\u2019s chief economist for six years.<\/p>\n<p>Hausmann has also been critical of China\u2019s international operations and its oil-backed loan packages. In an article published by <a href=\"https:\/\/www.project-syndicate.org\/commentary\/china-development-finance-secrecy-by-ricardo-hausmann-2019-01\">Project Syndicate<\/a> in January, he wrote:<\/p>\n<p>\u201cIn principle, China\u2019s massive savings, infrastructure know-how, and willingness to lend could be great for developing countries. Alas, Pakistan, Sri Lanka, South Africa, Ecuador, and Venezuela have learned the hard way, Chinese development finance often delivers a corruption-filled sugar high to the economy, followed by a nasty financial (and sometimes political) hangover.\u201d<\/p>\n<p>Though there was some tension over Hausmann\u2019s attendance behind the scenes, it quickly escalated. According to <em><a href=\"https:\/\/www.reuters.com\/article\/us-venezuela-politics-china-iadb-exclusi\/exclusive-us-threatens-to-derail-meeting-of-latam-lender-if-china-bars-venezuela-idUSKCN1R22LS\">Reuters<\/a><\/em>, China proposed to not invite any representatives from Venezuela so as to \u201cdepoliticise\u201d the meeting. The news agency also <a href=\"https:\/\/www.reuters.com\/article\/us-venezuela-politics-china-iadb-exclusi\/exclusive-us-threatens-to-derail-meeting-of-latam-lender-if-china-bars-venezuela-idUSKCN1R22LS\">reported<\/a> that the US had threatened to pull out of the meeting after China refused to grant Hausmann a visa for the trip.<\/p>\n<blockquote><p>It\u2019s a tremendous shame to see world leaders step back from multilateralism at a moment of political crisis<\/p><\/blockquote>\n<p>The <a href=\"http:\/\/news.hangzhou.com.cn\/gjxw\/content\/2019-03\/23\/content_7166290.htm\">Beijing Youth Daily<\/a> quoted Chinese Foreign Ministry spokesperson Yan Shuang as saying that China deeply regretted the IDB\u2019s decision to cancel and move its annual meeting, adding; \u201cChina will, as always, strengthen cooperation with Latin American and Caribbean countries and the Pan-American Bank to achieve mutual benefit and common development.\u201d<\/p>\n<h2>\u201cMissed opportunity\u201d<\/h2>\n<p>According to Rebecca Ray, a researcher from Boston University who specialises in Chinese development finance to Latin America, there are no winners from this week\u2019s meeting cancellation. \u201cIt\u2019s a tremendous shame to see world leaders step back from multilateralism at a moment of political crisis,\u201d she said.<\/p>\n<p>Ray said that Latin America&#8217;s borrower-run alternative banks to the IDB and the International Monetary Fund, such as Latin America Development Bank (CAF) have not had to cancel their meetings because of differences over Venezuela.<\/p>\n<p>\u201cIt is only when Beijing and Washington allow multilateral organisations to become venues for competition rather than cooperation that the business of development has to grind to a halt,\u201d she said.<\/p>\n<p>Calling off the meeting meant a \u201cmissed opportunity\u201d for other countries looking to receive loans and to advance Chinese collaboration with the bank on sustainable development projects, according to Ray.<\/p>\n<p>In a tweet posted Sunday, \u00c1lvaro Mendez, co-director of the London School of Economics\u2019 Global South Unit, called the IDB\u2019s decision \u201cdeeply embarrassing\u201d and suggested that the bank had caved in to US pressure.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Deeply embarrassing the decision by <a href=\"https:\/\/twitter.com\/the_IDB?ref_src=twsrc%5Etfw\">@the_IDB<\/a> to cancel its Annual Meeting in <a href=\"https:\/\/twitter.com\/hashtag\/China?src=hash&amp;ref_src=twsrc%5Etfw\">#China<\/a> &#8211; <a href=\"https:\/\/twitter.com\/MorenoBID?ref_src=twsrc%5Etfw\">@MorenoBID<\/a> finally cave in under pressure from <a href=\"https:\/\/twitter.com\/realDonaldTrump?ref_src=twsrc%5Etfw\">@realDonaldTrump<\/a> via David Malpass <a href=\"https:\/\/twitter.com\/USTreasury?ref_src=twsrc%5Etfw\">@USTreasury<\/a> \u2013 I just received my ID batch via the App which is still working <a href=\"https:\/\/t.co\/58rcPFCLNy\">pic.twitter.com\/58rcPFCLNy<\/a><\/p>\n<p style=\"text-align: center;\">\u2014 Alvaro Mendez (@alvaroimendez) <a href=\"https:\/\/twitter.com\/alvaroimendez\/status\/1109794733184802816?ref_src=twsrc%5Etfw\">March 24, 2019<\/a><\/p>\n<\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&nbsp;<\/p>\n<h2>China on the fence over Venezuela<\/h2>\n<p>At the root of the tension is China\u2019s continued financial support of Venezuela.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>$67billion<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe amount China's policy banks have lent to Venezuela since 2005<br \/>\n\n                <\/div>\n            <\/div>\n<p>Its state-run development banks have lent US$67 billion according to the Inter-American Dialogue, much of which has been repaid with oil, allowing Maduro\u2019s regime to stay afloat as international prices tumbled.<\/p>\n<p>However, China has of late shown itself to be disinclined to be used as a political crutch for Maduro and has remained largely on the margins over who to recognise as the US has attempted to force a choice on other countries.<\/p>\n<p>Since Guid\u00f3\u2019s January manoeuvre and the <a href=\"https:\/\/twitter.com\/alvaroimendez\/status\/1109794733184802816\">escalation of the political crisis<\/a>, China has insisted on a negotiated transition. In a typically non-committal statement, Hua Chunying, a Ministry of Foreign Affairs spokesperson, said at the time:<\/p>\n<p>\u201cWe call on all parties involved to be calm and rational, and seek a political solution under the Venezuelan constitution through peaceful dialogue. China supports the Venezuela government\u2019s efforts to protect national sovereignty, independence and stability. China has always adhered to the principle of non-interference and objects to external intervention into Venezuela\u2019s internal affairs.\u201d<\/p>\n<p>However, in the intervening months, China has reportedly opted to keep channels open with both sides. The position differs to that of Venezuela-allied Russia and Turkey, both of which back Maduro. The position is consistent with China\u2019s foreign policy, which promotes \u201c<a href=\"http:\/\/www.chinadaily.com.cn\/a\/201809\/27\/WS5bac33f7a310eff30327fba5.html\">pragmatic cooperation<\/a>\u201d.<\/p>\n<blockquote><p>Discussions, sending of messages have taken place<\/p><\/blockquote>\n<p>In February, the Wall Street Journal reported that Chinese diplomats met with Guiad\u00f3\u2019s staff in Washington to get guarantees over their investments. However, the Chinese foreign ministry denied the reports a day later. \u201cIn reality, this is fake news\u201d Hua said.<\/p>\n<p>The same week, President Trump\u2019s Venezuela envoy Elliott Abrams told US congress that the meeting between China and the Venezuelan opposition had, in fact, taken place.<\/p>\n<p>\u201cI don\u2019t believe there are any negotiations, using that term narrowly. Discussions, sending of messages have taken place,\u201d he said.<\/p>\n<p>Guiad\u00f3 himself has attempted to reassure China: \u201cWhat suits China and Russia best is the stability of the country and a change of government\u2026 Maduro doesn\u2019t protect Venezuela, he doesn\u2019t protect anyone\u2019s investments,\u201d he said in an interview with <em>Reuters<\/em>.<\/p>\n<p>Last month, China vetoed a resolution put forward by the US to the UN Security Council calling for free presidential elections in Venezuela and guaranteeing the entry of humanitarian aid to the country. Russia, which has been Maduro\u2019s most vocal backer, also vetoed.<\/p>\n<p>The same day, China backed a rival Russian resolution, expressing concern over the \u201cthreats of the use of force\u201d in Venezuela and the \u201cattempts at intervening in the internal affairs\u201d of the country. With only four in support, the proposal was also voted down.<\/p>\n<p>China\u2019s efforts at maintaining its distance from the crisis in Venezuela have been severely tested with the cancelled IDB meeting, which was due to take place in Sichuan Province. In part, this is because half the IDB\u2019s members recognise Guiad\u00f3, whilst only a few \u2013 Bolivia, El Salvador and Nicaragua \u2013 still recognise Maduro.
