Today, it is produced on an industrial scale.<\/p>\n<p>The P\u00e3i Tavyter\u00e3 were among the first to take advantage of stevia\u2019s healing properties and sweetness. The herb is now traded worldwide and the community has long argued for compensation for something they consider their natural heritage.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>Did you know\u2026?<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nstevia extract is 300 times sweeter than sugar<br \/>\n\n                <\/div>\n            <\/div>\n<p>Exports of stevia from Paraguay are growing rapidly. However, shipments to China, historically a principal export destination despite not having formal diplomatic relations with the landlocked South American country, have now fallen.<\/p>\n<p>Domestic production cannot meet growing overseas demand and poor infrastructure and little state support for stevia cultivation compared to crops such as <a href=\"http:\/\/stage.dialogochino.net\/15667-paraguays-advancing-soy-holds-back-rural-communities\/\">soy<\/a> present big challenges.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_27883\" aria-describedby=\"caption-attachment-27883\" style=\"width: 999px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27883\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Mujeres-observan-lejano-y-escaso-lugar-donde-a\u00fan-existe-la-plante-silvestre-de-stevia.jpg\" alt=\"\" width=\"999\" height=\"654\" \/><figcaption id=\"caption-attachment-27883\" class=\"wp-caption-text\">Members of the P\u00e3i Tavyter\u00e3 association observe the encroachment of other crops on the area used for stevia cultivation (image: Mat\u00edas Melgarejo Salum)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<h2>Crop expansion<\/h2>\n<p>Stevia has expanded naturally in the department of Amambay, in the north-eastern region of Paraguay on the border with Brazil, where the P\u00e3i Tavyter\u00e3 live. Today, the plant grows only in a few areas.<\/p>\n<blockquote><p>We allowed them to enter our communities and they took the plants \u2013 but then we\u2019re forgotten<\/p><\/blockquote>\n<p>According to the latest <a href=\"https:\/\/www.dgeec.gov.py\/Publicaciones\/Biblioteca\/indigena2012\/Pueblos%20indigenas%20en%20el%20Paraguay%20Resultados%20Finales%20de%20Poblacion%20y%20Viviendas%202012.pdf\">census<\/a> of indigenous people in Paraguay, the P\u00e3i Tavyter\u00e3 number more than 15,494. They account for 13% of all indigenous groups in the country and are represented by several associations.<\/p>\n<p>P\u00e3i Rekove is one of them. Its representatives are somewhat closed off. They say the fear of being deceived by big businesses seeking to reproduce stevia, as happened in the past, compels them to protect it.<\/p>\n<p>&#8220;The plant has already been reproduced in different varieties in other countries and is used by pharmaceutical and beverage companies,\u201d the association said. \u201cWe claim compensation because it originates from this land.&#8221;<\/p>\n<p>Nelson Ben\u00edtez, a local teacher, is also wary.<\/p>\n<p>&#8220;Since the world became interested, we&#8217;ve received lots of visits from people and organisations who promised to help us. We allowed them to enter our communities and they took the plants \u2013 but then we\u2019re forgotten.&#8221;<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_27902\" aria-describedby=\"caption-attachment-27902\" style=\"width: 995px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27902\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Docente-y-supervisor-de-educaci\u00f3n-in\u00edgena.jpg\" alt=\"\" width=\"995\" height=\"663\" \/><figcaption id=\"caption-attachment-27902\" class=\"wp-caption-text\">Local teacher Nelson Ben\u00edtez said big businesses have not compensated his community for taking the stevia plant (image: Mat\u00edas Melgarejo Salum)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p>According to Luis Lovera, who has researched the Guaran\u00ed\u2019s historical association with stevia, the P\u00e3i Tavyter\u00e3 should receive some of the benefits enjoyed by industrial producers, since they first catalogued the plant\u2019s qualities and varieties.<\/p>\n<p>Lovera said the UN\u2019s <a href=\"http:\/\/stage.dialogochino.net\/26715-roundtable-how-can-the-world-stem-global-biodiversity-loss\/\">Convention on Biological Diversity<\/a> (CBD) and the <a href=\"https:\/\/www.cbd.int\/abs\/doc\/protocol\/nagoya-protocol-en.pdf\">Nagoya Protocol<\/a> include stipulations on genetic resources and the equitable sharing of benefits derived from use.<\/p>\n<p>&#8220;The area in which stevia is endemic was always in the P\u00e3i Tavyter\u00e3\u2019s territory,\u201d he says, adding; \u201cThe genetic reserve would be extinct if they did not preserve it in the territory they now occupy, which is scarce due to agricultural expansion.&#8221;<\/p>\n<p>Industrially, stevia is used in dairy-based ice cream and frozen yogurt, iced tea, dressings and vinegars. It is also an ingredient in many soft drinks, food substitutes and other beverages, as well as cosmetics and dental products.<\/p>\n<p>Companies such as Calbee Foods, The Coca-Cola Co, Groupe Danone, Nestl\u00e9, PepsiCo and Unilever are some of the companies that use stevia.<\/p>\n<h2>Traditional use<\/h2>\n<p>In Guaran\u00ed culture, stevia is a key ingredient in treating digestive problems and discomfort during menstrual cycles, members of the indigenous group say.<\/p>\n<p>They also consume it as a tea and to sweeten beverages.<\/p>\n<p>&#8220;When it&#8217;s ready to pick, we bring it in. We hardly use any sugar,&#8221; said Juana Recalde, representative of indigenous women of the Rekove Association.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_27872\" aria-describedby=\"caption-attachment-27872\" style=\"width: 999px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27872\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Representantes-de-Pai-Tavyter\u00e2-Rekopave-de-Capit\u00e1n-Bado.jpg\" alt=\"\" width=\"999\" height=\"679\" \/><figcaption id=\"caption-attachment-27872\" class=\"wp-caption-text\">Juana Recalda (centre), representative for women at the Rekove association (image: Mat\u00edas Melgarejo Salum)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p>Stevia also fights diabetes and regulates blood pressure and is five times more effective as an antioxidant than green tea, according to Rekove. The stem is also fed to animals and can be used as a fertilizer to revive degraded soils.<\/p>\n<p>&#8220;The leaves are 30 times sweeter than sugar. Stevia extract is 300 times more so. It\u2019s a natural, non-calorific sweetener,\u201d wrote Paraguayan economics think-tank CADEP.<\/p>\n<p>\u201cIt is used to replace saccharin, cyclamate and other artificial sweeteners. The plant contains several glycoside compounds that give it the natural sweet taste.&#8221;<\/p>\n<p>Stevia\u2019s use in new products has skyrocketed following World Health Organization (WHO) <a href=\"https:\/\/www.who.int\/mediacentre\/news\/releases\/2015\/sugar-guideline\/en\/\">recommendations to reduce sugar consumption<\/a> since it causes obesity, diabetes and dental problems.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>31%<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe growth in stevia consumption worldwide in 2018<br \/>\n\n                <\/div>\n            <\/div>\n<p>Worldwide, the use of stevia increased by more than 31% in 2018, up from 11% in 2017, <a href=\"https:\/\/purecircle.com\/news\/stevia-use-in-food-and-beverages-accelerated-significantly-in-2018\/\">according to PureCircle<\/a>, a producer of a stevia-based sweetener.<\/p>\n<h2>Production and challenges<\/h2>\n<p>As recently as 2006, Paraguay\u2019s Ministry of Environment and Sustainable Development (MADES) considered stevia to be at risk of extinction, threatened by the <a href=\"http:\/\/stage.dialogochino.net\/15667-paraguays-advancing-soy-holds-back-rural-communities\/\">expansion of soy<\/a>, corn and livestock.<\/p>\n<p>Small farmers still say producing the crop is a challenge. There is lack of transport and water infrastructure in producing areas and a lack of state support for growers, says Marcial G\u00f3mez, secretary of Paraguay\u2019s National Peasant Federation.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_27878\" aria-describedby=\"caption-attachment-27878\" style=\"width: 1000px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27878\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Improvisado-puente-por-donde-los-ind\u00edgenas-deben-transitar.jpg\" alt=\"\" width=\"1000\" height=\"553\" \/><figcaption id=\"caption-attachment-27878\" class=\"wp-caption-text\">Infrastructure around the area used for stevia cultivation in the north-east of Paraguay is poor (image: Mat\u00edas Melgarejo Salum)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p>&#8220;To have half a hectare with the necessary infrastructure \u2013 irrigation systems, tent coverage and partial shade \u2013 you need about 35 million guaran\u00edes (US$5,636). For a small producer that&#8217;s a lot because there is no credit facility or technical support available from the government,&#8221; he says.<\/p>\n<p>Nationally, the cultivated area covers 2,370 hectares, according to the Ministry of Agriculture and Livestock (MAG). The total average production capacity ranges from 3,900 to 4,000 tonnes of dried leaves per year.<\/p>\n<p>Yet, to satisfy the global demand, Paraguay would need to plant approximately 12,000 hectares, according to CADEP.<\/p>\n<p>In Paraguay, stevia covers a much smaller planted area than sugarcane, which covers 110,000 hectares and produces 6,160,000 tonnes.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_27898\" aria-describedby=\"caption-attachment-27898\" style=\"width: 998px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27898\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Los-desmontes-para-producci\u00f3n-agr\u00edcola-afectaron-a-gran-parte-del-\u00e1rea-endemica-de-la-planta-silvestre..jpg\" alt=\"\" width=\"998\" height=\"665\" \/><figcaption id=\"caption-attachment-27898\" class=\"wp-caption-text\">Stevia plantations cover 2,370 hectares of Paraguay's territory (image: Mat\u00edas Melgarejo Salum)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p>According to the Investments and Exports Network (Rediex), an agency under the supervision of Paraguay\u2019s Ministry of Industry and Commerce, stevia permanently employs seven people per hectare during its production cycle.<\/p>\n<h2>Looking abroad<\/h2>\n<p>Of all the stevia produced in Paraguay, 50% is exported, according to Juan Barboza, president of the Paraguayan Stevia Chamber.<\/p>\n<p>&#8220;An awareness campaign is necessary for Paraguayans to consume more stevia,&#8221; he said.<\/p>\n<p>Until last year, China was the largest importer of stevia leaves. China is also now the world\u2019s top producer, with 18,133 hectares dedicated to cultivation.<\/p>\n<p>However, with a number of Latin American countries <a href=\"http:\/\/stage.dialogochino.net\/17027-china-and-latin-america-a-relationship-transformed\/\">establishing diplomatic ties<\/a> with China over the past two years, Paraguay\u2019s continued lack of a formal relationship meant that shipments decreased in 2018. No stevia has been exported to China this year, exporters said.<\/p>\n<p>Paraguay sent its first batch of stevia \u2013 some 290,000 kilos \u2013 to China in 2012. Exports peaked in 2017 at 950,144 kilos. However, over the past year, the figure dropped to 74,313 kilos, according to <a href=\"https:\/\/www.bcp.gov.py\/serie-detallada-de-comercio-exterior-i381\">Paraguay\u2019s Central Bank.<br \/>\n<div class='cdo-shortcode--image'><\/a><\/p>\n<div class=\"flourish-embed\" data-src=\"visualisation\/423691\"><\/div>\n<p><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div><\/p>\n<p>The low export volume of Paraguayan stevia compared to soy, which reaches China via neighbouring countries, meant it went almost undetected. But as quantities increased, customs authorities started to notice, said Mariano Demaria of PureCircle.<\/p>\n<blockquote><p>The Paraguayan government\u2019s strategy should be to open up trade with China<\/p><\/blockquote>\n<p>PureCircle\u2019s plan to commercialise stevia involved cultivating the leaf in Paraguay and then shipping it to their Chinese factory for processing. It would then export 80% of production worldwide, Demaria said. But diplomatic issues interfered.<\/p>\n<p>&#8220;The Minister of Foreign Affairs, Luis Castiglioni, should sit down and negotiate.
