{"id":50036643,"date":"2020-07-27T14:34:53","date_gmt":"2020-07-27T13:34:53","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=36643"},"modified":"2023-03-14T11:39:50","modified_gmt":"2023-03-14T11:39:50","slug":"36643-investigation-implicates-jbs-in-cattle-laundering","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/36643-investigation-implicates-jbs-in-cattle-laundering\/","title":{"rendered":"Investigation implicates JBS in \u2018cattle laundering\u2019"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">For years, JBS, the world\u2019s largest meatpacking company, has claimed it is unable to monitor indirect suppliers and ranchers accused of illegal activities. <\/span><span style=\"font-weight: 400;\">The claims have allowed the company to dodge responsibility for \u2018cattle laundering\u2019, the well-known practice of moving cows from \u2018dirty\u2019 farms linked to illegal deforestation to reputable ones, before then sending to abattoirs, creating the appearance of a \u2018clean\u2019 supply chain.&nbsp;<\/span><span style=\"font-weight: 400;\">But a <a href=\"https:\/\/www.thebureauinvestigates.com\/stories\/2020-07-27\/brazilian-meat-giant-jbs-trucked-cattle-from-deforested-amazon-ranch\">new investigation<\/a> by Rep\u00f3rter Brasil, The Bureau of Investigative Journalism (TBIJ) and the Guardian has found evidence that the company, whose sales to Europe and <a href=\"http:\/\/stage.dialogochino.net\/en\/agriculture\/35891-major-brazilian-suppliers-of-beef-to-china-linked-to-deforestation-says-new-report\/\">Asia<\/a> have boomed in recent years, might be directly implicated. The report found photographic evidence from July 2019 that a JBS truck hauled cattle from a farm <\/span><a href=\"https:\/\/servicos.ibama.gov.br\/ctf\/publico\/areasembargadas\/ConsultaPublicaAreasEmbargadas.php\"><span style=\"font-weight: 400;\">embargoed<\/span><\/a><span style=\"font-weight: 400;\"> from grazing cattle because of illegal Amazon deforestation to a clean farm with the same owner, an approved JBS supplier.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The embargo, imposed by Brazil\u2019s main environmental protection agency Ibama, is both a punishment and a protective measure to allow deforested land to recover.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The findings come as the Brazilian government and agribusiness are under increasing pressure from international and local investors to fight deforestation, especially in the Amazon. Under Brazil\u2019s far-right president Jair Bolsonaro, deforestation has skyrocketed, and researchers expect this year\u2019s fire season to break records.&nbsp;<\/span><\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/v6iHFoF0WJc\" width=\"100%\" height=\"450\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">In a statement, JBS said the report \u201cdoes not reflect its operating standards\u201d. The company also told TBIJ it had investigated the evidence and found that the collection farm was not shown to be within any embargoed area, according to its own system. JBS said it introduced a new system on July 1 that it expected to make \u201ca significant impact\u201d in the reduction of cattle laundering. \u201cWe are working towards a completely transparent supply chain,\u201d the company said. <\/span><\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>$420,000<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe fine the Estrela do Apurin\u0101 farm received in 2012 for illegal deforestation (US$)<br \/>\n\n                <\/div>\n            <\/div>\n<p><span style=\"font-weight: 400;\">The investigation uncovered a July 2019 Facebook post by driver picturing him in a JBS uniform alongside images of at least four four or five trucks in transit from one farm to another. In the post, the driver says his team is transporting cattle from the Estrela do Apurin\u00e3 farm, which was fined over 2,200,000 BRL (US$420,000) in 2012 for illegal deforestation, to Estrela do Sangue, which supplies JBS.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Rep\u00f3rter Brasil, 39% of the Estrela do Apurin\u0101 farm is under embargo, leaving 61% that could rear cattle legally. <\/span><span style=\"font-weight: 400;\">Documents show 7,000 cattle were transported between the Estrela do Apurin\u0101 and Estrela do Sangue farms between June 2018 and August 2019, the report says.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The image was cross-checked against official cattle transport records showing that Estrela do Sangue transferred roughly 3,000 cows to two JBS processing plants in the state of Mato Grosso between November 2018 and November 2019.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The two plants \u2014 in the cities of Ju\u00edna and Juara \u2014 are <\/span><a href=\"http:\/\/sigsif.agricultura.gov.br\/sigsif_cons\/!ap_exportador_nac_pais_rep_net\"><span style=\"font-weight: 400;\">approved<\/span><\/a><span style=\"font-weight: 400;\"> to export beef to Hong Kong.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><a href=\"https:\/\/trase.earth\/flows?selectedResizeBy=31&amp;toolLayout=1&amp;countries=27&amp;commodities=46&amp;selectedNodesIds%5B%5D=10980&amp;selectedNodesIds%5B%5D=11116&amp;sources=10980%2C11116&amp;selectedColumnsIds=0_24-1_28-2_37-3_33\"><span style=\"font-weight: 400;\">data<\/span><\/a><span style=\"font-weight: 400;\"> released by supply chain monitoring initiative Trase, almost 4,000 tonnes of beef from JBS logistics hubs in those two cities ended up in Hong Kong in 2017, almost 2% of sales to that destination that year.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recent months, JBS has become a major beef supplier to China, as growing incomes <a href=\"http:\/\/stage.dialogochino.net\/en\/agriculture\/25647-chinese-consumers-ignore-calls-to-eat-less-beef\/\">changed traditional diets<\/a> and, more recently, the <a href=\"http:\/\/stage.dialogochino.net\/en\/agriculture\/28472-china-looks-to-latin-america-as-swine-flu-hits\/\">swine fever<\/a> outbreak pushed local suppliers to source other forms of animal protein from foreign markets.&nbsp;&nbsp;<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">If China signaled that it cared about this, it would make a difference<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Brazil\u2019s beef exports to China <\/span><a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/35373-brazilian-meat-industry-expands-profits-but-fails-to-inspect-producers\/\"><span style=\"font-weight: 400;\">grew<\/span><\/a><span style=\"font-weight: 400;\"> 53% in 2019 and continued to grow in 2020. The result was that, even as deforestation rates soared last year, JBS\u2019s market value <\/span><a href=\"https:\/\/www.bloomberg.com\/quote\/JBSS3:BZ\"><span style=\"font-weight: 400;\">shot up<\/span><\/a><span style=\"font-weight: 400;\">. Although, more recently, the Covid-19 pandemic has curbed gains.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Researchers have long suspected that JBS had a role in cattle laundering. Paulo Barreto, a senior researcher at Imazon, an Amazon-based think tank that tracks deforestation, said that the evidence in the report takes the connection to a new level.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He said the findings merit an investigation by Brazilian authorities and investors demanding better practices from agribusiness companies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI don\u2019t have expectations the company will make any great changes unless there are concrete implications,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">JBS has previously said it uses an audit conducted independently by DNV GL, a Norway-based auditing company, that concluded all its direct suppliers in the Amazon meet socio-environmental criteria.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the auditor always said the company has failed to track its indirect suppliers. In messages exchanged with Amnesty International following a recent investigation, DNV representatives stressed that its audit does <\/span><a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/07\/brazil-auditor-calls-out-meat-packer-jbss-use-of-its-audits-to-claim-compliant-supply-chain-in-the-amazon\/\"><span style=\"font-weight: 400;\">not represent evidence<\/span><\/a><span style=\"font-weight: 400;\"> of good practices in JBS\u2019s supply chain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">JBS has been implicated in using suppliers connected to illegal practices in the past. In April 2017, Ibama, Brazil\u2019s main environmental protection agency, embargoed several of JBS\u2019s plants and one exporter, as it faced allegations it bought 20,000 cattle from farms that had been punished for illegal deforestation. But favourable <\/span><a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2017\/03\/1869565-liminar-suspende-embargo-do-ibama-a-frigorificos-da-jbs-no-para.shtml\"><span style=\"font-weight: 400;\">court decisions<\/span><\/a><span style=\"font-weight: 400;\"> meant JBS has yet to pay any fines.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barreto said no previous <\/span><a href=\"https:\/\/reporterbrasil.org.br\/2019\/11\/compradores-de-gado-na-amazonia-nao-podem-dizer-que-adquirem-carne-livre-de-desmatamento-diz-mpf%EF%BB%BF\/\"><span style=\"font-weight: 400;\">investigations<\/span><\/a><span style=\"font-weight: 400;\"> or threats from investors have yet resulted in significant punishments against JBS. But he says Chinese buyers are in a privileged position to force the company to make changes since farmers often dismiss investigations and complaints by international NGO\u2019s and investors from Europe.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey normally say: \u2018we will just sell to China instead,\u2019\u201d he said. \u201cIf China signaled that it cared about
