Li was responding to deputies calling Covid-19 \u201cthe China coronavirus\u201d and rounded off an official statement <a href=\"http:\/\/ve.chineseembassy.org\/esp\/sgxx\/t1757897.htm\">published<\/a> both on the Chinese embassy\u2019s website and on its official Twitter feed.<\/p>\n<p>Li\u2019s behaviour in the last three months has been atypical. Traditionally <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/32971-china-remains-quiet-and-pragmatic-on-venezuela-crisis\/\">pragmatic<\/a> and vague, the old discourse of Chinese diplomats seems to have gone out of the window lately, hinting that China might be backtracking on its hereto ambiguous stance on Venezuela\u2019s severe political, economic and humanitarian crisis. This is despite being its <a href=\"http:\/\/stage.dialogochino.net\/en\/climate-energy\/9608-can-china-help-fix-venezuela\/\">main creditor<\/a> and second largest trade partner.<\/p>\n<p>Now, the top Chinese official in Caracas is becoming more conciliatory towards Nicol\u00e1s Maduro\u2019s government, from which China seemed to have distanced itself as longstanding debts went unpaid, oil shipments were grounded, several cases of corruption emerged and Chinese and Venezuelan oil executives were arrested.<\/p>\n<p>Venezuela has been a polarising case internationally and China has long stood out as one of the few countries trying to appear neutral. However, Li\u2019s new, more assertive Twitter voice is part of a <a href=\"http:\/\/stage.dialogochino.net\/es\/comercio-y-inversiones-es\/35646-chinese-ambassadors-in-latin-america-take-to-twitter\/\">trend<\/a> among Chinese diplomats in Latin America that has emerged in response to China-blaming over the Covid-19 pandemic.<\/p>\n<h2>The tweeting diplomat<\/h2>\n<p>\u201cIt seems that they have some teachers in the United States, because they already know how to attack China without any foundation\u201d, Li said about the Venezuelan opposition in <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">an interview<\/a> published by the Venezuelan Centre for China Studies\u2019 (CVEC) blog on March 17.<\/p>\n<p>In that interview, Li categorically rejected opposition deputies\u2019 requests to approve Taiwan\u2019s admission to the World Health Organization and their accusations that Beijing had hidden the true extent of the virus in China. He then adopted a more conciliatory tone, recommending that \u201cthey should not be used by people with bad intentions and should not defy the One China principle [that considers Taiwan part of China]\u201d.<\/p>\n<p>The ambassador has been most vocal in lauding the six shipments of medical supplies and groups of experts sent by Beijing to Venezuela to respond to the pandemic \u2013 a move dubbed \u201c<a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/latin-america-chinese-medical-aid-to-fight-coronavirus\/\">facemask diplomacy<\/a>\u201d. But he has also offered support for the policies and actions of the Nicolas Maduro administration.<\/p>\n<blockquote><p>China strongly supports the efforts made by the Venezuelan government to guarantee health and save lives despite the most severe and criminal unilateral sanctions<\/p><\/blockquote>\n<p>On his <a href=\"mailto:twitter.com\/Li_Baorong\">account<\/a>, which he opened in August 2016 whilst still ambassador to Chile, and which carries a bold looking avatar adorned with dark glasses, Li posts few original tweets, compared to the external links he posts or his many \u201cretweets\u201d.<\/p>\n<p>Among the local accounts he most supports are the official television station, <em>Venezolana de Televisi\u00f3n<\/em>, and the television programme headed by Diosdado Cabello, a prominent \u2018Chavista\u2019 and the president of the National Constituent Assembly. He also shares posts by various Venezuelan civil and military organisations, several ministers, and the vice and foreign ministries.<\/p>\n<p>Li also retweets institutionally unaffiliated pro-Maduro Twitter accounts. He disseminates web pages from <em>La Tabla<\/em> or <em>Misi\u00f3n Verdad<\/em>, that are government-aligned but not officially connected. According to the Venezuelan Press and Society Institute, <em>Misi\u00f3n Verdad<\/em> <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">distributes<\/a> pro-Maduro <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">propaganda<\/a> whilst posing as a fact verification website.<\/p>\n<p>Along with Li, there are at least three other Chinese ambassadors in Latin America that are prolific on Twitter. They are led by Wei Quiang, in Panama, who has 15,400 followers. The ambassadors to Brazil, the Dominican Republic and El Salvador make up China\u2019s other so-called \u201cwolf warriors\u201d around the world. They aim to counteract the \u201cpolitical virus\u201d they say emanates from the US and impedes international efforts to tackle the pandemic.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"es\">17\/17 COVID-19, China apoya y seguir\u00e1 apoyando a Venezuela y la comunidad internacional dentro de nuestro alcance. Como ya est\u00e1n muy enfermos de esto,<\/p>\n<p>\u2014 Embajada de China en Venezuela (@Emb_ChinaVen) <a href=\"https:\/\/twitter.com\/Emb_ChinaVen\/status\/1240367587525001222?ref_src=twsrc%5Etfw\">March 18, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The Chinese embassy\u2019s statement on the opposition\u2019s criticism of its handling of coronavirus was <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">republished<\/a> by the Caracas-based newspaper<em> El Universal<\/em>. A thread consisting of 17 tweets that summarised the text ended with the order to \u2018put on a face mask and keep quiet\u2019 and got hundreds of retweets.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"es\">ap\u00farese a pedir tratamiento adecuado. El primer paso podr\u00eda ser usar las tapabocas y callarse.<\/p>\n<p>\u2014 Embajada de China en Venezuela (@Emb_ChinaVen) <a href=\"https:\/\/twitter.com\/Emb_ChinaVen\/status\/1240367619200495616?ref_src=twsrc%5Etfw\">March 18, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Li has been China\u2019s representative in Venezuela <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">since November 2017<\/a> and was director for Latin America and the Caribbean at the Chinese Ministry of Foreign Affairs for six years.<\/p>\n<p>The Ambassador also collaborates with traditional media. On 4 April, he was <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">interviewed<\/a>\u00a0by <em>El Universal<\/em>, the same newspaper that republished his controversial statement. Since its sale to unknown buyers in July 2014, the paper is considered part of the censored independent media.<\/p>\n<p>\u201cChina strongly supports the efforts made by the Venezuelan government to guarantee health and save lives despite the most severe and criminal unilateral sanctions\u201d, he said.<\/p>\n<p>This statement was one of China\u2019s clearest amid Venezuela\u2019s crisis and reinforces Maduro&#8217;s narrative against what he and his allies call the US &#8220;embargo\u201d, which since 2017 has imposed severe restrictions on international trade and imports. Food and medical supplies, however, are exempt.<\/p>\n<h2>China clashes with Venezuela&#8217;s opposition over virus<\/h2>\n<p>On 27 January, Jos\u00e9 Trujillo \u2013 an infectious disease specialist and representative from the opposition\u2019s Democratic Action party \u2013 warned the National Assembly about \u201cthe possible arrival of the Chinese virus to Venezuela\u201d. In a press release by the office of the President of the Parliament&#8217;s Health Commission, he advised care to be taken with <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">\u201cChinese migration\u201d<\/a>.<\/p>\n<p>Trujillo used the expression \u201cChinese virus\u201d again in another session in mid-April, when he <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">criticised<\/a> Maduro&#8217;s response to the pandemic as public services struggled and aid for millions of families who living in poverty failed to reach them.<\/p>\n<p>Despite being a doctor, Trujillo has recommended treatments for Covid-19 with anticoagulants, antibiotics and antivirals that have been refuted by the medical community. A doctor close to him personally and politically who preferred to remain anonymous told <em>Di\u00e1logo Chino<\/em> that political polarisation led him to \u201cforget about science\u201d.<\/p>\n<p>Some press releases published by the National Communications Centre, a body created by self-declared Venezuelan president Juan Guaid\u00f3 also referred to the <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">\u201cChinese virus\u201d<\/a> and the expression has permeated much of the opposition\u2019s discourse.<\/p>\n<p>Among those to use the term are right-wing politician <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">Maria Corina Machado, one of her deputies<\/a> Omar Gonz\u00e1lez, and \u00c1ngel Torres, a <a href=\"https:\/\/cvechina.wordpress.com\/2020\/03\/17\/especial-un-rostro-y-5-preguntas-embajador-de-china-en-venezuela-li-baorong\/\">member of parliament<\/a> for Popular Will, the party of Leopoldo L\u00f3pez, a prominent anti-Chavista and Guiad\u00f3\u2019s mentor.<\/p>\n<p>The same opposition party has reiterated its plan to the country&#8217;s massive debt to Beijing, after reportedly having met with Chinese officials to discuss a negotiated resolution to the crisis.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cPut on a face mask and keep quiet!\u201d The phrase uttered on March 19 by the Chinese ambassador in Caracas, Li Baorong, to members of the Venezuelan opposition was unusual.
