{"id":50037481,"date":"2020-09-18T15:23:44","date_gmt":"2020-09-18T14:23:44","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=37481"},"modified":"2023-03-13T20:30:50","modified_gmt":"2023-03-13T20:30:50","slug":"37481-what-is-america-crece-the-us-response-to-the-belt-and-road-in-latin-america","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/37481-what-is-america-crece-the-us-response-to-the-belt-and-road-in-latin-america\/","title":{"rendered":"Am\u00e9rica Crece, the US response to the Belt and Road in Latin America"},"content":{"rendered":"<p>Speaking at Panama\u2019s Ministry of Foreign Affairs on August 17, US national security advisor Robert O\u2019Brien wrapped up his <a href=\"https:\/\/pa.usembassy.gov\/remarks-of-u-s-national-security-advisor-robert-obrien-at-ventilators-donation-ceremony-in-panama%E2%80%AF\/\">visit<\/a> with a brief statement: \u201cTrue friends are there for each other when times get tough\u2026thanks to China,\u00a0unfortunately,\u00a0these days are very tough.\u201d<\/p>\n<p>O\u2019Brien used his visit to promote the delivery of 50 US-made ventilators, the promise of FBI support in anti-money laundering operations and a memorandum of understanding to deepen cooperation on infrastructure projects through the US\u2019s Am\u00e9rica Crece (Growth in the Americas) programme.<\/p>\n<p>His somewhat needless and jarring reference to China on what was essentially an aid visit did little to disabuse the notion that Am\u00e9rica Crece is a response to the growing number of Latin American countries signing up to the Belt &amp; Road Initiative (BRI), the infrastructure plan promoted by the US\u2019 geopolitical rival.<\/p>\n<p>The US has succeeded in getting 14 countries across the region to sign up to Am\u00e9rica Crece so far, compared to the BRI\u2019s 19. So what does it offer? And do countries in need of development finance have to choose between one or the other?<\/p>\n<h2>What is Am\u00e9rica Crece?<\/h2>\n<p>While BRI has become highly visible in the media, few details about Am\u00e9rica Crece \u2013 the expanded version of which was launched in December 2019 \u2013 exist beyond a <a href=\"https:\/\/www.state.gov\/content\/uploads\/2019\/11\/America-Crece-FAQs-003-508.pdf\">jargon-filled online FAQ<\/a>. It proposes a \u201cwhole-of-government approach\u201d to help Latin American nations access private investment for energy, road, ports and airport projects.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>$60 billion<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nThe new lending budget of USAID's Development Finance Corporation<br \/>\n\n                <\/div>\n            <\/div>\n<p>No additional funding is available for this vital infrastructure. Rather, it will \u201cleverage existing programs [and] diplomatic engagement\u201d, the FAQ says. That said, one supporting institution is the newly-created Development Finance Corporation (DFC), part of the United States Agency for International Development (USAID), which has boosted limits for overseas investment of US$60 billion compared to the US$29 billion of its previous incarnation the Overseas Private Investment Corporation (OPIC), US analysts <a href=\"https:\/\/theglobalamericans.org\/2020\/03\/countering-china-through-infrastructure-investments\/\">note<\/a>.<\/p>\n<p>The programme does offer to help countries \u201cimprove their regulatory frameworks and procurement structures\u201d, a pledge that can be seen to address criticism from some <a href=\"https:\/\/theglobalamericans.org\/2019\/12\/latin-america-and-china-choosing-self-interest\/\">US scholars<\/a> and Latin American NGOs that the award of energy and mining projects to Chinese companies in <a href=\"http:\/\/stage.dialogochino.net\/en\/infrastructure\/9830-china-a-demanding-partner-for-ecuador-and-venezuela\/\">Venezuela, Ecuador<\/a> and <a href=\"http:\/\/stage.dialogochino.net\/en\/infrastructure\/30573-chinese-rail-advances-slowly-in-latin-america\/\">Argentina<\/a> have been opaque.<\/p>\n<p>\u201cAm\u00e9rica Crece is not about competing with Chinese state-owned companies to build infrastructure,\u201d says R. Evan Ellis, professor of Latin American Studies at the US Army War College Studies Strategic Studies Institute. \u201cThe US wants to leverage private sector investment to bring prosperity and \u2013 through transparency and good governance \u2013 show that it is a better, more sustainable option for the region than China\u2019s sometimes predatory practices.\u201d<\/p>\n<p>However, while the BRI promises \u2013 on paper at least \u2013 to promote \u2018<a href=\"https:\/\/dialogue.earth\/en\/energy\/11212-green-belt-and-road-in-the-spotlight\/\">green development<\/a>\u2019, references to sustainability in Am\u00e9rica Crece policy documents refer to transparent processes and competitive financing, although some experts say investments would naturally adhere to higher social and environmental standards. So far, like the BRI, major loans from Am\u00e9rica Crece have largely supported fossil fuels.<\/p>\n<p>In El Salvador, the DFC has agreed to loan over US$1 billion for an integrated Liquid Natural Gas (LNG) import terminal and gas power plant and $300 million to Vista Oil and Gas, a New York Stock Exchange listed company developing shale gas projects in Argentina.<\/p>\n<p>According to Evan Ellis, the programme will encourage investment from private companies around the world and \u201cput the recipient nation\u2019s needs first\u201d.<\/p>\n<p>\u201cThe Belt and Road program follows the Silk Road tradition: it looks to rewire the world to benefit China\u2026Am\u00e9rica Crece isn\u2019t designed to benefit US companies,\u201d he claims.<\/p>\n<h2>Which countries have signed up?<\/h2>\n<p>Following Panama, O\u2019Brien flew to Colombia, where he promised further support in infrastructure and anti-drugs projects through \u2018<a href=\"https:\/\/pbs.twimg.com\/media\/Efp0Ws_XYAAlT6I.jpg\">Colombia Crece\u2019<\/a> \u2013 reportedly to the tune of <a href=\"https:\/\/www.dinero.com\/pais\/articulo\/colombia-crece-nuevo-plan-de-inversion-extranjera-de-estados-unidos-en-colombia\/295993\">US$5 billion<\/a>.<\/p>\n<p>Colombian officials touted it as a follow-up to Plan Colombia, under which the governments of Bill Clinton and George Bush provided the country with millions of dollars, mainly for anti-drug operations. Funding continued under the Obama administration, although it was largely redirected to peace-building initiatives.<\/p>\n<blockquote><p>The Trump administration has also continued to pressure Latin American countries to cooperate with the US global policy agenda<\/p><\/blockquote>\n<p>Argentina, Bolivia, Brazil, Ecuador, Chile, <a href=\"https:\/\/www.newsamericasnow.com\/caribbean-us-secretary-of-state-trip-guyana-suriname\/\">Guyana<\/a>, Jamaica, Suriname, Uruguay and <a href=\"https:\/\/www.caribbean-council.org\/us-to-expand-america-crece-to-boost-investment-in-the-northern-triangle\/\">the Northern Triangle countries<\/a> (Guatemala, El Salvador and Honduras) have also signed onto the programme. Many have also endorsed the BRI, with the notable exceptions of Brazil and Argentina, which is <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/36865-argentina-ponders-bri-endorsement-amid-tricky-debt-restructuring\/\">weighing up<\/a> an agreement.<\/p>\n<p>Aside from Argentina, all signatories could be considered to have broadly US-friendly governments. However, as with the BRI and Chinese firms, nations not joining Am\u00e9rica Crece are unlikely to notice much difference in the level of US private investment they attract.<\/p>\n<h2>What do China and Latin America make of it?<\/h2>\n<p>While Am\u00e9rica Crece has yet to be mentioned in Chinese public media, a number of local think-tanks and academics have cast the project as a direct challenge to the BRI in Latin America, with more forthright critics labelling it \u201cA New Monroe Doctrine\u201d, a reference to a 19<sup>th<\/sup> century policy that defines Latin America as the US\u2019s exclusive area of influence.<\/p>\n<p>An August 2020 paper by Guo Yu, an assistant researcher at China\u2019s Ministry of Commerce, forecast that Am\u00e9rica Crece would have limited concrete effects but should be seen as part of a wider strategy by the Trump administration to \u201cform an encirclement, which is bound to affect China\u2019s policies and future developments in Latin America and the Caribbean.\u201d<\/p>\n<p>Guo urged China to maintain \u201cstrategic determination\u201d to pursue with the BRI in Latin America and, based on its existing Chinese Ministry of Foreign Affairs\u2019 <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/8136-new-china-white-paper-signals-a-step-forward-in-latin-america\/\">white papers<\/a> on Latin America, improve communications and transparency with respect to its regional policy agenda.<\/p>\n<p>Contrary to Am\u00e9rica Crece\u2019s pledge to improve good governance, the initiative appears to force a partisan choice of development partner on Latin American countries, according to Sun Hongbo, an associate researcher at the Chinese Academy of Social Sciences\u2019 Institute of Latin American Studies.<\/p>\n<p>\u201cThe Trump administration has also continued to pressure Latin American countries to cooperate with the US global policy agenda, making Latin American countries face more challenges in adhering to multilateralism and participating in global economic governance reforms,\u201d Sun wrote recently in <a href=\"http:\/\/www.ddsjcn.com\/\">Contemporary World<\/a>, a journal under the auspices of the International Liaison Department of the Communist Party of China\u2019s Central Committee.<\/p>\n<blockquote><p>In the past when US delegations brought aid delegations to Panama, they often wanted changes to Panama\u2019s internal politics<\/p><\/blockquote>\n<p>In Panama, a proxy stage for US-China geostrategic tension by virtue of its interoceanic canal, the US diplomatic push against rapidly rising Chinese investment has been particularly pronounced. Before the pandemic, China <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/34472-has-chinas-winning-streak-in-panama-ended\/\">found its trade talks frozen and its companies disqualified<\/a> from tenders.<\/p>\n<p>In the days after the first Panamanian Covid-19 case was detected in March, China Construction America, a subsidiary of the state-run China State Construction Engineering Corporation (Cscec), <a href=\"https:\/\/www.prensa.com\/impresa\/panorama\/gobierno-rechazo-la-donacion-de-un-hospital\/\">offered to convert is recently built Amador Convention centre<\/a> into a hospital with 1500 beds. The offer was rejected by the government in favour of a smaller hospital that was beset by delays and allegations of corruption and only <a href=\"https:\/\/www.prensa.com\/sociedad\/llegan-los-primeros-pacientes-con-coronavirus-al-hospital-modular-de-albrook\/\">received its first patients on June<\/a> 11.<\/p>\n<p>\u201cThe hospital was just the most prominent example, but the Panamanian government also rejected Chinese <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/latin-america-chinese-medical-aid-to-fight-coronavirus\/\">offers of masks<\/a> and other equipment but this was not made public,\u201d says Fernando Aparicio a professor of History of International Relations at the University of Panama. \u201cPanama decided, instead, to pay for what China offered us for free.\u201d<\/p>\n<p>Beyond imprecise pledges to assist in the development of much-needed infrastructure, implicit in Am\u00e9rica Crece is the familiar practice of forcing Latin American countries to shun US adversaries. And in Panama at least, it appears to be working.<\/p>\n<p>\u201cIn the past when US delegations brought aid delegations to Panama, they often wanted changes to Panama\u2019s internal politics,\u201d
