{"id":50037831,"date":"2020-10-14T15:28:29","date_gmt":"2020-10-14T14:28:29","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=37831"},"modified":"2023-03-12T23:28:17","modified_gmt":"2023-03-12T23:28:17","slug":"37831-miners-target-area-below-linhao-belo-monte-transmission-line","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/37831-miners-target-area-below-linhao-belo-monte-transmission-line\/","title":{"rendered":"Miners target area beneath mammoth Belo Monte transmission line"},"content":{"rendered":"<p>Mining companies want to explore areas of Brazil\u2019s Par\u00e1 state underneath the giant Amazon-bisecting transmission line known as the linh\u00e3o, or \u2018big line\u2019, that distributes electricity from the Belo Monte hydropower plant to the southeast of Brazil.<\/p>\n<p><em>Di\u00e1logo<\/em><em> Chino <\/em><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/170GnUBuDr0sT-8GYpQBDJ4QXZHZnP0d89546aVmcSvo\/edit?usp=sharing\">found 100 requests<\/a> to the National Mining Agency (ANM) from mining companies and cooperatives for the right to research and mine the Par\u00e1 axis of the Xingu\u2013Estreito network. Of these, 37 were denied because they overlapped with the electricity distribution network but another 63, which have the same problem, are still being processed.<\/p>\n<p>If the projects go ahead, they could destabilise the terrain under the high-voltage towers and compromise the country\u2019s energy supply.<\/p>\n<p>\u201cThese requests are worrying,\u201d says Luiz Pinguelli Rosa, professor of strategic planning at the Federal University of Rio de Janeiro\u2019s engineering institute Coppe. \u201cIf a line like Xingu-Estreito goes down, we would probably have a blackout in several states.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-37854\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/10\/20201013_Monte-Estreito-transmission-line-EN-01.png\" alt=\"belo monte estreito transmission line map\" width=\"444\" height=\"497\" \/><\/p>\n<p>The 2,076-km network connects the Xingu substation in central Par\u00e1, passing through the states of Tocantins and Goi\u00e1s, to the Estreito substation in Minas Gerais, on the border with S\u00e3o Paulo.<\/p>\n<p>Inaugurated in 2017, the linh\u00e3o, is controlled by Belo Monte Transmissora de Energia, majority owned by China\u2019s State Grid in partnership with Brazil\u2019s state-owned Eletrobras, which is soon to be <a href=\"https:\/\/einvestidor.estadao.com.br\/mercado\/tudo-sobre-privatizacao-eletrobras\/\">privatised<\/a>.<\/p>\n<p>Chinese electricity giant State Grid, which has <a href=\"http:\/\/agenciambrasil.com.br\/2019\/11\/o-setor-eletrico-brasileiro-caiu-no-colo-dos-chineses\">increased its presence<\/a> in the Brazilian electricity sector, also operates the 2,539km Xingu\u2013Rio line that connects Par\u00e1 to the state of Rio de Janeiro.<\/p>\n<h2>Mining near the linh\u00e3o: \u2018An appearance of legality\u2019<\/h2>\n<p>Threats to the linh\u00e3o come as illegal mining threatens a vast portion of Brazil\u2019s conservation areas. A recent report by the World Resource Institute showed that illegal mining impacts at least <a href=\"https:\/\/www.wri.org\/publication\/undermining-rights\">37<\/a> indigenous <a href=\"https:\/\/www.wri.org\/publication\/undermining-rights\">lands<\/a> in the country. There are hundreds of mining concessions overlapping at least in part with indigenous territories.<\/p>\n<p>The 63 open applications to explore the area where the Belo Monte transmission line is located have begun being processed over the past year, and some were filed in 2020. On 17 August, for example, the Cooperativa dos Garimpeiros do Norte made three requests for gold extraction under the linh\u00e3o between the municipalities of Anapu and Pacaj\u00e1.<\/p>\n<p>\u201cWhen you make a mining application, the value for one or ten thousand hectares is the same, so we ask for a bigger area\u201d, said Chester Pedro Gomes, president of the cooperative,.<\/p>\n<p>\u201cBut when the study is carried out, the area that the ANM will approve will certainly be smaller,\u201d Gomes said, adding; \u201cThose who go after documents will never mine illegally.\u201d<\/p>\n<p>Brazilian mining giant Vale has already made six requests for mining along the network in Par\u00e1. One of them, for manganese research in Parauapebas, was initially rejected, but was eventually passed by the courts in 2018.<\/p>\n<blockquote><p>Mining or even asking for mining in energy areas is something serious<\/p><\/blockquote>\n<p>The company says it looks out for opportunities when it\u2019s possible to reconcile its activity with that of other enterprises already installed in a given location. But it told <em>Di\u00e1logo Chino<\/em> that it \u201cdoes not have operational activity\u201d in the target areas of the six requests.<\/p>\n<p>The ANM protects an area of 100 metres, 50 on either side of the transmission line, in order to prevent activities that threaten the stability of the energy network, such as mining. If mining activities are carried out in this region, they could seriously affect the linh\u00e3o and, in an extreme situation, harm electricity distribution in vast areas of the country.<\/p>\n<p>\u201cThe interconnected energy system could sustain supply at certain times,\u201d says Rosa, the engineering professor, \u201cbut if it [a power outage] occurs in the late afternoon, when industries are still operating and there is high residential demand, there will be a blackout.\u201d<\/p>\n<p>ANM told <em>Di\u00e1logo Chino<\/em> that the reduced number of public servants in its office is delaying the evaluation of applications. But these requests near the linh\u00e3o will eventually be rejected.<\/p>\n<p>There are more than 200,000 mining requests across the country in the National Mining Agency system. Of these, 448 have been rejected or suspended for overlapping with energy networks. The agency stressed that the projects, as they stand on paper, do not harm the environment.<\/p>\n<p>However, Par\u00e1\u2019s Federal Public Prosecutor\u2019s Office (MPF) takes a different view. The mere existence of the application, the agency warns, exposes the land to environmental risk.<\/p>\n<p>Illegal miners engage in such requests to give \u201cthe appearance of legality to the activity,\u201d MPF prosecution papers from November 2019 say. The lawsuit warns that this makes it easier to take over the extraction area, recruit personnel and hire services.<\/p>\n<p>\u201cMining or even asking for mining in energy areas is something serious,\u201d says Professor Pinguelli Rosa, \u201cIt is a policing problem.\u201d<\/p>\n<h2>Illegal mining advances<\/h2>\n<p>While mining requests remain unresolved by ANM, illegal mining is already occupying the area under the transmission network in Par\u00e1.<\/p>\n<p>Illegal miners <a href=\"https:\/\/veja.abril.com.br\/brasil\/garimpo-irregular-no-para-ameaca-transmissao-de-energia-de-belo-monte\/\">have begun operating <\/a>under the Xingu-Estreito line since at least 2019. And in July this year, the newspaper <a href=\"https:\/\/economia.estadao.com.br\/noticias\/geral,garimpo-ilegal-na-amazonia-ameaca-romper-maior-linhao-de-energia-do-pais,70003382134\">Estado de S\u00e3o Paulo <\/a>showed that the Belo Monte Transmissora de Energia (BMTE) itself has made official complaints.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>$815,000<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe amount in fines that BMTE itself owes for deforesting or for non-compliance with the linh\u00e3's environmental permit<br \/>\n\n                <\/div>\n            <\/div>\n<p>According to the report, BMTE says it is concerned about the safety of its employees and the degradation of the soil near the linh\u00e3o, which could cause its towers to fall or sink.<\/p>\n<p>The mining agency is aware of the illegal activity and works with relevant bodies to curb it in the region. The complaints have been investigated by Par\u00e1\u2019s MPF and the Federal Police.<\/p>\n<p>On 23 August, the corporation <a href=\"https:\/\/www.gov.br\/anm\/pt-br\/anm-apreende-70-mil-toneladas-de-manganes-ilegal-em-porto-no-para\">seized <\/a>70,000 tonnes of manganese in the port of Barcarena, Par\u00e1. The ore was allegedly mined illegally in the south of the state, part of it in illegal mines near the Xingu-Estreito line, according to ANM.<\/p>\n<p>BMTE did not comment on the ongoing mining processes, but confirmed to <em>Di\u00e1logo<\/em><em> Chino<\/em> that it had communicated illegal mining on the Xingu-Estreito line to inspectors.<\/p>\n<p>The company, which is today the victim of activity that brings environmental risks and threatens its <a href=\"https:\/\/www.bndes.gov.br\/wps\/portal\/site\/home\/imprensa\/noticias\/conteudo\/bndes-aprova-2-bi-para-belo-monte\">R$5.6 billion<\/a> (US$1 billion) enterprise that has already caused controversy.<\/p>\n<p>In its 2016 environmental impact <a href=\"http:\/\/www.bmte.com.br\/content\/uploads\/2016\/06\/RIMA.pdf\">report<\/a>, the group estimated that construction of the linh\u00e3o would cause the deforestation of an area of native vegetation in the Amazon and Cerrado biomes equivalent to more than 1,700 football fields.<\/p>\n<p>At the time, the Xingu-Estreito\u2019s environmental impact studies were approved three months quicker than the average of nine-month timeframe, and, unusually, with the government making no additional demands, <a href=\"http:\/\/stage.dialogochino.net\/pt-br\/infraestrutura-pt-br\/7249-transmissao-de-energia-de-belo-monte-retira-vegetacao-nativa-no-brasil\/\">according to <\/a>a coordinator at federal environmental protection agency IBAMA.<\/p>\n<p>There is no information on how much native vegetation was actually cut down, but between March 2017 and September 2018, BMTE received <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/170GnUBuDr0sT-8GYpQBDJ4QXZHZnP0d89546aVmcSvo\/edit#gid=1055950170\">seven fines <\/a>from the environmental inspection agency.<\/p>\n<p>The company owes a total of R$4.5 million (US$813,000) for crimes such as deforestation in a preservation area and non-compliance with environmental permit conditions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mining companies want to explore areas of Brazil\u2019s Par\u00e1 state underneath the giant Amazon-bisecting transmission line known as the linh\u00e3o, or \u2018big line\u2019, that distributes electricity from the Belo Monte hydropower plant to the southeast of Brazil.
