However, this provides an unprecedented opportunity to tackle these challenges simultaneously, putting the economy on a sustainable and resilient track.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fiscal impacts of the Covid-19 pandemic have strained governments\u2019 abilities to service their mounting sovereign debts, pushing many countries such as <\/span><a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/36865-argentina-ponders-bri-endorsement-amid-tricky-debt-restructuring\/\"><span style=\"font-weight: 400;\">Argentina<\/span><\/a><span style=\"font-weight: 400;\"> and Ecuador towards the risk of default. Debt service in 2020 and 2021 will cost <\/span><a href=\"https:\/\/unctad.org\/system\/files\/official-document\/gdsinf2020d3_en.pdf\"><span style=\"font-weight: 400;\">over $3 trillion<\/span><\/a><span style=\"font-weight: 400;\"> across emerging economies, raising concerns about debt sustainability.<\/span><\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>$3trillion<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nthe cost of debt service in 2020 and 2021<br \/>\n\n                <\/div>\n            <\/div>\n<p><span style=\"font-weight: 400;\">As with the economy, the environment is also under stress. Nature accounts for <\/span><a href=\"https:\/\/openknowledge.worldbank.org\/bitstream\/handle\/10986\/29001\/9781464810466.pdf\"><span style=\"font-weight: 400;\">more than one-quarter<\/span><\/a><span style=\"font-weight: 400;\"> of wealth in lower-middle-income countries, a 2018 World Bank report said. But these economic assets, some of which are irreplaceable, are being lost at an alarming rate. Human activities have altered <\/span><a href=\"https:\/\/ipbes.net\/global-assessment\"><span style=\"font-weight: 400;\">three-quarters<\/span><\/a><span style=\"font-weight: 400;\"> of the Earth&#8217;s land surface and two-thirds of the ocean area.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sovereign debt markets have so far lagged in integrating environmental considerations into their operations but attention is now turning to new instruments. A coalition of environmental and finance experts, grouped under the Finance for Biodiversity Initiative, is calling for action to address the triple crisis of debt, climate change and biodiversity loss.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFinance ministers argue they need money to pay for social security, while environment ministers say the money that was earmarked for nature was rushed aside to meet debt payments,\u201d said Ashley Gorst, an engagement manager at Vivid Economics.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNew bonds could generate liquidity and help manage countries\u2019 natural capital in a sustainable way.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The need to improve the sovereign debt system was part of the discussions at the World Bank and International Monetary Fund (IMF) <\/span><a href=\"https:\/\/www.nytimes.com\/2021\/04\/07\/climate\/debt-climate-change.html\"><span style=\"font-weight: 400;\">Spring Meeting this week<\/span><\/a><span style=\"font-weight: 400;\">. Over the course of the next year, the institutions hope to develop concrete proposals ahead of crunch climate (COP26) and biodiversity (COP15) summits.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Multilateral creditors are the <\/span><a href=\"https:\/\/pubs.iied.org\/sites\/default\/files\/pdfs\/migrate\/16674IIED.pdf\"><span style=\"font-weight: 400;\">largest source<\/span><\/a><span style=\"font-weight: 400;\"> of debt for developing countries and they have <\/span><a href=\"https:\/\/www.reuters.com\/article\/world-bank-debt-climate-idUSL1N2KQ00A\"><span style=\"font-weight: 400;\">already expressed support<\/span><\/a><span style=\"font-weight: 400;\"> for new debt mechanisms that account for biodiversity. With them on board, bilateral creditors such as China could follow. This could make a big difference for Latin America, with many biodiversity hotspots across the region.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe finance sector is calling for the environment to be considered as part of sovereign debt. China has to get involved but it won\u2019t if others don\u2019t join too,\u201d Elizabeth Aceituno, a sustainable finance specialist at WWF, said.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cLatin America can\u2019t ignore this, with the economies of many countries of the region relying on natural resources.\u201d<\/span><\/p>\n<h2>A full-scale restructuring<\/h2>\n<p><span style=\"font-weight: 400;\">Multilateral creditors and developed countries have already taken a first step by suspending debt repayments. The IMF <\/span><a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2020\/04\/13\/pr20151-imf-executive-board-approves-immediate-debt-relief-for-25-countries\"><span style=\"font-weight: 400;\">approved in 2020<\/span><\/a><span style=\"font-weight: 400;\"> immediate debt relief to the 25 poorest developing economies, while G20 leaders, including China, introduced a Debt Service Suspension Initiative (<\/span><a href=\"https:\/\/www.worldbank.org\/en\/topic\/debt\/brief\/covid-19-debt-service-suspension-initiative\"><span style=\"font-weight: 400;\">DSSI<\/span><\/a><span style=\"font-weight: 400;\">) that applied to 73 low-income developing countries.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While this provided short-term debt relief, it didn\u2019t address the biodiversity crisis. For the first time ever, there are now calls from countries, organisations and creditors for a round of inclusive and green debt restructures. These will seek to have new sovereign debt instruments that consider the importance of so-called \u2018natural capital\u2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the last 40 years, governments have negotiated <\/span><a href=\"http:\/\/stage.dialogochino.net\/en\/climate-energy\/40577-debt-for-nature-swaps-a-tool-to-protect-latin-americas-biodiversity\/\"><span style=\"font-weight: 400;\">debt-for-nature swaps<\/span><\/a><span style=\"font-weight: 400;\"> in which repayment obligations were reduced if the debtor country agreed to spend the savings on nature conservation. Many Latin American countries participated, leading to natural parks and reserves being expanded across the region.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finance experts now consider these too small to relieve today\u2019s debt and environmental crisis. Their value totalled around <\/span><a href=\"https:\/\/www.sdfinance.undp.org\/content\/sdfinance\/en\/home\/solutions\/debt-for-nature-swaps.html\"><span style=\"font-weight: 400;\">US$2.6 billion<\/span><\/a><span style=\"font-weight: 400;\"> between 1985 and 2015. Furthermore, they tied spending of the proceeds to environmental measures, with today\u2019s indebted countries asking for help to reduce poverty, tackle fiscal deficits and fuel recovery.<\/span><\/p>\n<blockquote><p>Governments, businesses and investors now realise that the wealth and well-being of nations depend on the health of nature. 2021 is the year in which we must act decisively<\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">\u201cSwaps are now seen as small scale and with heavy transaction costs. Now there\u2019s a need for approaches with a much bigger scale,\u201d Paul Steele, an economist at the International Institute for Environment and Development (IIED), said. \u201cSwaps were ear-marked for nature, while nature performance bonds can be used for more general fiscal purposes.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For this reason, attention is now turning to new instruments. The Finance for Biodiversity Initiative is proposing to use <\/span><a href=\"https:\/\/a1be08a4-d8fb-4c22-9e4a-2b2f4cb7e41d.filesusr.com\/ugd\/643e85_e2f3eccae35c45a8b875a974a8918922.pdf\"><span style=\"font-weight: 400;\">nature performance bonds<\/span><\/a><span style=\"font-weight: 400;\">, a more flexible evolution of the swaps. Countries that achieve environmental outcomes could have their debt payments reduced and use the savings discretionarily according to their own pressing priorities.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This would incentivise the debtor to achieve positive outcomes, rather than insure against adverse outcomes. Many environmental outcomes could be used as part of the bonds, such as biodiversity targets, land degradation or even climate goals, like those included in the country\u2019s Nationally Determined Contributions (NDC).&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cGovernments, businesses and investors now realise that the wealth and well-being of nations depend on the health of nature. 2021 is the year in which we must act decisively, and practically, to tackle these challenges in a holistic way,\u201d said Carlos Rodr\u00edguez, CEO of the Global Environment Facility and a former Costa Rican environment minister.<\/span><\/p>\n<h2>A sovereign debt facility<\/h2>\n<p><span style=\"font-weight: 400;\">Finance experts acknowledge that a major international effort will be needed to change the way sovereign debt now works. With that in mind, Finance for Biodiversity has created a <\/span><a href=\"https:\/\/a1be08a4-d8fb-4c22-9e4a-2b2f4cb7e41d.filesusr.com\/ugd\/643e85_021432a338a34c3e92237ffdd128404c.pdf\"><span style=\"font-weight: 400;\">working group<\/span><\/a><span style=\"font-weight: 400;\"> on nature and debt with representatives from international organisations, multilateral development banks, NGOs and others.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They have proposed to create a Nature and Climate Sovereign Bond Facility, which would bring together debtor and lender countries to establish agreements that tie sovereign debt relief to green and inclusive growth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Nature and Climate Sovereign Bond Facility has already been working with <\/span><a href=\"https:\/\/www.weforum.org\/agenda\/2021\/02\/pakistan-green-recovery\/\"><span style=\"font-weight: 400;\">Pakistan<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.globalcapital.com\/article\/b1qmhmf1mt8j0x\/uruguay-ponders-sovereign-slb-possibilities-after-latam-esg-rush\"><span style=\"font-weight: 400;\">Uruguay<\/span><\/a><span style=\"font-weight: 400;\">, which are currently analysing the issuance of a bond tied up to environmental indicators. The IIED also has <\/span><a href=\"https:\/\/www.iied.org\/tackling-debt-climate-nature-crises-together\"><span style=\"font-weight: 400;\">a separate program<\/span><\/a><span style=\"font-weight: 400;\"> through which they will be working with four African countries and their creditors.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the IMF is<\/span><a href=\"https:\/\/www.climatechangenews.com\/2021\/03\/26\/rare-imf-relief-offers-hope-green-recovery-debt-laden-nations\/\"><span style=\"font-weight: 400;\"> discussing<\/span><\/a><span style=\"font-weight: 400;\"> issuing the equivalent of US$650 billion in liquidity, known as special drawing rights (SDRs) into the global economy. As well as debt vulnerability, biodiversity and climate change should be considered as part of the criteria to allocate the funding, campaigners have argued.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The IMF and the World Bank will also soon launch a <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-imf-world-bank-climate-change-debt-ex-idUSKBN2BU3FO\"><span style=\"font-weight: 400;\">platform<\/span><\/a><span style=\"font-weight: 400;\"> to advise poor countries on funding climate and conservation activities, according to a draft document released at this week\u2019s Spring Meetings. The advisers would include UN officials, NGOs, private investors and rating agencies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCorporate debt markets have seen an explosion of interest on green bonds, which work just like the nature performance bonds we are now proposing. We are in an innovation moment regarding sovereign debt and we need solutions that can be used quickly,\u201d said Gorst.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat happens in corporate markets usually ends up happening in sovereign markets.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New finance initiative proposes debt relief for
