She only has one refrigerator, a couple of fans and a television. Yet she pays around US$75 per month.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For eight years, Gazca has lived with her children in Flamingos, a coastal neighbourhood on the outskirts of Dzilam de Bravo in Mexico\u2019s Yucat\u00e1n Peninsula. The family sells cakes to support themselves and lives in a humble house. But it sits right next to the Dzilam Bravo-E\u00f3lica Golfo 1 wind farm, a megaproject that began operations in 2018 to supply electricity to private companies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gazca only has to open her window to see the swoop of the blades on the 125-meter-high wind turbines. She says they changed the landscape of the <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/30308-the-search-for-mexicos-sea-cucumbers\/\">Yucatecan<\/a> port town.<\/span><\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_46340\" aria-describedby=\"caption-attachment-46340\" style=\"width: 2000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46340 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/09\/Dzilam-de-Bravo_Cuauhtemoc-Moreno-1-scaled.jpg\" alt=\"Woman points out wind turbines from her kitchen window\" width=\"2000\" height=\"1333\" \/><figcaption id=\"caption-attachment-46340\" class=\"wp-caption-text\">Luc\u00eda Flores Catz\u00edn points to a wind tower that can be seen from her home in Dzilam. The years go by and I continue to pay high rates,&#8221; the 46-year-old complained. <\/span><span style=\"font-weight: 400;\">\u201cIt makes me angry, [the turbines] give me a headache. <\/span><span style=\"font-weight: 400;\">We live working to pay the bill. We can&#8217;t get ahead like this!\u201d<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">It is a contradiction that they put that park here to benefit foreign companies so that they pay less electricity<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The blades from the 100 metre rotor diameter turbines revolve almost around the clock, harnessing the wind that comes from the sea. The buzzing bothers Gazca, especially at night. She chose to live a few kilometers from the sea, where housing options are limited, managing to buy her own property.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">Yet, the disturbances and high electricity costs look set to last. The lease for the land where the plant sits expires in 20 years. Local populations also suffer from constant service disruptions, with no explanation from the Federal Electricity Commission (CFE).\u00a0\u00a0<\/span><\/p>\n<h2>Dzilam Bravo: Benefitting private parties and not local people<\/h2>\n<p><span style=\"font-weight: 400;\">Mexico\u2019s 1992<\/span> <a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=http:\/\/www.diputados.gob.mx\/LeyesBiblio\/abro\/lspee\/LSPEE_ref04_23dic92_ima.pdf\"><span style=\"font-weight: 400;\">Electric Power Public Service Law<\/span><\/a><span style=\"font-weight: 400;\">, which allows private producers to generate energy in order to supply their own operations, is the legal framework that enabled the creation of Dzilam Bravo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Park has 28 wind turbines and an installed capacity of 70 megawatts (MW). It produces enough energy to supply 170 thousand homes per year &#8211; although its main beneficiaries are thought to be <a href=\"https:\/\/www.elfinanciero.com.mx\/economia\/green-energy-proveera-de-energia-limpia-a-cinepolis\/\">Cinepolis<\/a>, El Sardinero, Mexion Corporati\u00f3n and the confectioner Mars, although poor information disclosure means this is difficult to ascertain.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By generating their own energy, companies pay a fixed preferential rate for the transmission and distribution service to the CFE, saving them money.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mexican company Vive Energ\u00eda owns the park and partnered with Envision Energy, an international company dedicated mainly to the manufacture of smart wind turbines that is headquartered in Shanghai. <\/span><span style=\"font-weight: 400;\">One of its stated missions is the fight against climate change, eliminating fossil fuels and replacing them with renewable energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Envision has one other major wind project in Yucat\u00e1n State &#8211; the 90MW Progreso plant some 80 kilometres east of Dzilam Blanco along the same coastline. They are the only Chinese-owned wind projects in Mexico.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Renewable energy looks set to undergo rapid expansion at the hands of international companies in the coming years with some five solar plants capable of adding a combined 874MW planned in the coming years, according to Boston University\u2019s <\/span><a href=\"https:\/\/www.bu.edu\/cgp\/\"><span style=\"font-weight: 400;\">China\u2019s Global Power Database<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aside from Mexico, Envision\u2019s forays into Latin America have centered on Argentina, where it is building two plants in Buenos Aires province: the 10MW Garc\u00eda del Rio project and Villarino (50MW).\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=https:\/\/www.yucatan.gob.mx\/saladeprensa\/ver_nota.php%3Fid%3D3266\"><span style=\"font-weight: 400;\">According to<\/span><\/a><span style=\"font-weight: 400;\"> the Yucat\u00e1n State Government, another 24 wind and solar plants are under slated for development, at a total investment of more than 84 billion pesos (US$4.2 billion).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From the first renewable energy auction in Mexico following the initiation of the 2013 reform process, nine of the 18 projects awarded were for the Peninsula. However, there was no <\/span><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=https:\/\/mx.boell.org\/es\/2018\/10\/15\/la-transicion-energetica-en-yucatan-el-desvio-de-sus-principios-y-los-riesgos-para-la\"><span style=\"font-weight: 400;\">study<\/span><\/a><span style=\"font-weight: 400;\"> of their combined environmental and social impacts.\u00a0<\/span><\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_46343\" aria-describedby=\"caption-attachment-46343\" style=\"width: 2000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46343 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/09\/DZILAM-DE-BRAVO_YUCATAN_Robin-Canul_38-scaled.jpg\" alt=\"A child plays in a park next to a wind farm.\" width=\"2000\" height=\"1333\" \/><figcaption id=\"caption-attachment-46343\" class=\"wp-caption-text\">A child plays in a park that the company E\u00f3licos del Golfo built. (Image: Robin Canul)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p><span style=\"font-weight: 400;\">Elsewhere in Mexico, there have been demonstrations against big renewables plants by residents of Motul against companies Aldesa and Aldener, and residents of Muna and Valladolid, who even filed a lawsuit securing the <\/span><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=https:\/\/asambleamaya.wixsite.com\/muuchxiinbal\/single-post\/2019\/04\/27\/ordenan-suspensi%25C3%25B3n-definitiva-de-granja-solar-en-valladolid\"><span style=\"font-weight: 400;\">definitive<\/span><\/a><span style=\"font-weight: 400;\"> suspension of the Yucat\u00e1n Solar project, owned by Lighting Park and Jinko Solar.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Rodrigo Pati\u00f1o D\u00edaz of the Center for Research and Advanced Studies (Cinvestav), the idea of \u200b\u200bproducing clean energy in principle sounds good, but the impacts on territories, the\u00a0 benefits for communities and other environmental risks must be considered.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is a somewhat perverse system,\u201d he says. \u201cFor some six-year terms, private companies have the possibility of\u00a0 generating energy to do business, far from the original idea of nationalising electricity to supply the population.\u201d Pati\u00f1o adds that companies sell electricity using CFE&#8217;s transmission lines.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">It is a somewhat perverse system<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Mexico reformed its electricity law during the government of President Carlos Salinas de Gortari (1988-1994) when the now defunct North American Free Trade Agreement (NAFTA) was approved. To be competitive, the agreement argued, growing industries required more energy and CFE did not have the capacity to supply them. It was the first step towards opening up to private companies, which eventually resulted\u00a0 in the 2013 reform.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With fellow academics, Pati\u00f1o created the Yucat\u00e1n Articulation group to try to limit the impacts of wind and photovoltaic parks. He criticised authorities and companies for deceiving the population with claims that the works are necessary to improve the peninsula&#8217;s electricity supply and reduce rates accordingly.<\/span><\/p>\n<h2>Risks to ecosystems<\/h2>\n<p><span style=\"font-weight: 400;\">Articulation also warned, before its construction, that the weight in tons of the wind turbines of the Park are a threat to the karst soil of Yucatan, which consists of limestone rock that fragments over time, forming holes, and in the it rainwater seeps\u00a0quickly. This type of soil is more fragile in the coastal area, where this megaproject was built, and there is a risk that it may modify the hydrological networks of the subsoil.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Academics, authorities and local residents established an <\/span><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=https:\/\/bitacoraordenamiento.yucatan.gob.mx\/archivos\/200708031573.pdf\"><span style=\"font-weight: 400;\">ecological protection scheme<\/span><\/a><span style=\"font-weight: 400;\"> for the Yucat\u00e1n coast in 2007 that did not contemplate the use of wind power in coastal municipalities due to the fragility of their ecosystems. However,\u00a0 the then Secretariat of Urban Development and Environment (Seduma) modified the programme in 2014, expressly to allow wind and solar parks.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">The change was made during the government of [then governor of Yucat\u00e1n] Rolando Zapata Bello (2012-2018) without establishing a dialogue with local populations<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Now, port development, timber and non-timber forestry industries, and wind power are all allowed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More than 70 Yucatecan academics who participated in the development of the programme <\/span><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=https:\/\/poetcy.weebly.com\/\"><span style=\"font-weight: 400;\">spoke out<\/span><\/a><span style=\"font-weight: 400;\"> against the change. They recalled consultations were held with local populations to determine the protection mechanisms for ecosystems.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe 2007 programme posed restrictions because the coastline is full of Protected Natural Areas and because of its great biodiversity,\u201d said Pati\u00f1o \u201cThe change was made during the government of [then governor of Yucat\u00e1n] Rolando Zapata Bello (2012-2018) without establishing a dialogue with local populations.\u201d\u00a0<\/span><\/p>\n<h2>\u201cMinor\u201d impacts<\/h2>\n<p><span style=\"font-weight: 400;\">Benigno Villarreal del R\u00edo, director of Vive Energ\u00eda, said they generate clean energy, which is cheaper than hydrocarbons, and that private companies obtain important economic benefits by reducing production costs<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Although it is true that the energy users from an administrative-economic point of view are private companies, the most important thing is that the energy produced there remains in the peninsular electrical system,\u201dhe said. \u201cThe physical energy is consumed by the families closest to the park.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When asked about complaints by local communities about high prices and service failures, Villarreal stressed that these are not his company\u2019s responsibility, since the law exclusively empowers the CFE to supply homes.\u00a0<\/span><\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_46347\" aria-describedby=\"caption-attachment-46347\" style=\"width: 2000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46347 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/09\/Progreso_Cuauhtemoc-Moreno-7-scaled.jpg\" alt=\"Seven men standing in front of wind farm\" width=\"2000\" height=\"1333\" \/><figcaption id=\"caption-attachment-46347\" class=\"wp-caption-text\">The Progreso wind farm was inaugurated on the morning of Monday, August 10, 2020 with the presence of Mauricio Vila Dosal, governor of Yucat\u00e1n and Benigno Villarreal del R\u00edo, general director of Envision, the company responsible for the initiative. (Image: Cuauht\u00e9moc Moreno)<\/figcaption><\/figure><\/p>\n<p><\/div>\n<p><span style=\"font-weight: 400;\">Villareal also brushed off Articulation Yucat\u00e1n\u2019s complaints, saying they were isolated voices, and that the view of the scientific community at the global level is that renewable energy projects have the least environmental impact.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In regions accommodating mega-works such as Dzilam de Bravo, biological corridors and &#8220;environmental oases&#8221; are created for endemic species, as a condition of government permits, Villareal said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between 50 and 60 birds die each year when colliding with turbine blades at the Dzilam Park, according to Villareal, a number he called \u201cvery small\u201d. &#8220;They die more on power lines, on roads or in buildings than in a wind farm,&#8221; he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Park has a special bird watching tower and its biologists can request that the wind turbines stop when flocks approach.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Yucat\u00e1n Scientific Research Center (CICY) said the impact assessment\u00a0 for Dzilam Bravo omitted prevention measures for avifauna and those relating to terrestrial fauna were unacceptable. For example, there was no mention of\u00a0 the Mexican earwig hummingbird (Doricha eliza), a quasi-endemic bird of the Yucatan Peninsula that is in danger of extinction and nests in the Dzilam de Bravo region.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Anthropologist Juan Carlos Encalada G\u00f3mez, who authored a study on Dzilam Bravo, said impact assessments included no information on the wind farm noise or the flickering of their blades on human health.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 2013 Energy Transition Law states that <\/span><a href=\"https:\/\/translate.google.com\/translate?hl=en&amp;prev=_t&amp;sl=es&amp;tl=en&amp;u=http:\/\/www.diputados.gob.mx\/LeyesBiblio\/pdf\/LTE.pdf\"><span style=\"font-weight: 400;\">areas<\/span><\/a><span style=\"font-weight: 400;\"> with high potential for clean energy generation, must undergo a Strategic Environmental Assessment (SEA), that considers the impacts of projects in combination with others. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u201cThe law says that the Ministry of the Environment (Semarnat) should carry out this study in order to issue permits to each company before they all start operating,\u201d lamented Pati\u00f1o D\u00edaz. \u201cThey never did it in the Yucatan Peninsula and gave the permits individually.\u201d\u00a0\u00a0\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Dzilam de Bravo wind farm is the
