{"id":50055331,"date":"2022-06-24T18:16:03","date_gmt":"2022-06-24T17:16:03","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=55331"},"modified":"2023-07-07T20:14:43","modified_gmt":"2023-07-07T19:14:43","slug":"55331-mayan-train-mexico-change-anatomy-of-southeast","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/55331-mayan-train-mexico-change-anatomy-of-southeast\/","title":{"rendered":"The Mayan Train is set to change the anatomy of Mexico\u2019s southeast"},"content":{"rendered":"<p>Esc\u00e1rcega, a city of almost 60,000 inhabitants in the southeastern Mexican state of Campeche, lies on the route of the <a href=\"https:\/\/www.trenmaya.gob.mx\/estacion-escarcega\/\">Mayan Train<\/a>, an ambitious mega-project promoted by President Andr\u00e9s Manuel L\u00f3pez Obrador, widely known as AMLO. The train will pass through the city\u2019s main avenue, a noisy street filled with traffic and shops, just a few metres from the municipal palace.<\/p>\n<p>This Yucatecan city\u2019s name nods to its historical ties to railways: it was named after Francisco Esc\u00e1rcega, head of the railway works in Mexico\u2019s southeast, and has <a href=\"https:\/\/www.miradaferroviaria.mx\/escarcega-en-la-ruta-38\/\">housed<\/a> a small station since the 1930s. Now, more than 90 years later, Esc\u00e1rcega\u2019s residents hope that the signature project overseen by AMLO and the National Fund for Tourism Development (FONATUR) will bring local benefits.<\/p>\n<div class='block--pullout-stat block--pullout-stat--float cd-shortcode--factbox'>\n                <p class='block--pullout-stat__title'>The Mayan Train<\/p>\n                <div class='block--pullout-stat__content'>\n                    <br \/>\nLaunched in 2018 as a signature project of Mexico\u2019s president AMLO, the Mayan Train is planned to cover 1,500 km on the Yucat\u00e1n Peninsula, aiming to connect tourist destinations in the country\u2019s southeast. It is targeted for completion in late 2023.<br \/>\n\n                <\/div>\n            <\/div>\n<p>\u201cWe hope that it will bring jobs and tourists, and that people will come to visit,\u201d shop employee Betsy Rodr\u00edguez told Di\u00e1logo Chino.<\/p>\n<p>But a possible paradox lies in the Mayan Train\u2019s aim of boosting a sustainable tourism industry. In other parts of the region, the project itself threatens unique attractions such as the cenotes (underground lakes), caves and the surrounding biome\u2019s flora and fauna, all of which draw many thousands of visitors.<\/p>\n<p>According to <a href=\"https:\/\/www.trenmaya.gob.mx\/trazo\/\">official sources<\/a>, the Mayan Train will have 21 stations and 14 smaller stops (for embarking\/disembarking) along some 1,500 kilometres of track. It will pass through 78 municipalities in the southern and southeastern states of Campeche, Chiapas, Quintana Roo, Yucat\u00e1n, and Tabasco. The first three are in the Yucat\u00e1n Peninsula, a renowned tourism hotspot that welcomes around 11 million visitors each year.<\/p>\n<p>It is also home to important and fragile ecosystems, which opponents of the Mayan Train fear will suffer from the construction of a line that will also transport soybeans, palm oil and pork, the region\u2019s main agricultural products.<\/p>\n<h2>A project with global interest<\/h2>\n<p>Today, much of the old train line\u2019s metal skeleton has already been stripped, and its sleepers lie in a town nearby Esc\u00e1rcega, as Di\u00e1logo Chino saw on a recent visit along the route. A short wire fence separates the track from the neighbouring street, lined with empty houses.<\/p>\n<p>In 2020, FONATUR assigned the construction of the first section of the Mayan Train to a <a href=\"https:\/\/www.mota-engil.com\/en\/?project=tren-maya-2\">consortium<\/a> made up of Portugal\u2019s Mota-Engil, the China Communications Construction Company (CCCC, which owns a <a href=\"http:\/\/dialogue.earth\/en\/infrastructure\/38445-cccc-mota-engil-chinese-expansion-with-a-portuguese-face\/\">30% stake<\/a> in the Portuguese infrastructure firm) and Mexican companies Grupo Cosh, Eyasa and Gavil Ingenier\u00eda. The section of the route will reportedly require an investment of more than US$630 million.<\/p>\n<p><a href=\"https:\/\/www.trenmaya.gob.mx\/trazo\/\">Section 1<\/a>, the first of seven that make up the project, is 227 kilometres long and will depart from the municipality of Palenque (Chiapas), continuing to Boca del Cerro and El Triunfo in neighbouring Tabasco State, and finally arriving at Esc\u00e1rcega, in Campeche. The route will also stop in Candelaria (Campeche) and Tenosique (Tabasco).<div class='cdo-shortcode--image'><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-36637 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/07\/Mapa-07.png\" alt=\"map showing mayan train route\" width=\"2048\" height=\"1313\" \/><\/p>\n<p><\/div>The US-based Steel Dynamics is supplying the rails for Section 1, but also involved in the construction is Angang Steel Company Ltd., a wholly-owned subsidiary of the state-run Ansteel Group Corporation, based in the northeastern Chinese province of Liaoning, which is supplying sections 2 and 4. Meanwhile, Sumitomo, of Japan, is set to supply sections 3 and 5. There is not yet information on who will supply the sixth and seventh sections.<\/p>\n<p><a href=\"https:\/\/www.ecosur.mx\/academico\/sergioprieto\/\">Sergio Prieto<\/a> is a researcher at El Colegio de la Frontera Sur (ECOSUR), a public investigation centre covering southern Mexico. For him, the railway seeks to reconfigure the territory and its economy \u2013 which has struggled to reconcile public and private interests \u2013 with tourism and job creation as primary motors of development.<\/p>\n<p>\u201cThe idea is promoted that it is an alternative to an extractivist project [of natural resources], that it does not harm the environment. But it is not just a train, nor is it Mayan. It is a huge regional project that incorporates other initiatives,\u201d he told Di\u00e1logo Chino.<\/p>\n<p>Indeed, the Mayan Train risks significant environmental, cultural, economic, social and territorial impacts. Section 1 bisects two areas of high ecological impact in the jungle and rivers of Chiapas and Tabasco. This, as well as other developments along the planned route, has sparked protests from environmental organisations throughout Mexico, backed by <a href=\"https:\/\/www.infobae.com\/en\/2022\/03\/23\/who-are-the-artists-who-participated-in-the-campaign-against-the-mayan-train\/\">singers and high-profile entertainers<\/a>, generating a confrontation with AMLO.<\/p>\n<h2>Mayan Train construction against the clock<\/h2>\n<p>Despite changes being made to the routes, and the haste and presidential determination to push the project through despite opposition, the Mayan Train works are behind schedule, according to the Superior Auditor of the Federation (ASF), the national comptroller.<\/p>\n<p>The construction of Section 1 <a href=\"https:\/\/lopezobrador.org.mx\/2020\/06\/01\/version-estenografica-de-la-conferencia-de-prensa-matutina-del-presidente-andres-manuel-lopez-obrador-desde-quintana-roo\/\">began<\/a> in 2020, without environmental impact studies or permits. Despite the project\u2019s vicissitudes and complaints from environmental groups of its damage to the surrounding ecosystem, AMLO has promised that the train will whistle along the track by December 2023, against all odds.<div class='cdo-shortcode--image'><\/p>\n<figure id=\"attachment_55333\" aria-describedby=\"caption-attachment-55333\" style=\"width: 2000px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-55333 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/06\/Mayan-train-Mexico-construction_Emilio-Godoy_TM3-scaled.jpg\" alt=\"machines at work on the construction of section 1 of the Maya train\" width=\"2000\" height=\"1500\" \/><figcaption id=\"caption-attachment-55333\" class=\"wp-caption-text\">Preparatory work for the Mayan Train along Section 1 of the route (Image: Emilio Godoy)<\/figcaption><\/figure>\n<p><\/div><a href=\"https:\/\/elisacruzrueda.blogspot.com\/\">Elisa Cruz<\/a>, an academic at the public Autonomous University of Chiapas, told Di\u00e1logo Chino that all official studies on the Mayan Train should be publicly disclosed: \u201cWe have always opposed bad practices. And now our position is more insistent, because we want a change.\u201d<\/p>\n<p>Along Section 1, builders have already removed old rails, cleared paths for the new line, built vehicular bridges and erected stations.<\/p>\n<p>Groups of workers on the project work 24 hours a day in alternating shifts, sometimes even on Sundays. They are now facing more complex tasks, such as installing the new track, constructing related buildings along the route, and operationalising electronic systems.<\/p>\n<p>In a 2020 <a href=\"https:\/\/informe.asf.gob.mx\/Documentos\/Informes_simplificados\/2020_ficha_DE_a.pdf\">evaluation<\/a> of the mega-project\u2019s progress, the ASF had already drawn attention to delays, since it was reported that just a fifth of the work that was planned for 2019 and 2020 had been completed, due to the route\u2019s redesign, the delay in obtaining rights of way and in the removal of the existing track, which FONATUR attributed to the Covid-19 pandemic.<\/p>\n<p>In addition, ASF showed that the cost of the project swelled from US$7.3 billion dollars in 2019 to $8.8 billion the following year, with at least $13 million not properly accounted for.<\/p>\n<blockquote><p>The project will favour those who are already favoured, such as the tourism industry and the real estate industry<\/p><\/blockquote>\n<p>In Palenque \u2013 where AMLO enjoys a strong influence due to the presence of La Chingada, his ranch and holiday home \u2013 construction is progressing at a level similar to that of Esc\u00e1rcega. In Palenque\u2019s Pakal-na neighbourhood, the route runs parallel to a highway, between secondary roads and forested areas, and near the old airport.<\/p>\n<p>Cruz said this construction has ended up being more invasive and destructive than was initially promised: \u201cThe government said that there was only to be renovation [of the road], and we can see that this is not the case. There is a huge difference, because the impact is much stronger, because you have to dig again, remove soil, flora, and there are the effects on fauna.\u201d<\/p>\n<p>A 2021 <a href=\"https:\/\/ecosur.repositorioinstitucional.mx\/jspui\/bitstream\/1017\/2160\/3\/60836_Documento.pdf\">study<\/a> on wildlife in protected areas by researchers from ECOSUR concluded that the Mayan Train will exacerbate the fragmentation and deterioration of habitat quality in a period of only 10 years.<\/p>\n<p>The report indicates that the surface area that this one project will affect equates to 15% of the 25,000 hectares lost due to construction of the region\u2019s road network over the course of two centuries. Nonetheless, it says the train will have a greater environmental impact than that caused by roads, with \u201cnegative\u201d, \u201cdirect\u201d, \u201chigh magnitude\u201d effects.<\/p>\n<p>The loss of habitats caused by the operation of the railway could also increase significantly during the first decade of operation, due to the hypothetical promotion of agriculture and livestock farming driven by lower transportation costs.<div class='cdo-shortcode--image'><\/p>\n<figure id=\"attachment_55336\" aria-describedby=\"caption-attachment-55336\" style=\"width: 2000px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-55336 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/06\/Mayan-train-Mexico-construction_Emilio-Godoy_TM5-scaled.jpg\" alt=\"dirt road with trees around it\" width=\"2000\" height=\"1500\" \/><figcaption id=\"caption-attachment-55336\" class=\"wp-caption-text\">The path is cleared and prepared for the laying of new track for the Mayan Train, near Palenque (Image: Emilio Godoy)<\/figcaption><\/figure>\n<p><\/div>For the 600-kilometre stretch between Palenque and Izamal (Yucat\u00e1n), FONATUR requested permission from the environmental authority to cut down more than 800 hectares of vegetation. In total, the Mayan Train covers 1,681 hectares, which implies the cutting of some 30,000 trees, according to the original environmental impact study.<\/p>\n<p>The Mexican government claims that the project does not harm the environment and, on the contrary, works on its improvement. FONATUR argues that it can complement <a href=\"https:\/\/www.gob.mx\/sembrandovida\">Sembrando Vida<\/a> \u2013 the rural development programme that pays beneficiaries some US$250 per month for planting fruit and timber trees, and covers 142,852 hectares along the Mayan Train route. The programme already <a href=\"https:\/\/lopezobrador.org.mx\/2022\/05\/02\/version-estenografica-de-la-conferencia-de-prensa-matutina-del-presidente-andres-manuel-lopez-obrador-728\/\">covers<\/a> 19,707 hectares in Palenque and La Libertad, a neighbouring municipality.<\/p>\n<p>Alfredo Sandoval, a taxi driver in Esc\u00e1rcega, trusts that the benefits of the railway will be distributed. \u201cIf there is money for one, there must be for all. More tourists are going to arrive and we have to be prepared,\u201d he told Di\u00e1logo Chino.<\/p>\n<p>For ECOSUR\u2019s Prieto, the train can have enormous economic benefits. \u201cBut it will favour those who are already favoured, such as the tourism industry and the real estate industry,\u201d he said.<\/p>\n<p>\u201cConcessions of large territorial extensions are given to private capital so that they can exploit the resources. It is going to trickle down those who get on the train, but we must see beyond the short term.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Beset by delays and complaints by
