Extreme weather events such as droughts, heatwaves, tropical cyclones and floods have caused scores of deaths and severe damage to crop production and infrastructure, as underlined in a recent <a href=\"https:\/\/library.wmo.int\/doc_num.php?explnum_id=11270\">regional report<\/a> by the World Meteorological Organization (WMO).<\/p>\n<figure id=\"attachment_51431\" aria-describedby=\"caption-attachment-51431\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/ipcc-report-climate-crisis-latin-america\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-51431\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/Girl-walks-through-burnt-pasture-wildfire-Corrientes-Argentina_Matias-Baglietto_Alamy_2HPHKEC-scaled.jpg\" alt=\"girl walks through burnt field\" width=\"300\" height=\"200\" \/><\/a><figcaption id=\"caption-attachment-51431\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/ipcc-report-climate-crisis-latin-america\/\">IPCC report: Effects of climate crisis will deepen in Latin America<\/a><\/strong><\/figcaption><\/figure>\n<p>As these events have increased in frequency and intensity, they have also driven millions of people <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/983921522304806221\/pdf\/124724-BRI-PUBLIC-NEWSERIES-Groundswell-note-PN3.pdf\">to migrate<\/a>. With the region\u2019s average temperatures projected to rise <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/45102-what-does-the-new-ipcc-report-mean-for-latin-america\/\">at rates above the global average<\/a>, these converging crises are <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/ipcc-report-climate-crisis-latin-america\/\">expected to deepen<\/a> in the coming decades.<\/p>\n<p>As the UN\u2019s next climate summit, COP27, approaches it is apparent that Latin America needs support from the global community. In a region beset by economic struggles, there have long been calls for financial tools that support multi-faceted efforts to combat climate change, at both the local and regional level \u2013 calls likely to grow ever louder after many were left <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/latin-america-climate-to-do-list-after-cop26\/\">frustrated<\/a> by progress at last year\u2019s COP26 conference.<\/p>\n<p>But a concurrent shift in tone is being seen from some corners in Latin America ahead of the summit, set to be held in Egypt in November, with prominent voices calling on the region to play its own, increasingly assertive role in climate negotiations, and in driving climate action from home.<\/p>\n<h2>Climate impacts in Latin America<\/h2>\n<p>The WMO\u2019s report exposes some alarming data on the impacts a warming world and changing climate have already brought upon Latin America. For example, <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/30406-climate-emergency-threatens-latin-americas-oceans-and-glaciers\/\">glaciers<\/a> in the tropical Andes have lost nearly 30% of their area since the 1980s, increasing the risk of water scarcity for populations and ecosystems in the region \u2013 and <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/56066-in-peru-a-melting-glacier-threatens-to-flood-a-city-for-the-second-time\/\">the risk of flooding<\/a> for communities in proximity to them.<\/p>\n<p>In 2021, sea levels in the region, specifically on its Atlantic side, also rose at a faster rate than the global average, raising the threats of flooding, freshwater contamination and storm surges in the coastal areas where a large portion of the population is concentrated.<\/p>\n<figure id=\"attachment_51048\" aria-describedby=\"caption-attachment-51048\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/46221-chile-seeks-to-guarantee-water-rights-amid-severe-drought\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-51048\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/chile-drought-1440x720-1.jpg\" alt=\"Boy with binoculars on a dry lake \" width=\"300\" height=\"150\" \/><\/a><figcaption id=\"caption-attachment-51048\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/46221-chile-seeks-to-guarantee-water-rights-amid-severe-drought\/\">Chile seeks to guarantee water rights amid severe drought<\/a><\/strong><\/figcaption><\/figure>\n<p>The report also highlight\u2019s <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/46221-chile-seeks-to-guarantee-water-rights-amid-severe-drought\/\">Chile\u2019s intensifying mega-drought<\/a>, which has now entered its thirteenth year, making it the longest and most severe in a thousand years. The worsening drying trend is forcing its authorities to urgently improve water management, as <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/57035-illapel-chile-city-mega-drought-mining-perfect-storm\/\">tensions rise in some areas of the country<\/a>, and address electricity supply issues to account for a shortfall in hydropower output \u2013 a source from which it has historically generated a sizeable portion of its electricity.<\/p>\n<p>In South America more generally, droughts contributed to a 2.6% decline in the 2020\u20132021 cereal harvest, compared with the previous season, the WMO reports. Threats to the region\u2019s agricultural \u2013 and by extension economic \u2013 output were <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/50488-drought-south-america-soy-maize-economy\/\">compounded by heatwaves<\/a>.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57616 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/08\/ENGG1-y-G2-Ale_Mesa-de-trabajo-1-copia-4-scaled.jpg\" alt=\"Map of Latin America and graphs showing annual greenhouse gas emissions\" width=\"2000\" height=\"1546\" \/><\/div>\n<p>Upon the release of the WMO\u2019s first edition of its \u201cState of the Climate\u201d report for the region in 2021, the WMO\u2019s secretary-general, Petteri Taalas, had <a href=\"https:\/\/public.wmo.int\/en\/media\/press-release\/new-report-shows-impacts-of-climate-change-and-extreme-weather-latin-america-and\">emphasised<\/a> how Latin America and the Caribbean are \u201camong the regions most challenged by extreme hydro-meteorological events\u201d \u2013 an assertion only further underscored by this year\u2019s update.<\/p>\n<blockquote><p>Latin America is among the regions most challenged by extreme hydro-meteorological events<\/p><\/blockquote>\n<p>Taalas pointed to a number of recent extreme weather events, highlighting \u201cthe death and devastation from Hurricane Eta and Iota in Guatemala, Honduras, Nicaragua and Costa Rica, and the intense drought and unusual fire season in the Pantanal region of Brazil, Bolivia, Paraguay, and Argentina.\u201d<\/p>\n<p>Notable impacts of these events, the secretary-general added, included \u201cwater and energy-related shortages, agricultural losses, displacement and compromised health and safety\u201d, all of which \u201ccompounded challenges\u201d of the Covid-19 pandemic, and the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/43898-latin-america-vastly-underspends-on-green-post-pandemic-recovery\/\">recovery<\/a> from it.<\/p>\n<h2>Standing up in adversity<\/h2>\n<p>Latin American and Caribbean nations together account for <a href=\"https:\/\/www.cepal.org\/en\/infographics\/economics-climate-change-latin-america-and-caribbean\">less than 10%<\/a> of global annual greenhouse gas emissions, with most of their contributions coming from the <a href=\"https:\/\/dialogue.earth\/en\/topics\/climate-energy\/\">energy sector<\/a>, <a href=\"https:\/\/dialogue.earth\/en\/topics\/agriculture\/\">agriculture<\/a> and land use change. But in its increased exposure to extreme events and above-average rates of change, the region is bearing the brunt of larger polluters\u2019 emissions.<\/p>\n<figure id=\"attachment_57132\" aria-describedby=\"caption-attachment-57132\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/57116-latin-america-climate-week-cautious-optimism-decarbonisation\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-57132\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/08\/Dominican-Republic-floods-Latin-America-Climate-Week_Ricardo-Rojas_Alamy_2CCNW5W-scaled.jpg\" alt=\"man walks through flood\" width=\"300\" height=\"197\" \/><\/a><figcaption id=\"caption-attachment-57132\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/57116-latin-america-climate-week-cautious-optimism-decarbonisation\/\">Cautious optimism on decarbonisation in Latin America after Climate Week<\/a><\/strong><\/figcaption><\/figure>\n<p>However, a change in tone was notable among some attendees at the recent <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/57116-latin-america-climate-week-cautious-optimism-decarbonisation\/\">Latin America and the Caribbean Climate Week<\/a>, held in the Dominican Republic in July. Some experts were keen to assure that Latin America would not be entering upcoming climate talks simply as sufferers, but as active participants shaping the direction of action.<\/p>\n<p>Max Puig, executive vice-president of the Dominican Republic\u2019s National Council for Climate Change and Clean Development Mechanism (CNCCMDL), stressed that Latin America and the Caribbean will arrive at this year\u2019s COP with a firm position. \u201cThe time to see ourselves as climate victims is over. Although we are, the time to take the helm of the ship has begun,\u201d he said.<\/p>\n<p>\u201cIt must be clear to our peoples and to the world that we are serious and that, even in the most difficult circumstances, we are not going to stop. We will overcome the difficulties. This is the message that Latin America and the Caribbean are taking to COP27 in Egypt.\u201d<\/p>\n<blockquote><p>The time to see ourselves as climate victims is over. Although we are, the time to take the helm of the ship has begun<\/p><\/blockquote>\n<p>Some civil society representatives had hoped for more progress at the recent Climate Week, particularly ensuring that climate justice and human rights are put at the centre of discussions. But other figures were more positive about the event\u2019s outcomes in building regional momentum \u2013 and steps towards consensus \u2013 ahead of COP27.<\/p>\n<p>\u201cAfter spending several days at this year\u2019s Latin American and Caribbean Climate Week, I have seen that the countries of the region are making progress. I also saw the potential to accelerate climate action,\u201d Ovais Sarmad, deputy executive secretary of UN Climate Change, told Di\u00e1logo Chino after the event\u2019s conclusion. \u201cWe\u2019ve heard a lot of potential solutions during this week.\u201d<\/p>\n<h2>Adaptation, solutions and opportunities<\/h2>\n<p>Although faced with tremendous challenges, Latin America has also proven to be a hub for innovative solutions to climate change. The region has great potential in renewable energies such as <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/56207-latin-america-offshore-wind-farms-future-of-energy\/\">wind<\/a>, <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/54166-bolivia-solar-power-challenges-high-potential\/\">solar<\/a> and geothermal. There have also been advances in the transport sector, particularly in <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/36128-chinese-electric-buses-rollout-across-latin-america\/\">electric buses<\/a> in the past decade, and a nascent growth in the uptake of private <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/44044-latin-americas-nascent-electric-car-market\/\">electric cars<\/a>, with nations increasingly looking to <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/52958-uruguay-energy-transition-greening-transport-electric-vehicles\/\">spark a broader switch to electric vehicles<\/a>.<\/p>\n<figure id=\"attachment_55103\" aria-describedby=\"caption-attachment-55103\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/55096-land-degradation-efforts-restore-soil-in-latin-america\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-55103\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/06\/Ejido_Verde_Suelos_Degradados_20x20.jpg\" alt=\"Woman standing among plants\" width=\"300\" height=\"200\" \/><\/a><figcaption id=\"caption-attachment-55103\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/55096-land-degradation-efforts-restore-soil-in-latin-america\/\">Land degradation: Efforts to restore soil take root in Latin America<\/a><\/strong><\/figcaption><\/figure>\n<p>Latin America and the Caribbean have also demonstrated a wealth of solutions that promote adaptation and mitigation, many of which may be replicated in other regions according to needs and contexts. Many of these solutions have been <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/55096-land-degradation-efforts-restore-soil-in-latin-america\/\">seen in the agricultural sector<\/a>, with some derived from ancestral knowledge and historic practices that promote better management of water, land and energy.<\/p>\n<p>Practices that fall under the umbrella of <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/49186-what-is-regenerative-agriculture-food-systems-soil\/\">regenerative agriculture<\/a> are gaining increased attention in Latin America. Agroforestry for example, which integrates trees into agricultural systems, can enhance productivity, improve and increase biodiversity, and contribute to greater carbon sequestration. Meanwhile, the region\u2019s coastal ecosystems such as mangroves and marshes are now being <a href=\"https:\/\/dialogue.earth\/en\/conservation\/blue-carbon-how-coastal-ecosystems-help-capture-emissions\/\">recognised for their potential<\/a> to mitigate climate change by sequestering carbon, while providing a range of other benefits.<\/p>\n<p>Forests are also Earth\u2019s most vital sites of carbon sequestration, but face significant threats \u2013 perhaps nowhere more so than in Latin America, where biomes such as the <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/37887-agri-suicide-amazon-deforestation-hits-rain-brazils-soy-producers\/\">Amazon<\/a>, <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/44328-cerrado-deforestation-data-under-threat-from-lack-of-funding\/\">Cerrado<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/can-gran-chaco-deforestation-food\/\">Gran Chaco<\/a> have all witnessed vast deforestation in recent decades.<\/p>\n<blockquote><p>Fires and deforestation are now threatening one of the world\u2019s largest carbon sinks, with far-reaching and long-lasting repercussions<\/p><\/blockquote>\n<p>\u201cWith almost half of its area covered by forests, Latin America and the Caribbean represents about 57% of the world\u2019s remaining primary forests, storing an estimated 104 gigatonnes of carbon. Fires and deforestation are now threatening one of the world\u2019s largest carbon sinks, with far-reaching and long-lasting repercussions,\u201d the WMO\u2019s Taalas <a href=\"https:\/\/public.wmo.int\/en\/media\/press-release\/new-report-shows-impacts-of-climate-change-and-extreme-weather-latin-america-and\">said<\/a> at the launch of last year\u2019s \u201cState of the Climate\u201d report. Despite notable progress and declarations at last year\u2019s COP26, the monitoring and prevention of deforestation will likely remain on the agenda heading into this year\u2019s summit.<div class='cdo-shortcode--image'><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57620\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/08\/G1-y-G2-Ale-05-scaled.jpg\" alt=\"Graph showing the annual rate of deforestation in the Brazilian Amazon from 2008 to 2021.\" width=\"758\" height=\"546\" \/><span style=\"font-size: 1rem;\"><\/div><\/span><\/p>\n<p>The WMO\u2019s 2021 report also stressed the need for strengthening early warning systems in Latin America. These are multi-hazard early warning systems (MHEWS) that can warn people about extreme weather events and prevent millions of deaths. These are essential tools for effective adaptation in areas at risk from weather, water and climate extremes, but for many nations, as with many solutions, effectively implementing them may be reliant on increased finance \u2013 highlighting once more what is likely to be a key agenda item as Latin America looks towards COP27.<\/p>\n<p>COP27 takes place \u200b\u200b6\u201318 November in Sharm
