{"id":50361032,"date":"2022-11-25T18:30:28","date_gmt":"2022-11-25T18:30:28","guid":{"rendered":"https:\/\/dialogochino.net\/?p=61032"},"modified":"2023-09-12T21:52:37","modified_gmt":"2023-09-12T20:52:37","slug":"361032-cop27-gender-and-climate-change-links-overlooked-again","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/361032-cop27-gender-and-climate-change-links-overlooked-again\/","title":{"rendered":"COP27: Gender and climate change links overlooked again?"},"content":{"rendered":"<p>During the opening days of the recent <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/60820-cop27-closes-with-historic-agreement-on-loss-and-damage-funds\/\">COP27 climate summit<\/a>, one particular image went viral: the customary family photo of attending heads of state and government figures, which was <a href=\"https:\/\/twitter.com\/PkWomenInEnergy\/status\/1589840815366766592\">called out<\/a> for its visible lack of women. According to an official <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/List%20of%20Speakers%20-%20First%20part%20of%20the%20high-level%20segment%20for%20Heads%20of%20State%20and%20Government%20-%20COP%2027.pdf\">list<\/a> published by the United Nations, of the 110 world leaders present in Egypt, only eight were women \u2013 a percentage similar to that of <a href=\"https:\/\/www.eldiarioar.com\/mundo\/17-mujeres-dirigen-gobiernos-mundo_1_8695101.html\">women leaders worldwide<\/a>.<\/p>\n<p>This is nothing new. Women have long been underrepresented in national delegations to UN climate talks, with their presence among them increasing only marginally over the past decade: at COP15 in Copenhagen in 2009, women made up 30% of the delegates, rising to 38% at last year\u2019s <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/latin-america-climate-to-do-list-after-cop26\/\">COP26<\/a>, according to a <a href=\"https:\/\/wedo.org\/womens-participation-in-the-unfccc-2022-report\/\">report<\/a> by the Women\u2019s Environment and Development Organisation.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: center;\">World leaders posing for a group photo at the UN <a href=\"https:\/\/twitter.com\/hashtag\/COP27?src=hash&amp;ref_src=twsrc%5Etfw\">#COP27<\/a>\u202f\u202f\u202f. (@PkWomenInEnergy) <a href=\"https:\/\/twitter.com\/PkWomenInEnergy\/status\/1589840815366766592?ref_src=twsrc%5Etfw\">November 8, 2022<\/a><\/p>\n<\/blockquote>\n<p><script async=\"\" src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Even when they do attend, women tend to speak less in public at these events. Despite making up over a third of the delegations representing national governments, women accounted for only 24% of the speaking time in the plenary sessions at COP26, according to the UN\u2019s own <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2022_03E.pdf\">reporting<\/a>. Figures for this year\u2019s summit are yet to be released.<\/p>\n<p>For women representing civil society at COP27, the situation was not much different. \u201cOn many occasions we did not have access to the negotiation rooms,\u201d said Costa Rican activist Mariana Chaverri Solano, a coordinator of the NGO <a href=\"https:\/\/latinasforclimate.org\/\">Latinas for Climate<\/a>. \u201cWe travelled thousands of kilometres so that we could continue to be systematically excluded from decision-making spaces.\u201d<\/p>\n<p>Women\u2019s unequal representation and a sense of exclusion continues despite studies showing their <a href=\"https:\/\/unfccc.int\/documents\/494455\">increased vulnerability<\/a> to climate change and disproportionate suffering from its impacts. Research indicates that women die at <a href=\"https:\/\/www.carbonbrief.org\/mapped-how-climate-change-disproportionately-affects-womens-health\/\">higher rates<\/a> in extreme weather events due to differences in <a href=\"https:\/\/www.gendercc.net\/gender-climate\/transport.html\">access to mobility<\/a> and resources. They are also in many settings more exposed to the impacts of climate change, such as drought, heatwave and flooding, as they bear a <a href=\"https:\/\/www.unwomen.org\/en\/news-stories\/explainer\/2022\/02\/explainer-how-gender-inequality-and-climate-change-are-interconnected\">disproportionate responsibility<\/a> for securing food and water supply.<\/p>\n<p>Despite the inclusion of gender on the COP27 agenda, some attendees were left disappointed at a lack of progress and complained of a male-dominated environment, adding fuel to calls to bring the intersections of gender and climate change to the centre of future discussions.<\/p>\n<h2>Women and gender at COP27<\/h2>\n<p>The COP27 summit was due to see a review of the UN\u2019s <a href=\"https:\/\/unfccc.int\/topics\/gender\/workstreams\/the-gender-action-plan\">Gender Action Plan<\/a> on climate change, part of the <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2019_L03S.pdf\">Lima Work Programme on Gender<\/a>, that since COP20 in 2014 has promoted the consideration of gender in climate action and policies. Although its inclusion as an item on the agenda was celebrated, it did not advance as expected.<\/p>\n<p>\u201cThe revision of the gender plans was rocky, and the desired results were not obtained,\u201d said Jazm\u00edn Rocco Predassi, coordinator of climate policy at Fundaci\u00f3n Ambiente y Recursos Naturales (FARN), an Argentine NGO. Chaverri Solano was similarly underwhelmed by the summit\u2019s results: \u201cThe agreed text contains weak language and lacks substance, and failed to provide adequate funds for the protection and empowerment of girls and women who are at the forefront of the climate fight.\u201d<\/p>\n<figure id=\"attachment_60883\" aria-describedby=\"caption-attachment-60883\" style=\"width: 350px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60820-cop27-closes-with-historic-agreement-on-loss-and-damage-funds\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-60883\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/11\/Final-session_COP27_Kiara-Worth_UNFCCC-scaled.jpg\" alt=\"People applaud behind a table\" width=\"350\" height=\"233\" \/><\/a><figcaption id=\"caption-attachment-60883\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60820-cop27-closes-with-historic-agreement-on-loss-and-damage-funds\/\">COP27 closes with historic agreement on loss and damage funds<\/a><\/strong><\/figcaption><\/figure>\n<p>More generally, financing for climate action and, in particular, for <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/60490-cop27-what-is-loss-and-damage-and-what-does-it-mean-for-latin-america\/\">loss and damage<\/a> caused by climate change were key themes of COP27. Women were some of the most eloquent speakers on these issues, including Tanzanian president Samia Suluhu Hassan, and Barbadian prime minister Mia Mottley, who delivered one of the summit\u2019s most lauded <a href=\"https:\/\/latinarepublic.com\/2022\/11\/08\/mia-mottley-prime-minister-of-barbados-speaks-at-the-opening-of-cop27\/\">speeches<\/a>, in which she called on developed countries to keep their promises on climate finance.<\/p>\n<p>\u201cThere must be a commitment to unlock concessional funding for climate-vulnerable countries,\u201d Mottley said, adding that there was \u201cno way that developing countries can fight this battle\u201d without access to such finance. For her part, Suluhu Hassan called on developed countries to fulfil their <a href=\"https:\/\/unfccc.int\/topics\/what-is-technology-development-and-transfer\">technology transfer<\/a> promises and unblock financing.<\/p>\n<p>Civil society representatives have recognised that <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/60820-cop27-closes-with-historic-agreement-on-loss-and-damage-funds\/\">agreeing on a fund for loss and damage<\/a> was a historical milestone. \u201cNow we must keep our eyes on the way it will be implemented, to make sure it has a gender and human rights angle,\u201d said Chaverri Solano.<\/p>\n<blockquote><p>A loss and damage fund must have a gender and human rights angle<\/p><\/blockquote>\n<p>Beyond these mixed outcomes, there will be hopes that future editions of COP can provide a more inclusive environment at the conference itself, with some attendees reporting an uninviting environment for women. Tais Gadea Lara, a climate journalist from Argentina, echoed Chaverri Solano\u2019s observations, highlighting her sense of discomfort: \u201cAs women we had to take an unusual level of care with our safety. During other conferences I have returned alone at 1am, but not here \u2013 I could only stay out until 10:30pm.\u201d<\/p>\n<p>The journalist said that the absence of women was evident in all the spaces of COP27: \u201cWhen you go on the bus, when you enter a press conference, there are more men than women in the room.\u201d For her, \u201cit is to do with the country where it is being held and who presides over it.\u201d<\/p>\n<p>Gadea Lara also denounced the broader insecurity faced by women in the host nation, where <a href=\"https:\/\/www.es.amnesty.org\/actua\/acciones\/egipto-violencia-contra-las-mujeres-por-doquier\/\">99%<\/a> of women have suffered sexual harassment, and services for survivors of sexual and gender-based violence are almost non-existent.<\/p>\n<h2>Women most affected by climate change<\/h2>\n<p>Climate change is described by <a href=\"https:\/\/www.unwomen.org\/en\/news-stories\/explainer\/2022\/02\/explainer-how-gender-inequality-and-climate-change-are-interconnected\">UN Women<\/a> as a \u201cthreat multiplier,\u201d a driver that exacerbates existing inequalities in fragile settings, including gender inequality. Latin America and the Caribbean are the world\u2019s most unequal regions, and among those most impacted by the Covid-19 pandemic.<\/p>\n<figure id=\"attachment_50367\" aria-describedby=\"caption-attachment-50367\" style=\"width: 350px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/50366-womens-rights-in-environmental-law-from-1972-to-today\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-50367\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/01\/20211216_Womens-rights-in-environmental-law_cover-image_Herlinde-Demaerel_ChinaDialogue-1024x683-1.png\" alt=\"Illustration showing nature as a figure of a woman with her fist raised in the air\" width=\"350\" height=\"233\" \/><\/a><figcaption id=\"caption-attachment-50367\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/uncategorised\/50366-womens-rights-in-environmental-law-from-1972-to-today\/\">Women\u2019s rights in environmental law, from 1972 to today<\/a><\/strong><\/figcaption><\/figure>\n<p>According to <a href=\"https:\/\/repositorio.cepal.org\/bitstream\/handle\/11362\/46996\/4\/S2100332_es.pdf\">data<\/a> from the Gender Equality Observatory for Latin America and the Caribbean, women in the region spend on average almost two thirds of their time doing unpaid work; for men, it is only one third. This includes obtaining basic resources for subsistence such as water, firewood for cooking and heating, and food.<\/p>\n<p>When climate disasters arrive and impact the environment, women are forced to spend yet more of their time on these tasks, with these events leading to even greater levels of inequality and poverty. When conditions worsen, higher rates of gender-based violence have also been observed, as well as higher levels of sex trafficking.<\/p>\n<p>A <a href=\"https:\/\/gbvaor.net\/sites\/default\/files\/2021-03\/gbv-aor-helpdesk-climate-change-gbv-19032021.pdf\">report<\/a> by the UN Population Fund (UNFPA) found increases in levels of sex trafficking following severe storms in the Asia-Pacific region, while intimate partner violence spiked during tropical storms in Latin America, in periods of drought in East Africa and during extreme weather events in the Arab States region.<\/p>\n<blockquote><p>Men are still leading the issues under negotiation. Women must be environmental decision-makers<\/p><\/blockquote>\n<p>Furthermore, the health of women and girls is disproportionately affected by climate change due to their limited access to health services. According to <a href=\"https:\/\/www.unfpa.org\/news\/five-ways-climate-change-hurts-women-and-girls\">UNFPA<\/a>, climate change and its impacts can lead to higher rates of miscarriages and diseases such as Zika that can cause birth defects. During climate disasters, moreover, resources are diverted towards services considered more \u201cessential\u201d, often at the expense of sexual and reproductive services.<\/p>\n<p>Lorenza Terrazas, a specialist in international climate policy and coordinator at Red Pazinde, a Bolivian NGO, said that it is important to continue to emphasise women\u2019s added vulnerabilities, not simply to frame them as victims \u2013 on the contrary, to show the urgency of involving them in shaping responses to climate change. \u201cMen are still leading the issues under negotiation,\u201d she said. \u201cIf we are to talk of equitable participation, then women must be environmental decision-makers.\u201d<\/p>\n<h2>The missing steps<\/h2>\n<p>Although progress has been made towards recognising the unique connections between gender and climate change in recent years, something fundamental is still missing: greater presence of women, not only at the summits, but also at the table in other decision-making spaces.<\/p>\n<p>\u201cIn Latin America there has been a very important feminist movement and the understanding of gender issues is very advanced,\u201d said FARN\u2019s Rocco Predassi. \u201cThis vision still needs to percolate into the climate agenda.
