{"id":50364402,"date":"2023-03-22T11:19:32","date_gmt":"2023-03-22T11:19:32","guid":{"rendered":"https:\/\/dialogochino.net\/?p=64402"},"modified":"2023-06-08T13:38:17","modified_gmt":"2023-06-08T12:38:17","slug":"364402-ipcc-report-underscores-urgency-of-energy-transition-in-latin-america","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/364402-ipcc-report-underscores-urgency-of-energy-transition-in-latin-america\/","title":{"rendered":"IPCC report underscores urgency of energy transition in Latin America"},"content":{"rendered":"<p>Latin America and the Caribbean are not among the world\u2019s major polluters, accounting for <a href=\"https:\/\/publications.iadb.org\/publications\/english\/document\/Getting_to_Net-Zero_Emissions_Lessons_from_Latin_America_and_the_Caribbean.pdf\">less than 10%<\/a> of global greenhouse gas emissions, but the region must align with global emission reduction targets to avoid the worst consequences of global warming, a new report has warned.<\/p>\n<p>On Monday, the Intergovernmental Panel on Climate Change (IPCC), the United Nations body that brings together the world\u2019s leading climate scientists, released its <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/\">synthesis report<\/a>, a summary of its sixth round of assessments of the global climate, which highlighted how the impacts of climate change are more severe than previously thought.<\/p>\n<p>As its last input prior to the \u201c<a href=\"https:\/\/www.forbes.com\/sites\/mikescott\/2023\/01\/16\/cop28-chief-highlights-scale-of-task-ahead-as-countdown-to-global-stocktake-starts\/?sh=4da3be2964c5\">global stocktake<\/a>\u201d process that countries will undertake at this December\u2019s COP28 summit, and the final release of the cycle, it made an urgent scientific call to meet the goal of limiting global warming to 1.5C above pre-industrial levels set by the Paris Agreement.<\/p>\n<p>\u201cMainstreaming effective and equitable climate action will not only reduce losses and damages for nature and people, but will also deliver wider benefits,\u201d said IPCC chair Hoesung Lee upon the report\u2019s release. \u201cThis report underscores the urgency of taking more ambitious action and shows that, if we act now, we can still secure a liveable sustainable future for all.\u201d<\/p>\n<figure id=\"attachment_56494\" aria-describedby=\"caption-attachment-56494\" style=\"width: 400px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/just-transition-what-does-it-mean-for-latin-america\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-56494\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/2KDCG92_Chile-copper-workers-strike_HERO-1440x720.jpg\" alt=\"flag\" width=\"400\" height=\"267\"><\/a><figcaption id=\"caption-attachment-56494\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/just-transition-what-does-it-mean-for-latin-america\/\">What does a \u2018just transition\u2019 mean for Latin America?<\/a><\/strong><\/figcaption><\/figure>\n<p>The synthesis provides a summary of the IPCC\u2019s outputs since its fifth assessment cycle concluded in 2014: <a href=\"https:\/\/www.ipcc.ch\/report\/sixth-assessment-report-working-group-i\/\">The Physical Science Basis<\/a>; I<a href=\"https:\/\/www.ipcc.ch\/report\/sixth-assessment-report-working-group-ii\/\">mpacts, Adaptation and Vulnerability<\/a>; <a href=\"https:\/\/www.ipcc.ch\/report\/sixth-assessment-report-working-group-3\/\">Mitigation of Climate Change<\/a>; and three special reports: <a href=\"https:\/\/www.ipcc.ch\/sr15\/\">Global Warming of 1.5\u00b0C<\/a>; <a href=\"https:\/\/www.ipcc.ch\/srccl\/\">Climate Change and Land; <\/a>and <a href=\"https:\/\/www.ipcc.ch\/srocc\/\">Ocean and Cryosphere in a Changing Climate<\/a>.<\/p>\n<p>\u201cThis report provides all the scientific knowledge available so that we can make our last effort,\u201d said Paulina Aldunce, a Chilean scientist and one of the report\u2019s 39 authors.<\/p>\n<p>To reach the Paris Agreement target, the IPCC states, there must be a 43% reduction in greenhouse gas emissions by 2030, compared to 2019 levels. From then on, the reduction must be progressive until reaching \u201cnet zero\u201d in 2050. This decade is therefore key in determining whether warming can be limited to 1.5C, 2C or even higher. \u201cThe choices and actions implemented in this decade will have impacts now and for thousands of years,\u201d the report\u2019s Summary for Policymakers reads.<\/p>\n<p>Human activities have so far led to global warming of 1.1C above pre-industrial levels, and the greenhouse gas emissions that drive this continue to rise. Projected emissions from the world\u2019s existing fossil fuel infrastructure already exceed the so-called \u201ccarbon budget\u201d to meet the 1.5C target. In other words, if fossil fuels are burned in existing power plants, reaching the Paris target will not be possible.<\/p>\n<p>That is why UN Secretary-General Ant\u00f3nio Guterres was \u2013 once again \u2013 clear in <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2023-03-20\/secretary-generals-video-message-for-press-conference-launch-the-synthesis-report-of-the-intergovernmental-panel-climate-change\">his reaction<\/a> to the report: he called for no new coal plants to be permitted, and for an end all public and private financing for coal; for any expansion of existing oil and gas reserves to be stopped; and for a global phase-down of current oil and gas production compatible with net zero by 2050. \u201cOur world needs climate action on all fronts \u2013 everything, everywhere, all at once,\u201d he said.<\/p>\n<div class='cdo-shortcode--image'><\/p>\n<p><figure id=\"attachment_64406\" aria-describedby=\"caption-attachment-64406\" style=\"width: 2000px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-64406 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/20210623_Lemon-harvest_Flickr_Tamara-Merino-scaled.jpg\" alt=\"man handing woman lemon in front of lemon tree\" width=\"2000\" height=\"1333\"><figcaption id=\"caption-attachment-64406\" class=\"wp-caption-text\">Lemons are harvested next to a solar panel in the Chilean desert. This balancing act \u201crequires policies that promote economic and energy sector diversification and considerations of just transitions principles, processes and practices,\u201d the report adds.<\/p>\n<p>According to Mar\u00eda In\u00e9s Rivadeneira, policy officer at WWF Latin America and the Caribbean, the region must also think about transitioning its development model. \u201cIt is not only about the energy model, because we have a very high dependence on people who work directly or indirectly in these sectors,\u201d she told Di\u00e1logo Chino. \u201cSo, it\u2019s not just about turning off the lights and changing business practices. We have to think about how this means a diversification of jobs, a transformation of infrastructure.\u201d<\/p>\n<p>The region, thus far, is not fulfilling the IPCC report\u2019s call to action on phasing out fossil fuels. According to the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/latin-america-fossil-fuels-stranded-assets\/\">Inter-American Development Bank<\/a> (IDB), existing fossil fuel infrastructure expansion plans in Latin America are not compatible with the goals of the Paris Agreement.<\/p>\n<p>Natural gas is considered by many governments in the region to be \u201c<a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/50409-natural-gas-latin-america-energy-transition\/\">transition fuel<\/a>\u201d from coal and oil, with a <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/argentina-natural-gas-climate-commitments\/\">pipeline<\/a> underway in Argentina and expansion plans <a href=\"https:\/\/www.eleconomista.com.mx\/empresas\/AMLO-planea-centro-de-exportacion-de-gas-natural-licuado-20220928-0006.html\">in Mexico<\/a>, for example. However, a <a href=\"https:\/\/www.unep.org\/es\/resources\/informe\/informe-de-la-onu-es-el-gas-natural-una-buena-inversion-para-alc\">UN report<\/a> found that renewable energy could bring more economic, environmental and employment benefits to Latin America than plans to develop natural gas infrastructure.<\/p>\n<p>Environmentalists have cast doubt on the region\u2019s gas ambitions, and what they could mean for climate action \u2013 and realities \u2013 in the region. \u201cWhile the IPCC report outlines what humanity must do to solve the climate crisis, the governments, companies and banks involved in projects <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/61054-vaca-muerta-argentina-climate-cash-jobs-justice\/\">like Vaca Muerta<\/a> [an oil and gas field in Argentina] demonstrate the boundless greed that has brought us to this emergency situation,\u201d Ilan Zugman, Latin America regional director for the NGO 350.org, told Di\u00e1logo Chino.<\/p>\n<p>\u201cWe cannot push developing countries to do the dirty work that rich countries no longer want \u2013 the energy transition has to be global,\u201d he added.<\/p>\n<p>In its earlier report on mitigation, published in 2022, the IPCC called on Latin American countries to take advantage of falling renewable energy prices and \u201cshape a sustainable trajectory that is more resilient and fit for the future\u201d.<\/p>\n<p>The region has almost everything it needs to make a transition to renewables, from <a href=\"https:\/\/english.elpais.com\/international\/2022-11-30\/latin-america-could-set-a-global-example-for-a-just-energy-transition.html#:~:text=The%20Renewables%20in%20Latin%20America,The%20goal%20is%20attainable.\">ambitious targets<\/a> to huge solar and wind potential, to growing local industries that could generate jobs \u2013 as many as 15 million across the region by 2030, the <a href=\"https:\/\/www.iadb.org\/en\/news\/15-million-new-jobs-2030-transition-net-zero-emission-economy-idb-and-ilo-say\">IDB<\/a> reports. According to a recent report, <a href=\"https:\/\/www.latindadd.org\/wp-content\/uploads\/2023\/01\/Crisis-climatica-deuda-y-recuperacion-en-un-contexto-de-crisis-multiple_c.pdf\">81% of public climate finance<\/a> for the region arrives as loans that only serve to increase governments\u2019 already problematic debt levels.<\/p>\n<blockquote><p>Latin America can become a world benchmark for a just energy transition if future projects respect ecological balances and bring not only economic, but also social benefits<\/p><\/blockquote>\n<p>As a major investor, creditor and trading partner in the region, China is exploring new ways to contribute to climate action in Latin America, <a href=\"https:\/\/www.iisd.org\/articles\/policy-analysis\/china-climate-action-latin-america\">said <\/a><a href=\"https:\/\/www.iisd.org\/articles\/policy-analysis\/china-climate-action-latin-america\">Sisi Tang<\/a>, a trade specialist at the International Institute for Sustainable Development. To this end, she suggested that China introduce a new financing scheme for renewable energy projects in the region and develop <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\">debt-for-nature swap schemes<\/a> to incentivise protection and restoration of the environment.<\/p>\n<p>According to a recent report published by <a href=\"https:\/\/globalenergymonitor.org\/report\/a-race-to-the-top-latin-america\/\">Global Energy Monitor,<\/a> Latin America has the potential to increase its solar and wind power capacity by more than 460% by 2030, which would put the region on track to meet, and potentially exceed, the International Energy Agency&#8217;s (IEA) regional renewable energy targets for 2030.<\/p>\n<p>The document points to Brazil, Chile and Colombia as the countries with the largest renewable plans for the future. \u201cLatin America can become a world benchmark for a just energy transition if future projects respect ecological balances and bring not only economic, but also social benefits,\u201d said researcher Sophia Bauer at the report\u2019s launch.<\/p>\n<p>The scale of the challenge, however, remains significant. Though its share of energy from renewables, some <a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/3d5554fc-en.pdf?expires=1679417262&amp;id=id&amp;accname=guest&amp;checksum=9C8336C87281CE9C9013F124DCD6BC7C\">33% of supply<\/a>, is higher than the global total of 12%, Latin America faces a tall task maintaining this figure \u2013 largely driven by hydropower, <a href=\"https:\/\/dialogue.earth\/en\/article\/56368-hydropower-latin-america-climate-crisis\/\">increasingly at risk in a changing climate<\/a> \u2013 and reducing its dependence on fossil fuels, from which it derives the remaining two-thirds of its energy. As Guterres said at the IPCC report\u2019s launch, it may take \u201ca quantum leap in climate action\u201d to confront this, to meet the targets of the Paris Agreement and avoid the worst effects of The Cerro Dominador solar power plant produces 110 MW, which are directly connected to the National Electric System. In the Cerro Dominador solar power plant, the solar energy is reflected by 10,600 heliostats (mirrors) to the top of a 250-meter-high tower, where liquid salts are heated; the hot salts then help to generate steam, which in contact with an electric generation turbine produces the final energy.
