Held in New York on 22\u201324 March, and co-hosted by Tajikistan and the Netherlands, it highlighted the water challenges facing every corner of the Earth, and closed with the adoption of the <a href=\"https:\/\/news.un.org\/en\/story\/2023\/03\/1135022\">Water Action Agenda<\/a>, an action plan outlining commitments to protect the resource and seek a water-secure future.<\/p>\n<p>For Latin America, a region that has in recent years seen some of the world\u2019s <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/46221-chile-seeks-to-guarantee-water-rights-amid-severe-drought\/\">longest ongoing droughts<\/a>, vast <a href=\"https:\/\/dialogue.earth\/en\/article\/36907-fires-threaten-the-amazon-once-again-what-have-we-learned\/\">forest fires<\/a> and <a href=\"https:\/\/www.reuters.com\/business\/environment\/argentina-melts-late-summer-heat-wave-records-tumble-2023-03-03\/\">record-breaking heatwaves<\/a> \u2013 and increasing <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60151-drought-mexico-water-shortage-social-unrest\/\">tensions<\/a> as a result of them \u2013 it could not have come at a more important time.<\/p>\n<p>Transboundary action and regional integration are increasingly being seen as a must to deal with environmental challenges, including water stress and the broader climate crisis, and were promoted at the UN Water Conference by a number of Latin American organisations. There are perhaps few institutions for which transboundary water issues are as relevant as <a href=\"https:\/\/www.itaipu.gov.py\/en\">Itaipu Binacional<\/a>, the company that operates the world\u2019s third largest hydropower plant, the 14,000-megawatt Itaipu dam, which sits on the Paran\u00e1 River at the border between Brazil and Paraguay.<\/p>\n<figure id=\"attachment_64542\" aria-describedby=\"caption-attachment-64542\" style=\"width: 323px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-64542 size-article-inline-portrait\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/03\/MariaGwynnatUN2023WaterConference_UNwebTV-323x383.jpg\" alt=\"Maria Gwynn, international lawyer and member of Itaipu dam supervisory board, speaks at the 2023 UN Water Conference in New York\" width=\"323\" height=\"383\"><figcaption id=\"caption-attachment-64542\" class=\"wp-caption-text\">Maria Gwynn, a member of the Itaipu dam\u2019s supervisory board, at the UN Water Conference, hosted 22\u201324 March in New York (Image: UN web TV)<\/figcaption><\/figure>\n<p>At the UN Water Conference, Di\u00e1logo Chino spoke with Maria Gwynn, a Paraguayan international lawyer and expert on the use of shared resources, and a member of Itaipu\u2019s supervisory board. She discussed the significance of the conference and conventions on water, the hydrological crisis affecting Latin America and responses to it, and why cooperation is so important for the region.<\/p>\n<p><strong>Di\u00e1logo Chino: Your work has focused on transboundary cooperation in Latin America and at Itaipu. Tell us about some of the challenges in these areas, and what you have looked to achieve here at the UN Water Conference.<\/strong><\/p>\n<p>Maria Gwynn: Having been invited by the United Nations as a lead panellist for one of the conference\u2019s main dialogues on transboundary water cooperation, I felt honoured and given an important opportunity, as the only Latin American on the panel, to share thoughts and a vision from the region at such a global forum.<\/p>\n<p>Much of the challenge in Latin America concerns the issue of \u201csovereignty\u201d, which is seen as critical, while some see integration as optional, despite there being important shared benefits. Paraguay and Venezuela are the only two countries from the region to have signed the 1997 <a href=\"https:\/\/treaties.un.org\/Pages\/ViewDetails.aspx?src=IND&amp;mtdsg_no=XXVII-12&amp;chapter=27&amp;clang=_en\">UN Convention on the Law of the Non-Navigational Uses of International Watercourses<\/a>. Brazil, Paraguay and Argentina are all impacted by changes in the water levels of this transboundary river (Image: <a href=\"https:\/\/www.flickr.com\/photos\/palaciodoplanalto\/51101452922\/in\/photolist-2kREiB9-2n52XED-2kREL4w-2kRDNwe-2kRJwwC-2onve5z-2n54z5f-2n51FfW-2n51Fbx-2ifsp3V-2kREL46-2onstBs-2n52XKP-2kRFg9B-2kREKZP-2kRG1m9-2n4Vhys-2kRLr1o-2kRG1c6-2n51FSY-2n54Ain-2n51GpK-2nmdAuo-2kREKYg-2n52XZM-2n4Vih1-2kRFaTU-2onstEZ-2onxkkR-2kRFaXB-2kRFfSV-2kRFaBX-2kRFaVT-2kRFgbW-2onxKkz-2kRFb4t-2ifoWD4-2kRLrf1-2kRFgcs-2onxkpD-2ifroXW-2kRFaFQ-2onstH9-2onvepn-2n51GHf-2kRFaJv-2kRFaGw-2kRG1hg-2ifspqD-2kRELbf\">Alan Santos<\/a> \/ <a href=\"https:\/\/www.flickr.com\/people\/palaciodoplanalto\/\">Pal\u00e1cio do Planalto<\/a>, <a href=\"https:\/\/creativecommons.org\/licenses\/by\/2.0\/\">CC BY<\/a>)<\/figcaption><\/figure>\n<p><\/div>In the <a href=\"https:\/\/watersciencepolicy.com\/article\/south-america-and-the-living-principle-of-equitable-and-reasonable-uses-of-international-watercourses-6670d6d28a2c?language=English\">Paran\u00e1 basin<\/a>, we were confronted with three different needs, particularly in view of the uses of the Paran\u00e1, a transboundary river: that of generating hydropower, the need to keep rivers navigable, and the needs for water consumption.<\/p>\n<p>The Ministry of Foreign Affairs of Paraguay raised the possibility of coordinating the uses of [Itaipu\u2019s] reservoir waters: Paraguay needed water in the rivers to navigate, but there was also the concern that low water levels would interfere with power generation. At the same time, Argentina needed the river for water consumption. The three countries of the Paran\u00e1 [Argentina, Brazil and Paraguay] had different uses of the river to satisfy different demands.<\/p>\n<p><strong>During this water crisis of 2020\u201321, how were the differing demands between the three countries resolved? Who was brought to the table?<\/strong><\/p>\n<p>An ad hoc intergovernmental meeting was formed, involving the three governments \u2013 those of Brazil and Paraguay, which operate the Itaipu plant, and also Argentina, which has a separate treaty as it is downstream on the Paran\u00e1 River. The meeting also included other key stakeholders that are dependent on the river, including business and local communities, in an institutionalised process. It concluded with a technical report that made it possible to calculate and measure what each sector needed. From this arose what were called \u201cspecial operation water windows\u201d, which meant that the dam opened its gates based on this assessment of need. As the hydrological crisis continued, this method \u2013 based on the UN Convention\u2019s provisions of \u201cequitable and reasonable use\u201d allowed us to manage the potential tensions among river users.<\/p>\n<p><strong>Faced with persisting challenges, do you see this cooperation continuing \u2013 deepening even \u2013 or was this a one-off?<\/strong><\/p>\n<p>As the climate crisis deepens, we want to make sure that we don\u2019t get into such a position again. One way is to increase installed renewable capacity, through solar, as well as to build or acquire energy storage units to complement the energy production at times of hydrological crisis. The governing council of Itaipu has also recommended that, at times when there is an excess of water, we should harness this, for example by using it to produce green hydrogen. The <a href=\"https:\/\/www.unesco.org\/en\/biosphere\/itaipu-biosphere-reserve-paraguay\">Itaipu Biosphere Reserve<\/a> is a huge area designated by UNESCO, and it is important to maintain its health to regulate water flow, both of terrestrial and <a href=\"https:\/\/www.noaa.gov\/stories\/what-are-atmospheric-rivers\">atmospheric rivers<\/a>. We can implement sustainable development actions in the areas of our immediate influence and beyond, actions which protect the habitat and provide important ecosystem services. Itaipu has pioneered some of these programmes, and is involving universities and municipalities in these endeavours so that we can be part of an integral solution of transboundary water management.<\/p>\n<p><strong>Isn\u2019t this a contradiction? Large hydropower dams often displace huge populations, and have a negative record vis-\u00e0-vis Indigenous communities.<\/strong><\/p>\n<p>It is hard to imagine creating such a big structure in today\u2019s world. Itaipu\u2019s construction began 49 years ago, and most of the population and development in the region moved in after it was built.<\/p>\n<p>We have an expansive mandate to look at sustainability in the region, and a focus on social and environmental sustainability. We are working closely with Indigenous communities on actions and environmental activities which have a great impact, such as [programmes focused on] avoiding deforestation.<\/p>\n<figure id=\"attachment_56390\" aria-describedby=\"caption-attachment-56390\" style=\"width: 400px\" class=\"wp-caption alignright\"><a href=\"https:\/\/dialogue.earth\/en\/article\/56368-hydropower-latin-america-climate-crisis\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-56390\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/07\/Itaipu-hydropower-latin-america_Alamy_2GN05H9-scaled.jpg\" alt=\"power lines coming out from Itaipu Hydroelectric Dam\" width=\"400\" height=\"267\"><\/a><figcaption id=\"caption-attachment-56390\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/article\/56368-hydropower-latin-america-climate-crisis\/\">The climate crisis and Latin American hydropower<\/a><\/strong><\/figcaption><\/figure>\n<p>One of the key needs of Indigenous communities is financial sustainability. But if their only option is renting out their land for farming or soybean production, then of course there will be deforestation. Real engagement requires a view that addresses these needs in a way that strengthens conservation. This reforestation [carried out in Itaipu-supported schemes] is based on the expertise of Indigenous communities, it helps in restoring native flora and bringing back biodiversity.<\/p>\n<p>We have also helped women from these communities to exhibit and market their handicraft through exhibitions, widening the appreciation for their cultural products and allowing them to financially benefit more from it. Last year, one of Itaipu\u2019s schemes, Sustainable Guaran\u00ed [which works on environmental protection and improving access for Indigenous communities to healthcare, education, public services and business support] <a href=\"https:\/\/www.itaipu.gov.py\/es\/sala-de-prensa\/noticia\/el-programa-guarani-sustentable-de-itaipu-fue-galardonado-por-los-ods-paragua\">won an SDG Prize<\/a>, awarded by the Paraguayan Sustainable Development Goal Commission for Itaipu\u2019s work with Indigenous communities.<\/p>\n<p><em>The interviewee wishes to state that all views expressed here reflect personal
