{"id":50373933,"date":"2023-07-13T13:22:06","date_gmt":"2023-07-13T12:22:06","guid":{"rendered":"https:\/\/dialogochino.net\/?p=373933"},"modified":"2023-07-13T13:22:11","modified_gmt":"2023-07-13T12:22:11","slug":"373933-colombias-offshore-wind-power-plans-spark-hope-and-caution","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/373933-colombias-offshore-wind-power-plans-spark-hope-and-caution\/","title":{"rendered":"Colombia\u2019s offshore wind power plans spark hope and caution"},"content":{"rendered":"\n<p>\u201cThe wind and the strength of our seas place us in a privileged area for the installation of wind power generation projects, and this will allow us to be the first country in Latin America to produce this type of energy offshore,\u201d said Colombia\u2019s Minister of Mines and Energy, Irene V\u00e9lez, in late May, as she <a href=\"https:\/\/forbes.co\/2023\/05\/08\/actualidad\/colombia-hara-subasta-para-proyectos-de-energia-eolica-en-el-mar-caribe\">announced<\/a> the country\u2019s first ever auction for offshore wind power projects.<\/p>\n\n\n\n<p>A few days later, the Colombian government launched its first information <a href=\"https:\/\/www.minenergia.gov.co\/es\/micrositios\/energ%C3%ADa-e%C3%B3lica-costa-afuera\/\">portal<\/a> on the deployment of offshore wind power, which will report on the progress of the country\u2019s efforts to boost its capacity, and take advantage of the consistency and strength of the wind at sea. <\/p>\n\n\n\n<p>According to V\u00e9lez, the final details of the tender will be ready in August. Companies who obtain permits will be able to carry out studies, apply for licences for activities and access maritime concessions to build and operate offshore wind farms. The rest are delayed due to social, environmental or legal conflicts.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50368855\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Among these is the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/368855-wind-farms-divide-indigenous-communities-in-colombia\/\">Windpeshi wind project<\/a>, owned by Enel Colombia and located in the department of La Guajira in the country\u2019s far north. On 24 May, the company announced the indefinite suspension of the project\u2019s construction after difficulties in reaching agreements with some Wayuu Indigenous communities, the ancestral inhabitants of the territory. Meanwhile, <a href=\"https:\/\/www.portafolio.co\/economia\/infraestructura\/se-ha-avanzado-un-98-porciento-en-las-consultas-previas-en-la-guajira-sobre-proyecto-colectora-584007\">Colectora<\/a>, a transmission project planned to transport energy from seven wind farms in La Guajira to the rest of the country, has been delayed for three years. Elsewhere, other renewable energy projects have been unable to connect and deliver power to the grid, the National Interconnected System.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-potential-on-the-oceans\">Potential on the oceans<\/h2>\n\n\n\n<p>Around the world, <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/56207-latin-america-offshore-wind-farms-future-of-energy\/\">offshore wind energy<\/a> has shown itself to be a promising alternative source of power. In 2021 alone, the global installed capacity of offshore wind plants tripled, reaching record figures, as 21.1 gigawatts of new capacity was added, up from 6.1 GW of additions in 2020.<\/p>\n\n\n\n<p>Colombia is among the world\u2019s nations with some of the greatest wind power potential. \u201cWe are the only country in South America that has two oceans and a huge extension of territorial sea, equivalent to almost 50% of the country,\u201d says Andrea Devis-Morales, an oceanographer with extensive experience in offshore energy.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We are the only country in South America that has two oceans and a huge extension of territorial sea, equivalent to almost 50% of the country<\/blockquote><cite class=\"block--pull-quote__cite\">Andrea Devis-Morales, oceanographer<\/cite><\/div><\/div>\n\n\n\n<p>Devis-Morales is working on a project at the National University in Medell\u00edn to determine the potential of renewable energy within Colombia\u2019s seas. Her research focuses not only on wind, but also on wave- and current-powered sources, <a href=\"https:\/\/www.irena.org\/publications\/2014\/Jun\/Ocean-Thermal-Energy-Conversion\">ocean temperature energy conversion<\/a> and <a href=\"https:\/\/www.irena.org\/publications\/2014\/Jun\/Salinity-gradient\">saline gradient energy<\/a>.<\/p>\n\n\n\n<p>However, the researcher stresses that wind has an advantage over other forms of energy generation: \u201cPotential sources such as thermal or saline gradient are not yet sufficiently technologically advanced. On the other hand, the technology to extract energy from wind has advanced a lot, as well as the technology to keep platforms afloat despite variations in climate and intense weather.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Unresolved issues<\/h2>\n\n\n\n<p>Although the Colombian government has stated that it is looking to conclude the first round of temporary occupancy permit allocations for offshore wind in the near future, the rules of the game are still not so clear. A specific regulatory framework for offshore wind has been under construction in the country since 2020. A national offshore wind power <a href=\"https:\/\/www.minenergia.gov.co\/static\/ruta-eolica-offshore\/src\/document\/Espa%C3%B1ol%20Hoja%20de%20ruta%20energ%C3%ADa%20e%C3%B3lica%20costa%20afuera%20en%20Colombia%20VE.pdf\">roadmap<\/a> was published in May 2022, detailing its potential and challenges in the medium and long term. In August 2022, the government released Resolution 40284, which aims to establish the rules and requirements for granting temporary occupancy permits to companies as a first step in the development of projects.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--wide\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230710_eolica_offshore_EN.png\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230710_eolica_offshore_EN-768x510.png 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230710_eolica_offshore_EN-1024x680.png 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230710_eolica_offshore_EN.png 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Map of potential exploration areas for offshore wind power in Colombia\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Note: \u201cAreas of environmental concern\u201d include areas of significant biodiversity, sites of marine importance, national protected areas and priority conservation areas, as mapped by The Renewables Consulting Group in the <a href=\"https:\/\/www.minenergia.gov.co\/static\/ruta-eolica-offshore\/src\/document\/Espa%C3%B1ol%20Hoja%20de%20ruta%20energ%C3%ADa%20e%C3%B3lica%20costa%20afuera%20en%20Colombia%20VE.pdf\">Offshore Wind Roadmap for Colombia<\/a> (Map: Di\u00e1logo Chino)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230710_eolica_offshore_EN.png\"\/><meta itemprop=\"contentSize\" content=\"662 KB\"\/><meta itemprop=\"height\" content=\"1700\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The Colombian Caribbean coast, where the country\u2019s greatest potential for offshore wind energy is concentrated, is also home to protected areas, areas of biological and ecological importance, and critical habitats and ecosystems for the conservation of species. Its waters are used by artisanal and commercial fisheries, and areas of the coastal land are ancestral territories of Indigenous communities.<\/p>\n\n\n\n<p>It is also an area of high maritime traffic, for fishing, cargo and tourism, close to the Panama Canal, and with areas allocated for offshore hydrocarbon exploration and extraction. Dimar, the maritime authority in charge of controlling and authorising maritime and coastal activities in Colombia, oversaw the delineation of areas it considered to have \u201clow levels of conflict\u201d, where offshore wind projects would be allowed to develop and coexist with other marine activities.<\/p>\n\n\n\n<p>As the roadmap points out, the larger the scale of a project, the greater the risks of social and environmental impacts, so \u201cdata, participation and careful marine spatial planning will be required to minimise them\u201d. This was echoed in a recent <a href=\"https:\/\/wwfeu.awsassets.panda.org\/downloads\/cleanaction_nature_safe_energy_report.pdf\">report<\/a> by CLEANaction, a platform comprising more than 10 international organisations, which focused on the potential impacts of different renewable energy sources. \u201cWe know that renewable energy is our best option to meet future energy needs without irreparably damaging our climate and nature, but even renewables will be disruptive to the environment when they are installed and maintained,\u201d its foreword cautioned.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We know that renewable energy is our best option to meet energy needs without irreparably damaging our climate and nature, but even renewables can be disruptive<\/blockquote><cite class=\"block--pull-quote__cite\">CLEANaction\u2019s Nature-safe Energy report<\/cite><\/div><\/div>\n\n\n\n<p>According to researcher Juan Gabriel Rueda, a civil engineer and expert in offshore wind energy, Colombia still lacks sufficient information around its potential offshore developments. \u201cThere is not a clear legal context [in Colombia] to regulate sustainable and safe exploitation of the offshore wind energy,\u201d he wrote as lead author of a 2019 <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0959652619305736\">research paper<\/a>.<\/p>\n\n\n\n<p>His perceptions have not changed. \u201cThe roadmap, which is what is guiding the discussions today, did not take into account the research that had been done here in Colombia on the subject,\u201d Rueda told Climate Tracker. \u201cDecisions were made without consulting the country\u2019s academics, and the state lacks a lot of information, justifying the hiring of foreign consultants who, although they have experience, do not have in their countries the social, environmental and cultural conditions and particularities that we have.\u201d <\/p>\n\n\n\n<p>Among other challenges are the impacts on migratory birds, as highlighted by the country\u2019s roadmap itself: \u201cThe dangers posed to birds by the construction of offshore wind farms continue to be mainly: the barrier to movement, loss of habitat and the risk of collision.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230320_white-egrets_scarlet-ibris_birds_Guajira_DavidGonzalez_DialogoChino.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230320_white-egrets_scarlet-ibris_birds_Guajira_DavidGonzalez_DialogoChino-768x576.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230320_white-egrets_scarlet-ibris_birds_Guajira_DavidGonzalez_DialogoChino-1024x768.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230320_white-egrets_scarlet-ibris_birds_Guajira_DavidGonzalez_DialogoChino.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"White egrets and scarlet ibis in the north of La Guajira, Colombia\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">White egrets and scarlet ibis in the north of La Guajira, Colombia. In Colombia\u2019s Caribbean waters, <a href=\"https:\/\/www.researchgate.net\/publication\/358511830_Areas_en_riesgo_para_los_mamiferos_marinos_en_Colombia\">29 species<\/a> \u2013 83% of the species recorded in the country \u2013 have been identified as potentially sensitive to construction activities, underwater noise and the risk of collision with vessels. \u201cThere is currently no marine acoustics map of current noise levels, and we don\u2019t know how [offshore wind developments] may impact marine species,\u201d Rueda said.<\/p>\n\n\n\n<p>Colombia has a mechanism of environmental licensing to reduce or compensate for these impacts. National legislation establishes that those who want to carry out this type of project must present an environmental impact assessment (EIA), the starting point for whether a licence is granted.<\/p>\n\n\n\n<p>The National Environmental Licensing Authority (ANLA) and the Ministry of Environment and Sustainable Development, which are in charge of publishing terms for the development of EIAs for offshore wind projects, were approached for comment on the progress of these systems, but at the time of publishing no response had been received.<\/p>\n\n\n\n<p>On 8 June, World Oceans Day, a <a href=\"https:\/\/www.sciencedaily.com\/releases\/2023\/06\/230608121013.htm\">study<\/a> was published that indicated global greenhouse gas emissions had reached an all-time high of 54 gigatonnes of CO2 equivalent per year, on average, in the last decade.
