{"id":50374430,"date":"2023-07-19T16:25:20","date_gmt":"2023-07-19T15:25:20","guid":{"rendered":"https:\/\/dialogochino.net\/?p=374430"},"modified":"2023-09-20T18:05:08","modified_gmt":"2023-09-20T17:05:08","slug":"374430-eu-deforestation-law-major-test-for-south-america-farmers","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/374430-eu-deforestation-law-major-test-for-south-america-farmers\/","title":{"rendered":"EU deforestation law presents a major test for South American farmers"},"content":{"rendered":"\n<p class=\"has-drop-cap\">New European legislation to ban the import of commodities associated with deforestation and human rights violations entered <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32023R1115&amp;qid=1688502379703\">into force<\/a> at the end of June, and could significantly impact the agriculture-dependent countries of Mercosur, the trade bloc formed by Argentina, Brazil, Paraguay and Uruguay.<\/p>\n\n\n\n<p>The regulation targets the production and supply chains of palm oil, soy, cattle, timber, cocoa, coffee and rubber, as well as derivatives such as furniture, chocolate and paper. These commodities account for most of the deforestation implicated in imports by the European Union (EU). Without these rules, the EU itself <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/deforestation\/\">reports<\/a>, these imports could cause the loss of more than 248,000 hectares of forest each year \u2013 an area almost the size of Luxembourg.<\/p>\n\n\n\n<p>The European deforestation law applies to all countries with which the bloc has trade relations, but it could have a particular impact on those of Mercosur, which counts the EU as its <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/mercosur_en\">largest trade and investment partner<\/a> and the second largest in trade in goods, behind only China. In 2021, EU imports from the four Mercosur countries totalled 43 billion euros (US$48 billion), 20% of which were vegetable products such as soybeans and coffee.&nbsp; <\/p>\n\n\n\n<p>Experts consulted by Di\u00e1logo Chino believe that these stricter trade regulations will help to clean up the Latin American supply chains that are most permeated by negative socio-environmental impacts. However, they caution that the law could create new problems, such as the migration of damage to biomes not covered by the law. This will require traceability of all their suppliers, with geolocation of each establishment through which the products have passed.<\/p>\n\n\n\n<p>The law sends a \u201cstrong signal\u201d that the South American market needs to act, says Andr\u00e9 Vasconcelos, global engagement lead at Trase, a supply chain monitoring platform: \u201cSome companies already have their own verification processes, but this needs to gain scale and be more transparent.\u201d<\/p>\n\n\n\n<p>A recent <a href=\"https:\/\/globalcanopy.org\/insights\/insight\/forest-500-analysis-shows-that-the-companies-with-the-greatest-influence-on-deforestation-are-currently-unprepared-for-incoming-eu-regulation\/\">analysis<\/a> by Global Canopy, the organisation behind the Trase initiative, showed that the companies driving the most deforestation in tropical areas are unprepared to implement the new legislation, with more than three quarters of them lacking a commitment to traceability.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50364837\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cThis is an area where the EU can and should contribute with financial resources, so that there is an equal division of costs along the chains,\u201d says Vasconcelos. Companies will have 18 months to adapt, dated from the law\u2019s entry into force at the end of June, with smaller businesses given up to two years to prepare \u2013 a process in which, according to the law, the EU will provide technical assistance. <\/p>\n\n\n\n<p>Luciana T\u00e9llez, a researcher with Human Rights Watch who has followed the new law\u2019s development, points out that \u201cits strongest aspect is to prohibit any kind of import linked to deforestation,\u201d regardless of whether it is legal or illegal. This, she says, prevents a country from adjusting its norms to legalise more deforestation, as well as facilitating the law\u2019s implementation.<\/p>\n\n\n\n<p>The law will also help combat ongoing human rights violations linked to agricultural production in South America, T\u00e9llez says: \u201cIt provides greater support for Indigenous peoples seeking land rights and in holding companies that violate their rights accountable.\u201d However, the researcher adds, there are still doubts about the regulations that will serve as the basis for monitoring these cases.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">This risk level assessment creates an incentive for countries to adopt reforms and clean up their production chains<\/blockquote><cite class=\"block--pull-quote__cite\">Luciana T\u00e9llez, Human Rights Watch<\/cite><\/div><\/div>\n\n\n\n<p>In parallel, the EU will carry out a risk assessment of exporting countries by 2025, considering data such as deforestation and agricultural expansion rates, production trends and human rights abuses, according to \u201cscientific evidence and globally recognised sources,\u201d the law\u2019s text reads. From there, the bloc must list the degree of risk \u2013 low, standard or high \u2013 of each exporting nation. \u201cThis assessment creates an incentive for countries to adopt reforms and clean up their production chains, because in the future the Commission can revise and lower the risk rating,\u201d T\u00e9llez says.<\/p>\n\n\n\n<p>The degree of risk will impose more or less rigidity in surveillance, so some countries have already made it clear that they must react if they are considered high-risk. \u201cThe EU Commission will be under a lot of political pressure from its partners to downgrade the risks of the markets,\u201d T\u00e9llez says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Brazil: a new direction for livestock?<\/h2>\n\n\n\n<p>Brazil is one of the countries that would \u201cprobably\u201d begin with a high-risk listing, Christophe Hansen, a member of European parliament (MEP) and rapporteur for the legislation, <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/brasil-deve-ser-considerado-de-alto-risco-em-lei-antidesmatamento-da-ue-diz-relator\/\">told press<\/a> in April.<\/p>\n\n\n\n<p>Agribusiness, spearheaded by soy and beef production, is the <a href=\"https:\/\/www.gov.br\/agricultura\/pt-br\/assuntos\/noticias\/exportacoes-do-agronegocio-fecham-2022-com-us-159-bilhoes-em-vendas\">driving force<\/a> of Brazilian exports, with the EU being its second largest customer, behind only China. But this same sector also drives environmental destruction: in 2022, agribusiness was the vector for 95.7% of deforestation in the country, and almost all of it was illegal, according to <a href=\"https:\/\/storage.googleapis.com\/alerta-public\/dashboard\/rad\/2022\/RAD_2022.pdf\">MapBiomas<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-cd-pullout-stat alignleft undefined block--pullout-stat\"><p class=\"block--pullout-stat__title\">225 million<\/p><div class=\"block--pullout-stat__content\"><p>The number of cattle in Brazil \u2013 larger than the country&#8217;s human\u00a0population of 203 million, and a significant challenge for traceability efforts<\/p><\/div><\/div>\n\n\n\n<p>Deforestation permeates various supply chains in the country, but cattle ranching is the most problematic, according to specialists. Part of the difficulty comes from this industry\u2019s size \u2013 being comprised of <a href=\"https:\/\/www.ibge.gov.br\/explica\/producao-agropecuaria\/bovinos\/br\">2.5 million<\/a> different properties \u2013 and the supply chain\u2019s complexity, being split into several stages: some farms specialise in breeding or raising cattle, while others fatten, slaughter and export them. Thus, it is common for an animal to pass through several different properties before reaching the market.<\/p>\n\n\n\n<p>In supply chain tracking efforts, the biggest bottleneck is tracing the properties of the first stages of animal breeding, explains Pedro Burnier, an agronomist and manager of the cattle breeding programme of Friends of the Earth in Brazil, which monitors the sector. \u201cThe most difficult thing to monitor nowadays is when the guy who fattens cattle buys from the rearing guy, who buys from the calf breeder,\u201d he says. <\/p>\n\n\n\n<p>Besides its sheer size and spread, the cattle ranching supply chain also <a href=\"https:\/\/ipam.org.br\/wp-content\/uploads\/2023\/03\/Iniciativas_rastreabilidade_PT_v05-2.pdf\">lacks transparency<\/a>. Authorities monitor the sector through official documents filled out by rural landowners. The information is self-declaratory and therefore depends on the farmer\u2019s good faith. Slaughterhouses also have their own tracking systems, but <a href=\"https:\/\/oeco.org.br\/reportagens\/gigantes-da-carne-ainda-negam-transparencia-sobre-indiretos-mesmo-apos-firmarem-compromissos\/\">do not disclose their data<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--wide\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230703_beef-supply-chain_LucasGomes_Brazil_EN_V2.png\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230703_beef-supply-chain_LucasGomes_Brazil_EN_V2-768x486.png 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230703_beef-supply-chain_LucasGomes_Brazil_EN_V2-1024x648.png 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230703_beef-supply-chain_LucasGomes_Brazil_EN_V2.png 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Graphic of the beef supply chain in Brazil, with the headings: Breeding, Rearing, Fattening, Slaughter and Meatpacker\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Graphic: Lucas Gomes \/ Di\u00e1logo Chino<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230703_beef-supply-chain_LucasGomes_Brazil_EN_V2.png\"\/><meta itemprop=\"contentSize\" content=\"176 KB\"\/><meta itemprop=\"height\" content=\"1621\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>These flaws in tracking can result in so-called \u201c<a href=\"https:\/\/www.greenpeace.org\/brasil\/informe-se\/amazonia\/biodiversidade\/como-o-desmatamento-e-a-criacao-de-gado-tem-ameacado-a-biodiversidade-brasileira\/\">cattle laundering<\/a>\u201d \u2013 that is, when a cattle rancher fined for socio-environmental crimes sells their production to another farm, which then carries the load with apparent legality.&nbsp;<\/p>\n\n\n\n<p>A series of investigations, produced by <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-brasil-stateless\/2021\/12\/f6d58315-s.-felix_pecuaria_grilagem_desmatamento_v.publicacao-1.pdf\">environmental organisations<\/a> and <a href=\"https:\/\/unearthed.greenpeace.org\/2022\/11\/11\/jbs-cattle-brazils-biggest-deforester-amazon\/\">press outlets<\/a> in recent years, has shown that the cattle sold by large slaughterhouses often come from illegally deforested areas. The companies have already signed commitments to change their conduct with authorities, for example, the <a href=\"https:\/\/www.mpf.mp.br\/pa\/sala-de-imprensa\/documentos\/2022\/apresentacao_resultados_4o_ciclo_auditorias_tac_pecuaria_pa_15-dez-2022\">Federal Public Ministry<\/a> of the northern state of Par\u00e1. \u201cWe have seen that commitments are established, but they don\u2019t move forward,\u201d says Tha\u00eds Bannwart, spokesperson for Greenpeace Brazil\u2019s Amazon campaign.<\/p>\n\n\n\n<p>Brazil\u2019s agriculture minister, Carlos F\u00e1varo, recently <a href=\"https:\/\/www.gov.br\/agricultura\/pt-br\/assuntos\/noticias\/ministro-favaro-reafirma-em-sp-que-rastreabilidade-da-pecuaria-e-inevitavel\">stated<\/a> that full traceability is an \u201cinevitable path,\u201d because \u201cthose few who commit environmental crimes contaminate the whole system.\u201d Today, around <a href=\"https:\/\/gtfi.org.br\/publicacoes\/importancia-dos-fornecedores-indiretos-de-nivel-1-na-cadeia-da-carne-no-brasil\/\">80% of deforestation<\/a> in the country is associated with large cattle ranchers in the latter stages of the production chain.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50364137\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Faced with domestic and international pressures, the sector is slowly showing signs of moving forward. The Brazilian Confederation of Agriculture and Livestock (CNA) recently <a href=\"https:\/\/cnabrasil.org.br\/noticias\/proposta-de-rastreabilidade-individual-e-aprovada-pela-camara-setorial-de-carne-bovina\">proposed<\/a> a voluntary system to trace each of Brazil\u2019s <a href=\"https:\/\/www.ibge.gov.br\/estatisticas\/economicas\/agricultura-e-pecuaria\/9107-producao-da-pecuaria-municipal.html\">225 million cattle<\/a> \u2013 larger than the country\u2019s human population of <a href=\"https:\/\/censo2022.ibge.gov.br\/panorama\/?utm_source=ibge&amp;utm_medium=home&amp;utm_campaign=portal\">203 million<\/a>. Currently, according to Burnier, individual identification covers only 2% of the herd. Not surprisingly, the CNA estimates that it will take at least eight years to adapt \u2013 five times longer than the deadline set by European legislation. In addition, the data would remain under the control of the organisation and would not be made public.<\/p>\n\n\n\n<p>Since taking office in January, Brazilian president Luiz In\u00e1cio Lula da Silva has made clear that he wants to put the country on a more positive environmental path. His government has launched a <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/ppcdam_2023_sumario-rev.pdf\">plan<\/a> to reach zero deforestation in the Amazon by 2030, and is working on concluding plans for <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/assuntos\/noticias\/nova-estrategia-de-combate-ao-desmatamento-reune-19-ministerios\">the country\u2019s other biomes<\/a> this year. In his first six months in office, deforestation <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/alertas-de-desmatamento-na-amazonia-caem-34-no-semestre\">fell<\/a> 34% in the Amazon, but grew 21% in the Cerrado, compared to 2022.<\/p>\n\n\n\n<p>On Brazil and Mercosur\u2019s relations with the EU, Lula has appealed for \u201cmutual trust, not distrust and sanctions.\u201d After meeting with European Commission president Ursula Von Der Leyen in June, the Brazilian president <a href=\"https:\/\/www.gov.br\/planalto\/pt-br\/acompanhe-o-planalto\/discursos-e-pronunciamentos\/2023\/declaracao-do-presidente-luiz-inacio-lula-da-silva-apos-encontro-com-presidente-da-comissao-europeia-ursula-von-der-leyen\">said<\/a> that a law whose effect goes beyond European territory will bring \u201cpotential restrictions on Brazilian agricultural and industrial exports.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Argentina: anti-deforestation pilot programme <\/h2>\n\n\n\n<p>In other Mercosur countries, the challenges to comply with European law are similar. In Argentina, beef and soy production, largely destined for export, were the <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-argentina-stateless\/2023\/01\/e9b71707-deforestacion-en-el-norte-de-argentina-informe-anual-2022.pdf\">main culprits<\/a> behind the country\u2019s loss of 7 million hectares of forests in the last two decades.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14356216\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:800px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p><a href=\"https:\/\/www.indec.gob.ar\/uploads\/informesdeprensa\/complejos_03_2309E029401F.pdf\">Soy<\/a> is Argentina\u2019s biggest commodity export, most of it in the form of soymeal, with India, China and the Netherlands its top buyers. Europe is the main destination for the country\u2019s chilled <a href=\"https:\/\/drive.google.com\/file\/d\/1ALsEy1Mmzisy9e9aQtBP9J_G_WCfvxUz\/view\">beef<\/a>, although China is the largest buyer of frozen beef. <strong><em><\/em><\/strong><\/p>\n\n\n\n<p>Patricia Bergero, deputy director of economic studies at the Rosario Stock Exchange (BCR), explains that 87% of the country\u2019s soy production is exported, which is why the European legislation \u201cis not a small thing.\u201d<\/p>\n\n\n\n<p>\u201cThere will undoubtedly be changes for producers, especially with the identification or georeferencing of the property of origin of grains,\u201d says Bergero. \u201cThis will go through the entire oilseed value chain.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">There will undoubtedly be changes for producers, especially with the identification or georeferencing of the property of origin of grains<\/blockquote><cite class=\"block--pull-quote__cite\">Patricia Bergero, Rosario Stock Exchange<\/cite><\/div><\/div>\n\n\n\n<p>As for beef, Fernando Storni, president of the Argentine Roundtable on Sustainable Meat (MACS), adds that the country \u201cneeds a decisive improvement in the current traceability system.\u201d He calls, for example, for the mandatory use of electronic identification of animals.<\/p>\n\n\n\n<p>Since 2020, the province of Santa Fe has been testing a pilot programme in this area. To date, 108 of the region\u2019s 26,000 cattle ranchers have signed up for tracking, with satellite images made available on a digital platform.&nbsp; \u201cSome producers are not prepared, so we work with them on training,\u201d says Pablo Fiore, director of beef and poultry production for the Santa Fe authorities. \u201cFor now, the programme is voluntary, but those who do not join will have less chance of exporting.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50362061\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Juan Carlos Cotella is director of Aapresid, an association of soybean growers, and a member of VISEC, a platform that certifies producers in the Gran Chaco, a biome <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/60272-gran-chaco-argentina-risks-losing-its-largest-native-forest\/\">heavily impacted<\/a> by the advance of deforestation.<\/p>\n\n\n\n<p>The Chaco is where <a href=\"https:\/\/www.iucn.nl\/en\/news\/soychaco-a-dutch-pilot-project-to-add-conservation-value-to-soy-sourcing-in-the-argentine-chaco\/\">13%<\/a> of Argentina\u2019s soy is produced, but few farmers adopt traceability, notes Cotella. \u201cThere is a lot of work ahead and it is not clear how this will be conducted in the territory,\u201d he adds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Paraguay: uncertain impacts <\/h2>\n\n\n\n<p>Paraguay is the Mercosur country with the lowest exports of agricultural commodities to the EU \u2013 but it is still a relevant supplier. But this loss has slowed in the last decade, according to data from the country\u2019s <a href=\"https:\/\/drive.google.com\/drive\/folders\/1eqLT7I34m0kZmEvv5M2IDr48J_k0srNR\">National Forestry Institute<\/a>.<\/p>\n\n\n\n<p>Paraguay\u2019s agriculture minister, Mois\u00e9s Bertoni, claims that the country, like other nations in the region, already has its internal regulations to ensure food trade is decoupled from deforestation. \u201cWe have parts of the country with zero deforestation since 2005, while in others, each producer protects 50% of their area,\u201d says Bertoni. \u201cWe are concerned about how the regulation will be applied and that it will end up excluding small producers.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We are concerned about how the regulation will be applied and that it will end up excluding small producers<\/blockquote><cite class=\"block--pull-quote__cite\">Mois\u00e9s Bertoni, Paraguay&#8217;s Minister of Agriculture and Livestock<\/cite><\/div><\/div>\n\n\n\n<p>Fabio Villalba is a small-scale vegetable and meat producer from the Yacare community in Cordillera department, east of the capital city, Asunci\u00f3n. According to her, its system of cattle herd traceability is already compulsory, besides being \u201ctransparent and well regulated.\u201d<\/p>\n\n\n\n<p>Since 1998, the country\u2019s traceability programme has been recognised by the EU. Beef is Uruguay\u2019s largest export. In 2022, the EU <a href=\"https:\/\/blasinayasociados.com\/china-se-llevo-el-56-de-la-carne-vacuna-exportada-por-uruguay-en-2022\/\">bought 12% of production<\/a> \u2013 still well below the 58% share destined for China. Uruguayan soy, on the other hand, although it has increased its export market, has been leaving the EU\u2019s shelves, with the bloc <a href=\"https:\/\/www.uruguayxxi.gub.uy\/uploads\/informacion\/bb79eaf5eb644c0928c8492403f8937e9ef10da8.pdf\">reducing<\/a> its purchases from the country by 93% in the last decade.<strong><em><br><\/em><\/strong><br>Therefore, the new regulation should bring fewer changes to Uruguay\u2019s production chains. (Image: Ramiro Barreiro \/ Di\u00e1logo Chino)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/07\/20230603_cows_Tambores_RamiroBarreiro_DialogoChino.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cIts emphasis is clearly on the Brazilian Amazon, so we will still see what happens to other forests,\u201d says Eduardo Gudynas of the Latin American Centre for Social Ecology (CLAES).<\/p>\n\n\n\n<p>Gudynas explains that although Uruguay\u2019s rate of deforestation of native vegetation is stable, the country\u2019s forests are degraded, suffering from the entry of invasive species. \u201cThe greatest pressure originates from the conversion of native forests to pulp mill plantations,\u201d the researcher comments.<\/p>\n\n\n\n<p>Among the <a href=\"https:\/\/www.fao.org\/3\/cb0113es\/cb0113es.pdf\">2 million hectares<\/a> of forest cover remaining in Uruguay, more than half is occupied by planted species such as eucalyptus.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fear of deforestation migration<\/h2>\n\n\n\n<p>The anti-deforestation law has only just entered into force, but is already receiving requests for revision. One of the greatest concerns is in the ecosystems it excludes, which, without protection, could become targets for agricultural expansion.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We hope revisions recognise the great ecological importance of tree savannahs, grasslands and floodplains<\/blockquote><cite class=\"block--pull-quote__cite\">Andr\u00e9 Vasconcelos, Trase<\/cite><\/div><\/div>\n\n\n\n<p>\u201cWe hope revisions recognise the great ecological importance of tree savannahs, grasslands and floodplains,\u201d says Vasconcelos of Trase, which has analysed the <a href=\"http:\/\/extranet.greens-efa.eu\/public\/media\/file\/1\/7722\">vulnerability of ecosystems not covered<\/a> by the new EU law.&nbsp; <strong><em><\/em><\/strong><\/p>\n\n\n\n<p>With new European demands and similar legislation being considered in the US, attention is also turning to China \u2013 since 2018, Mercosur\u2019s <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/BRIE\/2022\/702572\/EXPO_BRI(2022)702572_EN.pdf\">main commodity trading partner<\/a>, with the exception of Paraguay. <\/p>\n\n\n\n<p>There is a fear that the flow of exports will shift to less stringent markets. \u201cSoy and meat exports from South America to China and other Asian countries will continue to cause deforestation,\u201d claims Hern\u00e1n Giardini, coordinator of Greenpeace Argentina\u2019s forest campaign.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14353993\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:800px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>In the case of China, companies linked to the China Meat Association have already <a href=\"https:\/\/wwfbr.awsassets.panda.org\/downloads\/cleancn_en_sep20_circulated_version_may_13_2017_cnmeat_declaration.pdf\">declared<\/a> that they will invest in the sustainability of their chains. The commitment does not have the weight of a law, but also foresees \u201cimproving traceability and transparency\u201d in the sector.&nbsp;<\/p>\n\n\n\n<p>\u201cFrom the association\u2019s criteria, we realise that the Chinese are very concerned about the carbon footprint in their chain and food security, in aspects such as improving pastures and reducing deforestation,\u201d says Eduardo Caldas, coordinator of the Tropical Forest Alliance (TFA) in Brazil.<\/p>\n\n\n\n<p>TFA coordinates The Beef Alliance initiative, which works with industry companies in both Brazil and China to improve traceability and transparency.<\/p>\n\n\n\n<p>At the end of April, the governments of Brazil and China also published a <a href=\"https:\/\/www.gov.br\/mre\/pt-br\/canais_atendimento\/imprensa\/notas-a-imprensa\/declaracao-conjunta-entre-a-republica-federativa-do-brasil-e-a-republica-popular-da-china-sobre-o-aprofundamento-da-parceria-estrategica-global-pequim-14-de-abril-de-2023\">joint declaration<\/a> stating their interest in expanding \u201ccooperation in areas such as sustainable and low-carbon agriculture.\u201d<\/p>\n\n\n\n<p>\u201cIt is still hard for me to see how these commitments will actually be established,\u201d says Tha\u00eds Bannwart. \u201cWe haven\u2019t seen anything innovative, but we hope that China will be inspired by these new initiatives and make relevant proposals, since it is Brazil\u2019s largest consumer of meat and soy.\u201d<\/p>\n\n\n\n<p><em>Additional reporting by <\/em><a
