A wave of new investment could boost clean energy transitions in both regions, as the EU also looks to strengthen relations and supply chains in a changing geopolitical context.<\/p>\n\n\n\n<p>In June, the EU announced 45 billion euros (US$48 billion) of investments during a summit with the Community of Latin American and Caribbean States (CELAC), a 33-country regional bloc. Under the banner of the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/fs_23_3882\">Global Gateway<\/a>, the EU\u2019s global infrastructure investment strategy, more than 130 projects are set to be carried out over the next four years. These are focused on the region\u2019s renewable energy, lithium, green hydrogen, communications, transport and health sectors, among others. Some initiatives will also focus on climate change mitigation.<\/p>\n\n\n\n<p>\u201cThe strategic partnership between the two regions is more important than ever,\u201d said European Commission President Ursula von der Leyen ahead of the EU-CELAC summit. Meanwhile, Brazil\u2019s President Lula Da Silva said that he had \u201crarely seen so much political and economic interest from the EU countries towards Latin America.\u201d<\/p>\n\n\n\n<p>This renewed push for closer ties and investment comes as Europe looks to drive its own transition to clean energy sources, while weighing its international ties and energy security since Russia\u2019s invasion of Ukraine in 2022. It also arrives in the context of the bloc\u2019s aim of <a href=\"https:\/\/www.reuters.com\/world\/eu-leaders-pledge-de-risk-china-debate-what-this-means-2023-06-30\/\">\u201cde-risking\u201d<\/a> its relations with China, diversifying suppliers and reducing its dependency on the country for critical materials.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14793742\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:900px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>But since its launch in 2021, the Global Gateway has also been widely seen as the EU\u2019s response to China\u2019s Belt and Road Initiative (BRI). Under the BRI, billions of dollars of infrastructure investments have arrived in Latin American and Caribbean countries over the past decade. As the region looks to advance on clean energy and sustainable development, Europe\u2019s new initiative may provide a valuable boost, and a complement and competition to Chinese investment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-gateway-to-the-energy-transition\">Gateway to the energy transition?<\/h2>\n\n\n\n<p>The EU is already the<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/es\/QANDA_23_3052\"> leading investor<\/a> in Latin America and is the region\u2019s <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/es\/QANDA_23_3052\">third largest<\/a> trading partner, behind the US and China. As for the EU, Latin America is its fifth largest trading partner, behind China, the US, the UK and Switzerland.<\/p>\n\n\n\n<p>There has been some optimism surrounding the Global Gateway and the prospect of deepening ties, given its boost to investment and emphasis on promoting a \u201cgreen and fair\u201d transition.<\/p>\n\n\n\n<p>The bloc has sought to position itself as a leader in the industrial and technological development of the energy transition, and a partner in favour of decarbonisation. \u201cWe can provide know-how in environmental development,\u201d said Spain\u2019s acting prime minister, Pedro S\u00e1nchez, at the EU-CELAC summit.<\/p>\n\n\n\n<p><a href=\"https:\/\/international-partnerships.ec.europa.eu\/system\/files\/2023-06\/EU-Brazil-partnership_1.pdf\">In Brazil,<\/a> among the initiatives set to arrive under the Global Gateway is the co-financing of solar and wind energy projects, with the support of the European Investment Bank and the individual participation of Denmark, Germany, Spain, the Netherlands, France and Portugal.<\/p>\n\n\n\n<p><a href=\"https:\/\/international-partnerships.ec.europa.eu\/system\/files\/2023-06\/EU-Mexico-partnership.pdf\">In Mexico,<\/a> the intention is to develop the domestic capacity to build solar power plants, electric vehicles and battery production in the northern state of <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/361837-mexicos-new-renewable-energy-plan-is-ambitious-but-vague\/\">Sonora<\/a>, with the support of the European Investment Bank and the participation of Denmark, Spain and France.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50371694\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p><a href=\"https:\/\/international-partnerships.ec.europa.eu\/system\/files\/2023-07\/EU-Argentina-partnership_en_0.pdf\">In Argentina,<\/a> the EU has committed to support renewable energy projects, and expand and modernise the country\u2019s electricity grid, with financing from the Inter-American Development Bank, the CAF Development Bank of Latin America and the Caribbean, the International Finance Corporation (IFC) and participation from Spain, France and Italy.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.caf.com\/es\/conocimiento\/visiones\/2023\/07\/el-desarrollo-de-la-industria-del-hidrogeno-verde-en-america-latina\/\">development of green hydrogen <\/a>is another focus of this new wave of European engagement. Chile will receive support from the European Commission, the European Development Bank and the German Development Bank, with the aim of supplying 15% of the global hydrogen market by 2050, while also helping Brazil to reach its aim of producing 500,000 tonnes of green hydrogen by 2030.<\/p>\n\n\n\n<p>In its <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_23_3899\">memorandum of understanding<\/a> signed with the EU during the June summit, Uruguay also struck an agreement to cooperate on renewables-based hydrogen production, an industry which the current government hopes will form <a href=\"https:\/\/www.ambito.com\/uruguay\/el-hidrogeno-verde-generaria-us-2100-millones-ingresos-n5625568\">2%<\/a> of the country\u2019s GDP by 2040.<\/p>\n\n\n\n<p>\u201cEurope has a huge need to diversify its energy mix \u2026 In particular, there is great interest in developing the green hydrogen sector,\u201d said Gustavo Castagnino, corporate affairs director at Genneia, one of Argentina\u2019s leading renewable energy suppliers. \u201cLike the US and China, the EU is seeking to secure special relationships with strategic markets.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Europe has a huge need to diversify its energy mix<\/blockquote><cite class=\"block--pull-quote__cite\">Gustavo Castagnino, corporate affairs director at Genneia<\/cite><\/div><\/div>\n\n\n\n<p>The Global Gateway is said to herald a shift in the character of the two regions\u2019 cooperation, towards investment involving a broader range of actors.<\/p>\n\n\n\n<p>EU initiatives to date have tended to rely on funding from European institutions to help countries implement projects in waste management, sewage treatment and biodiversity protection, for example.<\/p>\n\n\n\n<p>Luca Pierantoni, head of the cooperation section of the EU Delegation in Argentina, told Di\u00e1logo Chino that \u201cthe aim is now for the private sector to play a central role\u201d.<\/p>\n\n\n\n<p>\u201cThe intention is for European companies to invest in the region with the help of a system of guarantees and insured offered by the EU,\u201d he said. In addition, the EU would offer credit and grants to the region\u2019s states, he added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Strategic resources<\/h2>\n\n\n\n<p>Beyond hydrogen, the EU\u2019s other major point of interest is access to lithium, which is vital to the energy transition, given its use in electric vehicles, solar panels and battery storage.<\/p>\n\n\n\n<p>The salt flats in Latin America\u2019s \u201clithium triangle\u201d of Argentina, Bolivia and Chile account for <a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/informe_litio_-_octubre_2021.pdf\">around 60% <\/a>of global reserves of the metal.<\/p>\n\n\n\n<p>The bloc\u2019s <a href=\"https:\/\/single-market-economy.ec.europa.eu\/publications\/memorandum-understanding-eu-chile-sustainable-raw-materials_en\">memorandum of understanding <\/a>signed with Chile focuses on lithium cooperation. The EU has recently sealed similar agreements with other key mining countries, including Argentina (June 2023), Namibia and Kazakhstan (both November 2022), Ukraine (July 2021) and Canada (June 2021).<\/p>\n\n\n\n<p>It is estimated that demand for lithium, largely driven by the electrification of transport, will increase <a href=\"https:\/\/www.biobiochile.cl\/noticias\/economia\/actualidad-economica\/2023\/05\/30\/demanda-mundial-de-litio-se-incrementara-5-veces-de-aqui-a-2035-y-chile-planea-estar-a-la-altura.shtml\">fivefold<\/a> by 2035.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/08\/litio-chile-argentina-bolivia-extracao-america-latina-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/08\/litio-chile-argentina-bolivia-extracao-america-latina-scaled.jpg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"litio america latina triangulo do litio\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A protester holds a sign reading \u201cLithium is ours, let\u2019s defend it\u201d in Santiago, Chile. In Argentina, lithium exports are expected to increase <a href=\"https:\/\/www.telam.com.ar\/notas\/202304\/626333-mineria-litio.html\">eightfold<\/a> in the next three years.<\/p>\n\n\n\n<p>Lithium production has, however, faced scrutiny <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/37907-chiles-lithium-disputes\/\">from communities<\/a> located near mining sites, and from civil society organisations that warn about a lack of sufficient environmental controls. There are also ongoing debates about the contribution of lithium, as a mostly extractive sector, to wider economies \u2013 something that Chile is seeking to address with its <a href=\"https:\/\/www.gob.cl\/litioporchile\/#:~:text=La%20Estrategia%20Nacional%20del%20Litio%20es%20un%20conjunto%20de%20medidas,en%20armon%C3%ADa%20con%20las%20comunidades.\">new lithium strategy.<\/a><\/p>\n\n\n\n<p>According to Pierantoni, the EU will look to address these concerns as it cooperates with Latin American countries, and build considerate partnerships: \u201cLithium is one of the main areas of work on the agenda between the European Union and the countries of the region. The objective is to have a greater presence in the sector and we want to do it the European way, that is, with strict adherence to environmental standards and through a process of dialogue with the different actors involved.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50050409\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Natural gas also appears to be on the table as a strategic resource, one that the EU considers to be a transition fuel to help it achieve net-zero greenhouse gas emissions by 2050. Since cutting imports of the fuel from Russia following its invasion of Ukraine, the EU has looked <a href=\"https:\/\/www.iea.org\/events\/global-gas-security-review-2023-and-q3-gas-market-report\">to grow its presence<\/a> in the liquefied natural gas (LNG) market and is seeking to seal new agreements with reliable suppliers.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.reuters.com\/markets\/commodities\/eu-considers-gas-imports-argentina-document-shows-2023-07-17\/\">A draft agreement<\/a> between the EU and Argentina stands out. The document, made public in June, indicates a commitment for Argentina to supply LNG to Europe. This arrangement is based on the prospect of increased production at the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/361054-vaca-muerta-argentina-climate-cash-jobs-justice\/\">Vaca Muerta field<\/a>, located in the province of Neuqu\u00e9n, and home to some of the world\u2019s largest unconventional oil and gas reserves.<\/p>\n\n\n\n<p>However, developing Argentina\u2019s capacity to export LNG would require a huge investment, for example in liquefaction plants, something the EU has made no commitment to. The agreement has been <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/eu-considers-gas-imports-argentina-document-shows-2023-07-17\/#:~:text=It%20has%20said%20the%20majority,do%20not%20cause%20climate%20change.\">criticised <\/a>by some analysts, who say the EU should be focusing its investments on supporting renewable energy development in Argentina.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A Belt and Road alternative?<\/h2>\n\n\n\n<p>The Global Gateway is \u201cin many ways, a reaction to China\u2019s expanding presence in the global south,\u201d Margaret Myers, director of the Inter-American Dialogue\u2019s Asia and Latin America programme, told Di\u00e1logo Chino.<\/p>\n\n\n\n<p>In the ten years since its launch, <a href=\"https:\/\/dialogue.earth\/en\/infrastructure\/26121-belt-and-road-the-new-face-of-china-in-latin-america\/\">the Belt and Road Initiative (BRI)<\/a>, China\u2019s flagship global infrastructure development programme, has delivered a cumulative <a href=\"https:\/\/greenfdc.org\/china-belt-and-road-initiative-bri-investment-report-2023-h1\/?cookie-state-change=1690880948662\">US$1 trillion<\/a> of financial investments and construction contracts across the globe.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50048178\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Among the <a href=\"https:\/\/greenfdc.org\/countries-of-the-belt-and-road-initiative-bri\/\">148 countries<\/a> to have signed up to the BRI are 21 from Latin America and the Caribbean. Meanwhile, China also has free-trade agreements with Chile, Costa Rica, Ecuador and Peru, and strategic partnership agreements with Argentina, Brazil, Chile, Ecuador, Mexico, Peru and Venezuela.<\/p>\n\n\n\n<p>These diplomatic advances have accompanied a growth in China\u2019s economic presence in the region, with trade between China and Latin America increasing 26-fold in the last 20 years, reaching a value of <a href=\"https:\/\/www.bu.edu\/gdp\/2023\/04\/20\/china-latin-america-and-the-caribbean-economic-bulletin-2023-edition\/\">US$450 billion<\/a> in 2022.<\/p>\n\n\n\n<p>Between 2005 and 2022, China\u2019s two main development finance institutions \u2013 the China Export-Import Bank and the China Development Bank \u2013 also issued over <a href=\"https:\/\/www.bu.edu\/gdp\/files\/2023\/03\/IAD-GDPC-CLLAC-Report-2023.pdf\">US$136 billion<\/a> in project loans to Latin American and Caribbean governments and state-owned enterprises.<\/p>\n\n\n\n<p>The energy sector has been a focus for Chinese investment in the region, with projects across hydropower, solar and wind power, oil and gas, as well as investment in electricity grids and their operators. (Image: Martin Zabala \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/Argentina-Belt-and-Road-energy-transition_Martin-Zabala_Alamay_2A0XJ67-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"356 KB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>According to Myers, though BRI investments have become notably greener in recent times, it is still difficult to gauge China\u2019s commitment to supporting Latin America\u2019s green transition, given the varied interests of Chinese investors, both in sectors with a high emissions footprint, such as oil and gas, and in renewables and critical minerals.<\/p>\n\n\n\n<p>Looking forward, \u201ccertainly, Chinese companies will continue to seek access to minerals, such as lithium and cobalt, that are critical to supply chains,\u201d Myers added.<\/p>\n\n\n\n<p>Whether the EU can sustain long-term investment in a similar vein to the BRI remains to be seen. We will also see whether China continues to do so, with loans having <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/53526-lull-in-chinas-lending-to-latin-america-reflects-a-rethink-in-beijing\/\">dropped off <\/a>in recent years and domestic economic woes beginning to bite.
