For better or worse, Bel\u00e9n is wed to the Itaya River. Dubbed by some locals as the \u201cVenice of the Amazon\u201d, its wooden houses huddle over the banks of its waterways, seemingly floating as the Itaya rises. Its current carries Bel\u00e9n\u2019s people, who get around by canoe or boat \u2013 but it also brings the bags, bottles and waste of all Iquitos to their doorsteps.<\/p>\n\n\n\n<p>Twenty percent of the planet\u2019s fresh water flows in the Amazon River, helping Peru to rank <a href=\"https:\/\/www.worldbank.org\/en\/news\/feature\/2015\/03\/10\/brasil-colombia-peru-paises-mas-agua-tienen-en-el-mundo\">eighth<\/a> in the world for fresh water abundance. According to the country\u2019s National Water Authority (ANA), the regions of Peru into which the Amazon River flows <a href=\"https:\/\/www.ana.gob.pe\/contenido\/el-agua-en-cifras\">hold<\/a> more than 97% of the country\u2019s available fresh water.<\/p>\n\n\n\n<p>Despite this abundance, Bel\u00e9n\u2019s residents suffer from a number of water issues that are echoed across the Amazon: according to the charity <a href=\"https:\/\/www.iagua.es\/noticias\/europa-press\/siete-cada-diez-habitantes-amazonia-no-tienen-acceso-al-agua-potable\">World Vision<\/a>, seven out of 10 people in the Amazon \u2013 and in some of its regions as high as nine out of 10 \u2013 lack access to water and sanitation services.<\/p>\n\n\n\n<p>The climate crisis is also impacting the waters of the Peruvian Amazon: the river now overflows more than has long been typical during the flood season, while it is becoming drier during the rest of the year. In 2023, drought in the Amazon has led to populations being <a href=\"https:\/\/rpp.pe\/peru\/loreto\/loreto-sequia-hidrologica-en-el-rio-amazonas-deja-aislados-pueblos-ubicados-en-la-triple-frontera-noticia-1507874\">cut off<\/a> in Peru and Brazil, and has already affected <a href=\"https:\/\/agenciabrasil.ebc.com.br\/geral\/noticia\/2023-10\/seca-no-amazonas-afeta-mais-de-630-mil-pessoas\">more than 600,000 people<\/a> in the Brazilian Amazon alone. <\/p>\n\n\n\n<p>With the added <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/53777-peru-oil-spills-stain-amazon-why-slow-to-act\/\">complications of pollution<\/a> from extractive \u2013 and often illegal \u2013 industries, the situation for these communities grows more complex as the years pass. \u201cIt is the ultimate irony,\u201d says Joao Diniz, a director of World Vision\u2019s Latin American and Caribbean arm. \u201cFamilies living in the watershed of the most important body of water on Earth do not have access to clean water, children die of preventable infectious diseases and many face hunger.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Belen-polution_Alamy_2PM6M8C-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Belen-polution_Alamy_2PM6M8C-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Belen-polution_Alamy_2PM6M8C-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Belen-polution_Alamy_2PM6M8C-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"pollution on riverbank at edge of water\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Residents of the neighbourhood of Bel\u00e9n lack access to water and sanitation services, and the Itaya river brings waste from across the city of Iquitos to their doorsteps (Image: Karin Pezo \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Belen-polution_Alamy_2PM6M8C-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-urbanism-amazon-style\">Urbanism, Amazon-style<\/h2>\n\n\n\n<p>In 2012, a fire destroyed some 200 houses in Bel\u00e9n. The tragedy prompted the government to seek a better settlement for this population: in 2016, the government moved approximately 2,600 people to create Nuevo Bel\u00e9n, the \u201cnew city\u201d of Bel\u00e9n, 12 kilometres from its predecessor. Away from the Itaya, the people would no longer suffer from the river\u2019s ups and downs, or from the waste it brought to their doors.&nbsp;<\/p>\n\n\n\n<p>The creation of Nuevo Bel\u00e9n prompted Peru\u2019s housing ministry to launch a call for urban planning proposals. This drew the attention of the architect Bel\u00e9n Desmaison. \u201cWe were very interested in approaching architecture and urban planning from the environmental side, taking into account the impacts of climate change in Amazonia,\u201d she tells Di\u00e1logo Chino. With the Pontifical Catholic University of Peru (PUCP), Desmaison brought together an interdisciplinary team of students covering architecture, the arts, sociology, geography, communications, and engineering. Built with the Centre for Research on Architecture and the City and University College London, the team embarked on a journey full of challenges: the <a href=\"https:\/\/casapucp.com\/\">Amazon Self-Sustainable Cities Project (CASA)<\/a>.<\/p>\n\n\n\n<p>From 2018 to 2019, CASA worked on better resettlement processes for the Bel\u00e9n neighbourhood, as part of a project to establish a new community of 2,500 houses for as many as 16,000 people. In recent years, droughts have been more persistent. We have to think as a whole.\u201d Now, she hopes that CASA\u2019s plans can be accepted by the authorities.<\/p>\n\n\n\n<p>Meanwhile, Bel\u00e9n\u2019s reality grows increasingly challenging. In recent years, it has not only had to contend with climate change, unsustainable waste disposal and droughts driven by the La Ni\u00f1a weather pattern, but also extractive activities like mining and oil drilling. The people of the Amazon are increasingly left with \u201cless quality water\u201d says Kleber Espinoza, a CASA coordinator. Once its resettlement plans for Nuevo Bel\u00e9n were complete, between 2018 and 2021 CASA focused on creating a prototype dwelling. To mitigate deforestation, it makes use of wood chips (which would ordinarily go to waste) for cooking, while its prototype tiles are made from various Amazonian muds that are particularly well-suited to the humid climate.<\/p>\n\n\n\n<p>Since the establishment of CASA, its team has <a href=\"https:\/\/www.bienalesdearquitectura.es\/index.php\/es\/?option=com_content&amp;view=article&amp;id=10798\">won<\/a> an impressive clutch of architecture and design <a href=\"https:\/\/casapucp.com\/prototipo-para-captar-agua-de-lluvia-gana-premio-del-festival-mundial-de-arquitectura\/\">awards<\/a> in Asia, Europe and Latin America. However, the challenge, as Desmaison and Espinoza constantly repeat, is for local governments to adopt and develop CASA\u2019s prototypes where they are most needed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-more-than-a-river\">More than a river<\/h2>\n\n\n\n<p>Throughout the past few decades, countless projects seeking to improve the quality of life in the Peruvian Amazon have been funded or developed by institutions like the World Bank, the Inter-American Development Bank and <a href=\"https:\/\/www.unicef.es\/memoria\/2017\/proyectos\/agua-saneamiento-higiene-peru\">UNICEF<\/a>.<\/p>\n\n\n\n<p>\u201cProgress has been made with various private initiatives to give greater access to water to the population, but the gap is still very large,\u201d says Sandra R\u00edos, who directs the Wildlife Conservation Society\u2019s Iquitos office. Solutions must go beyond installing kitchens, toilets and plumbing, she adds. <\/p>\n\n\n\n<p>R\u00edos says a cultural component is vital to the success of projects in the Amazon: \u201cPeople like to consume water from the river, from the streams, and it is complicated to go against their customs. Gathering in these places is part of their lives, where they can talk, fish, bathe, spend time together.\u201d Ver\u00f3nica Shibuya, an official with the Amazon Centre for Anthropology and Practical Application (CAAAP), agrees: \u201cThere is a connection with the water, with their spiritual beings.\u201d\u00a0<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">People like to consume water from the river, from the streams, and it is complicated to go against their customs. Gathering in these places is part of their lives, where they can talk, fish, bathe, spend time together<\/blockquote><cite class=\"block--pull-quote__cite\">Sandra R\u00edos, director of the Wildlife Conservation Society\u2019s Iquitos office<br\/><\/cite><\/div><\/div>\n\n\n\n<p>R\u00edos grew up in this community, but these days she is clear-eyed about challenging its cultural norms: \u201cWhen we were children, they used to say that bathing with rainwater made your bones hurt \u2013 and it did, it really hurt. Also, mothers didn\u2019t want to wash clothes with rainwater, because the detergent doesn\u2019t lather with it, and washing takes forever.<\/p>\n\n\n\n<p>\u201cBut we have to adapt. Even though they say [rainwater] tastes different, or has healing properties, we have to promote a better use of water.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-self-sustaining-water-solutions\">Self-sustaining water solutions<\/h2>\n\n\n\n<p>While its expandable bioclimatic lattice is awaiting the necessary approvals from Nuevo Bel\u00e9n\u2019s authorities, CASA is already working on other studies and prototypes that aim to close gaps and enrich life in the Peruvian Amazon. For R\u00edos, their focus remains on \u201cworking strongly with the people\u201d.<\/p>\n\n\n\n<p>One such CASA project is a self-sustaining solution for water treatment. \u201cIt\u2019s a small raft that can travel along the jungle rivers and treat the water, so that the riverside populations can use it. We are just at the stage of exploring alternatives; we want to work with the population to introduce local knowledge about water management,\u201d explains Espinoza.<\/p>\n\n\n\n<p>His colleague Desmaison knows this project \u2013 and CASA itself \u2013 will only be effective, however, if the political will is there: \u201cWe have to be open to listen and learn. We have to understand the history, how the populations in the Amazon have been growing.
