{"id":50384534,"date":"2023-11-24T13:35:18","date_gmt":"2023-11-24T13:35:18","guid":{"rendered":"https:\/\/dialogochino.net\/?p=384534"},"modified":"2023-12-04T21:30:11","modified_gmt":"2023-12-04T21:30:11","slug":"384534-petrobras-looks-to-china-for-green-partners-and-more-oil","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/384534-petrobras-looks-to-china-for-green-partners-and-more-oil\/","title":{"rendered":"Petrobras looks to China for green partners \u2013 and more oil"},"content":{"rendered":"\n<p class=\"has-drop-cap\">As the COP28 climate conference opens in Dubai next week, Brazil will be presenting a contradiction to the world: while <a href=\"https:\/\/www.canalenergia.com.br\/noticias\/53243187\/lula-promete-acelerar-a-transicao-energetica\">promising<\/a> to accelerate its energy transition, the country <a href=\"https:\/\/valor.globo.com\/empresas\/noticia\/2023\/10\/30\/salto-da-producao-de-petroleo-consolida-o-brasil-na-exportacao.ghtml\">continues to invest<\/a> massively in oil.<\/p>\n\n\n\n<p>One of the key movers in this area is Petrobras. In April, the country\u2019s state oil company <a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2023\/04\/petrobras-cria-diretoria-para-transicao-energetica-e-energias-renovaveis.shtml\">created<\/a> a new directorate to oversee its work on the energy transition and renewables. Meanwhile, in a <a href=\"https:\/\/agencia.petrobras.com.br\/pt\/institucional\/petrobras-aprova-plano-estrategico-2024-2028-com-investimentos-de-us-102-bilhoes-23-11-2023\/\">statement<\/a> about its 2024-2028 strategy, to be launched this Friday, the company says it will invest 11.5 billion reais (US$2,35 billion) in low-carbon projects, without suddenly giving up oil production.<\/p>\n\n\n\n<p>Petrobras is also <a href=\"https:\/\/www1.folha.uol.com.br\/ambiente\/2023\/11\/licenca-de-petroleo-na-foz-do-amazonas-preve-impacto-em-8-paises-e-petrobras-diz-buscar-atingidos.shtml\">pushing<\/a> for permission to drill for at the Foz do Amazonas Basin, a project still awaiting an environmental licence, and one that has proven controversial due its possible threats to a sensitive and biodiverse area of the Amazon. The company is also eyeing international expansion, having announced its intention to open a <a href=\"https:\/\/www.reuters.com\/business\/energy\/brazils-petrobras-plans-china-subsidiary-push-boost-ties-ceo-says-2023-08-31\/\">subsidiary<\/a> in China in 2024, with the aim of facilitating trade and partnerships between the two countries.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50027948\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>There is much speculation about Petrobras\u2019 next steps as its 2023-2027 strategic plan \u2013 <a href=\"https:\/\/valor.globo.com\/empresas\/noticia\/2022\/12\/05\/petrobras-coloca-declinio-do-pre-sal-no-radar.ghtml\">launched<\/a> during the administration of former president Jair Bolsonaro \u2013 deepened the company\u2019s commitment to fossil fuels and buried renewable energy projects, according to Andr\u00e9 Luis Ferreira, executive director of the Institute for Energy and Environment (IEMA), and an environmental management professor at the University of S\u00e3o Paulo. A <a href=\"https:\/\/www.nature.com\/articles\/s41586-021-03821-8\">study<\/a> published in Nature, for example, estimates that oil and gas production should be reduced by 3% a year globally by 2050 in order to limit global warming to 1.5C by the end of the century \u2013 a target accepted by Paris Agreement signatories, including Brazil, to avoid the worst effects of climate change. Contrary to that trajectory, the growth in Brazil\u2019s oil production exceeded expectations in October, with the country setting new records for output, according to the latest <a href=\"https:\/\/www.iea.org\/reports\/oil-market-report-november-2023\">report<\/a> from the International Energy Agency.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/15853094\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:500px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-petrobras-finds-chinese-partners\">Petrobras finds Chinese partners<\/h2>\n\n\n\n<p>The proposal to set up a subsidiary in Asia will bring Petrobras closer to its biggest international client: China. The country is the main destination for Petrobras\u2019 sales abroad, and accounted for <a href=\"https:\/\/api.mziq.com\/mzfilemanager\/v2\/d\/25fdf098-34f5-4608-b7fa-17d60b2de47d\/77c83abf-faf4-1162-6e2e-24fcdda4dd5b?origin=1\">40%<\/a> of its oil exports in the third quarter of this year.&nbsp;<\/p>\n\n\n\n<p>The oil company\u2019s chief executive, Jean Paul Prates, <a href=\"https:\/\/twitter.com\/jeanpaulprates\/status\/1696276072541622771?s=20\">described<\/a> China as \u201ca decisive partner in Petrobras\u2019 strategy to regain its global presence,\u201d after the company saw its net exports fall in 2022 by <a href=\"https:\/\/api.mziq.com\/mzfilemanager\/v2\/d\/25fdf098-34f5-4608-b7fa-17d60b2de47d\/77c83abf-faf4-1162-6e2e-24fcdda4dd5b?origin=1\">28%<\/a> from the previous year. Petrobras is still recovering from a tumble in 2021, when it saw its market value <a href=\"https:\/\/www1.folha.uol.com.br\/internacional\/en\/business\/2021\/02\/petrobras-loses-us-19-billion-in-market-value-after-bolsonaro-intervention.shtml\">plunge<\/a> by more than 100 billion reais (US$19 billion) in only two days amid political interference in the state-owned company.<\/p>\n\n\n\n<p>The proposed subsidiary is also an attempt to strengthen ties with China, according to Prates, after a <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/12181-brazil-elects-bolsonaro-champion-of-anti-china-rhetoric\/\">friction-filled<\/a> four years during the Bolsonaro government. \u201cIt\u2019s important for them. It is an interesting signal, saying that in the same way that we have a Petrobras America, we will have a Petrobras China, because both countries are equally important to us,\u201d he told <a href=\"https:\/\/www.reuters.com\/business\/energy\/brazils-petrobras-plans-china-subsidiary-push-boost-ties-ceo-says-2023-08-31\/\">Reuters<\/a> in August, during a visit to China.<\/p>\n\n\n\n<p>Prates\u2019 visit saw <a href=\"https:\/\/www.reuters.com\/business\/energy\/brazils-petrobras-taps-chinese-companies-energy-collaboration-2023-08-30\/\">agreements signed<\/a> with state-owned firms CNOOC and Sinopec to collaborate in the energy sector, namely oil exploration. For China, such partnerships offer opportunities to secure reserves for the world\u2019s <a href=\"https:\/\/www.eia.gov\/tools\/faqs\/faq.php?id=709&amp;t=6\">second<\/a> oil-consuming nation, behind only the United States. But despite its place as among the top oil consumers and greenhouse gas <a href=\"https:\/\/www.climatewatchdata.org\/countries\/CHN?end_year=2020&amp;start_year=1990\">emitters<\/a>, China has also <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-renewables-push-fuels-coal-power-investment\/\">invested<\/a> heavily in renewable energies. (Image: Petrobras)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Brasil-Petrobas-CITIC-sign-agreement_Petrobras.jpg\"\/><meta itemprop=\"contentSize\" content=\"299 KB\"\/><meta itemprop=\"height\" content=\"1030\"\/><meta itemprop=\"width\" content=\"1600\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cOil can be an inducement for investment in partnerships\u2026 in technologies that are not so mature today, such as green hydrogen, in which China is more advanced,\u201d says economist Luciano Losekann, coordinator of the energy and regulation group at Fluminense Federal University.<\/p>\n\n\n\n<p>During his China trip, Prates also <a href=\"https:\/\/agencia.petrobras.com.br\/en\/business\/petrobras-signs-agreement-with-chinese-banks-28-08-2023\/\">signed<\/a> several memoranda of understanding with the China Development Bank and the Bank of China, to advance cooperation in low-carbon business and green finance, among other initiatives, without detailing what specific actions these would involve. He also <a href=\"https:\/\/oglobo.globo.com\/economia\/negocios\/noticia\/2023\/10\/01\/petrobras-em-transicao-prates-quer-investir-em-hidrogenio-e-baterias-de-carros-mas-sem-abrir-mao-do-petroleo.ghtml\">indicated<\/a> an intention for Petrobras to invest in <a href=\"https:\/\/agencia.petrobras.com.br\/pt\/negocio\/petrobras-assina-acordo-com-a-european-energy-para-avaliacao-de-oportunidades-de-negocios-de-e-metanol-16-11-2023\/\">green hydrogen<\/a>, lithium batteries and offshore wind energy \u2013 sectors within which China is already a leading presence.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The time to make oil finance the transition to zero emissions is now, not in the indefinite future<\/blockquote><cite class=\"block--pull-quote__cite\">Luciano Losekann, Fluminense Federal University<\/cite><\/div><\/div>\n\n\n\n<p>China could be a great ally in these respects, says Losekann. Data from the China Global Investment Tracker <a href=\"https:\/\/www.aei.org\/china-global-investment-tracker\/\">shows<\/a> that direct investments by Chinese companies in overseas renewable energy (excluding hydropower) have increased sixfold from US$140 million in 2018 to US$800 million in 2022. <\/p>\n\n\n\n<p>The notion that Petrobras has a responsibility to finance Brazil\u2019s energy transition has already appeared in the <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/lula-petrobras-financiara-pesquisa-para-combustiveis-renovaveis-e-ampliara-frota-da-transpetro\/\">speeches<\/a> of both President Luiz In\u00e1cio Lula da Silva, who has called on the company to invest in research into renewable fuels, and Helder Barbalho, governor of the state of Par\u00e1, the likely host of COP30 climate summit in 2025. (Image: Ricardo Stuckert \/ Presid\u00eancia do Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Brasil-Lula-Barbalho-Vieira-hold-hands_Presidencia-do-Brasil.jpg\"\/><meta itemprop=\"contentSize\" content=\"372 KB\"\/><meta itemprop=\"height\" content=\"720\"\/><meta itemprop=\"width\" content=\"1024\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>However, in October, the governor said that he was also in <a href=\"https:\/\/valor.globo.com\/empresas\/noticia\/2023\/10\/11\/petroleo-nao-e-vocacao-que-o-para-escolheu-mas-apoiamos-pesquisas-na-margem-equatorial-diz-governador.ghtml\">favour<\/a> of carrying out oil surveys in the <a href=\"https:\/\/petrobras.com.br\/quem-somos\/novas-fronteiras\">Equatorial Margin<\/a>, a maritime region that encompasses the north of Brazil, including Par\u00e1 and the Foz do Amazonas Basin, at the meeting of the Amazon and the Atlantic.<\/p>\n\n\n\n<p>\u201cThe question is whether Brazil should maintain its appetite, opening up new frontiers of exploration, or plan a gradual transformation of this industry,\u201d says Losekann. \u201cThe time to make oil finance the transition to zero emissions is now, not in the indefinite future.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Oil investment to continue for Brazil<\/h2>\n\n\n\n<p>Petrobras\u2019 not-so-green moves are in line with the Lula administration\u2019s plans to <a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2023\/10\/governo-lula-quer-mais-verba-para-petroleo-e-gas-apesar-de-promessa-de-transicao-energetica.shtml\">allocate<\/a> even more resources to the oil and gas sector than his predecessor Jair Bolsonaro \u2013 despite having put the environment at <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/363907-will-lula-be-brazils-environmental-saviour\/\">the centre of his election campaign<\/a>. The company\u2019s new multi-year plan \u2013 which defines the strategic objectives during the current government term, and is currently being debated in Brazil\u2019s congress \u2013 foresees spending 479 billion reais ($97 billion) in the sector over four years, compared to 364 billion reais ($74 billion) by the previous government over the same period.<\/p>\n\n\n\n<p>The plan was also unprecedented in its inclusion of an energy transition programme, with 937 million reais ($191 million) allocated towards such initiatives \u2013 representing just 0.2% of the resources earmarked for the oil sector, as highlighted in an <a href=\"https:\/\/inesc.org.br\/wp-content\/uploads\/2023\/09\/nt-ploa_ppa-energia-inesc.pdf?x96134%22%20%5Ch\">analysis<\/a> by the Institute for Socio-Economic Studies (INESC).<\/p>\n\n\n\n<p>\u201cAlthough it is an agenda that places Brazil as a strategic player on the global stage, when we look at the public budget proposed by the government for next year, policies for the energy transition simply disappear,\u201d states the report, which was launched in September. The consortium for the project includes Petrobras, Norway\u2019s Equinor and the Spanish-Chinese joint venture Repsol Sinopec.<\/p>\n\n\n\n<p>For economist Losekann, exploiting the pre-salt this decade, which he describes as one of China\u2019s main interests in Brazil, \u201cis inevitable\u201d.<\/p>\n\n\n\n<p>Brazil would have a lot to offer in terms of research and development in a partnership with China, according to Rejane Rocha, a researcher from the China-Brazil Centre for Innovative Technologies, Climate Change and Energy at the Federal University of Rio de Janeiro. \u201cBrazil is one of the countries that transfers the most technology [with partners], and has expertise in deepwater exploration that is of great interest to the Chinese,\u201d she says.<\/p>\n\n\n\n<p>Petrobras was approached for comment but said through its press office that it would not comment on issues related to the ongoing negotiations with Chinese entities, nor its role in the national energy transition plans.<\/p>\n\n\n\n<p>In the meantime, Petrobras is set to be <a href=\"https:\/\/exame.com\/esg\/prates-diz-que-petroleiras-estatais-vao-unidas-na-cop-28-mostrar-metas-de-descarbonizacao\/amp\/\">present<\/a> at COP28 in Dubai, with other state-owned oil companies, their goals for decarbonising the sector.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50381775\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>But will these goals include compensating for their outsized contribution to climate change? A new <a href=\"https:\/\/climateanalytics.org\/publications\/carbon-majors-trillion-dollar-damages?utm_source=akna&amp;utm_medium=email&amp;utm_campaign=17112023-ClimaInfo-Newsletter\">study<\/a> by the Climate Analytics policy institute estimated the damage caused by greenhouse gas emissions and the earnings of 25 oil companies between 1985 and 2018, including Petrobras. According to its authors, the state-owned company \u2013 which appears in 17th place in a list topped by Saudi Aramco \u2013 could have been responsible for $500 billion in climate losses and damage. In the same period, it accumulated around $700 billion in profits.<\/p>\n\n\n\n<p>COP28, for which Brazil will be sending around 2,400 <a href=\"https:\/\/valor.globo.com\/brasil\/noticia\/2023\/11\/20\/delegacao-brasileira-para-cop28-bate-recorde-com-2400-inscritos.ghtml\">delegates<\/a>, will likely put the tensions between national priorities, climate protection and continued exploration for oil under the spotlight.<\/p>\n\n\n\n<p>For IEMA\u2019s Ferreira, Brazil is trying to spin multiple plates. \u201cIt seems to me that Petrobras isn\u2019t just going for fossil fuels. It\u2019s betting on both,\u201d he says. \u201cThe oil industry is going to have to go into renewables, and it [Petrobras] is already doing so. There will be no energy transition if the oil money doesn\u2019t migrate to renewables either.
