{"id":50384578,"date":"2023-11-27T11:17:40","date_gmt":"2023-11-27T11:17:40","guid":{"rendered":"https:\/\/dialogochino.net\/?p=384578"},"modified":"2024-07-01T15:19:43","modified_gmt":"2024-07-01T14:19:43","slug":"384578-brazils-ev-market-shifts-up-a-gear-as-chinese-makers-set-up-shop","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/384578-brazils-ev-market-shifts-up-a-gear-as-chinese-makers-set-up-shop\/","title":{"rendered":"Brazil\u2019s EV market shifts up a gear as Chinese makers set up shop"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Record sales of electric and hybrid vehicles, and a wave of billion-dollar Chinese investments could mark a turning point in Brazil\u2019s automotive industry, and influence its South American neighbours.<\/p>\n\n\n\n<p>Although electric and hybrid vehicles <a href=\"http:\/\/www.abve.org.br\/oito-meses-que-mudaram-o-mercado-de-eletromobilidade\/\">account<\/a> for only 3.85% of the Brazilian fleet, between January and August, their sales more than doubled on the same period in 2021, a mark that led the Brazilian Association of Electric Vehicles (ABVE) to describe the period as \u201cthe eight months that changed electromobility\u201d in the country.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignleft block--did-you-know\"><p class=\"block--did-you-know__title\">Electric vehicles<\/p><div class=\"block--did-you-know__content\"><p>Electric vehicle (EV) may be used as an umbrella term to refer to any electrified vehicle, though it is most commonly associated with <strong>battery electric vehicles<\/strong> (BEV), which are 100% electrified. <\/p><p>Meanwhile, <strong>hybrid vehicles<\/strong> (HEV) combine conventional combustion engines with electric motors.<\/p><\/div><\/div>\n\n\n\n<p>\u201cWhen the share [of electric vehicles] approached 5% in other countries, the growth curve became exponential,\u201d said Thiago Sugahara, director of ABVE and ESG manager at Chinese carmaker Great Wall Motors\u2019 Brazilian subsidiary, in a <a href=\"https:\/\/www.youtube.com\/watch?v=aauiJAka5iA\">broadcast<\/a> in July.<\/p>\n\n\n\n<p>In addition to the leap in sales, two major investment announcements have shaken up the Brazilian market.<\/p>\n\n\n\n<p>First, in 2021, GWM acquired a former Mercedes Benz plant in Iracem\u00e1polis, S\u00e3o Paulo state, and also <a href=\"https:\/\/noticias.uol.com.br\/ultimas-noticias\/agencia-brasil\/2022\/03\/16\/montadora-chinesa-anuncia-investimento-de-r-10-bilhoes-no-brasil.htm\">announced<\/a> plans to invest 10 billion reais (US$2 billion) in the country by 2032. (Image: GWM)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/Alckmin_Brazilian_vice-president_visits_EV_factory_in_Iracemapolis_SP_creditGWM.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"2314\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The second major investment was made this year by BYD, the world\u2019s largest manufacturer of electric and hybrid vehicles, and arrived in a somewhat symbolic location for the energy transition: the Cama\u00e7ari complex in the state of Bahia, <a href=\"https:\/\/www.coficpolo.com.br\/pagina.php?p=39\">one of the largest<\/a> petrochemical centres in the southern hemisphere.<\/p>\n\n\n\n<p>The agreement <a href=\"https:\/\/www.google.com\/url?q=https:\/\/www.gov.br\/planalto\/pt-br\/acompanhe-o-planalto\/noticias\/2023\/04\/reuniao-entre-o-presidente-lula-e-o-ceo-da-byd-wang-chuanfu&amp;sa=D&amp;source=docs&amp;ust=1699454168353764&amp;usg=AOvVaw3KgpVBXIUogONAKsrk6aLn\">took shape<\/a> during Brazilian president Luiz In\u00e1cio Lula da Silva\u2019s <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/367582-lula-visits-china-four-outcomes-for-the-environment\/\">visit to China<\/a> in April, before BYD <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/montadora-chinesa-byd-anuncia-investimentos-de-r-3-bilhoes-em-complexo-de-fabricas-na-bahia\/\">announced<\/a> in July the investment of 3 billion reais ($620 million) in three factories within the complex: one to produce chassis for electric buses and lorries, another for hybrid and electric cars, and a third to process lithium and iron phosphate, to be exported for the manufacture of vehicle batteries.<\/p>\n\n\n\n<p>The first 100% Brazilian EV, the BYD Dolphin, will roll out of Cama\u00e7ari, with the model already ranking as one of the <a href=\"http:\/\/www.abve.org.br\/oito-meses-que-mudaram-o-mercado-de-eletromobilidade\/\">most popular imports<\/a> in the country. \u201cBrazil is one of the most important automotive markets in the world and, for BYD, it will be the hub of Latin America,\u201d said Alexandre Baldy, an advisor to BYD in Brazil. \u201cIt will introduce green tech to the Amazon country, opening up the market to the rest of the region.\u201d<\/p>\n\n\n\n<p>Other notable announcements have arrived in recent years. In 2022, Chinese electric bus manufacturer Higer Bus <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/grupo-higer-bus-da-china-vai-abrir-fabrica-de-onibus-eletrico-no-ceara\/?utm_source=social&amp;utm_medium=twitter&amp;utm_campaign=business-cnn-business&amp;utm_content=link\">declared<\/a> its intention to invest $50 million in a factory in the port of Pec\u00e9m, in the north-eastern state of Cear\u00e1 \u2013 a region also being targeted for the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/48497-brazil-sets-sights-green-hydrogen-market\/\">production of green hydrogen in Brazil<\/a>. In a meeting with vice-president Geraldo Alckmin, in July, Higer\u2019s Latin America director, Marcelo Barella, <a href=\"https:\/\/technibus.com.br\/2023\/07\/12\/tevx-higer-anuncia-segunda-fabrica-no-brasil\/\">said<\/a> the company wants to make Brazil its export base for Latin America.<\/p>\n\n\n\n<p>Elsewhere, Swedish carmaker Volvo, now majority-owned by Chinese company Geely, <a href=\"https:\/\/www.aen.pr.gov.br\/Noticia\/Grupo-Volvo-anuncia-investimento-de-R-881-milhoes-no-Parana\">announced<\/a> last year investments of 881 million reais ($181 million) at its plant in Curitiba, Paran\u00e1 state, earmarked for research and development on decarbonisation. By 2025, Volvo, which has <a href=\"http:\/\/www.abve.org.br\/oito-meses-que-mudaram-o-mercado-de-eletromobilidade\/\">some of the best-selling EVs<\/a> in Brazil, expects to invest a total of 1.5 billion reais ($308 million) in the country.<\/p>\n\n\n\n<p>Car company representatives consulted by Di\u00e1logo Chino spoke of Brazil offering competitive advantages to become a regional hub for electric vehicles<em>. <\/em>They pointed to the country\u2019s existing auto industry facilities, which already cover diverse stages of production, from the manufacturing of parts to assembly, as well as its predominantly clean energy mix based on hydroelectric power, plus reserves of <a href=\"https:\/\/veja.abril.com.br\/agenda-verde\/brasil-se-lanca-na-corrida-pela-producao-do-litio-o-mineral-do-futuro\">lithium<\/a>, which is essential for EV battery production.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/15789040\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>China is playing a \u201ccrucial\u201d role in the development of the electric vehicle sector in Brazil, according to Paulo Roberto Feldmann, a professor at the University of S\u00e3o Paulo\u2019s School of Economics. However, he cautions that Chinese companies primarily \u201cwant our market\u201d. Feldmann adds that it\u2019s \u201cup to the Brazilian government to demand that China transfer technology, support the creation of a national [EV] manufacturer, [and] train engineers.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-turns-to-evs\">China turns to EVs<\/h2>\n\n\n\n<p>It is unsurprising that the biggest investments in electric vehicles in Brazil \u2013 and Latin America \u2013 come from China. Just over a decade ago, the world\u2019s second-largest economy saw in the sector not only the chance to become a global automotive powerhouse, but also to lead the energy transition in a world increasingly feeling the impacts of climate change.<\/p>\n\n\n\n<p>\u201cChina realised that this technology had the potential to solve several important problems, such as reducing air pollution, dependence on imported oil, and rebuilding the economy after the 2008 financial crisis,\u201d says Murilo Briganti of Bright, one of the leading consultancies on the automotive market in Brazil.<\/p>\n\n\n\n<p>Since then, China has become the world\u2019s largest market for electric vehicles, and currently accounts for around two thirds of global sales, with <a href=\"https:\/\/evmarketsreports.com\/china-nev-sales-to-hit-8m-in-2023-growth-expected-to-slow\/\">one in every four<\/a> cars sold in China an electric vehicle \u2013 a market share that <a href=\"https:\/\/rmi.org\/insight\/x-change-cars\/\">continues to rise<\/a>. (Image: Stephen Shaver \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/China-man-charging-electric-car-Beijing_Alamy_W01J2H.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1816\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>China still hosts around <a href=\"https:\/\/about.bnef.com\/blog\/china-dominates-the-lithium-ion-battery-supply-chain-but-europe-is-on-the-rise\/\">80%<\/a> of the world\u2019s capacity for refining raw materials for batteries, such as lithium and nickel, and in 10 years has expanded its battery recharging infrastructure by 66 times, with around <a href=\"https:\/\/www.nasdaq.com\/articles\/china-doubles-ev-charging-points-in-2022-to-5.2-million-nea\">2 million<\/a> public charging points across the country today.<\/p>\n\n\n\n<p>Strong policy support has been <a href=\"https:\/\/dialogue.earth\/en\/business\/new-three-china-solar-cell-lithium-battery-ev\/\">a key driver in helping China take the lead in this market<\/a>, with the Chinese government offering a range of subsidies and tax breaks to the new-energy vehicle industry and consumers. It is estimated that between 2009 and 2022, the government distributed <a href=\"https:\/\/www.technologyreview.com\/2023\/02\/21\/1068880\/how-did-china-dominate-electric-cars-policy\/\">$29 billion<\/a> in such subsidies and tax incentives.<\/p>\n\n\n\n<p>\u201cOne of [China\u2019s] measures was to zero out the tax on the electric car for consumers, making it cost the same as a combustion vehicle,\u201d explains&nbsp; Feldmann.<\/p>\n\n\n\n<p>China\u2019s EV subsidies for buyers formally <a href=\"https:\/\/dialogue.earth\/en\/digest\/china-ends-electric-vehicle-subsidies\/\">ended<\/a> at the start of this year, but a new four-year package of tax breaks, worth a reported $72 billion, was <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/china-announces-extension-purchase-tax-break-nevs-until-2027-2023-06-21\/\">announced<\/a> in September.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China invests in South America<\/h2>\n\n\n\n<p>The fruits of China\u2019s policy support for the electric vehicle industry have spread to other countries. Chinese investment in the global EV market has already <a href=\"https:\/\/merics.org\/sites\/default\/files\/2023-05\/merics-rhodium-group-chinese-fdi-in-europe-2022%20(1).pdf\">increased<\/a> forty-fold, from a total of $605 million in 2016, to more than $24 billion by 2022.<\/p>\n\n\n\n<p>The automotive sector attracted 28% of Chinese investment in Brazil in 2022, with a total of $365 million, according to a recent <a href=\"https:\/\/www.cebc.org.br\/2023\/08\/29\/numero-de-projetos-chineses-no-brasil-bateu-recorde-em-2022\/\">report<\/a> by the China-Brazil Business Council (CEBC). All Chinese projects announced in the sector were linked to EVs and the energy transition, the report notes, whether through the manufacture of electrified buses and cars, or as R&amp;D initiatives.<\/p>\n\n\n\n<p>Brazil is \u201can important consumer market for vehicles from China,\u201d Tulio Cariello, author of the report and director of research at CEBC, told Di\u00e1logo Chino. He added that the country \u201ccan serve as a sales hub for Mercosur\u201d, the South American trade bloc Brazil shares with Argentina, Paraguay and Uruguay.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50382327\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Argentina is also among the South American nations to receive recent Chinese investments in electric transport. In February, Chinese automaker Chery <a href=\"https:\/\/www.argentina.gob.ar\/noticias\/con-una-inversion-internacional-argentina-liderara-la-produccion-de-autos-electricos-en-la\">announced<\/a> plans to build a factory to produce 20 different EV models and lithium batteries in partnership with Gotion, a Chinese battery company; it will be located in northern Argentina, close to the country\u2019s lithium reserves. Together with Bolivia and Chile, Argentina is part of the so-called \u201c<a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/382327-latin-america-eyes-the-lithium-boom-but-opposition-endures\/\">lithium triangle<\/a>\u201d, where two-thirds of the world\u2019s lithium reserves are located.<\/p>\n\n\n\n<p>But just as in Brazil, Argentina\u2019s challenge is to get China to invest in the local industry. \u201cArgentina has the resources, but we have to get China to move forward with us in the development of cells and batteries, as a partner,\u201d said Flavia Roy\u00f3n, secretary of energy in the outgoing government of Argentine president Alberto Fern\u00e1ndez.<\/p>\n\n\n\n<p>In 2022, Y-TEC, Argentina\u2019s state-owned energy industry research company, <a href=\"https:\/\/autoxarg.com.ar\/2022\/11\/28\/y-tec-llego-el-equipamiento-para-la-puesta-en-marcha-de-la-primera-planta-de-baterias-de-litio-de-latinoamerica\/\">announced<\/a> that the country would host the first plant to produce lithium batteries in Latin America, set to enter operation before the end of the year. It could boost Argentina\u2019s incipient electric vehicle market: in 2022, only 240 EVs were sold, while the hybrid segment is relatively more developed, with 7,697 units sold in the same period, according to Adefa, Argentina\u2019s car manufacturers\u2019 association.<\/p>\n\n\n\n<p>Next door in Chile, the country has emerged as one of the region\u2019s leaders in the electrification of public transport: one fifth of the 7,400 buses in the public network in the capital, Santiago, are electric, according to <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0360544223029444?via%3Dihub\">a survey<\/a> carried out by Franco Basso, a researcher at the Catholic University of Valpara\u00edso and a specialist in sustainable mobility. In August, the Chilean government <a href=\"https:\/\/energia.gob.cl\/sites\/default\/files\/documentos\/hoja_de_ruta_para_el_avance_de_la_electromovilidad_en_chile_acciones_concretas_al_2026.pdf\">launched<\/a> a policy to expand the electrification of the bus fleet to four other regions of the country by 2025.<\/p>\n\n\n\n<p>According to Diego Mendoza Benavente, secretary general of Chile\u2019s National Automotive Association, an ongoing programme has offered incentives to taxi drivers to convert many of the country\u2019s cabs to EVs. \u201cThe next phase will target inter-urban transport and private vehicles,\u201d he told Di\u00e1logo Chino<em>.<\/em><\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/11\/2JBJPK3-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/11\/2JBJPK3-scaled.jpg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"\u00f4nibus el\u00e9trico em Santiago, Chile\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">An electric bus in Santiago, Chile. (Image: Benjamin Lecaros \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/11\/2JBJPK3-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"311 KB\"\/><meta itemprop=\"height\" content=\"1137\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The country has set 2035 as its target to <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/52761-chile-2035-ditch-combustion-electric-vehicles\/\">ditch new combustion cars and buses<\/a>, and continues to boost investment in the production of minerals for the energy transition. In October, President Gabriel Boric <a href=\"https:\/\/www.reuters.com\/article\/chile-mining-idUSKBN31G0ZH\">announced<\/a> that Chinese company Tsingshan would invest $233 million in a factory in Chile to produce lithium iron phosphate, used in some EV batteries.<\/p>\n\n\n\n<p>Uruguay is also <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/52958-uruguay-energy-transition-greening-transport-electric-vehicles\/\">promoting electromobility<\/a> in public transport through government subsidies. In 2019, CUTCSA, Uruguay\u2019s main public transport operator, <a href=\"https:\/\/en.byd.com\/news\/president-of-uruguay-launches-byds-electric-bus-fleet-for-cutcsa-uruguays-largest-operator\/\">purchased<\/a> 20 electric buses from BYD, and two years later announced that it would not buy any more petrol vehicles for its fleet. \u201cThe aim is to renew 25% of the fleet every five years from 2025 until we reach 2040 with the whole fleet renewed,\u201d CUTCSA president Juan Salgado said at the announcement.<\/p>\n\n\n\n<p>Meanwhile, the consumer EV market is <a href=\"https:\/\/www.infobae.com\/america\/america-latina\/2023\/11\/03\/la-venta-de-los-autos-electricos-en-uruguay-se-multiplico-por-siete-en-los-ultimos-tres-anos\/\">growing in the country<\/a>: sales have increased sevenfold since 2020, with 1,225 vehicles reportedly sold in 2022.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Policies for EVs are lacking in Brazil<\/h2>\n\n\n\n<p>While neighbouring countries are implementing national plans to encourage the EV industry, <a href=\"https:\/\/www.autodata.com.br\/noticias\/2023\/10\/10\/questoes-burocraticas-atrasam-o-anuncio-do-mobilidade-verde-e-inovacao\/63067\/\">bureaucratic issues<\/a> in the Brazilian government are said to be holding up the announcement of a programme providing consumer incentives with the aim of decarbonising the transport sector.<\/p>\n\n\n\n<p>\u201cThere\u2019s a lot of talk about green mobility, but nothing actually happens,\u201d says the University of S\u00e3o Paulo\u2019s Feldmann. \u201cThere is no country that has embarked on an energy transition in the automotive industry without incentives and public investment.\u201d<\/p>\n\n\n\n<p>In addition, the Brazilian government reportedly <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/governo-vai-derrubar-isencao-para-importacao-de-carros-eletricos-diz-secretario-do-mdic\/\">intends to overturn<\/a> the current tax exemption offered on the import of EVs \u2013 a measure that has been criticised by ABVE.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">There is no country that has embarked on an energy transition in the automotive industry without incentives and public investment <\/blockquote><cite class=\"block--pull-quote__cite\">Paulo Roberto Feldmann, University of S\u00e3o Paulo\u2019s School of Economics<\/cite><\/div><\/div>\n\n\n\n<p>\u201cReducing the import tax is a way of encouraging this market in the country. Consumers get to know the product and it encourages the birth of a new ecosystem necessary for future national production,\u201d said Daniel Caramori, director of light vehicles at ABVE and senior manager of government relations at General Motors Brazil. \u201cIf the tax increases, it will put the brakes on this market in Brazil and hinder the plans of the companies that are setting up here.\u201d<\/p>\n\n\n\n<p>According to car company representatives who spoke to Di\u00e1logo Chino,&nbsp; Chinese makers are hoping that the sector will become a priority on the Lula government\u2019s environmental agenda. One of the important signals was the appointment of Adalberto Maluf, who previously worked at BYD and ABVE, to the National Secretariat for the Urban Environment.<\/p>\n\n\n\n<p>Maluf told Di\u00e1logo Chino that his department is working to electrify public transport. He noted that, despite the delays in launching the national green mobility plan, in August the federal government <a href=\"https:\/\/expresso.estadao.com.br\/naperifa\/fundo-clima-emprestimos-de-r-104-bi-abrangerao-desenvolvimento-urbano-e-transporte\/#:~:text=transporte%20%E2%80%93%20Estad%C3%A3o%20Expresso-,Fundo%20Clima%3A%20empr%C3%A9stimos%20de%20R%24%2010%2C4%20bi,abranger%C3%A3o%20desenvolvimento%20urbano%20e%20transporte&amp;text=O%20Banco%20Nacional%20de%20Desenvolvimento,Clima%20a%20partir%20de%202024.\">approved<\/a> the distribution of more than 10 billion reais ($2 billion) to finance the purchase of electric buses, and relaunched a dormant project: the <a href=\"about:blank\">National Platform for Electric Mobility<\/a>, which brings together government, academia and companies to debate policies for the sector.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50034267\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cIt\u2019s true that there is still no clear policy, but there is plenty of political will,\u201d says Maluf. He suggests that electromobility \u201cwill take a leap forward in Brazil in 2024, especially in the bus sector\u201d, pointing to municipal elections that may prompt mayors to pledge to renew their local fleets as part of their campaigns.<\/p>\n\n\n\n<p>The secretary cited plans already underway for bus networks, such as <a href=\"https:\/\/ciclovivo.com.br\/arq-urb\/mobilidade\/rio-de-janeiro-eletrificar-frota-onibus\/\">Rio de Janeiro<\/a> city council\u2019s to electrify 100% of the fleet by 2032, and <a href=\"https:\/\/agenciabrasil.ebc.com.br\/radioagencia-nacional\/meio-ambiente\/audio\/2023-01\/sao-paulo-quer-20-da-frota-de-onibus-sendo-eletrica-ate-2024\">S\u00e3o Paulo<\/a> targeting 20% by 2024.&nbsp;<\/p>\n\n\n\n<p>The federal government has also <a href=\"https:\/\/g1.globo.com\/pa\/para\/noticia\/2023\/11\/02\/cop-30-em-belem-governo-federal-libera-r-3687-milhoes-para-compra-de-265-novos-onibus-com-ar-condicionado.ghtml\">released<\/a> 368.7 million reais ($76 million) to the government of the northern state of Par\u00e1 to buy 265 electric and natural gas-powered buses for its capital, Bel\u00e9m.
