{"id":50386431,"date":"2023-12-13T18:31:34","date_gmt":"2023-12-13T18:31:34","guid":{"rendered":"https:\/\/dialogochino.net\/?p=386431"},"modified":"2024-01-03T15:57:50","modified_gmt":"2024-01-03T15:57:50","slug":"386431-cop28-is-latin-america-ready-to-move-away-from-fossil-fuels","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/386431-cop28-is-latin-america-ready-to-move-away-from-fossil-fuels\/","title":{"rendered":"COP28: Is Latin America ready to move away from fossil fuels?"},"content":{"rendered":"\n<p class=\"has-drop-cap\">For the first time, countries have agreed to move away from fossil fuels to avoid the worst consequences of the climate crisis. The agreement reached at this year\u2019s UN climate change summit, COP28, calls on countries to rapidly change their energy systems in a \u201cfair and orderly\u201d way, but critics have highlighted loopholes that could slow the speed of emissions reductions.<\/p>\n\n\n\n<p>\u201cWe have the basis to make transformational change happen. It is a balanced and historic package to accelerate climate action,\u201d said Sultan al Jaber, the COP28 president, on announcing what he called the \u201cUAE Consensus\u201d on Wednesday.<\/p>\n\n\n\n<p>Al Jaber, who is also CEO of the United Arab Emirates state oil company ADNOC, added that the oil and gas sector is \u201cstepping up for the first time\u201d to achieve ambitious emissions goals, though observers have decried the influence of fossil fuel lobbyists over the agreement, and throughout the summit.<\/p>\n\n\n\n<p>Delegates from nearly 200 countries met for two weeks in Dubai to conclude the Global Stocktake, aimed at assessing progress on climate action and outlining what more is needed to limit global warming to 1.5C, the target included in the 2015 Paris Agreement. Global average temperature has already risen by 1.2C since pre-industrial times.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50385338\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>COP28 got off to a good start on its first day, with the agreement to put into operation a long-awaited fund to help compensate vulnerable nations for the impacts of climate change. Developed countries pledged roughly US$700 million to the loss and damage fund \u2013 though this is still <a href=\"https:\/\/assets-global.website-files.com\/605869242b205050a0579e87\/655b50e163c953059360564d_L%26DC_L%26D_Package_for_COP28_20112023_1227.pdf\">less than 0.2%<\/a> of the losses some studies estimate these nations may already experience from such impacts each year.<\/p>\n\n\n\n<p>However, as the summit progressed, negotiations stalled, with countries struggling to agree on the future of fossil fuels. More than 100 countries had pushed for the COP28 final agreement to include strong language on phasing out the use of oil, gas and coal, but met with opposition from others, including the OPEC group of major fossil fuel producing and exporting countries.<\/p>\n\n\n\n<p>These disagreements pushed the summit into overtime, concluding a day later than planned. After a first draft was rejected, seen by many as unambitious, the final text now calls on countries \u2013 but not committing them \u2013 to transition away from using fossil fuels in their energy systems well before or around 2050, and to phase out \u201cinefficient\u201d subsidies that incentivise their use. However, the text also recognises the role that so-called \u201ctransitional fuels\u201d, alluding to natural gas, can play in the energy transition.<\/p>\n\n\n\n<p>The text also calls on countries to triple renewable energy capacity and double the annual rate of energy efficiency improvements by 2030. However, there is no mention of how these targets would be achieved, nor does it clarify the financial support needed for countries to achieve them. Insufficient funding for climate action was one of the main dividing issues at the summit.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The text creates an opportunity for fossil capital to continue to rule<\/blockquote><cite class=\"block--pull-quote__cite\">Susana Muhamad, environment minister of Colombia<\/cite><\/div><\/div>\n\n\n\n<p>Fossil fuels were the overwhelming focus of COP28, but the text also \u201cemphasises\u201d the importance of conserving, protecting and restoring nature and ecosystems to achieve the goals of the Paris Agreement, by taking actions such as halting deforestation and forest degradation by 2030. At COP26 in 2021, countries committed to the same target, but are off course to meet this goal, according to a <a href=\"https:\/\/research.wri.org\/gfr\/latest-analysis-deforestation-trends\">report<\/a> published this year.<\/p>\n\n\n\n<p><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60580-susana-muhamad-colombia-environment-cop27\/\">Susana Muhamad<\/a>, Colombia\u2019s environment minister, welcomed what she saw as science influencing decisions at a climate conference for the first time. However, she warned of the risks of so-called transition fuels delaying the move away from fossil fuels. \u201cThe text creates an opportunity for fossil capital to continue to rule and we will not be able to meet the Paris goals,\u201d she added.<\/p>\n\n\n\n<p>Augusto Duran, an energy specialist at MOCICC, a Peruvian citizen climate action group, said that the \u201ctimid and unclear\u201d wording of merely reducing fossil fuel consumption is \u201cirresponsible and insufficient\u201d, and allows countries to choose whether or not to continue their dependence on oil, gas and coal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fossil-fuels-the-focus-of-cop28\">Fossil fuels: the focus of COP28<\/h2>\n\n\n\n<p>For Latin America, <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/385338-cop28-latin-america-splits-on-fossil-fuels-and-farming\/\">COP28 exposed the differences<\/a> between countries with ambitious proposals for an accelerated transition to renewables, such as Colombia, and others with plans to continue fossil fuel development, such as Brazil. However, all agreed on the need for more funding to further reduce their emissions.<\/p>\n\n\n\n<p>The region holds <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/383586-latin-america-outsized-role-shift-from-fossil-fuels-iea-report\/\">around 15%<\/a> of the world\u2019s oil and natural gas resources, and less than 1% of the world\u2019s coal. Among them are large shale gas reserves, some of which are being <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/361054-vaca-muerta-argentina-climate-cash-jobs-justice\/\">actively exploited in Argentina<\/a>, which is positioning itself as a gas exporter. (Image: Titus Moser \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/01\/Plataforma-de-perforacion-en-Vaca-muerta_Titus-Moser-_Alamy_2K3DNXN-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"414 KB\"\/><meta itemprop=\"height\" content=\"1302\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>According to the International Energy Agency (IEA), oil and gas production in Latin America <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/383586-latin-america-outsized-role-shift-from-fossil-fuels-iea-report\/\">increased by around 5%<\/a> in 2022 and is expected to grow again this year. This is despite huge opportunities in solar and wind energy. However, the IEA points to financing as the main barrier to their growth, with this needing to double by 2030 to meet announced climate commitments.<\/p>\n\n\n\n<p>During his visit to COP28, Colombian president Gustavo Petro highlighted the urgency of the transition by joining a bloc promoting a \u201cfossil fuel non-proliferation treaty\u201d that would put an end to exploration and expansion. However, he clarified that in order to move forward with the plan, his country would have to look for alternative sources of financing to offset the loss of oil exports.<\/p>\n\n\n\n<p>\u201cThere are already exploitation contracts for several years, and others signed for exploration. But what we don\u2019t want is for it to expand further,\u201d Petro said. \u201cWe must replace fossil fuels with other types of activity. And what we find in the short term is the natural diversity of Colombia: from snows, to the Caribbean, to the jungles, the desert and the great Andean mountains.\u201d<\/p>\n\n\n\n<p>At the other extreme was Brazilian president Lula de Silva. While a year ago at COP27, he was <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60757-top-of-the-cops-rockstar-lula-puts-brazil-back-on-climate-stage-at-cop27\/\">welcomed as a leader on climate action<\/a> shortly after his election victory over Jair Bolsonaro, the reality was quite different in Dubai: Lula was questioned over Brazil\u2019s plans to expand its use of fossil fuels, <a href=\"https:\/\/infoamazonia.org\/2023\/12\/08\/21-blocos-para-petroleo-e-gas-na-amazonia-serao-ofertados-um-dia-depois-da-cop28\/\">bidding<\/a> for 600 new exploration areas and <a href=\"https:\/\/www.opec.org\/opec_web\/en\/press_room\/7265.htm\">signing up<\/a> as an observer to OPEC, all while the conference was underway.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/Lula-Da-Silva_COP28_Mahmoud-Khaled_53369370482-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/Lula-Da-Silva_COP28_Mahmoud-Khaled_53369370482-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/Lula-Da-Silva_COP28_Mahmoud-Khaled_53369370482-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/Lula-Da-Silva_COP28_Mahmoud-Khaled_53369370482-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Lula da SIlva speaking at COP28\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Brazilian president Luiz In\u00e1cio Lula da Silva at COP28. (Image: <a href=\"https:\/\/www.flickr.com\/photos\/unfccc\/53369370482\/in\/album-72177720313055092\/\">Mahmoud Khaled<\/a> \/ <a href=\"https:\/\/www.flickr.com\/people\/unfccc\/\">COP28<\/a>, <a href=\"https:\/\/creativecommons.org\/licenses\/by-nc-sa\/2.0\/\">CC BY NC SA<\/a>)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/Lula-Da-Silva_COP28_Mahmoud-Khaled_53369370482-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"432 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>For Peri Dias, a representative of the NGO 350.org, Brazil could have been the top scorer at COP28, considering Lula\u2019s success in slashing deforestation rates in the Amazon by <a href=\"https:\/\/www.reuters.com\/world\/americas\/deforestation-brazils-amazon-falls-57-september-2023-10-06\/\">nearly 50%<\/a> since his inauguration in January, but the ambiguity of his positions on fossil fuels worked against him. \u201cIn the eyes of world public opinion, the result [for Brazil] was a nil-nil or, at best, a lacklustre victory,\u201d Dias added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-challenges-for-the-transition\">Challenges for the transition<\/h2>\n\n\n\n<p>A <a href=\"https:\/\/fossilfueltreaty.org\/cser-extraction-report#:~:text=The%20'Equitable%20Phaseout%20of%20Fossil,so%20in%20an%20equitable%20fashion\">report<\/a> presented at COP28 by a coalition of environmental organisations and energy experts concluded that most Latin American countries will need to phase out fossil fuels in the next decade in order to meet the goals of the Paris Agreement. Brazil, for example, would have to stop using oil by 2034 and natural gas by 2031, and Mexico by 2037 and 2033, respectively.<\/p>\n\n\n\n<p>This is not necessarily an impossible goal: in the last decade, investment in renewables in Latin America increased by an average of 10% each year, allowing for almost 100 gigawatts of wind and solar capacity to be added in 2022, according to <a href=\"https:\/\/zerocarbon-analytics.org\/wp-content\/uploads\/2023\/10\/23-10_Latin-American-Successes-in-the-energy-transition_zca.pdf\">Zero Carbon Analytics<\/a>. The group reports that there are currently more than 320 wind and solar projects in the pipeline for the region, around 200 of which are in the pre-construction or construction phase.<\/p>\n\n\n\n<p>\u201cThe agreement at COP28 shows that fossil fuels are on their way out. Latin America has many opportunities to transform its energy sector, with countries that have already done so, such as Chile and Uruguay,\u201d said Enrique Maurtua Konstantinidis, a climate politics analyst based in Argentina. \u201cThe problem is in financing: we are the ones that receive the least in climate funds.\u201d<\/p>\n\n\n\n<p>Meeting Latin America\u2019s climate action commitments will require an investment of between 3.7% and 4.9% of regional GDP per year until 2030, according to a <a href=\"https:\/\/www.cepal.org\/es\/comunicados\/cepal-presenta-la-cop28-informe-que-destaca-necesidades-financiamiento-climatico-america\">report<\/a> by the Economic Commission for Latin America and the Caribbean presented at COP28. In 2020, climate finance in the region was only 0.5% of regional GDP.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Latin America has many opportunities to transform its energy sector&#8230; The problem is in financing<\/blockquote><cite class=\"block--pull-quote__cite\">Enrique Maurtua Konstantinidis, climate analyst<\/cite><\/div><\/div>\n\n\n\n<p>The next UN climate change conference will take place in November 2024 in Azerbaijan \u2013 a country that derives two-thirds of its income from oil and gas. Discussions on energy transition are therefore likely to continue to take centre stage.
