{"id":50387269,"date":"2024-01-03T15:05:04","date_gmt":"2024-01-03T15:05:04","guid":{"rendered":"https:\/\/dialogochino.net\/?p=387269"},"modified":"2024-01-29T14:15:23","modified_gmt":"2024-01-29T14:15:23","slug":"387269-debt-for-nature-swaps-a-solution-to-crisis-in-latin-america","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/387269-debt-for-nature-swaps-a-solution-to-crisis-in-latin-america\/","title":{"rendered":"Debt-for-nature swaps: a solution to crisis in Latin America?"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Debt and the climate crisis are suffocating Latin America, trapping it in a vicious <a href=\"https:\/\/unctad.org\/news\/global-debt-and-climate-crises-are-intertwined-heres-how-tackle-both\">cycle that is<\/a> difficult to escape. According to the Economic Commission for Latin America and the Caribbean (ECLAC), as of March 2023 the average public debt of 16 countries in the region amounted to <a href=\"https:\/\/www.cepal.org\/en\/publications\/67990-economic-survey-latin-america-and-caribbean-2023-financing-sustainable-transition\">49.5%<\/a> of their total GDP. This leaves them struggling to fund efforts to tackle climate change, while taking on more debt when disasters occur. But potential solutions are emerging, with one option having been promoted for some decades now: <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\">debt-for-nature swaps<\/a>.<\/p>\n\n\n\n<p>Debt-for-nature swaps are usually voluntary operations in which a creditor \u2013 a government, multilateral organisation or even a private company \u2013 cancels or reduces the amount of money it is owed by a debtor country, as long as that country commits to investing in the conservation of forests, reefs or other ecosystems. Often, environmentally minded NGOs will also participate in the swap, by buying part of the debt from creditors or distributing funds to the debtor country.<\/p>\n\n\n\n<p>Creditors may appear to lose out in debt-for-nature swaps, but part of the theory behind such deals is that protecting nature, though difficult to quantify, is universally beneficial.<\/p>\n\n\n\n<p>The world\u2019s first swap took place in <a href=\"https:\/\/scholarlycommons.law.case.edu\/cgi\/viewcontent.cgi?article=1672&amp;context=jil\">Bolivia<\/a> in 1987. Since then, others in the region have followed in doing so, including <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/40577-debt-for-nature-swaps-a-tool-to-protect-latin-americas-biodiversity\/\">Ecuador<\/a>, Peru, <a href=\"https:\/\/fondoaccion.org\/2021\/05\/25\/un-compromiso-de-100-anos-con-la-conservacion-y-la-ninez-en-colombia\/\">Colombia<\/a>, Chile, <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/50074-how-costa-rica-deforestation-millions-for-conservation\/\">Costa Rica<\/a>, <a href=\"https:\/\/blogs.lse.ac.uk\/internationaldevelopment\/2023\/02\/28\/do-debt-for-nature-swaps-work-learning-from-belize\/\">Belize<\/a> and Uruguay.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50047961\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Not all swaps are the same, and the attached conditions vary. \u201cThere is no single definition and, in reality, there are infinite ways of doing them to the point that they can be difficult to understand, even for those of us who work in this field,\u201d explains Juan Jos\u00e9 Guzm\u00e1n Ayala, a climate finance expert who has advised the Atlantic Council and World Wildlife Fund.<\/p>\n\n\n\n<p>In addition, some debt-for-nature deals are marred by transparency problems, and even accusations of <a href=\"https:\/\/cnnespanol.cnn.com\/2021\/11\/05\/greenwashing-explainer-orix\/\">greenwashing<\/a>. \u201cThe governments or companies involved do not usually explain very well what the swap is about: how it was done, who gained what, what the alternative was to not doing it,\u201d Guzm\u00e1n Ayala adds.<\/p>\n\n\n\n<p>According to economist Federico Sibaja, these swaps are encouraged \u201cin the desperate moment that Latin America is going through, with the urgent aim of obtaining more financing at any cost.\u201d Sibaja authored a 2022 <a href=\"https:\/\/farn.org.ar\/wp-content\/uploads\/2022\/09\/DOC_DEUDA_FINAL-1.pdf\">report<\/a> published by Argentina\u2019s Environment and Natural Resources Foundation (FARN) that took a critical look at debt-for-climate and debt-for-nature swap mechanisms.<\/p>\n\n\n\n<p>In the past year, Colombia \u2013 one of the most indebted countries in South America, according to <a href=\"https:\/\/www.cepal.org\/en\/publications\/67990-economic-survey-latin-america-and-caribbean-2023-financing-sustainable-transition\">ECLAC<\/a> \u2013 has been <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/372645-paris-climate-finance-summit-lifelines-for-latin-america\/\">leading calls for debt-for-climate<\/a> swaps. Sibaja recommends caution: \u201cSwaps do not propose a systemic solution to either the debt crisis or the climate and biodiversity crisis, but they do provide an explicit recognition of the relationship between the debt crisis and the climate crisis in the region.\u201d<\/p>\n\n\n\n<p>Similarly, the International Monetary Fund <a href=\"https:\/\/www.imf.org\/es\/Blogs\/Articles\/2022\/12\/14\/swapping-debt-for-climate-or-nature-pledges-can-help-fund-resilience\">says<\/a> it is usually more effective to deal with debt and climate or nature as two separate issues.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/02\/Leather-bass-or-Marbled-Grouper-and-Pacific-Creolefishes_Alamy_2K0CFWG-scaled-1-scaled.jpeg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/02\/Leather-bass-or-Marbled-Grouper-and-Pacific-Creolefishes_Alamy_2K0CFWG-scaled-1-scaled.jpeg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"A marbled grouper in the teeming waters off Malpelo\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A marbled grouper swims in waters near Malpelo Island, Colombia. (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/02\/Leather-bass-or-Marbled-Grouper-and-Pacific-Creolefishes_Alamy_2K0CFWG-scaled-1-scaled.jpeg\"\/><meta itemprop=\"contentSize\" content=\"539 KB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-gal-pagos-in-focus\">Gal\u00e1pagos in focus<\/h2>\n\n\n\n<p>In 2023, Ecuador <a href=\"https:\/\/www.iadb.org\/en\/news\/ecuador-completes-worlds-largest-debt-nature-conversion-idb-and-dfc-support\">signed<\/a> the largest debt-for-nature swap in history, reportedly saving the country US$1.1 billion, including interest, from which some $300 million will go towards supporting marine conservation in the Gal\u00e1pagos Islands.<\/p>\n\n\n\n<p>Understanding this gigantic operation is not easy. In May 2023, Switzerland\u2019s Credit Suisse bought a chunk of Ecuador\u2019s debt worth <a href=\"https:\/\/www.credit-suisse.com\/about-us-news\/en\/articles\/media-releases\/financial-close-reached-largest-dept-conversation-marine-conservation-protect-galapagos-202305.html\">$1.63 billion<\/a>, which the bank then auctioned at $656 million.<\/p>\n\n\n\n<p>\u201cThis [auction] happened because Ecuador, like many countries, does not have the potential to pay its debts easily. And instead of losing everything, [the creditors] prefer to auction it off,\u201d explains Guzm\u00e1n Ayala.<\/p>\n\n\n\n<p>To pay back Credit Suisse, Ecuador then acquired a new loan for $656 million from GPS Blue Financing Designated Activity Company, a financial services provider based in Ireland. With the debt-for-nature swap in place, a charitable trust named the Gal\u00e1pagos Life Fund was created to manage the funds for conservation work. The Ecuadorian government will now make <a href=\"https:\/\/www.dentons.com\/en\/about-dentons\/news-events-and-awards\/news\/2023\/may\/dentons-advises-the-republic-of-ecuador-on-landmark-debt-for-nature-swap-to-enhance-conservation\">quarterly<\/a> deposits into this fund for the next 18 years, until it reaches <a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/fact-sheets\/2023\/05\/to-protect-galapagos-islands-ecuador-turns-to-innovative-financing\">$450 million<\/a>. The remainder of the $656 million loan will be paid directly to GPS Blue Financing, plus interest.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Swaps are not bad, but this debt is not being cancelled \u2013 it is being replaced by a new loan with very serious conditions<\/blockquote><cite class=\"block--pull-quote__cite\">Daniel Ortega, Ecuador\u2019s former environment minister<\/cite><\/div><\/div>\n\n\n\n<p>This transaction has raised concerns about its transparency and, among some, its impact on Ecuadorian sovereignty. After it was established, Ecuador\u2019s former environment minister Daniel Ortega <a href=\"https:\/\/www.youtube.com\/watch?v=CvZyJ7ji-KM\">criticised<\/a> the deal: \u201cSwaps are not bad, but what is happening now is a barter, because the debt is not being cancelled \u2013 it is being replaced by a new loan with very serious conditions.\u201d<\/p>\n\n\n\n<p>One of these conditions is the loan\u2019s <a href=\"https:\/\/www.latindadd.org\/2023\/05\/25\/galapagos-deal-an-ignominious-legacy\/\">11%<\/a> interest rate, which is considered by some to be exploitatively high and will predominantly see Ecuador paying <a href=\"https:\/\/www.latindadd.org\/2023\/05\/25\/galapagos-deal-an-ignominious-legacy\/\">transaction costs<\/a> for years. In a <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSfe1hh1JU0G92Fr8i1DRAcO8MEu-JD5eIifZoHBsnDE-z2w5Q\/viewform\">statement<\/a> signed by Ortega and 260 debt and climate justice activists, academics and civil society analysts, the deal is accused of awarding a disproportionate say in the future of Gal\u00e1pagos to a small collection of foreign, private companies.<\/p>\n\n\n\n<p>The creation of the Gal\u00e1pagos Life Fund is also in question: it has been established in the US state of Delaware, which is <a href=\"https:\/\/www.icij.org\/inside-icij\/2022\/06\/delaware-is-everywhere-how-a-little-known-tax-haven-made-the-rules-for-corporate-america\/\">considered<\/a> a tax haven by many. \u201cFor this reason, we consider that it does not meet the best available standards and practices in terms of governance and transparency,\u201d Ortega argues.<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/twitter.com\/ComunicacionEc\/status\/1667590933079007238\">statement<\/a> made in June, the Ecuadorian government said the Gal\u00e1pagos Life Fund was created to try to shield the deal from \u201cpolitical influences that want to misuse economic resources\u201d. Around the same time the government released a related <a href=\"https:\/\/www.ambiente.gob.ec\/wp-content\/uploads\/downloads\/2023\/06\/QA-CANJE-DE-DEUDA-POR-NATURALEZA.pdf\">document<\/a> to say that the fund was set up in Delaware at the request of the donors. It adds that annual budget-allocation and project-management audits are included in the plan.<\/p>\n\n\n\n<p>Di\u00e1logo Chino spoke to Sandra Guzm\u00e1n, founder of the Climate Finance Group for Latin America and the Caribbean (<a href=\"https:\/\/plataformafinanzassostenibles.gflac.org\/\">GFLAC<\/a>), an academic and civil society network. She says this lack of clarity has been the biggest mistake while establishing the Gal\u00e1pagos deal: \u201cThe conditions of the swap were not made very public, and that\u2019s why there was so much commotion. There was also insufficient information on the extent to which it will generate social benefits. Since <a href=\"https:\/\/www.cbd.int\/financial\/debtnature\/g-debtguide-iucn.pdf\">1995<\/a>, Peru has established such deals with various creditors, including the United States, Finland, Germany and Canada.<\/p>\n\n\n\n<p>One of the most successful was the 2002 tropical forest conservation <a href=\"https:\/\/profonanpe.org.pe\/proyectos\/acuerdo-de-conservacion-de-los-bosques-tropicales\/\">agreement<\/a> between Peru and the United States, which allowed conservation projects to be carried out in the Pacaya Samiria National Reserve, in the heart of the Peruvian Amazon.<\/p>\n\n\n\n<p>\u201cIt weighs on me to remember how many trees we used to cut down, but now we understand that we must take care of our resources for the future of our children,\u201d says Linorio Novoa, a resident of the reserve. Novoa was trained to work in ecotourism through the project, which has helped to protect more than <a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2019\/04\/02-716-Peru-Finance-Debt-for-Nature-6.26.2002.pdf\">2 million<\/a> hectares of forest, and the flora and fauna within them.<\/p>\n\n\n\n<p>\u201cThe change I have made in my life has been wonderful,\u201d adds Novoa, who now runs <a href=\"https:\/\/www.instagram.com\/ivy_mara_ey_lodge\/\">Ivy Mara Ey<\/a>, a lodge and tour business that receives some 250 tourists a year.<strong><\/strong><\/p>\n\n\n\n<p>Under this <a href=\"https:\/\/www.mef.gob.pe\/contenidos\/deuda_publ\/ot_tma_int\/acuerdo_conservBT.pdf\">swap<\/a>, the United States forgave a portion of Peru\u2019s debt burden to establish a conservation fund worth $10.6 million. To support this, WWF, The Nature Conservancy and Conservation International contributed $1.1 million. This fund became the Peruvian Trust Fund for National Parks and Protected Areas (<a href=\"https:\/\/profonanpe.org.pe\/\">Profonanpe<\/a>), the country\u2019s only environmental fund, which has help to finance 41 projects in 17 natural protected areas.<\/p>\n\n\n\n<p>\u201cAlmost 30% was invested in Pacaya Samiria in a long-term project and the rest were specific, short-term interventions,\u201d says Luis Espinel, the vice-president of Conservation International Peru.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50381900\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The positive impacts of this swap included a 142% increase in income between 2010 and 2014 among 2,440 families living in the Pacaya Samiria National Reserve. Furthermore, endangered species such as the <em>taricaya<\/em> or yellow-spotted river turtle (<em>Podocnemis unifilis<\/em>) are being recovered, and according to official data, 93.66% of the reserve is said to be in a good state of conservation.<\/p>\n\n\n\n<p>In 2023, Peru <a href=\"https:\/\/www.conservation.org\/peru\/noticias\/2023\/09\/08\/organizaciones-ambientales-celebran-el-canje-de-deuda-por-naturaleza-entre-per%C3%BA-y-ee.uu\">signed<\/a> a new swap that will alleviate almost $20 million of its outstanding debt with the United States. Again, Conservation International, WWF and The Nature Conservancy have contributed to the fund, as well as the Wildlife Conservation Society; the NGOs\u2019 contributions amount to $3 million. In return, over the next 13 years this money will be <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\">invested<\/a> in projects that protect and restore tropical forests, such as working with communities on sustainable businesses.<\/p>\n\n\n\n<p>\u201cIt is a debt that the country was supposed to pay and instead will deposit each year in an account that will be administered by Profonanpe,\u201d explains Espinel. His organisation is a member of the swap&#8217;s oversight committee alongside the other donor NGOs, and representatives of both governments and civil society. \u201cBut it is important to remember that these resources cannot be allocated to recurrent expenses of the Peruvian state, such as the payment of environmental ministry staff,\u201d he adds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bigger change is needed<\/h2>\n\n\n\n<p>The International Monetary Fund (IMF) <a href=\"https:\/\/www.imf.org\/es\/Blogs\/Articles\/2022\/12\/14\/swapping-debt-for-climate-or-nature-pledges-can-help-fund-resilience\">admits<\/a> that debt swaps for climate action or nature cannot restore a country\u2019s solvency unless they involve a very large percentage of public debt and substantial relief. No swap has yet come close to achieving this, while the IMF says addressing debt and climate change separately is often more effective.<\/p>\n\n\n\n<p>Nothing less than a reform of the international debt architecture is needed, Sandra Guzm\u00e1n tells Di\u00e1logo Chino. Nowhere is this need more pressing than among developing countries which, according to <a href=\"https:\/\/www.cepal.org\/en\/publications\/67990-economic-survey-latin-america-and-caribbean-2023-financing-sustainable-transition\">ECLAC<\/a>, have now collectively reached an historic debt high. This <a href=\"https:\/\/news.un.org\/es\/story\/2023\/06\/1522177\">proposal<\/a> has also been encouraged by the UN: last June, Secretary General Ant\u00f3nio Guterres <a href=\"https:\/\/news.un.org\/es\/story\/2023\/06\/1522177\">said<\/a> the world\u2019s existing financial architecture is \u201coutdated, dysfunctional and unjust\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Almost 30% of Ecuador\u2019s income comes from fossil fuels. So no matter how many swaps it makes, it will not be able to decouple its economy from fossil fuels<\/blockquote><cite class=\"block--pull-quote__cite\">Sandra Guzm\u00e1n, founder of the Climate Finance Group for Latin America and the Caribbean<\/cite><\/div><\/div>\n\n\n\n<p>Debt-for-nature swaps \u201cwill not solve historical indebtedness unless we change the behaviour of financial institutions. That is, how we prevent countries from indebting themselves with very high interest rates in perpetuity,\u201d says Guzm\u00e1n.<\/p>\n\n\n\n<p>Guzm\u00e1n continues by pointing out another primary reason for a financial paradigm shift: \u201cAlthough Ecuador invests in protecting Gal\u00e1pagos, almost 30% of the country\u2019s income comes from fossil fuels, so no matter how many swaps it makes, it will not be able to decouple its economy from fossil fuels. So, how do we make it more worthwhile to invest in protecting the environment and not destroying it?\u201d<\/p>\n\n\n\n<p>The challenge for Latin America, according to Juan Jos\u00e9 Guzm\u00e1n Ayala, is not always being clear on <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/54568-latin-america-energy-transition-finance\/\">how much it will cost<\/a> to deal with climate change and its energy transition.
