In the region and around the world, economic strains and a changing political landscape will continue to pose hurdles to action and cooperation on climate and environment issues in 2024. But there remain causes for optimism, with opportunities for progress on the horizon. <\/p>\n\n\n\n<p>As 2024 begins, we look ahead to the key stories and political moments in Latin America that will shape environmental action and the region\u2019s relations with China.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-democracy-s-big-year\">Democracy\u2019s big year<\/h2>\n\n\n\n<p>2024 is being billed as the world\u2019s biggest-ever year for elections, with votes in India, the US, Indonesia, South Africa and beyond sending billions of people to the polls.<\/p>\n\n\n\n<p>In Latin America, Mexico\u2019s June presidential election is the big one to watch: it could open paths to progress on the environment in an oil-dependent country widely seen as a climate <a href=\"https:\/\/climateactiontracker.org\/countries\/mexico\/\">laggard<\/a>.<\/p>\n\n\n\n<p>Energy will be a key issue in Mexico, following six years of <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/51387-explained-why-is-amlo-mexico-energy-reform-electricity\/\">tight control over the sector<\/a> by the outgoing Andr\u00e9s Manuel L\u00f3pez Obrador (AMLO). He has restricted private investment in renewables and focused on energy sovereignty via fossil fuels. The leading opposition candidate, X\u00f3chitl G\u00e1lvez, has <a href=\"https:\/\/twitter.com\/XochitlGalvez\/status\/1735302636759331296\">called<\/a> for greater ambition on the country\u2019s energy transition. But there is also some promise in the emergence of Claudia Sheinbaum as the pick for AMLO\u2019s Morena party. The former mayor of Mexico City, and an environmental scientist who has contributed to reports by the UN\u2019s Intergovernmental Panel on Climate Change, Sheinbaum has also <a href=\"https:\/\/www.reuters.com\/world\/americas\/mexicos-sheinbaum-spurs-hope-more-private-investment-energy-after-lopez-obrador-2023-12-21\/\">signalled<\/a> support for renewables. Ahead of Panama\u2019s vote, environmental issues are already shaping the race: last October, the controversial decision to award a Canadian company the concession for the Cobre Panama copper mine triggered fierce protests, which led President Laurentino Cortizo to <a href=\"https:\/\/www.mining-technology.com\/news\/in-panama-the-electoral-board-has-stopped-a-referendum-on-copper-mining-going-ahead\/\">call<\/a> for a referendum over its future. In November, the supreme court <a href=\"https:\/\/www.ft.com\/content\/1feb22db-15df-497f-a085-6922bee5fe9a\">ruled<\/a> the renewed concession unlawful and ordered the closure of the mine, despite it generating around 5% of GDP. Aware of public anger over the issue \u2013 which incorporates concerns over the mine\u2019s environmental impacts \u2013 the leading candidates have <a href=\"https:\/\/americasquarterly.org\/article\/what-panamas-mining-showdown-means-for-its-presidential-race\/\">supported<\/a> the ruling. Whoever wins will also need to keep an eye on the growing threats from drought on the Panama canal.<\/p>\n\n\n\n<p>Uruguay will be the final Latin American country to elect a new president this year, with the first-round vote set for October. The country\u2019s limits on consecutive presidential terms means it will fall on the successor to Luis Lacalle Pou to address national water woes, a particularly pressing issue in Montevideo: last year, a <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/373616-uruguay-water-crisis-drought-climate-change-and-poor-planning-collide\/\">severe drought<\/a> led to shortages of drinkable water in the capital area, and the proposed solutions have <a href=\"https:\/\/dialogue.earth\/en\/infrastructure\/384234-uruguay-in-muddy-waters-neptuno\/\">caused controversy<\/a>. The new president will also be tasked with bolstering Uruguay\u2019s strong record on clean energy, while overcoming the hurdles to becoming a regional <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/374197-green-hydrogen-plant-in-uruguay-faces-challenge-over-water-use\/\">hub for green hydrogen<\/a> and <a href=\"https:\/\/www.infobae.com\/america\/america-latina\/2023\/11\/03\/la-venta-de-los-autos-electricos-en-uruguay-se-multiplico-por-siete-en-los-ultimos-tres-anos\/\">accelerating<\/a> the decarbonisation of its transport sector.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-amazon-at-a-crossroads\">The Amazon at a crossroads<\/h2>\n\n\n\n<p>The Amazon rainforest faces an uncertain future \u2013 and its inhabitants an often overwhelming daily reality. In early 2023, a crackdown on the illegal mining that had caused a <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/362958-struggle-brazilian-amazons-yanomami-art\/\">humanitarian crisis for the Yanomami people<\/a> was launched in the largest Indigenous reserve in Brazil, near the border with Venezuela. Across the countries that share the biome, there is a growing presence of <a href=\"https:\/\/infoamazonia.org\/en\/2023\/08\/03\/welcome-to-the-amazon-underworld\/\">transnational armed groups<\/a>. These include Brazilian criminal gangs and Colombian guerrillas and paramilitaries. In regions plagued by organised crime, traditional communities face pressures from the advance of gold mining, and drug and arms trafficking. A 2023 report revealed Colombia and Brazil to be the <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/379339-latin-america-remains-the-deadliest-region-for-environmental-defenders\/\">world\u2019s most dangerous countries for environmental activists<\/a>; the next annual analysis should give a clearer picture of both countries\u2019 efforts to combat this violence.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50377246\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In Ecuador, Daniel Noboa\u2019s new government is tasked with shutting down oil operations in the Yasun\u00ed National Park. Citizens voted to end this extraction in one of the Amazon\u2019s most biodiverse places via 2023\u2019s <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/376867-ecuador-set-to-vote-on-banning-oil-projects-in-yasuni-national-park\/\">landmark national referendum<\/a>. As he came to power in a snap election, Noboa only has until May 2025 to fulfil voters\u2019 wishes. The 36-year-old president must also handle other crises, such as the constant blackouts being caused by water shortages; Ecuador depends on hydropower for over 80% of its electricity. So far, Noboa has announced a new <a href=\"https:\/\/elperiodicodelaenergia.com\/noboa-anuncia-estado-excepcion-confirma-reforma-electrica-ecuador\/\">electricity reform<\/a>.<\/p>\n\n\n\n<p>On the one hand, there are ambitious plans afoot to <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/367951-can-one-of-brazils-deforestation-hotspots-become-a-green-leader\/\">support the Amazon\u2019s bioeconomy<\/a> and keep the forest standing, but on the other, the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/384534-petrobras-looks-to-china-for-green-partners-and-more-oil\/\">pursuit of oil projects<\/a> continues. Against this backdrop of contradictions, the region is heading into another decisive year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-and-latin-america-in-2024\">China and Latin America in 2024<\/h2>\n\n\n\n<p>Following an occasionally bumpy ride ever since the arrival of Covid-19, 2023 was more stable for China-Latin America relations, with the return of President Lula in Brazil setting <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/367582-lula-visits-china-four-outcomes-for-the-environment\/\">a more cooperative tone<\/a> for engagement, alongside other centre-left leaders in the region. There is little to suggest any major disruption in the year to come, though Argentina\u2019s new president, Javier Milei, may provide a few jitters. Despite having cooled slightly on the <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/384031-what-do-argentinas-elections-mean-for-relations-with-china\/\">anti-China rhetoric<\/a> of his election campaign, Milei has confirmed that Argentina will <a href=\"https:\/\/buenosairesherald.com\/politics\/milei-administration-reneges-on-argentinas-brics-commitment\">not<\/a> be joining China in the BRICS developing economies bloc. (Image: Ricardo Stuckert \/ Presid\u00eancia do Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/05\/Lula-da-Silva-Xi-Jinping-April-2023_7964486fe8_5k.jpg\"\/><meta itemprop=\"contentSize\" content=\"670 KB\"\/><meta itemprop=\"height\" content=\"1694\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Agriculture, mining and energy will remain central to trade and investment relations between China and Latin America in 2024, while new avenues for cooperation around conservation may open up.<\/p>\n\n\n\n<p>We will be watching to see how China\u2019s stuttering domestic economy impacts state-linked overseas investment channels such as the Belt and Road Initiative. The industries dubbed its \u201c<a href=\"https:\/\/dialogue.earth\/en\/business\/our-take-on-the-third-belt-and-road-forum\/\">new three<\/a>\u201d (solar cells, lithium batteries and electric vehicles) have proven resilient however, driving China\u2019s exports in 2023. The new three will be key areas of cooperation in Latin America, particularly <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/382327-latin-america-eyes-the-lithium-boom-but-opposition-endures\/\">lithium investments<\/a>: given the metal\u2019s importance for global energy transitions, China and other international investors are likely to focus on lithium enterprise in Argentina, Bolivia and Chile. As for EVs, last year saw a wave of new investments by Chinese carmakers in <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/384578-brazils-ev-market-shifts-up-a-gear-as-chinese-makers-set-up-shop\/\">Brazil<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/385130-can-chinese-ev-makers-help-to-drive-a-transition-in-mexico\/\">Mexico<\/a>. This is likely to continue in 2024, with the countries seen as springboards into the regional and US markets.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50382327\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>At COP28 in Dubai during November and December, 19 Latin American and Caribbean countries joined the agreement to <a href=\"https:\/\/www.cop28.com\/en\/global-renewables-and-energy-efficiency-pledge\">triple global renewable energy capacity<\/a> by 2030. This year will begin to reveal how they will translate that into action \u2013 and China will no doubt have a role to play. China did not sign the pledge (even though analysts have <a href=\"https:\/\/dialogue.earth\/en\/energy\/why-china-hasnt-signed-pledge-triple-renewables\/\">described<\/a> it as a \u201cconservative\u201d goal for the country), but as the world\u2019s major supplier of renewable energy technologies, including 80% of global solar panel production, it will be an essential partner in Latin America\u2019s efforts to accelerate \u2013 and possibly finance \u2013 its energy transition.<\/p>\n\n\n\n<p>Colombia was recently announced as host of the next UN biodiversity summit, COP16, to be held in late October. China presided over COP15 in 2022 and has <a href=\"https:\/\/www.cbd.int\/doc\/press\/2023\/pr-2023-12-15-cop16-en.pdf\">welcomed<\/a> Colombia\u2019s hosting, so opportunities may open up for cooperation in driving conservation initiatives across Latin America. Participants will be looking to progress the implementation of the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/361779-cop15-reaches-historic-agreement-to-protect-biodiversity\/\">historic<\/a> Kunming-Montreal Global Biodiversity Framework, established at COP15.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-argentina-what-now-for-the-environment\">Argentina: What now for the environment?<\/h2>\n\n\n\n<p>The victory of radical right-winger Javier Milei in Argentina\u2019s November presidential elections sparked great uncertainty in the country\u2019s environmental sector. During his campaign, Milei <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/381934-argentina-elections-where-do-candidates-stand-on-the-environment\/\">expressed outright climate change denial<\/a> and regularly called it a \u201csocialist hoax\u201d. Among other contentious proposals, he suggested permitting companies to freely pollute the country\u2019s rivers.<\/p>\n\n\n\n<p>Upon taking office in December, Milei surprised many by sending a representative to COP28: Marcia Levaggi, Argentina\u2019s new secretary for foreign policy. Levaggi provided <a href=\"https:\/\/www.reuters.com\/business\/environment\/argentina-will-stay-paris-climate-agreement-under-milei-negotiator-says-2023-12-10\/\">assurances<\/a> that Argentina will continue to fulfil its climate commitments under the Paris Agreement, telling Reuters: \u201cMilei is a liberal, he\u2019s a libertarian, and he believes in market forces. And the market demands to include measures to address climate change.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50381934\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>However, Milei began to enact his promised sweeping cuts to the state during COP28. That included shuttering Argentina\u2019s environment ministry and relegating it to sub-secretariat status within the interior ministry. Among other functions, the ministry had served as the main authority in applying forestry and glacier laws, and ensuring public participation in infrastructure planning processes.<\/p>\n\n\n\n<p>Argentina\u2019s Environment and Natural Resources Foundation <a href=\"https:\/\/farn.org.ar\/el-ambiente-sin-ministerio-es-tiempo-de-redoblar-los-esfuerzos\/\">says<\/a> this relegation \u201cwill significantly limit the possibilities of establishing dialogues and policies that involve different areas of government.\u201d However, the NGO also stressed that individuals and organisations will continue to work to defend the right to a healthy environment and the needs of future generations. <\/p>\n\n\n\n<p>Argentina\u2019s security ministry has meanwhile turned its attention to the streets, <a href=\"https:\/\/www.bloomberglinea.com\/latinoamerica\/argentina\/milei-busca-limitar-las-protestas-contra-medidas-de-austeridad-en-argentina\/\">announcing<\/a> new measures against protests. One proposal is to restrict gatherings of more than three without permission, which would of course affect environmental activism.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-will-the-energy-transition-be-just\">Will the energy transition be just?<\/h2>\n\n\n\n<p>In an historic first for the UN\u2019s climate conferences, COP28 concluded with all parties agreeing to <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/386431-cop28-is-latin-america-ready-to-move-away-from-fossil-fuels\/\">transition away from fossil fuels<\/a> in a \u201cjust, orderly and equitable\u201d manner. The text calls on parties to triple global renewable energy capacity and double the annual rate of improvement in energy efficiency by 2030. (Less promisingly, the text\u2019s perceived allusion to natural gas by endorsing \u201ctransitional fuels\u201d received criticism.)<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50386431\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Indigenous leaders in attendance <a href=\"https:\/\/apnews.com\/article\/climate-change-women-health-india-cop28-fd9070e753b2827866bc3ed20edc4dfc\">demanded<\/a> greater attention for their communities as the world looks to meet these goals. Socio-environmental conflicts have already erupted around some clean energy projects, and these leaders seek to break this cycle, which has been endemic in the fossil fuel industry. During 2024 we will continue to report regularly on these groups\u2019 interventions and participation in such projects.<\/p>\n\n\n\n<p>Colombia\u2019s northern region has been earmarked as the \u201cepicentre\u201d of the country\u2019s energy transition by the government, but <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/368855-wind-farms-divide-indigenous-communities-in-colombia\/\">the arrival of wind farms<\/a> here has brought disruption to the Way\u00fau people and raised tensions among communities. Meanwhile in Ecuador, communities have denounced the mismanagement of <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/381971-in-ecuador-riverside-communities-feel-impacts-from-hydropower-push\/\">hydroelectric plants<\/a> that have caused historically large floods. When talking about renewable energy, we believe that our peoples must be consulted and their consent must be obtained,\u201d Ketty Marcelo Lopez, president of the National Organisation of Andean and Amazonian Indigenous Women of Peru (ONAMIAP), told reporters at COP28.<\/p>\n\n\n\n<p>In this context, a key moment in 2024 will be the Escaz\u00fa <a href=\"https:\/\/mma.gob.cl\/actividades\/tercera-reunion-de-la-conferencia-de-las-partes-del-acuerdo-de-escazu-cop3-de-escazu-cepal-santiago\/\">COP3<\/a> in Chile. This will be the third meeting of parties to the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/364765-escazu-at-2-the-key-challenges-for-the-landmark-environmental-treaty\/\">landmark Escaz\u00fa Agreement<\/a>, a regional treaty that seeks to ensure the representation and protection of environmental defenders.
