{"id":50391063,"date":"2024-03-15T11:19:11","date_gmt":"2024-03-15T11:19:11","guid":{"rendered":"https:\/\/dialogochino.net\/?p=391063"},"modified":"2024-04-11T11:36:37","modified_gmt":"2024-04-11T11:36:37","slug":"391063-brazil-city-bears-environmental-scars-salt-mining","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/391063-brazil-city-bears-environmental-scars-salt-mining\/","title":{"rendered":"\u2018Nothing is left\u2019: A Brazilian city bears the environmental scars of salt mining"},"content":{"rendered":"\n<p class=\"has-drop-cap\">In 1976, a shadow loomed over the paradise-like shores of Macei\u00f3, in Brazil\u2019s north-eastern state of Alagoas: the arrival of a factory making polyvinyl chloride (PVC), the synthetic material used in a wide range of plastic products.<\/p>\n\n\n\n<p>Opened by the petrochemical company Salgema, the factory\u2019s location in the city\u2019s Pontal da Barra neighbourhood \u2013 a spit of land that divides the vast Munda\u00fa Lagoon from the Atlantic Ocean \u2013 was a strategic choice, with subsoils in the area home to an abundance of rock salt, an essential mineral in the production of PVC.<\/p>\n\n\n\n<p>Almost five decades later, the site has become the scene of one of Brazil\u2019s biggest mining accidents: a giant sinkhole, caused by the extraction of this rock salt, forming in nearby residential areas since 2018. The risk of collapse has led to the displacement of <a href=\"https:\/\/noticias.uol.com.br\/colunas\/carlos-madeiro\/2023\/01\/20\/braskem-vira-alvo-por-patrocinar-bbb-em-maceio-destruiu-a-casa-de-60-mil.htm\">60,000 people<\/a> from <a href=\"https:\/\/cultura.uol.com.br\/noticias\/63147_cinco-bairros-de-maceio-que-ate-entao-pertenciam-a-braskem-serao-desapropriados.html\">five surrounding neighbourhoods<\/a>. In December 2023, a salt mine on the shores of the lagoon, Mine 18, <a href=\"https:\/\/g1.globo.com\/al\/alagoas\/noticia\/2023\/12\/10\/fotos-como-era-como-ficou-local-mina-braskem-maceio-rompimento.ghtml\">collapsed<\/a>, bringing further impacts on its waters and the surrounding area.<\/p>\n\n\n\n<p>Now, the case is once again in the spotlight following the <a href=\"https:\/\/www12.senado.leg.br\/noticias\/materias\/2024\/02\/19\/cpi-da-braskem-faz-primeira-reuniao-de-trabalho\">first meeting<\/a> of a parliamentary inquiry in the national congress, investigating the scale of the environmental damage in the area. Its commission will also be assessing possible failures and negligence by both the company and the state in the extraction of rock salt.<\/p>\n\n\n\n<p>At the same time, victims are <a href=\"https:\/\/pogustgoodhead.com\/brazil-salt-mining-victims-seek-justice\/\">seeking justice<\/a> for the environmental disaster and damages by taking the company and its international subsidiaries to court in the Netherlands. <\/p>\n\n\n\n<p>The damage has not impacted just residents. Crabs and fish had also come to depend on this ecosystem for food and reproduction. With the arrival of the factory, the region became hostile to these animal species.<\/p>\n\n\n\n<p>\u201cWhat\u2019s left of what was there before? Nothing,\u201d Marques tells Di\u00e1logo Chino.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-company-negligence\">Company negligence<\/h2>\n\n\n\n<p>Salgema was <a href=\"https:\/\/www.estadao.com.br\/acervo\/maceio-governo-alagoano-reconheceu-erro-na-localizacao-do-polo-quimico-antes-da-inauguracao-em-1977\/\">formed<\/a> in 1970 as a partnership between the National Development Bank (BNDES), US chemical giant Dupont, and Euvaldo Luz, an entrepreneur from Bahia state. Later that decade, Petroquisa, a subsidiary of state-owned oil company Petrobras, took over most of the shares.<\/p>\n\n\n\n<p>During Brazil\u2019s military dictatorship of 1964 to 1985 \u2013 marked by its free market propaganda over the supposed \u201c<a href=\"https:\/\/library.brown.edu\/create\/fivecenturiesofchange\/chapters\/chapter-7\/economic-miracle\/\">economic miracle<\/a>\u201d \u2013 the presence of the factory was promoted as a boon to the local economy, recalls Marques. Environmental licensing in Brazil was only <a href=\"https:\/\/pnla.mma.gov.br\/o-que-e-licenciamento-ambiental\">required<\/a> from 1981, with the introduction of the National Environmental Policy.<\/p>\n\n\n\n<p>In 2002, after a merger of companies in the sector, the plant was <a href=\"https:\/\/www.braskem.com.br\/linha-do-tempo-alagoas\">incorporated<\/a> into the newly created Braskem, a petrochemical company now controlled by Petrobras and the contractor Novonor \u2013 formerly known as Odebrecht until its rebrand in 2020, following its central role in one of the largest <a href=\"https:\/\/exame.com\/negocios\/corrupcao-na-odebrecht-foi-a-mais-organizada-da-historia-do-capitalismo\/\">corruption scandals<\/a> in Brazil and Latin America\u2019s history.<\/p>\n\n\n\n<p>Braskem itself was implicated in the Odebrecht investigations. According to a leniency agreement Braskem signed in November 2016 with the Federal Public Prosecutor\u2019s Office, the company reportedly <a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2019\/11\/lava-jato-sabia-desde-2016-de-acusacao-que-levou-ex-braskem-a-prisao-nos-eua.shtml\">made use<\/a> of a secret slush fund to pay bribes to politicians to gain contracts with Petrobras, though these were unrelated to the Macei\u00f3 mine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-visible-damage-from-extraction-activities\">Visible damage from extraction activities<\/h2>\n\n\n\n<p>After a tremor in 2018, subsidence <a href=\"https:\/\/noticias.uol.com.br\/cotidiano\/ultimas-noticias\/2018\/12\/11\/rachaduras-pinheiro-maceio-alagoas-prefeitura-emergencia.htm\">occurred<\/a> in Macei\u00f3, damaging roads and buildings. The following year, Braskem stopped extracting rock salt in the area. The resulting <a href=\"https:\/\/audienciaspublicas.org\/wp-content\/uploads\/2021\/10\/Escuta-Formal-Publica_Final-2909a_final.pdf\">document<\/a> noted the loss of vegetation and the reduction in the animal population, the silting up of the Munda\u00fa Lagoon, and the salinisation of aquifers.<\/p>\n\n\n\n<p>Ver\u00f4nica Antunes is a professor at the Federal University of Alagoas, who monitors and researches the environmental impacts of rock salt mining in Macei\u00f3. She reports that 15 hectares of mangroves and sandbanks have been destroyed. <\/p>\n\n\n\n<p>Antunes says that Braskem disregarded its impact on the built-up area and its surroundings, and that the reparation measures proposed by the company were not enough to ensure the region\u2019s recovery: \u201cHowever much the causal agent [Braskem] tries to repair it, the compensation will not be enough to re-establish the previous quality and conditions.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/20240313_braskem_maceio_rock-salt-mines_map_EN.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/20240313_braskem_maceio_rock-salt-mines_map_EN-768x660.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/20240313_braskem_maceio_rock-salt-mines_map_EN-1024x880.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/20240313_braskem_maceio_rock-salt-mines_map_EN.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Around 60,000 people from five neighbourhoods have been evacuated since 2018 as a result of rock salt mining activity. In a letter issued in 2023 outlining their commitments to the local community, the company also listed compensatory <a href=\"https:\/\/www.braskem.com.br\/compromissosmaceio\">measures<\/a> that have been adopted or are underway, such as the creation of a sustainable water use monitoring network and investments in mangrove planting projects to protect local species.<\/p>\n\n\n\n<p>Nevertheless, complaints from the community persist. Local fishers and shellfish gatherers, for instance, lament the decline of stocks of the <em>sururu<\/em> mollusc in nearby waters. According to Natallya Levino, a professor at the Federal University of Alagoas, the <em>sururu<\/em> is crucial for the subsistence of the Munda\u00fa Lagoon\u2019s residents. It also plays the important role of helping to purify the water and, in the process, serves as an indicator of the health of the aquatic ecosystem, she notes.<\/p>\n\n\n\n<p>The decline of the mollusc \u201ccould affect the whole community, since those who depend on <em>sururu<\/em> are financially vulnerable,\u201d says Levino.<br><br>Neirevane Nunes is a biologist and member of the Unified Movement of Braskem Victims, a local activist group. Although conclusive data is lacking, she says the increase in salinity caused by the collapse of Mine 18 could lead to dehydration in <em>sururu<\/em>, jeopardising their survival.<\/p>\n\n\n\n<p>\u201cIn addition to this physiological stress, for the <em>sururu<\/em> to be able to adapt to changes in salinity, it has to face other challenges such as pollution and historical contamination of the Munda\u00fa Lagoon,\u201d she adds.<\/p>\n\n\n\n<p>The lagoon\u2019s banks have also <a href=\"https:\/\/audienciaspublicas.org\/wp-content\/uploads\/2021\/10\/Escuta-Formal-Publica_Final-2909a_final.pdf\">suffered<\/a> from the impacts of urban occupation, some of which is illegal, as well as lack of sanitation, and other economic activities, such as sugar cane cultivation and the operation of meatpacking plants.<\/p>\n\n\n\n<p>In addition, hydrochloric acid, a by-product of the PVC production process, and various other substances have been dumped into its waters over the years, according to Jos\u00e9 Geraldo Marques. However, he and other experts say there has been a lack of studies into the damage caused by this contamination.<\/p>\n\n\n\n<p>In response to queries from Dialogo Chino, Braskem said that, since it was set up, the company has complied with all the licensing requirements. It did not respond to queries about waste dumping, including whether it had ever knowingly discharged substances into the water.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fish-or-die-on-an-empty-stomach\">Fish or \u2018die on an empty stomach\u2019<\/h2>\n\n\n\n<p>From the age of three, Mauro Pedro dos Santos has helped his father fish. The 53-year-old is president of the Bebedouro Fishermen\u2019s Colony, located on the shores of the Munda\u00fa Lagoon \u2013 an area that is now unoccupied. Santos says that, in the last 15 years, the impacts have become more evident, with the mangroves shrinking and the soil giving way due to rock salt mining.<\/p>\n\n\n\n<p>\u201cIt\u2019s got to the point where the places we used to gather crabs and walk among the mangroves are now five to six metres deep. The mangroves have practically disappeared,\u201d he notes.<\/p>\n\n\n\n<p>While they await the compensation promised by the company \u2013 a single instalment of just three months\u2019 worth of the minimum wage, amounting to R$4,236 (US$854) \u2013 in order to secure a catch many fishers are flouting the current ban on fishing and boating near the collapsed Mine 18.<\/p>\n\n\n\n<p>\u201cThe bills were coming in, but the money wasn\u2019t coming in, and the fishers would rather go fishing and make a living than die on an empty stomach,\u201d says Santos. On 22 February, local authorities <a href=\"https:\/\/maceio.com.br\/maceio\/defesa-civil-de-maceio-recomenda-reducao-da-area-interditada-na-lagoa-mundau-liberando-pesca-em-regiao-demarcada-com-boias\/\">reduced<\/a> the area closed to fishing in the lagoon, declaring that the risk of a new disaster had been controlled.
