{"id":50392147,"date":"2024-04-02T15:32:39","date_gmt":"2024-04-02T14:32:39","guid":{"rendered":"https:\/\/dialogochino.net\/?p=392147"},"modified":"2024-04-23T11:14:43","modified_gmt":"2024-04-23T11:14:43","slug":"392147-what-state-grid-new-power-line-means-for-brazil-energy-transition","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/392147-what-state-grid-new-power-line-means-for-brazil-energy-transition\/","title":{"rendered":"What State Grid\u2019s new power line means for Brazil\u2019s energy transition"},"content":{"rendered":"\n<p class=\"has-drop-cap\">The most recent chapter in Chinese investment in the Brazilian electricity sector was written in December, with state-owned utility giant State Grid\u2019s <a href=\"https:\/\/brazilian.report\/liveblog\/politics-insider\/2023\/12\/18\/china-state-grid-brazilian-power-line-auction\/\">successful bid<\/a> in the largest power transmission auction ever held in Brazil.<\/p>\n\n\n\n<p>The company secured the largest of the three contracts on offer, and plans to invest 18 billion reais (US$3.6 billion) to build 1,513 kilometres of transmission lines and two substations between the state of Maranh\u00e3o, in Brazil\u2019s north-east, and the central state of Goi\u00e1s.<\/p>\n\n\n\n<p>The main aim of the project is to <a href=\"https:\/\/www.poder360.com.br\/energia\/novo-leilao-de-transmissao-deve-contratar-r-217-bi-nesta-6a\/\">guarantee the flow<\/a> of renewable energy generation from Brazil\u2019s north-east region, which is experiencing a boom in wind and solar power plants.<\/p>\n\n\n\n<p>Ramon Haddad, vice-president of State Grid Brazil told local outlet <a href=\"https:\/\/www.youtube.com\/watch?v=W6WZH3G7J2M&amp;t=912s\">Ag\u00eancia Estado<\/a> that the company has set a deadline to complete the project within six years, but hopes to do so ahead of schedule to make the venture more profitable and more quickly meet the needs of the Brazilian electricity sector. The signing of the concession is scheduled for 3 April, from which the deadline will take effect. <\/p>\n\n\n\n<p>The auction of this single lot alone represents at least five times more than the US$588 million of Chinese investment announced in the entire sector in 2022, according to <a href=\"https:\/\/www.cebc.org.br\/2023\/08\/29\/numero-de-projetos-chineses-no-brasil-bateu-recorde-em-2022\/\">data<\/a> from the Brazil-China Business Council (CEBC). It guaranteed a boost to Chinese investment in the country in the first year of President Luiz In\u00e1cio Lula da Silva\u2019s new administration.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/17309867\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>Recent years have seen relations between the two countries marked by the Covid-19 pandemic, <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/crise-economica-na-china-nao-deve-melhorar-este-ano-dizem-especialistas\/#:~:text=A%20China%20est%C3%A1%20assolada%20por,recorrentes%20na%20cadeia%20de%20suprimentos.\">China\u2019s economic difficulties<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/12181-brazil-elects-bolsonaro-champion-of-anti-china-rhetoric\/\">anti-China rhetoric<\/a> from former president Jair Bolsonaro. Following this rocky period, the number of projects by Chinese companies in all sectors in Brazil has risen, increasing by 14% in 2022 compared to the previous year, according to CEBC, although the overall value of these investments was down by 78%.<\/p>\n\n\n\n<p>The December auction was celebrated by both the <a href=\"https:\/\/valor.globo.com\/empresas\/noticia\/2023\/12\/18\/sucesso-do-leilao-de-transmissao-deixa-mercado-otimista-com-rodada-de-2024.ghtml\">market<\/a> and Brazil\u2019s <a href=\"https:\/\/www.cnnbrasil.com.br\/economia\/leiloes-de-transmissao-foram-sucesso-e-vao-atrair-r-200-bi-em-investimentos-verdes-diz-ministro\/\">federal government<\/a>, but it also posed a challenge to Lula: that of better defining his energy policy in the midst of the urgent need to combat climate change. Brazil has recently seen <a href=\"https:\/\/renewablesnow.com\/news\/brazil-adds-76-gw-of-new-wind-solar-power-in-2023-844308\/\">significant growth<\/a> in renewable energy, and the president has regularly pitched his government as a champion of green causes, but also faced <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/386760-lulas-first-year-sees-mixed-results-on-climate-and-environment\/\">criticism over his mixed signals<\/a> on expanding the country\u2019s oil output. <\/p>\n\n\n\n<p>Experts interviewed by Di\u00e1logo Chino recognise that new investments in transmission lines could help eliminate energy bottlenecks that currently see some renewable generation struggle to make it onto the grid and, at the same time, promote the country\u2019s energy transition. Anton Schwyter, a consultant for the energy programme of the \ufe0fBrazilian Institute for Consumer Defense (IDEC), argues that the new transmission lines could have side effects, such as enabling the construction of fossil fuel thermal power stations in the north-east.<\/p>\n\n\n\n<p>Schwyter recalls that in 2022, as part of the law that allowed for the privatisation of state-owned energy company Eletrobras, the national congress <a href=\"https:\/\/energiaeambiente.org.br\/the-privatization-of-eletrobras-thermal-power-plants-exacerbates-brazils-socio-environmental-problems-20220917\">mandated<\/a> the installation of natural gas thermoelectric plants. Those in support of the measure argued that this was to <a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2021\/05\/camara-aprova-texto-base-de-mp-que-abre-caminho-para-privatizacao-da-eletrobras.shtml\">guarantee<\/a> the country\u2019s energy security in the transition phase of the privatisation of the state-owned company. <\/p>\n\n\n\n<p>However, that same year, the auction for the contracts of these proposed thermal plants in the north-east <a href=\"https:\/\/epbr.com.br\/leilao-de-termeletricas-a-gas-contrata-tres-novas-usinas-no-norte\/\">did not attract any interested parties<\/a>, partly because of the region\u2019s poor energy infrastructure. But, he adds: \u201cTo head in this direction is nonsense. Stopping the building of fossil fuel plants would be an important step [for Brazil].\u201d<\/p>\n\n\n\n<p>Doubts have also been raised over the long-term sustainability of a model focused on long-distance transmission lines, at a time when great advances are being seen in <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/368030-small-solar-projects-help-to-power-argentinas-energy-transition\/\">distributed generation<\/a> \u2013 decentralised production, which typically makes use of renewable sources, and is aimed at supporting local or even household consumption. <\/p>\n\n\n\n<p>\u201cMore and more, you can have energy that you produce yourself. Over time, this will grow a lot,\u201d explains Schwyter. \u201cI wonder if it makes sense to build transmission lines back and forth when there is a way for everyone to have their own [electricity system]. The lines are meant to last 40 or 50 years, but they can become useless and obsolete in a short time, even if they use state-of-the-art technology.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50368030\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>IDEC is one of the civil society organisations involved in the <a href=\"https:\/\/coalizaoenergialimpa.org\/\">Clean Energy Coalition<\/a>, which advocates the progressive elimination of fossil fuel energy sources in Brazil. \u201cThe energy transition and the reform of the electricity sector are fundamental,\u201d said Priscila Morgon Arruda, coordinator of IDEC\u2019s energy programme.<\/p>\n\n\n\n<p>Among the necessary changes, Arruda mentions the need for public policies to combat energy losses along transmission lines in the national system, as a way of reducing the need for investment in large new power stations and to lower Brazil\u2019s electricity bill. Brazilians have the <a href=\"https:\/\/www.riotimesonline.com\/brazil-news\/brazils-electricity-rates-highest-among-34-nations\/#:~:text=Brazil%20leads%20in%20a%20ranking,their%20annual%20income%20on%20electricity.\">highest average spend<\/a> on electricity bills, among 34 countries listed by the Organization for Economic Co-operation and Development (OECD).<\/p>\n\n\n\n<p>Arruda also calls for projects that aim to eliminate energy poverty, the lack of access to electricity that affects many Brazilians, particularly <a href=\"https:\/\/www.bbc.com\/portuguese\/brasil-61654989\">remote communities<\/a> in the Amazon.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-socio-environmental-risks\">Socio-environmental risks<\/h2>\n\n\n\n<p>The possible socio-environmental impacts on areas where the transmission lines will pass are among the serious issues that need to be considered in this type of development, warns L\u00edvio Ribeiro, associate researcher at the Getulio Vargas Foundation and a partner at BRCG, a company that provides economic consultancy on China. <\/p>\n\n\n\n<p>The researcher emphasises the need to \u201cavoid what has happened in other projects in the country\u201d in which local communities have not been properly consulted over works. \u201cThis generates conflicts because of the need to enter Indigenous land,\u201d Ribeiro says. The ministry emphasised that the technical documentation on environmental impact submitted by State Grid followed the guidelines established by the Energy Research Company (<a href=\"https:\/\/www.epe.gov.br\/en\/about-epe\/who-we-are\">EPE<\/a>), a state organisation that that supports the ministry and other energy industry bodies. <\/p>\n\n\n\n<p>State Grid also confirmed to Di\u00e1logo Chino that the project does not interfere with officially established Indigenous lands or quilombola territories (Afro-Brazilian communities that were traditionally founded by escaped slaves), and reiterated its commitment to ensuring the project\u2019s sustainability. The company added that the implementation and operation of the transmission lines would be \u201ccarried out with the best environmental practices aiming at preserving the environment, within the scope of the environmental licensing process of the project, which is already underway. \u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Brazil is prepared, it has a socio-environmental regulatory framework, and the Chinese will certainly follow its rules<\/blockquote><cite class=\"block--pull-quote__cite\">Luiz Augusto Figueira, a researcher at Getulio Vargas Foundation<\/cite><\/div><\/div>\n\n\n\n<p>In Brazil and across Latin America, Chinese investments in large-scale projects have often been received with caution by some observers, who have highlighted previous cases of socio-environmental impacts linked to Chinese companies and financing in the region. Last year, Latin American NGOs <a href=\"https:\/\/dialogue.earth\/en\/infrastructure\/364274-latin-american-ngo-concerns-chinese-investments-un\/\">raised<\/a> accusations of violations by Chinese companies to a UN rights body, and called for greater dialogue with Chinese organisations.<\/p>\n\n\n\n<p>However, L\u00edvio Ribeiro says that even though there are risks, Chinese overseas investment is becoming increasingly conscious. \u201cTen years ago, the Chinese would invest without knowing that they could have an impact on a <em>quilombo<\/em>,\u201d he says. \u201cWhat I realise has happened over time, in various investment areas, is that they have come to understand the dynamics of other countries, such as those in Latin America.\u201d<\/p>\n\n\n\n<p>Luiz Augusto Figueira, a researcher at Getulio Vargas Foundation and a former executive at Eletrobras, adds that in Brazil, government bodies are becoming increasingly judgemental when it comes to authorising projects: \u201cEverything will depend on respect for the rules and supervision. Brazil is prepared, it has a socio-environmental regulatory framework. The Chinese will certainly follow the country\u2019s rules.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-chinese-investment-in-brazilian-energy\">Chinese investment in Brazilian energy<\/h2>\n\n\n\n<p><a href=\"https:\/\/stategrid.com.br\/pt_br\/sobre\/\">State Grid<\/a> arrived in Brazil in 2010 and already holds 19 transmission concessions across the country, plus another five in joint ventures. \u201cThe arrival of State Grid strongly signalled Chinese interest in energy transmission,\u201d said Figueira.<\/p>\n\n\n\n<p>For Figueira, the Chinese state-owned company saw \u201ca great opportunity\u201d to expand operations in a country that already has experience in high-voltage direct current (HVDC) transmission, similar to the infrastructure it is developing at home. This technology reduces energy losses and costs over long distances, and is to be used in the lines auctioned in December. Another factor, according to the researcher, is the state-owned company\u2019s access to low-cost financing and to Chinese suppliers along the sector\u2019s production chain.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50384534\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Chinese interest in sectors such as energy in Latin America and the Caribbean has remained stable in recent years, even with international and market fluctuations, but there are changing patterns in new agreements and projects, according to a <a href=\"https:\/\/www.thedialogue.org\/wp-content\/uploads\/2024\/01\/Emerging-Trends-in-Chinese-Foreign-Direct-Investment-in-LAC.pdf\">recent report<\/a> by the Inter-American Dialogue. It highlights a shifting focus away from participating in oil projects towards renewable energy deal-making.<\/p>\n\n\n\n<p>In the Brazilian context, the Chinese focus on oil <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/384534-petrobras-looks-to-china-for-green-partners-and-more-oil\/\">remains strong<\/a>. Ribeiro recalls that China is the <a href=\"https:\/\/www.eia.gov\/tools\/faqs\/faq.php?id=709&amp;t=6\">second largest<\/a> oil consumer in the world behind the United States, and that Chinese businesses have made <a href=\"https:\/\/exame.com\/brasil\/chineses-pagarao-us294-bi-a-petrobras-como-compensacao-de-investimentos\/\">large contributions<\/a> to Petrobras to explore for oil in Brazil\u2019s south-east, in the pre-salt layers of the Santos Basin.&nbsp;<\/p>\n\n\n\n<p>State Grid\u2019s success in the power line auction, however, follows the recent investment trend of Chinese companies towards the green energy and <a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/384578-brazils-ev-market-shifts-up-a-gear-as-chinese-makers-set-up-shop\/\">electric vehicle industries<\/a>. \u201cWhat China is doing in Brazil is similar to what it\u2019s doing around the world,\u201d Ribeiro summarises.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Chinese firm
