{"id":60014584,"date":"2024-04-23T14:10:00","date_gmt":"2024-04-23T13:10:00","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60014584"},"modified":"2024-04-25T15:49:13","modified_gmt":"2024-04-25T14:49:13","slug":"ethiopias-tree-planting-scheme-needs-better-coordination","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/ethiopias-tree-planting-scheme-needs-better-coordination\/","title":{"rendered":"Ethiopia\u2019s tree-planting scheme needs better coordination"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Over 85% of Ethiopia\u2019s land is considered moderately to very severely degraded, according to a 2007 <a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-319-19168-3_14\">estimate<\/a> by the UN convention on desertification. This is a particularly acute problem in a country where <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Ethiopia_CRFS_Case_Study.pdf\">85%<\/a> of people rely on agriculture and pastoralism for their livelihoods.<\/p>\n\n\n\n<p>To halt and reverse the degradation, various measures have been taken including the Green Legacy initiative. Launched in 2019, by the end of 2022 the <a href=\"https:\/\/ethiopianembassy.org\/acceptance-statement-for-the-outstanding-african-leadership-award\/\">government<\/a> said the initiative had mobilised Ethiopians to plant 25 billion seedlings. But this assessment is complicated by a lack of data transparency, the absence of a central organising office, and budget constraints.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-trees-for-development\">Trees for development<\/h2>\n\n\n\n<p>Ethiopia is located in the easternmost part of the African mainland. This Horn of Africa region is currently experiencing its most severe drought on record. The drought, exacerbated by climate change, is predicted to continue, <a href=\"https:\/\/www.unrefugees.org\/news\/horn-of-africa-food-crisis-explained\/\"><\/a>\u201cpushing 26 million people in the region into crisis or worse level of food insecurity\u201d, the UN Refugee Agency <a href=\"https:\/\/www.unrefugees.org\/news\/horn-of-africa-food-crisis-explained\/\">stated<\/a> in 2023.<\/p>\n\n\n\n<p>In Ethiopia alone, five failed rainy seasons have left up to 12 million people facing food shortages, a 2023 Save the Children <a href=\"https:\/\/www.savethechildren.net\/news\/ethiopia-tough-months-ahead-rains-fail-fifth-season-row-millions-need-urgent-food-assistance\">report<\/a> indicates. It intends to increase forest cover, expand agroforestry, enable eco-tourism, green urban areas, restore degraded land, and ensure food security. According to the UN Department of Economic and Social Affairs, the initiative <a href=\"https:\/\/sdgs.un.org\/partnerships\/green-legacy-initiative\">forms<\/a> part of the country\u2019s \u201cmultifaceted response to the impacts of climate change and environmental degradation\u201d.<\/p>\n\n\n\n<p>It also forms part of the transboundary <a href=\"https:\/\/www.unccd.int\/our-work\/ggwi\">Great Green Wall<\/a> initiative, which aims to combat desertification across the Sahel \u2013 a semi-arid region bordering the Sahara Desert.<\/p>\n\n\n\n<p>Adefires Worku, the Green Legacy initiative\u2019s technical committee chairperson, said: \u201cThe approach we followed was to grow 30% of fast-growing trees, 30% of indigenous trees and 40% of ornamental and fruit-bearing seedlings.\u201d<\/p>\n\n\n\n<p>These fruit-bearing trees include avocado, mango, apple and papaya, which contribute to both Ethiopia\u2019s food security and agricultural exports, Worku added.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/20240101_Ethiopia-Green-Legacy-papaya-saplings_TiksaNegeri_DialogueEarth.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/20240101_Ethiopia-Green-Legacy-papaya-saplings_TiksaNegeri_DialogueEarth-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/20240101_Ethiopia-Green-Legacy-papaya-saplings_TiksaNegeri_DialogueEarth-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/20240101_Ethiopia-Green-Legacy-papaya-saplings_TiksaNegeri_DialogueEarth.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"seedlings in temporary pots\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Papaya seedlings in a nursery in Bishoftu. By May 2023, they made up <a href=\"https:\/\/ethiopianmonitor.com\/2023\/05\/23\/green-legacy-initiative-focus-on-fruits-as-tree-seedlings-preparation-begins\/\"><\/a>55% of the seedlings being prepared at nurseries, according to the agriculture ministry, as reported by <a href=\"https:\/\/ethiopianmonitor.com\/2023\/05\/23\/green-legacy-initiative-focus-on-fruits-as-tree-seedlings-preparation-begins\/\">Ethiopian Monitor<\/a>.<\/p>\n\n\n\n<p>The total planting <a href=\"https:\/\/ethiopianmonitor.com\/2023\/05\/23\/green-legacy-initiative-focus-on-fruits-as-tree-seedlings-preparation-begins\/\"><\/a>target for 2023 was 6.5 billion seedlings, <a href=\"https:\/\/press.et\/herald\/?p=74389\">Ethiopian Herald<\/a> stated. Among these, 2.2 billion would aim to contribute to forest development, and the rest would be for agro-forestry.<\/p>\n\n\n\n<p>The Green Legacy initiative has made tree planting a culture among Ethiopians. More than 30 million participate every year, and on a single day in July 2023 the government claimed <a href=\"https:\/\/www.trtafrika.com\/africa\/ethiopia-breaks-own-record-by-planting-560-million-trees-in-a-day-14090033\">560 million trees<\/a> were planted.<\/p>\n\n\n\n<p>In 2022, Prime Minister Abiy Ahmed Ali said the initiative had directly created more than\u00a0<a href=\"https:\/\/twitter.com\/AbiyAhmedAli\/status\/1559084397617356800?lang=en\">767,000<\/a> jobs so far. A number of local studies have found that income from forests contributes significantly to rural Ethiopian households\u2019 income, in some cases <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1389934106001274\">on a par with agriculture<\/a>, demonstrating how forests benefit livelihoods.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-too-good-to-be-true\">Too good to be true?<\/h2>\n\n\n\n<p>Some are sceptical about both the claimed quantity and variety of trees planted.<\/p>\n\n\n\n<p>Dr Wubalem Tadesse works at the Ethiopian Environment and Forest Research Institute. He told Dialogue Earth: \u201cFarmers tend to plant fast-growing trees which provide economic benefits in a shorter period of time, like eucalyptus.\u201d Tadesse said that many smallholder farmers use eucalyptus for timber, firewood and pulpwood. For the 7.5 billion the government said were planted between July 2022 and July 2023, it put the survival rate at <a href=\"https:\/\/www.ena.et\/web\/eng\/w\/eng_3779338\">85%<\/a>. Sources at the Environmental Commission told Dialogue Earth that the rate may not surpass 50%, however.<\/p>\n\n\n\n<p><a href=\"https:\/\/addisstandard.com\/op-ed-national-tree-for-ethiopias-environmental-economic-social-welfare\/\"><\/a>A bottom-up and participatory approach to tree planting could improve the mix of species and survival rates, Teshome Hundumma, a postdoctoral researcher at the Norwegian University of Life Sciences, has <a href=\"https:\/\/addisstandard.com\/op-ed-national-tree-for-ethiopias-environmental-economic-social-welfare\/\">argued<\/a>.<\/p>\n\n\n\n<p>Another issue with the Green Legacy initiative is its co-existence with high rates of deforestation.<\/p>\n\n\n\n<p>\u201c<a href=\"https:\/\/www.researchgate.net\/publication\/359399910_Forest_Education_and_Research_in_Ethiopia\">Data<\/a> indicates more than 92,000 hectares of forest are destroyed every year. In contrast, the nation plants approximately 20,000 hectares each year. In 2022, the Ethiopian government announced plans to clear <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/114818\/Expert-details-updates-speculations-on-Grand-Ethiopian-Renaissance-Dam\">17,000 hectares<\/a> worth of forest to make space for the Grand Ethiopian Renaissance Dam reservoir.<a href=\"https:\/\/egyptindependent.com\/ethiopia-clears-forests-at-gerd-site-in-preparation-for-3rd-filling\/\"><\/a><\/p>\n\n\n\n<p>\u201cThe annual campaigns should also include the move that halts deforestation practices.
