Bottom trawling has long attracted controversy over its environmental impact. As long ago as the 1880s, complaints from line fishers in the UK resulted in an inquiry<\/a> into claims it reduced fish stocks and damaged habitat.<\/p>\n\n\n\n

The fishing method involves boats dragging weighted cone-shaped nets across the seabed to capture fish and other species such as shrimp that live on or close to it. These nets can be huge, up to 240 metres wide, according to campaigners<\/a>.<\/p>\n\n\n\n

Concerns about the environmental impact of fishing largely revolve around overfishing, damage to habitats, and accidental \u2018bycatch\u2019 of non-target species including seabirds and mammals. Bottom trawling is the only method of fishing conclusively linked to all three problems, according to a 2021 report<\/a> from organisations including the Blue Ventures conservation group and Fauna and Flora International, which oppose the practice in protected areas.<\/p>\n\n\n\n

Greek ban energises opponents<\/h2>\n\n\n\n

Bottom trawling is globally mainstream, responsible for a quarter<\/a> of all wild-caught seafood. Many campaign organisations celebrated when Greek prime minister Kyriakos Mitsotakis announced this month at the Our Ocean conference in Athens that the practice would be banned in the country\u2019s national marine parks by 2026 and across all its protected ocean areas by 2030.<\/p>\n\n\n\n

\u201cWe didn\u2019t expect it from Greece \u2013 this shows that they have leadership on marine issues, taking the space of countries like France, Germany or Spain that would normally be more progressive on these issues, but are failing,\u201d says Nicolas Fournier, campaign director for marine protection at the Oceana NGO. \u201cGreece has a very large trawling fleet, so this is a tangible commitment for them, not low-hanging fruit.\u201d<\/p>\n\n\n\n

According to the Greek government<\/a>, there are 247 trawling boats in Greece. Affected communities will be financially compensated, with payments from offshore wind farms flagged as a potential source. So far, the government has not released many details of the ban, which will eventually cover 32% of its waters. This is leaving fishers in the dark as to the exact impact on their livelihoods, Stefanos Kalogirou, a fisheries researcher at the Agricultural University of Athens says.<\/p>\n\n\n\n

Protected areas a flashpoint for debate<\/h2>\n\n\n\n

The Greek announcement has added fuel to the fire of debate in Europe. The European Commission \u2013 the European Union\u2019s main executive body \u2013 wants bottom trawling in protected areas phased out under its 2023 marine action plan<\/a>, in line with existing EU legislation that says protected areas should not be subjected to bottom-towed fishing gear.<\/p>\n\n\n\n

So far, Greece is the only EU member state that has announced a ban.<\/p>\n\n\n\n

Oceana is campaigning<\/a> for the commission to take tougher action on countries that still allow bottom trawling in protected areas. In April, along with other anti-trawling NGOs, it published research<\/a> showing that the practice is currently allowed in 90% of offshore EU marine protected areas (MPAs). The majority of EU countries have missed a 31 March 2024 deadline to set out national roadmaps for phase outs.<\/p>\n\n\n\n

The debate has become hugely politicised. France has launched a dispute with the UK at EU level after the British government\u2019s move<\/a> in March to ban bottom trawling in 13 of its protected areas covering around 4,000 square kilometres. French trawlers have operated in these areas in the past and the French government complains that the move breaches an agreement on trade and cooperation the UK made when it left the EU.<\/p>\n\n\n\n

Charles Clover, executive director of the Blue Marine Foundation, argues the ban applies to both UK and French vessels, meaning that [the ban] is allowed under the agreement. \u201cIt\u2019s a huge mess in Europe because they haven\u2019t been obeying their own law for 40 years. It\u2019s all become totally chaotic and quite nasty,\u201d he says.<\/p>\n\n\n\n

The European Bottom Fishing Alliance has strongly condemned the idea of banning its members\u2019 7,000 vessels from MPAs en masse, arguing that any bans should be done case-by-case and based on the best available science, not through what it calls \u201ca parody of political debate driven by NGOs and activists\u201d.<\/p>\n\n\n\n

It claims that the sector has become more sustainable by using technologies to reduce bycatch and fuel consumption. It says it has helped to identify the most vulnerable areas that need to be closed, while finding those where it should still be allowed to operate. A blanket ban in European MPAs would weaken the EU\u2019s food security, and result in greater imports from areas of the world where it has no control over sustainability, it warns.<\/p>\n\n\n\n

The cost of saving the bottom<\/h2>\n\n\n\n

Similar arguments are put forward by some scientists. Jan Geert Hiddink, professor of marine biology at Bangor University in the UK, argues that anyone considering closing areas to bottom trawling needs to assess where alternative food would come from, be that other fisheries or livestock.<\/p>\n\n\n\n

\u201cJust because you\u2019re making things better in one particular location doesn\u2019t mean that we\u2019re improving the state of the ecosystem overall,\u201d he says.<\/p>\n\n\n\n

He adds that in the EU and UK, most MPAs are not designated on the basis of the seabed life there, but aim to safeguard other species, such as seabirds or mammals. Evidence is limited as to the extent that a healthier seabed helps species in other parts of the water, as it is very hard to study the overall impact of trawling taking place in a particular location on fish that swim large distances, he says.<\/p>\n\n\n\n

Researchers row over climate impacts<\/h2>\n\n\n\n

Dispute over the global impact of bottom trawling has been \u2013 by scientific standards \u2013 fierce.<\/p>\n\n\n\n

Research into the carbon released from sediments churned up by trawling has led to warnings that the practice threatens the security of ocean carbon stores. Debate has raged<\/a> since a 2021 claim that trawling produces the same quantity of CO2 emissions as the aviation industry. That original claim has been questioned by some researchers, including Hiddink. They said the modelling was flawed and that carbon stirred up by trawling would not necessarily be released to the atmosphere.<\/p>\n\n\n\n

The debate continues. A paper<\/a> published in January featuring some of the authors behind the original claim suggests that around 50% of sediment carbon released by trawling ends up in the atmosphere within a decade. <\/p>\n\n\n\n

Ray Hilborn, a fisheries researcher at the University of Washington who has questioned the 2021 claim, believes seafood from bottom trawling can have a smaller carbon footprint<\/a> than animal-based protein since it requires no land-use change, or methane production. The majority of its carbon footprint comes directly from fuel use by fishing vessels, and that could improve over time, his research suggests. Other environmental impacts, such as use of antibiotics and nutrient release, were also lower, he says.<\/p>\n\n\n\n

Commentators from the conservation sector have dismissed arguments for the sustainability of bottom trawling, pointing out that some academics behind supportive papers receive funding from the fishing industry. Hiddink<\/a> and Hilborn<\/a> acknowledge funding from such sources, and support from governments, philanthropic foundations and nongovernmental organisations.<\/p>\n\n\n\n

Fournier says that comparisons with land-based livestock make an assumption about the status quo in terms of protein consumption, when there is a need to switch to plant-based diets and reduce consumption.<\/p>\n\n\n\n

At the moment, at least in Europe, those who wish to restrict trawling of the seabed feel they are on the front foot.<\/p>\n\n\n\n
