{"id":60017933,"date":"2024-05-09T16:03:05","date_gmt":"2024-05-09T15:03:05","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60017933"},"modified":"2024-05-15T17:32:45","modified_gmt":"2024-05-15T16:32:45","slug":"the-fight-over-fish-attractors-in-the-indian-ocean","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/the-fight-over-fish-attractors-in-the-indian-ocean\/","title":{"rendered":"The fight over fish attractors in the Indian Ocean"},"content":{"rendered":"\n<p>Anthony Raj is the owner and captain of a fishing boat that has been hunting tuna in the Indian Ocean for years.<\/p>\n\n\n\n<p>He and his crew of 11 are preparing for a high seas fishing expedition later in May. It will take them hundreds of nautical miles away from their home in Thathoor, a coastal village in the southern Indian state of Tamil Nadu.<\/p>\n\n\n\n<p>\u201cThe ocean is like our mother,\u201d Raj tells Dialogue Earth. \u201cWhenever we turn to it for sustenance, it never sends us back empty handed. This connection is real.\u201d<\/p>\n\n\n\n<p>When he next takes to the sea, Raj will also be party to a long-running scientific and political row over how tuna fishers should work.<\/p>\n\n\n\n<p>Thousands of long-line fishers from coastal countries, like himself, find it difficult to locate tuna schools in the Indian Ocean\u2019s vast expanse. The longer it takes them to do so, the longer they spend at sea, and the more it costs them.<\/p>\n\n\n\n<p>But \u201cchasing free-swimming tuna is a passion for us and we don\u2019t mind if it takes a bit longer\u201d, he says. \u201cWe do not use any deceptive methods like so many international fleets do.\u201d<\/p>\n\n\n\n<p>Raj is referring to artificial floating structures with hanging nets and tracking buoys. Some fishers deploy these \u201cdrifting fish aggregating devices\u201d (dFADs), which, as floating objects, attract tuna to hide under and around them, making them easier to catch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-overseeing-the-indian-ocean\">Overseeing the Indian Ocean<\/h2>\n\n\n\n<p>The continued use of dFADs will feature prominently in the upcoming 28th session of the Indian Ocean Tuna Commission (IOTC). This regional fisheries management organisation oversees the catching of tuna and tuna-like species including yellowfin, bigeye, skipjack and bluefin.<\/p>\n\n\n\n<p>On 13 May in Bangkok, IOTC member states will try to agree a way forward after a proposal to regulate dFADs last year made by Kenya failed to be implemented despite support from other nations. (Political manoeuvring led to the country eventually opposing its own resolution.)<\/p>\n\n\n\n<p>\u201cFADs will be a long-drawn negotiation,\u201d says Glen Holmes, a marine ecologist and senior officer of environmental NGO the Pew Charitable Trusts\u2019 international fisheries project.<\/p>\n\n\n\n<p>\u201cThere are a lot of proposals being put forward this year\u2026 and that may make it even more difficult to be able to negotiate out a consensus agreement.\u201d<\/p>\n\n\n\n<p>Improvements in the way tuna are fished seem necessary. According to IOTC estimates, both <a href=\"https:\/\/iotc.org\/sites\/default\/files\/content\/Stock_status\/2022\/Yellowfin2022E.pdf\">yellowfin<\/a> and <a href=\"https:\/\/iotc.org\/sites\/default\/files\/content\/Stock_status\/2022\/Bigeye2022E.pdf\">bigeye<\/a> tuna are overfished in the Indian Ocean, with the former having been in <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2016\/04\/IOTC-2015-SC18-RE_-_FINAL.pdf\">such a state<\/a> since 2015.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-an-ecological-trap\">An \u2018ecological trap\u2019?<\/h2>\n\n\n\n<p>Introduced in the mid-1980s and now deployed on a vast scale in the Indian Ocean, drifting FADs have been described as an \u201c<a href=\"https:\/\/www.int-res.com\/abstracts\/meps\/v353\/p255-264\/\">ecological trap<\/a>\u201d by critics. They say the devices lead to unnatural behaviour that breeds unhealthy tuna. According to one <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2023\/05\/IOTC-2023-S27-NGO19_-_IOTC_May_2023_Factsheet1-dFADs_WWF.pdf\">estimate<\/a> from WWF \u2013 which opposes FAD use \u2013 32 juvenile tuna are caught for every adult yellowfin, upsetting the population balance.<\/p>\n\n\n\n<p>The ease with which the devices make it possible to catch tuna may ultimately be facilitating overfishing, some scientists and campaigners say.<\/p>\n\n\n\n<p>Other marine life also have a proclivity for sheltering under the structures. FAD fishing has been linked with \u201c<a href=\"https:\/\/esajournals.onlinelibrary.wiley.com\/doi\/abs\/10.1890\/130045\">massive shark mortality<\/a>\u201d from direct entanglement in the devices, and accused of increasing bycatch of animals such as turtles that shelter around them when boats come to scoop up tuna.<\/p>\n\n\n\n<p>Abandoned and lost FADs add to the marine waste problem and can <a href=\"https:\/\/echebastar.com\/wp-content\/uploads\/2023\/03\/Coral-Project_Derelict-FAD-Interaction-with-Coral-Communities-in-the-IO_2023_03_09.pdf\">damage coral reefs<\/a> if they reach shores.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-benefits-of-aggregators\">The benefits of aggregators<\/h2>\n\n\n\n<p>FADs have their fans, though, especially among <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X13002972\">purse seine fishers<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignleft block--did-you-know\"><p class=\"block--did-you-know__title\">What is purse seine fishing?<\/p><div class=\"block--did-you-know__content\"><p>Purse seine fishing boats use vertical nets \u2013 the \u2018seine\u2019 \u2013 that can be kilometres long to surround fish. These nets are then pulled together \u2013 \u2018pursed\u2019 \u2013 at the bottom to complete the catch.<\/p><\/div><\/div>\n\n\n\n<p>Forty-six purse seiners of around 90 metres in length operate in the Indian Ocean, according to the <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2023\/10\/IOTC-2023-WGFAD05-03_-_Data_0.pdf\">IOTC<\/a>, mostly flagged to the Seychelles and European Union nations. EU vessels accounted for almost a third of the tropical tuna caught in the Indian Ocean in 2022, largely through the use of dFADs, according to conservation organisation <a href=\"https:\/\/www.bluemarinefoundation.com\/2024\/05\/02\/statement-in-advance-of-the-28th-session-of-the-iotc\/#_ftn3\">Blue Marine Foundation<\/a>. Together, the 46 purse seiners are thought to deploy around 20,000 dFADs every year, the IOTC adds.<\/p>\n\n\n\n<p>\u201cCatching tuna is a costly activity,\u201d says K. Mohammed Koya, a fisheries scientist at India\u2019s Central Marine Fisheries Research Institute. \u201cFADs have become unavoidable for the purse seine industry. Without it, they won\u2019t be able to operate. <\/p>\n\n\n\n<p>\u201cBut there must be regulation, because FADs are highly problematic.\u201d<\/p>\n\n\n\n<p>Globally, FAD-assisted fishing contributes more than half of the tuna purse-seine catch. Advocates say it can reduce fuel use as it offers vessels a better chance of finding tuna quickly.<\/p>\n\n\n\n<p>Some studies do show <a href=\"https:\/\/archimer.ifremer.fr\/doc\/00042\/15320\/12658.pdf\">lower<\/a> fuel consumption with FAD use than without. But other research notes that vessels relying on FADs tend to be bigger and could therefore still use <a href=\"https:\/\/www.bmis-bycatch.org\/system\/files\/zotero_attachments\/library_1\/ZZCIVAIM%20-%20Tydemers%20and%20Parker%20-%202012%20-%20Fuel%20consumption%20and%20greenhouse%20gas%20emissions%20from.pdf\">more fuel<\/a> per tonne of tuna landed than others, such as Raj\u2019s long-line boat.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-seeking-closure\">Seeking closure<\/h2>\n\n\n\n<p>Delegates at the 28th IOTC session this month will discuss several dFAD proposals.<\/p>\n\n\n\n<p>There seems to be broad agreement that they should, in future, be made of <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2024\/04\/IOTC-2024-S28-PropEE_-_Proposal_on_biodegrability_of_DFAD_EU_Rev1.pdf\">biodegradable<\/a> material, and that there should be a limit on the number each boat can use.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20131101_Bamboo-Fish-Aggregating-Device_Flickr_17142003172_3aa46e8edc_o.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20131101_Bamboo-Fish-Aggregating-Device_Flickr_17142003172_3aa46e8edc_o-768x432.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20131101_Bamboo-Fish-Aggregating-Device_Flickr_17142003172_3aa46e8edc_o-1024x576.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20131101_Bamboo-Fish-Aggregating-Device_Flickr_17142003172_3aa46e8edc_o.jpg 1920w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1920px\" alt=\"Bamboo Fish Aggregating Device floating on water surface seen from below\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A fish aggregating device made from bamboo. The <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2024\/04\/IOTC-2024-S28-PropKE_-_Proposal_on_FAD_management_EU_cf_19_02_0.pdf\">European Union<\/a> and <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2024\/04\/IOTC-2024-S28-PropAE_-_Proposal_on_management_of_DFADs_cf_Res_19-02_KOR.pdf\">South Korea<\/a> are separately pushing to limit the number of buoys a vessel can use to 260 by January 2026. A more ambitious joint proposal from Indonesia, Pakistan, Somalia, and South Africa wants a limit of 200 buoys by that date, roughly halving the 20,000 currently in use if the fleet remains at 46 vessels.<\/p>\n\n\n\n<p>A suggestion of a temporary ban on dFAD use has also been mooted by the four countries. The joint resolution proposes a 72-day FAD ban starting in July 2025 to help rebuild overfished yellowfin and bigeye stocks. It also <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2024\/04\/IOTC-2024-S28-PropRE_-_DFADs_IDNPAKSOMZAF_cf_19_02.pdf\">calls<\/a> on member states to \u201ctake all necessary measures\u201d to ensure their purse seine vessels comply.<\/p>\n\n\n\n<p>Several conservation groups are <a href=\"https:\/\/iotc.org\/sites\/default\/files\/documents\/2024\/04\/IOTC-2024-S28-NGO02_-_WWF_POSITION.pdf\">backing<\/a> this.<\/p>\n\n\n\n<p>\u201cA ban on FADs for three months is the most realistic and effective measure to rebuild yellowfin and big eye populations,\u201d says Fr\u00e9d\u00e9ric Le Manach, scientific director at Bloom, a French marine conservation non-profit. \u201cBut there is an utter lack of efficiency from FAO [the UN Food and Agriculture Organization], and IOTC has clearly failed over the past 20 years to address this critical situation.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">When you look at the science, even the data, it clearly shows that if we want to solve the issue of overfishing in the Indian Ocean&#8230; then we need to tackle the issue of FADs<\/blockquote><cite class=\"block--pull-quote__cite\">Fr\u00e9d\u00e9ric Le Manach, scientific director at French marine conservation non-profit Bloom<\/cite><\/div><\/div>\n\n\n\n<p>This proposal has been ruffling feathers. The Korean resolution makes a tacit reference to a ban, suggesting that the IOTC Scientific Committee and IOTC working group on FADs should provide scientific advice on the issue. Meanwhile, the European Union\u2019s proposal does not mention the issue \u2013 which derailed last year\u2019s attempt at regulation \u2013 at all. <\/p>\n\n\n\n<p>The battle lines have been drawn for the next meeting.<\/p>\n\n\n\n<p>\u201cThe EU is pretending that they want to have a proposal that is based on science,\u201d says Le Manach. \u201cBut when you look at the science, even the data, it clearly shows that if we want to solve the issue of overfishing in the Indian Ocean, which is particularly acute, then we need to tackle the issue of FADs.\u201d<\/p>\n\n\n\n<p>Ma\u00eblys Dreux, a press officer at the European Commission, says: \u201cThe EU has consistently proposed to amend and tighten the management of drifting FADs since 2022. Unfortunately, it has not been possible to agree by consensus on fair, implementable measures on FADs so far.\u201d<\/p>\n\n\n\n<p>He adds that FADs may be too narrow a target. \u201cA temporary closure of the FAD fishery would only concern a fraction of the total catches of tropical tuna. (Image: Brusini Aur\u00e9lien \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/Victoria-tuna_Alamy_HWDBRH-2.jpg\"\/><meta itemprop=\"contentSize\" content=\"3 MB\"\/><meta itemprop=\"height\" content=\"1700\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cThe ideal solution is the European Union taking responsibility for its giant distant-water fleet and implementing conservation and management measures that put a stop to the ongoing overfishing,\u201d says Jess Rattle, head of investigations for the Blue Marine Foundation.<\/p>\n\n\n\n<p>\u201cBut at the moment, EU is taking orders from a handful of wealthy companies and industry lobbyists, many of whom sit on the EU delegation itself.\u201d<\/p>\n\n\n\n<p>Dreux says the EU \u201chas regular dialogues with its partners where issues of mutual concern are discussed\u201d and that \u201caccusations of wrongdoing in this context are unfounded\u201d.<\/p>\n\n\n\n<p>When the debate happens at the IOTC\u2019s May deliberation, Raj and his crew will likely be navigating the high seas, crossing dFAD-infested waters, aiming for a reef or two, far from India\u2019s coast.<\/p>\n\n\n\n<p>\u201cI don\u2019t remember how many times I have ventured into the ocean for the catch,\u201d says Raj. \u201cEach time I go, I am filled with a sense of wonder.
