He recalls that cobalt mining was not a popular job amongst locals, citing the \u201chard work\u201d of extracting the scattered and deeply lodged minerals \u2013 challenging for artisanal (small-scale) miners using simple hand tools.<\/p>\n\n\n\n<p>The ubiquity of cobalt mining in the Democratic Republic of the Congo (DRC) would explode later that decade, however. In 2002, the country legalised the privatisation of mines, which led to a boom in foreign investment. By the 2010s, industries in need of huge supplies of cobalt \u2013 electric vehicle (EV) production and battery storage \u2013 started gaining traction worldwide. At the start of the 2020s, prices for the commodity reached record highs, and were expected to continue rising.<\/p>\n\n\n\n<p>As of December 2023, over <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/c7716240-ab4f-4f5d-b138-291e76c6a7c7\/CriticalMineralsMarketReview2023.pdf\">70%<\/a> of the global cobalt supply comes from the DRC. Cobalt mining has been <a href=\"https:\/\/www.un.org\/africarenewal\/news\/dr-congo-president-outlines-vision-%E2%80%98more-representative%E2%80%99-un-security-council\">cited<\/a> by the UN as a potential booster of economic growth and government revenue for the country. By positioning itself at the centre of the world\u2019s transitioning economy, this industry is also a developer of new jobs domestically.<\/p>\n\n\n\n<p>But just as the DRC had ramped up production, the price of cobalt dropped, losing <a href=\"https:\/\/www.statista.com\/statistics\/1171975\/global-monthly-price-of-cobalt\/\">60%<\/a> by 2023. The International Energy Agency (IEA) expects this downward trend to continue. So, what does this mean for the DRC\u2019s cobalt-driven development ambitions, and the livelihoods of over 200,000 Congolese miners?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-oversupply-and-spiralling-prices\">Oversupply and spiralling prices<\/h2>\n\n\n\n<p>Experts describe multiple reasons for cobalt\u2019s loss in value, including inflation and the pandemic, which both stifled global demand. Dialogue Earth consulted Yun Young Kim, a world energy outlook analyst for the IEA. She describes 2023 as \u201ca difficult year for commodities and macroeconomics,\u201d because \u201cconsumers were spending less and electronics demand was lower.\u201d<\/p>\n\n\n\n<p>As 2022 ended, the global cobalt stockpile <a href=\"https:\/\/www.mining.com\/web\/cobalt-market-saw-a-record-breaking-supply-boom-in-2022\/\">continued<\/a> to increase. That year, four new cobalt mines began operations in <a href=\"https:\/\/www.cobaltinstitute.org\/wp-content\/uploads\/2023\/05\/Cobalt-Market-Report-2022_final-1.pdf\">Indonesia<\/a>. The country\u2019s rapid development of mines meant it experienced a 250% increase in cobalt production, making it the world\u2019s<a href=\"https:\/\/www.reuters.com\/article\/idUSL8N3764QS\/#:~:text=%22Indonesia%20became%20the%20second%20largest,by%2010%20times%20by%202030.%22\"> second-largest<\/a> producer in 2022.<\/p>\n\n\n\n<p>In 2023, the already-significant global supply increased: the Chinese mining company CMOC Group, previously <a href=\"https:\/\/www.mining-technology.com\/news\/cmoc-congo-royalties-dispute\/?cf-view\">suspended<\/a> from operating in the DRC over royalty disputes, restarted operations at the world\u2019s biggest cobalt mine, Tenke Fungurume; its 2023 output represented nearly a quarter (over <a href=\"https:\/\/www.mining.com\/web\/chinas-cmoc-eyes-further-growth-in-congo-and-beyond-after-taking-cobalt-crown\/\">55,000 tonnes<\/a>) of global cobalt production that year.<\/p>\n\n\n\n<iframe src='https:\/\/flo.uri.sh\/visualisation\/17974823\/embed' title='Interactive or visual content' class='flourish-embed-iframe' frameborder='0' scrolling='no' style='width:100%;height:65vh;' sandbox='allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation'><\/iframe>\n\n\n\n<p>Driven by a desire to diversify supply chains and reduce dependency on a handful of nations, some countries and companies rushed to commission their own cobalt mines. But global oversupply and the subsequent price crash has since been blamed for a number of endeavours shutting down before they even opened, such as the <a href=\"https:\/\/www.npr.org\/2023\/12\/14\/1219246964\/cobalt-is-important-for-green-energy-so-why-has-americas-only-coablt-mine-closed\">US<\/a>\u2019s sole cobalt mine in Idaho.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-race-to-the-bottom\">A race to the bottom?<\/h2>\n\n\n\n<p>An estimated 10-30% of the DRC\u2019s cobalt is <a href=\"https:\/\/www.iied.org\/sites\/default\/files\/pdfs\/2021-09\/20436iied.pdf\">produced<\/a> by nearly 200,000 artisanal miners, who work in <a href=\"https:\/\/earth.org\/cobalt-mining\/\">dangerous<\/a> conditions with no safety equipment nor any sort of social or institutional security net. Miners, including <a href=\"https:\/\/www.youtube.com\/watch?v=JcJ8me22NVs\">children<\/a>, enter tunnels deeper than 50 metres to scour for scrap minerals. They face various occupational <a href=\"https:\/\/www.faircobaltalliance.org\/blog\/the-fatal-toll-of-artisanal-cobalt-mining-continues-is-responsible-asm-even-possible\/\">hazards<\/a>, including tunnel collapses and exposure gas that builds up due to poor ventilation.<\/p>\n\n\n\n<p>Women miners are frequently <a href=\"https:\/\/wilpf.org\/wp-content\/uploads\/2016\/10\/WomenInArtisanalMinesInDRC_web.pdf\">subjected<\/a> to sexual exploitation and <a href=\"https:\/\/theconversation.com\/we-miners-die-a-lot-appalling-conditions-and-poverty-wages-the-lives-of-cobalt-miners-in-the-drc-220986\">unfair<\/a> wages. Due to their cultural exclusion from the industry, they often must work in \u201c<a href=\"https:\/\/www.iied.org\/sites\/default\/files\/pdfs\/2021-09\/20436iied.pdf\">tolerance zones<\/a>\u201d \u2013 areas controlled by large, permit-holding companies where unlicensed, artisanal mining is also tolerated.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20201210_DRC-women-artisanal-cobalt_Flickr_51538219671_fa8452ac74_k-2.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20201210_DRC-women-artisanal-cobalt_Flickr_51538219671_fa8452ac74_k-2-768x576.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20201210_DRC-women-artisanal-cobalt_Flickr_51538219671_fa8452ac74_k-2-1024x768.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20201210_DRC-women-artisanal-cobalt_Flickr_51538219671_fa8452ac74_k-2.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"stooped over women washing items in shallow muddy water\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">The status of women working in the artisanal cobalt sector in the Democratic Republic of the Congo means they are often relegated to lesser-paid roles, such as washing cobalt (Image: <a href=\"https:\/\/flic.kr\/p\/2mwfR9k\">Afrewatch<\/a> \/ <a href=\"https:\/\/www.flickr.com\/photos\/iied\/\">IIED<\/a>, CC BY-NC-ND 2.0)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20201210_DRC-women-artisanal-cobalt_Flickr_51538219671_fa8452ac74_k-2.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Cobalt\u2019s current low-price environment is threatening to increase these risks, as companies scramble for ever-smaller profit margins. \u201cIf the price goes down, that effectively will exacerbate the negative impact on communities,\u201d says Nkumba, executive director of the DRC-based NGO Africa Resources Watch (Afrewatch). In the absence of alternatives, locals who are involved in mining must continue even as wages inevitably shrink, Nkumba explains.<\/p>\n\n\n\n<p>Lower prices also disincentivise responsible production, notes Eric Buisson, a critical minerals analyst at the IEA: \u201cA lower-price environment creates less incentive for diversification, and that also [disincentivises] the responsible-production side.\u201d Being environmentally and socially responsible costs, so companies might choose to cut corners.<\/p>\n\n\n\n<p>Even if the price of a commodity increases, it may not mean better conditions for labourers, notes Kim: the high price of gems, like diamonds, or precious metals, like gold, has not always translated into good labour conditions. This is <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/09\/drc-cobalt-and-copper-mining-for-batteries-leading-to-human-rights-abuses\/\">true<\/a> of cobalt, too.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-towards-a-more-equitable-industry\">Towards a more equitable industry<\/h2>\n\n\n\n<p>Since 2016, Afrewatch and the UK-based International Institute for Environment and Development thinktank have been publishing reports on the DRC\u2019s efforts to address human rights violations in mining zones. The government has been taking steps to <a href=\"https:\/\/www.dol.gov\/agencies\/ilab\/combatting-child-labor-democratic-republic-congos-cobalt-industry-cotecco\">combat<\/a> child labour and improve working conditions, rolling out <a href=\"https:\/\/www.iied.org\/formalising-artisanal-cobalt-mining-drc-much-work-remains\">policies<\/a> that formalise the artisanal mining sector and entrust mine safety oversight to state agencies. However, the organisations\u2019 analysis notes persistent and deep-rooted systemic issues.<\/p>\n\n\n\n<p>In particular, their latest report <a href=\"https:\/\/www.iied.org\/formalising-artisanal-cobalt-mining-drc-much-work-remains\">notes<\/a> insufficient land designated as Special Artisanal Mining Zones (<em>zones d\u2019exploitation mini\u00e8re artisanale<\/em>, or ZEAs) for the number of local miners. It describes \u201csignificant roadblocks\u201d to establishing more designations, such as \u201ca licensing system that privileges large-scale miners, leaving little space for ZEAs.\u201d It also underscores \u201cpolitical and economic interests benefitting from informal taxes and fees collected in tolerance zones\u201d.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"119713\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>These factors force miners to continue scavenging for cobalt in cramped pockets of ZEAs, or illegally \u2013 and <a href=\"https:\/\/www.abc.net.au\/news\/2022-02-24\/cobalt-mining-in-the-congo-green-energy\/100802588\">dangerously<\/a> \u2013 by digging deeper than permitted depths. Foreign mining companies subsequently scoop up most of the industry\u2019s profit, leaving heavily dependent artisanal miners with little to live on.<\/p>\n\n\n\n<p>Nkumba, who co-authored the report, says cobalt still has the potential to raise living standards for miners. Three things can make that happen: more community land must be allocated to artisanal miners; the cobalt price and market require better organisation and regulation; and the DRC\u2019s economy needs to be diversified beyond cobalt.&nbsp;<\/p>\n\n\n\n<p>Cobalt mining is not the problem, says Nkumba. Rather, it is factors within the country\u2019s industry that perpetuate poverty amongst artisanal miners: low pay, disempowered women and a lack of political will to overhaul the system. \u201cWe need cobalt to be profitable for people \u2026 and should not consider it a curse for communities.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The biggest cobalt producer in the world, the DRC is behind 70% of all supplies.
