{"id":60020325,"date":"2024-05-27T06:00:00","date_gmt":"2024-05-27T05:00:00","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60020325"},"modified":"2024-08-05T17:28:42","modified_gmt":"2024-08-05T16:28:42","slug":"examining-assams-disaster-readiness-after-the-2022-floods","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/examining-assams-disaster-readiness-after-the-2022-floods\/","title":{"rendered":"Examining Assam&#8217;s disaster readiness after the 2022 floods"},"content":{"rendered":"\n<p>Two years after catastrophic <a href=\"https:\/\/floodlist.com\/asia\/india-assam-floods-update-june-2022\">floods<\/a> devastated over 300 households in Gumra Grant village in Assam state, residents like Shahra Begum and her three children are still reeling from the trauma.<\/p>\n\n\n\n<p>\u201cI will never forget the <em>banna<\/em> [flood] that hit us two years ago. It was pouring and soon we were in chest-high water. I was trapped with my three children. All we could see was muddy water with dead cattle floating on it,\u201d says the 35-year-old.<\/p>\n\n\n\n<p>Stranded and with no government assistance, the villagers were forced to improvise rafts from the stems of banana trees to escape to higher ground.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Gumra Grant, in Cachar district, lies just 500 metres from the Bangladesh border. Begum says such severe flooding had never been seen in her village before the events of May and June 2022, which affected nearly <a href=\"https:\/\/en.wikipedia.org\/wiki\/2022_Silchar_Floods\">5.4 million<\/a> people across Assam, claiming 200 lives.<\/p>\n\n\n\n<p>Manu Gupta, director of New Delhi-based <a href=\"https:\/\/www.seedsindia.org\/\">SEEDS <\/a>(Sustainable Environment and Ecological Development Society), a non-governmental organisation specialising in disaster mitigation,&nbsp;notes that natural disasters have <a href=\"https:\/\/www.undrr.org\/publication\/human-cost-disasters-overview-last-20-years-2000-2019\">doubled<\/a> over the past two decades, adding new areas to India\u2019s <a href=\"https:\/\/bmtpc.org\/DataFiles\/CMS\/file\/VAI2019\/MAP\/floodmap\/flood_jpg\/Flood-INDIA.jpg\">flood hazard map<\/a>.<\/p>\n\n\n\n<p>\u201cWhat is extremely worrisome is that areas like Cachar in Barak Valley, are now considered high-risk districts. There was neither a warning system nor an emergency response system in place,\u201d says Gupta. Currently, 225 districts in India, with a combined population of 270 million people, face multiple hazards due to climate change-induced disasters. This number is expected to rise to 315 million by 2030, he warns.<\/p>\n\n\n\n<p>In response, SEEDS has collaborated with the district administration to enhance disaster resilience by promoting community-based strategies. Following her ordeal, Begum joined a 15-member village task force focused on disaster preparedness. Since then, she has joined the village\u2019s 15-member disaster response task force (Image: Nidhi Jamwal)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_villagers-affected-by-the-Assam-floods-in-2022_Nidhi-Jamwal_v2.jpeg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cThe floods of 2022 taught us that we can\u2019t rely on the government to rescue us during a calamity,\u201d says Abdul Sattar, president of the Gumra Grant task force. \u201cVillagers have learnt how to make life-jackets using discarded plastic bottles, evacuate people and identify safe drinking water sources.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-new-climate-hotspot\">A new climate hotspot<\/h2>\n\n\n\n<p>Occupying just <a href=\"https:\/\/des.assam.gov.in\/information-services\/state-profile-of-assam#:~:text=The%20geographical%20area%20of%20the,population%20as%20per%20Census%2C%202011.\">2.4%<\/a>&nbsp;of India\u2019s land mass, Assam accounts for almost <a href=\"https:\/\/waterresources.assam.gov.in\/portlets\/flood-erosion-problems#:~:text=The%20flood%20prone%20area%20of%20the%20country%20as%20a%20whole,the%20area%20of%20the%20state.\">9.4%<\/a> of the country\u2019s flood-prone areas, with over <a href=\"https:\/\/www.asdma.gov.in\/project_flood.html\">40%<\/a><a href=\"https:\/\/www.asdma.gov.in\/project_flood.html\"><\/a> of the state\u2019s land considered at risk.&nbsp;<\/p>\n\n\n\n<p>Traditionally, the Brahmaputra Valley has been the focal point for floods, overshadowing Barak Valley. 2022 bucked that trend.<\/p>\n\n\n\n<p>Although some districts, like Cachar, had a disaster management <a href=\"https:\/\/asdma.assam.gov.in\/sites\/default\/files\/swf_utility_folder\/departments\/asdma_revenue_uneecopscloud_com_oid_70\/menu\/document\/dm_plan_cachar_2022.pdf\">plan<\/a> in place for 2022-23, Barak Valley was ill-prepared for the deluge. \u00a0A report by the Assam State Disaster Management Authority <a href=\"https:\/\/asdma.assam.gov.in\/sites\/default\/files\/swf_utility_folder\/departments\/asdma_revenue_uneecopscloud_com_oid_70\/menu\/document\/assam_flood_memorandum_2022.pdf\">notes<\/a> Assam and Meghalaya experienced 327% and 663% excess rainfall, between 12 May and 18 May, respectively. In the second wave, between 12 June and 18 June, they each recorded 235% and 329% excess rainfall.<\/p>\n\n\n\n<p>Heavy rainfall, coupled with breaching of the Barak River\u2019s embankment near Silchar and multiple landslides in the neighbouring states of Meghalaya and Nagaland, brought the region to its knees as road and railway networks were disrupted. \u201cWe have a number of rivers that join the Barak River and flow into Bangladesh. We are no stranger to <em>banna<\/em> but they used to be minor events. I\u2019ve received no compensation from the government for my losses. My tin-roofed house is still half broken,\u201d says Promila Das, a 68-year-old widow.<\/p>\n\n\n\n<p>\u201cI suffered a loss of at least INR 30,000 [USD 360] in the floods, but the government hasn\u2019t given me a single rupee,\u201d says 60-year-old Sunando Das from the same village.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-governance-and-infrastructure-failures\">Governance and infrastructure failures<\/h2>\n\n\n\n<p>Shamim Ahmed Laskar is the district project officer at Cachar&#8217;s District Disaster Management Authority (DDMA). \u201cWe are aware that a total of four to five lakh [400-500,000] families in the district suffered due to the 2022 floods, but we compensated only 81,544 families and disbursed INR 40 crore [USD 4.8m]. The revenue department failed to enrol all the flood-affected people,\u201d he says, acknowledging the district administration\u2019s failings.&nbsp;<\/p>\n\n\n\n<p>Laskar cites the long neglect of sluice gates and embankments as significant contributors to the events of 2022. The result, says Laskar, was \u201cexcess floodwater couldn\u2019t drain out as the sluice gate was unserviceable, with villages inundated for weeks.\u201d<\/p>\n\n\n\n<p>He adds: \u201cThe embankments of the Barak River hadn&#8217;t seen maintenance since 1965. When it rained heavily, a part of the embankment breached near Silchar city, leading to massive flash floods.\u201d<\/p>\n\n\n\n<p>Past warnings also went ignored. A <a href=\"https:\/\/asdma.assam.gov.in\/sites\/default\/files\/nit%20flood%20damage%20mitigation%20measures%20for%20barak.pdf\">2014 report<\/a>, submitted to the Assam State Disaster Management Authority noted there were 26 major sluice gates and approximately 738 kilometres of embankments set up to deal with floods, but \u201cmost of these embankments have outlived their lifespan\u201d leading to regular breaches during monsoon season, causing extensive flood damage.<\/p>\n\n\n\n<p>Parthankar Choudhury, head of the Department of Ecology and Environmental Science at Assam University, explains how unplanned development makes an already bad situation worse.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20097911\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cThe stormwater drains in Silchar are 50-60 years old. Hills are being cut, leading to landslides. Low-lying areas and wetlands have been filled for development. In rural areas, people are filling low-lying lands and raising their houses to avoid flood waters. Where will the runoff go?\u201d he questions.<\/p>\n\n\n\n<p>Public services and buildings, like the Jalalpur Block Primary Health Centre in Katigorah, were also affected.&nbsp;<br><br>\u201cSince our building is old, it\u2019s at a lower level compared to newer constructions. In the first wave of floods, our outpatient and in-patient department went under water. Barely had we recovered when the second wave hit,\u201d says Debjyoti Roy, the centre\u2019s community mobiliser.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-building-back-better\">Building back better<\/h2>\n\n\n\n<p>As well as laying bare the district\u2019s flawed infrastructure and governance, the floods of 2022 were a wake-up call that more needed to be done. New government-led initiatives include training 421 volunteers as <a href=\"https:\/\/ndma.gov.in\/Capacity_Building\/Admin_Coordination\/Aapda-Mitra\"><em>Apda Mitras<\/em><\/a>, disaster response coordinators, setting up multipurpose flood centres and developing an emergency response app called <a href=\"mailto:https:\/\/play.google.com\/store\/apps\/details?id=com.ddmacachar.rahat&amp;hl=en&amp;gl=US\">Rahat<\/a>.<\/p>\n\n\n\n<p>Communities have also taken proactive steps. Baleswar Higher Secondary School, which was inundated for weeks, losing furniture and equipment, now conducts simulated exercises for students.<br><br>\u201cThrough our school management development committee, which has parents as members, the community is also being trained in disaster preparedness,\u201d says Muchabbir Ali, the school\u2019s principal. 180 frontline health workers, known as accredited social health activists, or ASHA for short, have also been trained \u201cto give CPR [cardiopulmonary resuscitation]; organise relief camps and disinfect water,\u201d says Roy of Jalalpur BPHC.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_raised-water-filters_Nidhi-Jamwal.jpeg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_raised-water-filters_Nidhi-Jamwal-768x576.jpeg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_raised-water-filters_Nidhi-Jamwal-1024x768.jpeg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_raised-water-filters_Nidhi-Jamwal.jpeg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"A woman filling water from a well in a rural village\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">NGO SEEDS has installed several raised water filters in villages along the Indo-Bangladesh border in Cachar district, providing access to clean drinking water (Image: Nidhi Jamwal)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/20240524_raised-water-filters_Nidhi-Jamwal.jpeg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>To address water safety, SEEDS has installed Terra filters in Cachar villages prone to saline groundwater. These filters, developed by the Defence Research and Development Organisation (DRDO), are designed to remain functional even during floods, providing safe drinking water to 1,500 families.<\/p>\n\n\n\n<p>Two years on, the <a href=\"https:\/\/www.sentinelassam.com\/north-east-india-news\/assam-news\/assam-preparedness-for-floods-reviewed-in-cachar-district\">narrative of resilience and preparedness<\/a> in Barak Valley is still unfolding.\u00a0 The district administration asserts that it is better equipped to manage future disasters. According to Laskar, necessary repairs have been made, yet the effectiveness of these measures and ongoing maintenance will only be truly verified by future disasters. With the apparent early arrival of <a href=\"https:\/\/www.sentinelassam.com\/topheadlines\/assam-pre-monsoon-shower-havoc-in-barak-road-blocked-train-service-disrupted\">monsoon season<\/a>, the real test of these preparations has just begun.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>India\u2019s Barak Valley in the northeast was devastated by back-to-back floods in 2022.
