Sindh province, with its early crop yields, has been central to the protests, but two months after the completion of this year&#8217;s wheat harvest there, the stand-off continues.<\/p>\n\n\n\n<p>\u201cThe government had fixed the wheat purchasing rate and was supposed to issue wheat bags directly to farmers, but some food department officials are allegedly selling these bags to small-scale traders (pedhi) in exchange for kickbacks. As a result, pedhi-walas are purchasing wheat from growers at lower rates than the government&#8217;s prescribed rate of PKR 100,000 [USD 360] per 100 kilogrammes,\u201d Akram Khaskheli, President of the Sindh-based Hari Welfare Association told Dialogue Earth. Wheat bags are issued to pack and sell wheat to the government procurement centres.<\/p>\n\n\n\n<p>Khaskheli further stated that if the mismanagement of the situation by the government continued, it would&nbsp;lead to the loss of precious crops, further deteriorating food insecurity despite the availability of wheat.<\/p>\n\n\n\n<p>The large procurement of wheat by the government \u2013 <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/5\/3\/why-are-pakistans-farmers-protesting-against-the-government\">usually about 20% of production, or 5.6 million tonnes<\/a> \u2013 at a minimum support price assures a buyer for some of the produce and helps set a market rate. But the current issue also involves climate change, and how it is pushing Pakistan\u2019s agricultural sector into crisis.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-two-years-of-agricultural-crisis-after-2022-floods\">Two years of agricultural crisis after 2022 floods<\/h2>\n\n\n\n<p>The current crisis is linked to the <a href=\"https:\/\/dialogue.earth\/en\/climate\/climate-scientists-explain-pakistans-unprecedented-floods\/#:~:text=The%20latest%20bout%20of%20heavy,through%20India%20before%20reaching%20Pakistan.\">massive floods<\/a> that hit Pakistan in July-September 2022 and inundated a third of the country\u2019s districts. A <a href=\"https:\/\/www.nature.com\/articles\/s41612-023-00492-2\">host of climatic factors<\/a> \u2013 including a warming ocean \u2013 coincided to create the extreme rainfall event, which moderately or severely affected <a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/963646\/cwwp-012-spatial-analysis-crop-damage-pakistan.pdf\">15% of Pakistan\u2019s cropland<\/a>.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20098824\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In areas like Johi in the Dadu district in the Sindh province, the impact lasted many seasons. The huge amount of water from the floods stagnated for six months after the initial disaster. A barrage had also collapsed, and could not be made functional for two years.<\/p>\n\n\n\n<p>Forty-four-year-old Talib Gadehi and his brothers, who together own 350 acres (141 hectares) of agricultural land in the area, told Dialogue Earth that most of them struggled to cultivate their land for four consecutive seasons over two years.<br><br>The barrage collapse affected an estimated 100,000 acres (40,469 hectares), Gadehi said, and cultivable land has become barren. \u201cThis situation has resulted in mass migration [out of the area],\u201d he added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-rising-inflation-sparked-imports\">Rising inflation sparked imports<\/h2>\n\n\n\n<p>Across Pakistan, such impacts contributed to the country falling from the 99<sup>th<\/sup> spot on the Global Hunger Index <a href=\"https:\/\/www.globalhungerindex.org\/pdf\/en\/2022.pdf\">in 2022<\/a> to the 102<sup>nd<\/sup> <a href=\"https:\/\/www.globalhungerindex.org\/2022\/pakistan.html#:~:text=In%20the%202023%20Global%20Hunger,YouTube%20video%20is%20embedded%20here.\">in 2023<\/a>. According to a <a href=\"https:\/\/www.fao.org\/giews\/countrybrief\/country.jsp?code=PAK&amp;lang=ru#:~:text=food%20insecurity%20deteriorating-,Area%20sown%20to%202024%20wheat%20crop%20estimated%20at%20above%E2%80%91average,between%20April%20and%20early%20June\">January 2024 analysis<\/a> by the Food and Agricultural Organisation, poverty rates increased from 34% in 2022 to 39% in 2023, largely due to elevated food prices. This further eroded the purchasing power of vulnerable households. According to the Integrated Food Security Phase Classification, <a href=\"https:\/\/www.ipcinfo.org\/ipc-country-analysis\/details-map\/en\/c\/1156396\/?iso3=PAK\">more than 10 million people<\/a> were \u201cexperiencing high levels of acute food insecurity\u2026 between April to October 2023\u201d.<\/p>\n\n\n\n<p>Wheat accounts for <a href=\"https:\/\/cc.gov.pk\/home\/viewpressreleases\/57\">72%<\/a> of the country&#8217;s staple food, and to deal with issues of food security and inflation, the caretaker government installed ahead of the 2024 national elections made the <a href=\"https:\/\/www.dawn.com\/news\/1832653\">decision<\/a> to import wheat in late 2023. Except, by this time the agricultural sector had recovered, and farmers expected a higher-than-normal yield. Chaudary \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/Pakistani-women-participate-in-a-rally-against-a-price-hike_K.M.-Chaudary_Alamy_2MC2H1W.jpg\"\/><meta itemprop=\"contentSize\" content=\"750 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p><a href=\"http:\/\/www.gcisc.org.pk\/staff.php\">Muhammad Arif Goheer<\/a>, who heads the Agriculture, Forestry and Land Use section at Global Climate-Change Impact Studies Centre (<a href=\"http:\/\/www.gcisc.org.pk\/\">GCISC<\/a>) in Islamabad, explained the decision to import wheat to Dialogue Earth in March, before the protests, as an issue of affordability. While grain may be available in the country, if the price is too high, it remains inaccessible to the poor. The import of grain did cause the price of wheat to plummet, \u201cto between Rs 3,000 and Rs 3,100 per 40 kilogrammes \u2014 significantly below the Rs 3,900 per 40kg minimum support price (MSP) set for wheat for the 2024-2025 season\u201d, <a href=\"https:\/\/www.dawn.com\/news\/1832653\">according to the Dawn<\/a>, but this has led to protests by farmers who were hoping for a decent season after two years of hardship.<\/p>\n\n\n\n<p>Goheer said, \u201cThe ultimate solution in tackling food inflation and security lies in adopting precision agriculture and the use of high-yielding seeds.\u201d<\/p>\n\n\n\n<p>But Khaskheli, of the Hari Welfare Association, pointed out that farmers receive little or no assistance in this. &#8220;From start to finish, growers are helpless,\u201d he said. \u201cGrowers face obstacles in accessing quality seeds, fertilizers, and pesticides, and are forced to sell their crops at lower rates. This impacts crop yields and food security.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-food-security-threatened-by-mismanagement-climate-change\">Food security threatened by mismanagement, climate change<\/h2>\n\n\n\n<p>Both the protests, and Pakistan\u2019s abysmal rankings on the Global Hunger Index, highlight how important agricultural policies are to Pakistan\u2019s food security and social stability. On <a href=\"https:\/\/www.pbs.gov.pk\/sites\/default\/files\/50_years_statistics\/vol3\/3.pdf\">basic metrics<\/a>, the country has done well. In 1947-48, wheat was sown on 3,953 hectares, producing 3,354 tonnes at a yield of 0.848 tonnes per hectare. By <a href=\"https:\/\/www.pbs.gov.pk\/sites\/default\/files\/tables\/agriculture_statistics\/new\/Table_1_Area_production_crops.pdf\">2022-23<\/a> wheat was sown on 9,043 hectares in Pakistan, producing 27,634 tons with an average yield of 3.056 tonnes per hectare.<\/p>\n\n\n\n<p>But although Pakistan is now <a href=\"https:\/\/fas.usda.gov\/data\/production\/commodity\/0410000\">the 7<sup>th<\/sup> largest producer<\/a> of wheat in the world, it is only 38<sup>th<\/sup> in terms of average wheat yield according to <a href=\"https:\/\/www.indexmundi.com\/agriculture\/?commodity=wheat&amp;graph=yield\">Index Mundi<\/a>, with an average yield of 3 metric tons per hectare. New Zealand currently holds the highest world average wheat yield at 10 metric tons per hectare.<br><br>A growing challenge in raising productivity is climate change, according to Bashir Ahmad, the Director of the Climate, Energy and Water Resources Institute (CEWRI) under the Federal Ministry of National Food Security &amp; Research. He explains that Pakistan&#8217;s agriculture sector heavily relies on irrigation, with 60-70% of it coming from snowmelt and glacier melt. This has severely impacted rain-fed agriculture in the Potohar region and northern parts of the country.<\/p>\n\n\n\n<p>\u201c<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2667010021004078\">Studies show<\/a> that changing rainfall patterns have resulted in a 6-15% impact on different crops, particularly rain-fed crops like wheat, which has experienced up to a 15% reduction. This reduction does not account for the impact of heatwaves and floods,\u201d Ahmad added.<\/p>\n\n\n\n<p>In cold regions like Gilgit Baltistan, Ahmad said, fruits like oranges are maturing early due to inadequate chilling hours. In addition, reduced irrigation water supply has led to increased dependence on groundwater in Punjab, causing decreasing groundwater levels.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-solutions-available-but-government-support-critical\">Solutions available, but government support critical<\/h2>\n\n\n\n<p>Agricultural scientist Zafar Ali Khokhar, director of agronomy at <a href=\"https:\/\/www.pakchem.net\/2014\/02\/wheat-research-institute-sakrand.html\">Wheat Research Institute<\/a><a href=\"https:\/\/www.pakchem.net\/2014\/02\/wheat-research-institute-sakrand.html\"> <\/a><a href=\"https:\/\/www.pakchem.net\/2014\/02\/wheat-research-institute-sakrand.html\">Sakrand, Sindh<\/a>, suggests local seed varieties could double current production potential. However, demand-supply issues persist in quality seed manufacturing.<\/p>\n\n\n\n<p>&#8220;Our institute has developed varieties yielding 80 maunds of wheat per acre [7.43 tons per hectare], proven by consistent use. Ensuring necessary seed supply rests with responsible manufacturers. Currently, only 30% of total seed demand comprises high-yield wheat seeds, supplied by government or private companies,&#8221; Khokhar told Dialogue Earth.<\/p>\n\n\n\n<p>Aamer Hayat Bhandara, who served as a member of the prime minister\u2019s committee on agriculture yield improvement in 2023, emphasised that the time to act was now. &#8220;If past governments could not prioritise giving due attention to the provision of modern techniques, technology, and accessibility to the farmer, despite its utmost importance in the agriculture sector, it is high time to focus on it
