{"id":60043716,"date":"2024-07-25T12:53:42","date_gmt":"2024-07-25T11:53:42","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60043716"},"modified":"2024-07-25T14:24:12","modified_gmt":"2024-07-25T13:24:12","slug":"in-brazil-tech-is-a-new-frontier-in-battles-over-indigenous-lands","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/in-brazil-tech-is-a-new-frontier-in-battles-over-indigenous-lands\/","title":{"rendered":"In Brazil, tech is a new frontier in battles over Indigenous lands"},"content":{"rendered":"\n<p>Practising risky landings on makeshift airstrips from behind a screen, and accessing high-speed internet in the depths of the Amazon: tech advances are giving illegal miners in Brazil new ways to support their activities, presenting challenges for monitoring and forest protection in remote areas, including the territory of the crisis-hit <a href=\"https:\/\/dialogue.earth\/en\/justice\/362958-struggle-brazilian-amazons-yanomami-art\/\">Yanomami Indigenous people<\/a>.<\/p>\n\n\n\n<p>Such miners, however, are also finding their efforts thwarted by inspection bodies and NGOs, who are fighting back using similarly new technology: artificial intelligence, and an online game using satellite imagery that crowdsources efforts to monitor deforestation and illegal mining.<\/p>\n\n\n\n<p>In this tech-based battle between environmental preservation and destruction, an urgent situation is at stake: the lives of almost <a href=\"https:\/\/agenciabrasil.ebc.com.br\/geral\/noticia\/2023-08\/maior-terra-indigena-do-brasil-yanomami-contabiliza-27152-pessoas\">30,000 Yanomami<\/a>, who are suffering due to the advance of illegal gold miners, or <em>garimpeiros,<\/em> into their territory \u2013 incursions that are bringing disease, malnutrition and violence.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-an-ongoing-humanitarian-crisis\">An ongoing humanitarian crisis<\/h2>\n\n\n\n<p>In January 2023, the Brazilian government <a href=\"https:\/\/www.gov.br\/saude\/pt-br\/assuntos\/noticias\/2023\/janeiro\/ministerio-da-saude-declara-emergencia-em-saude-publica-em-territorio-yanomami\">declared<\/a> a public health emergency in the Yanomami territory, an area of over 9 million hectares across the states of Amazonas and Roraima, at the border with Venezuela. The declaration came after the <a href=\"https:\/\/agenciabrasil.ebc.com.br\/politica\/noticia\/2023-01\/vamos-tira-los-de-la-diz-lula-sobre-garimpeiros-em-roraima\">discovery<\/a> of severe malnutrition, malaria and respiratory infections amongst the population, a result of water contamination and deforestation from illegal mining activity. <\/p>\n\n\n\n<p>The government established a <a href=\"https:\/\/agenciabrasil.ebc.com.br\/politica\/noticia\/2023-01\/vamos-tira-los-de-la-diz-lula-sobre-garimpeiros-em-roraima\">taskforce<\/a> to expel miners from Yanomami land and bring the emergency under control. However, just months later, the <em>garimpeiros<\/em> <a href=\"https:\/\/g1.globo.com\/rr\/roraima\/noticia\/2023\/08\/11\/garimpeiros-voltam-a-terra-yanomami-e-ameacam-indigenas-mesmo-apos-serem-abordados-em-operacoes-denuncia-associacao.ghtml\">returned<\/a>. In March this year, the Ministry of Indigenous Peoples estimated that there were <a href=\"https:\/\/climainfo.org.br\/2024\/03\/31\/sete-mil-garimpeiros-seguem-atuando-ilegalmente-na-terra-yanomami\/\">7,000 miners<\/a> active in the area. To do this, their pilots must take their chances on precarious dirt runways, which are sometimes less than 300 metres long; the runways at S\u00e3o Paulo\u2019s Congonhas airport, by comparison, stretch over 1,000 metres. Any wrong manoeuvre can cost the lives of the crew, as well as the loss of any illegally exploited cargo, making thorough practise in landing and taking off in these conditions necessary.<\/p>\n\n\n\n<p>They may now find an unexpected space for this practice: Microsoft\u2019s Flight Simulator. Using <a href=\"https:\/\/youtu.be\/79gO4cu07ZU?si=lTrRXIqdiMBls3Ll\">satellite images and the topography<\/a> of the territory, the technology giant\u2019s paid software can simulate real-life situations for its user base that ranges from curious flight enthusiasts to professional pilots.<\/p>\n\n\n\n<p>Paulo Figueiredo, going by the username Tchockozzo, states <a href=\"https:\/\/flightsim.to\/file\/13980\/pistas-de-garimpos-by-tchockozzo\">on a flight simulator modifications community website<\/a> that he is the son of a pilot who, between the 1970s and 1990s, landed on several of the challenging airstrips opened up by mining in the middle of the Amazon rainforest. Figueiredo created flight simulator packages of these clandestine runways for users to download and use in the programme, and uploaded tutorial videos on editing the software to add the strips.<\/p>\n\n\n\n<iframe style=\"aspect-ratio: 16\/9; width:100%\" src=\"https:\/\/www.youtube.com\/embed\/Y283fUBMbDY?si=6e-3mfxhJM_L5QKz&amp;start=1488\" title=\"YouTube video player\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><div itemprop=\"caption\" class=\"block--article-image__caption\">Paulo Figueiredo\u2019s modifications for Microsoft Flight Simulator include many clandestine airstrips in the Yanomami territory, encouraging players to test their landing and taking off skills on these illegal runways (Video: Paulo Figueiredo)<\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>Microsoft Flight Simulator allows users \u201cto discover and really feel what it\u2019s like to fly\u201d in these clandestine areas, he writes in the description for his simulation. It is unclear whether Figueiredo\u2019s simulation has been used to support any illegal activity.<\/p>\n\n\n\n<p>Dialogue Earth cross-referenced simulations that are pre-installed in the Microsoft programme with the 1,269 clandestine airstrips identified in 2022 by a joint investigation by <a href=\"https:\/\/www.intercept.com.br\/2022\/08\/02\/amazonia-pistas-clandestinas-garimpo\/\">The Intercept Brasil<\/a> and the <a href=\"https:\/\/www.nytimes.com\/interactive\/2022\/08\/02\/world\/americas\/brazil-airstrips-illegal-mining.html\">New York Times<\/a>. From this, Dialogue Earth discovered discovered at least two of these illegal airstrips on Yanomami land that are among those available for training within the Microsoft programme.<\/p>\n\n\n\n<p>A third, previously legalised runway, which <a href=\"https:\/\/pergamum.anac.gov.br\/acervo\/135783\">lost<\/a> its registration in March this year, could also be found on the programme. The National Civil Aviation Agency (Anac) told Dialogue Earth that the airstrip was de-registered due to the lack of a protection plan for its surrounding area. But satellite images from April 2024, inspected by Dialogue Earth, show a mining site less than a kilometre from it.<\/p>\n\n\n\n<p>The strip is close to the Waik\u00e1s village, which lies on the banks of the Uraricoera River, one of the <a href=\"https:\/\/reporterbrasil.org.br\/2023\/02\/novas-imagens-de-satelite-revelam-garimpo-ainda-mais-destruidor-na-ti-yanomami\">main targets<\/a> of illegal mining in the Yanomami area. Previously used by the population, the runway was taken over by prospectors, according to J\u00falio Ye\u2019kwana, president of the Wanasseduume Ye\u2019kwana Association, which represents people from the territory. Monitoring via drones is already taking place on the <a href=\"https:\/\/www1.folha.uol.com.br\/ambiente\/2022\/07\/indigenas-recorrem-a-drones-gps-e-aplicativos-para-proteger-a-floresta.shtml\">Uru-Eu-Wau-Wau<\/a> Indigenous land in the Brazilian Amazon in Rond\u00f4nia state, south of Yanomami territory.<\/p>\n\n\n\n<p>Dialogue Earth approached both Microsoft and Figueiredo for comment on the issues raised in this article, but no reply had been received by the time of publication. In a statement, the Federal Police acknowledged that the sophistication of the technologies used in criminal activities requires it to step up its enforcement actions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-starlink-on-the-rise\">Starlink on the rise<\/h2>\n\n\n\n<p>Travelling is not the only difficulty within this remote territory \u2013 communication is also hampered, and, for a long time, was primarily conducted via radio. But recently, satellite internet antennas have begun to appear in the hands of <a href=\"https:\/\/www.brasildefato.com.br\/2024\/05\/09\/como-garimpeiros-ilegais-usam-a-internet-de-elon-musk-para-escapar-da-fiscalizacao\">prospectors<\/a> on Yanomami land and in <a href=\"https:\/\/www.gov.br\/funai\/pt-br\/assuntos\/noticias\/2023\/funai-e-ibama-unem-esforcos-em-operacao-na-terra-indigena-vale-do-javari\">other Amazon reserves<\/a>.<\/p>\n\n\n\n<p>Estev\u00e3o Senra, a researcher at the NGO The Socio-Environmental Institute (ISA) who works with the Yanomami, explains that the internet is fundamental to the existence of a <em>garimpo<\/em>, or informal mining camp: \u201cIt is used to recruit people, organise the logistics of the <em>garimpo<\/em>, guarantee supplies and circumvent inspection.\u201d<\/p>\n\n\n\n<p>High-speed satellite internet improves illegal miners\u2019 communication and coordination capabilities, particularly through WhatsApp groups. According to the law enforcement agency, the use of this technology \u201cimposes more challenges\u201d on control bodies and puts \u201cpublic servants at greater risk\u201d.<\/p>\n\n\n\n<p>Today, the prospectors mainly access satellite internet operated by Starlink, the company owned by US-based billionaire Elon Musk, and user numbers have ballooned in Brazil. In January 2023, there were 15,000 registered Starlink antennas in the country; by March 2024, this had risen to more than 155,000, with more than 40% in the states of the Legal Amazon, based on Dialogue Earth\u2019s analysis of data from the National Telecommunications Agency (Anatel).<\/p>\n\n\n\n<p>The state of Roraima, within which the majority of the Yanomami territory is located, registered a jump from 148 activated Starlink antennas in January 2023 to 4,761 units in March 2024, according to the data from Anatel, which is run by the federal government. Amazonas, also home to part of the Indigenous reserve, was the state with the highest number of activations, with almost 19,000 new antennas in operation so far.<\/p>\n\n\n\n<p>Senra notes that surveillance operations run by the federal police in the territory had already found satellite internet devices linked to <em>garimpos<\/em> in 2021, but that the use of Starlink has been overtaking its competitors. \u201cStarlink has greatly reduced the cost of this internet, and the signal quality is better,\u201d says the researcher.<\/p>\n\n\n\n<p>But he considers access to high-speed internet to have also brought benefits to the Yanomami people. \u201cInternet has always been an issue for the Amazon in general,\u201d notes Senra. \u201cThere\u2019s a good side to this connectivity, because there are Indigenous schools that use it for distance learning, and health teams for emergencies.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ai-and-satellites-against-deforestation\">AI and satellites against deforestation<\/h2>\n\n\n\n<p>When she chose to study computer engineering, Stefany Pinheiro never imagined that she would use her skills working with algorithms to protect the environment. But that is exactly what the 25 year old is doing with <a href=\"https:\/\/previsia.org.br\/\">PrevisIA<\/a>, a platform launched in 2021 by her team at the NGO Imazon, which uses artificial intelligence to help combat deforestation.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/07\/20240725_Stefany-Pinheiro_researcher-Imazon_Hyury-Potter.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/07\/20240725_Stefany-Pinheiro_researcher-Imazon_Hyury-Potter-768x576.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/07\/20240725_Stefany-Pinheiro_researcher-Imazon_Hyury-Potter-1024x768.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/07\/20240725_Stefany-Pinheiro_researcher-Imazon_Hyury-Potter.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Woman working on computer with two monitors\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Researcher Stefany Pinheiro uses an AI platform to identify areas in the Brazilian Amazon at risk of deforestation (Image: Hyury Potter)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/07\/20240725_Stefany-Pinheiro_researcher-Imazon_Hyury-Potter.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1920\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cWe are producing cutting-edge technology in our region,\u201d says Pinheiro, who lives in Bel\u00e9m, the Amazonian municipality that <a href=\"https:\/\/dialogue.earth\/en\/climate\/hopes-and-doubts-as-an-amazon-city-prepares-to-host-cop30\/\">will host the COP30 climate conference<\/a> next year.<\/p>\n\n\n\n<p>The organisation estimates that the tool has a <a href=\"https:\/\/imazon.org.br\/imprensa\/risco-de-desmatamento-da-amazonia-ultrapassa-mil-campos-de-futebol-por-dia-em-2024-aponta-previsia\/\">70% accuracy rate<\/a> when identifying areas at risk of being deforested the following year. According to Pinheiro, this assessment takes into account factors such as proximity to roads, around which <a href=\"https:\/\/imazon.org.br\/imprensa\/estudo-reforca-ligacao-entre-estradas-e-desmatamento-na-amazonia\/\">95% of deforestation<\/a> occurs, and Indigenous lands \u2013 which, on the contrary, contribute to <a href=\"https:\/\/brasil.mapbiomas.org\/2022\/04\/19\/terras-indigenas-contribuem-para-a-preservacao-das-florestas\/\">protecting<\/a> forests. <\/p>\n\n\n\n<p>Meanwhile, there is now a way for the public to help identify clandestine airstrips in the Amazon.
