{"id":60052084,"date":"2024-09-24T17:23:13","date_gmt":"2024-09-24T16:23:13","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60052084"},"modified":"2024-09-26T17:50:29","modified_gmt":"2024-09-26T16:50:29","slug":"thailand-turns-to-mangrove-carbon-credits-despite-scepticism","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/thailand-turns-to-mangrove-carbon-credits-despite-scepticism\/","title":{"rendered":"Thailand turns to mangrove carbon credits despite scepticism"},"content":{"rendered":"\n<p>Watchara Kumpai, 68, spends most of his time in boots, stomping through coastal mangrove forests in southern Thailand.<\/p>\n\n\n\n<p>He used to work in the tin mining and logging industries that contributed to mangrove loss, until all concessions in mangrove areas were <a href=\"http:\/\/www.mangrovesforthefuture.org\/assets\/Repository\/Documents\/MFF-Thailand-NSAP.pdf\">cancelled<\/a> in 1991. Today, Watchara is dedicated to restoring and protecting these vital ecosystems in Ranong province, as Thailand aims to restore <a href=\"https:\/\/mgronline.com\/politics\/detail\/9670000063543\">500,000 rai<\/a> (80,000 hectares) for carbon credits by 2031.<\/p>\n\n\n\n<p>The Bang Rin sub-district, where Watchara lives, was among the first of 98 communities to join Thailand\u2019s Coastal Community Mangrove for Carbon Credit programme in March 2023. His conservation group protects mangrove patches scattered around three villages in the sub-district, and has so far registered 1,881 rai (301 hectares) of mangrove to generate carbon credits.<\/p>\n\n\n\n<p>\u201cThe project is good because we receive additional money for the communities to spend on mangrove restoration,\u201d says Watchara.<\/p>\n\n\n\n<p>After 30 years of concessions for mining, charcoal production and shrimp farming, Watchara and the communities have filled the mud with saplings.<\/p>\n\n\n\n<p>However, only 60km away, a deep-sea port is being planned on Thailand\u2019s Andaman Sea coast. This will connect to an upcoming port on the Gulf of Thailand side via a six-lane motorway of&nbsp;90km. Dubbed a \u201cland bridge\u201d, the project will allow cargo to bypass the Malacca Strait, and is the centrepiece of the government\u2019s efforts to turn southern Thailand into an industrial hub. Some environmentalists are <a href=\"https:\/\/web.facebook.com\/photo\/?fbid=7230810763604023&amp;set=a.463041367047697&amp;_rdc=1&amp;_rdr\">concerned<\/a> that the peninsula and mangrove restoration projects will be co-opted by high-polluting companies as part of their greenwashing schemes.<\/p>\n\n\n\n<p>As the global demand for companies to offset their emissions grows, the effectiveness of Thailand\u2019s carbon credit trading in incentivising companies to decarbonise has stirred controversy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mangroves-for-the-carbon-market\">Mangroves for the carbon market<\/h2>\n\n\n\n<p>Thailand <a href=\"https:\/\/so05.tci-thaijo.org\/index.php\/ratthapirak\/article\/view\/271774\/182469\">launched<\/a> its voluntary domestic carbon market in 2015, the same year the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\">Paris Agreement<\/a> was adopted.<\/p>\n\n\n\n<p>Six years later, at the <a href=\"https:\/\/www.un.org\/en\/climatechange\/cop26\">UN climate conference<\/a> in Glasgow, the Paris rulebook was finalised, providing a path forward for international trade in carbon emissions. At the same event, Thailand <a href=\"https:\/\/www.mfa.go.th\/en\/content\/cop26-glasgow?page=5d5bd3cb15e39c306002a9ac&amp;menu=5d5bd3cb15e39c306002a9ad\">announced<\/a> its goal of reaching net-zero greenhouse gases by 2065.<br><br>Under the country\u2019s current policies, forests will play a significant role in achieving this, with plans for them to absorb <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Thailand%20LT-LEDS%20%28Revised%20Version%29_08Nov2022.pdf\">120 million tonnes<\/a> of CO2 by 2037. The following year, a new initiative, the Coastal Community Mangrove for Carbon Credit programme, was <a href=\"https:\/\/projects.dmcr.go.th\/miniprojects\/192\/news\/346\/detail\/50084\">introduced<\/a> to involve coastal communities as frontline defenders by leveraging the mature mangroves in their neighbourhoods.<br><br>The initiative encourages private companies to invest in carbon credit evaluation and pay communities for their conservation efforts. In exchange for protecting and restoring the mangroves for 30 years, communities receive THB 450 per rai (USD 78\/hectare) in the first year and THB 200 per rai (USD 35\/hectare) thereafter.<\/p>\n\n\n\n<p>As an example, the Bang Rin conservation group, with its 301 hectares, will receive an annual average of THB 391,875 (USD 10,752) for 30 years. Additionally, the group was paid THB 200,000 (USD 5,545) upon signing the contract, to be used for community development programmes.<\/p>\n\n\n\n<p>But conservationists <a href=\"https:\/\/hardstories.org\/news\/alarm-raised-over-thai-mangrove-forests-handover-to-energy-firms\">say<\/a> the plan allows private sector \u201coutsiders\u201d to exploit mature mangroves \u2013 resources that communities have already been looking after for years \u2013 for greenwashing purposes.<\/p>\n\n\n\n<p>Defending mangroves in Thailand has a history of conflict. In 1993, a local conservation officer was <a href=\"https:\/\/www.youtube.com\/watch?v=UOR5k7Tpdos\">shot dead<\/a> by a shrimp farm mafia. Today, the Peerasak Adisornprasert forest, named after him, is part of Bang Rin\u2019s carbon credit project.<\/p>\n\n\n\n<p>DMCR told Dialogue Earth that more communities are interested in participating in Thailand\u2019s carbon credit scheme. The contract signed by communities, seen by Dialogue Earth, outlines that they will receive a 20% share of carbon credits generated by the mangroves, while the DMCR will get 10% and private companies the remaining 70%.<\/p>\n\n\n\n<p>Chawalit, the marine scientist, says that measuring and tracking carbon absorption is still a technical challenge, but he believes that experts and authorities can help support the community so they can participate more in this process.<\/p>\n\n\n\n<p>At present, Thailand has registered 215,348 rai (34,456 hectares) of mangroves for carbon credits. The process to certify carbon credits from the mangrove project for offsetting and trade is underway, but in the meantime, the DMCR has doubled its goal to expand the mangroves in the scheme, the department\u2019s director general, Pinsak Suraswadi, tells Dialogue Earth.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fair-share-of-the-forest\">Fair share of the forest<\/h2>\n\n\n\n<p>Racing against the falling tide, Bao Ningrawee collects crab traps he set the day before among the mangroves of Ban Tha Chang, a village in Ranong. He sells mangrove crabs to support his four children who, like him, are stateless and lack basic rights such as access to formal employment. With few options available to him, crab fishing offers a lifeline.<\/p>\n\n\n\n<p>This crab trap is empty. But Bao says he\u2019s grateful despite the hard work and inconsistent income. Here in Ranong near the border with Myanmar, many local people like Bao are undocumented.<\/p>\n\n\n\n<p>The wood of the mangrove is also essential to these communities, who use it for housebuilding and to make fishing equipment, such as fish-drying tables. \u201cCommunities have proved that we can use the wood in our traditional lives without destroying the forest,\u201d says Pichet Pandam, a local conservation group leader from Phuket province. \u201cBut the carbon credit project focuses on protecting the trees. We wouldn\u2019t be able to touch them without getting penalised.\u201d<\/p>\n\n\n\n<p>In June 2023, Pichet found his mangrove community, Bang Rong, listed in the <a href=\"https:\/\/www.dmcr.go.th\/detailAll\/66517\/nws\/244\">carbon credit registry<\/a> without prior consultation. Unsure of the negative impacts from corporatising the mangrove, his community withdrew.<\/p>\n\n\n\n<p>Communities are also concerned about the increasing possibility of land disputes with conservation authorities. As part of Thailand\u2019s plan to restore forests nationwide, swathes of land have recently been reclaimed by the government and designated as carbon credit mangrove areas. NGOs say shrimp farmers, who owned land within these areas, were subsequently <a href=\"https:\/\/www.facebook.com\/permalink.php?story_fbid=pfbid02oCWWgGbhp88ZTkfpkzFy4YGfwsNPK2uXGWm55XPgpNF1LQDtRiEZFC11tYMhT2fml&amp;id=2015384848580832&amp;_rdc=1&amp;_rdr\">accused<\/a> of encroachment and have had their land seized. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-greenwashing-or-win-win\">Greenwashing or win-win?<\/h2>\n\n\n\n<p>Thailand\u2019s parliament is in the process of <a href=\"https:\/\/www.thai-german-cooperation.info\/en_US\/thailands-first-climate-change-act-strengthened-through-public-hearing-affirms-its-progressive-milestone\/\">drafting<\/a> its first climate change act, in part to establish legal mechanisms for the emerging carbon credit market.<\/p>\n\n\n\n<p>The act will recognise carbon credits as a mechanism for tackling emissions. According to the <a href=\"https:\/\/drive.google.com\/drive\/folders\/1_N6IR-DDJFXmfWwgkzCppJtUBmtNbQrI\">current draft<\/a>, credits will be tradeable to offset up to 15% of a company\u2019s emissions, allowing businesses to buy credits when unable to fully decarbonise.<\/p>\n\n\n\n<p>The act has sparked debate over the role pro-market solutions should play in Thailand\u2019s energy transition.
