{"id":60055352,"date":"2024-10-16T16:28:18","date_gmt":"2024-10-16T15:28:18","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60055352"},"modified":"2024-10-21T09:46:30","modified_gmt":"2024-10-21T08:46:30","slug":"qa-david-obura-you-cant-grow-forever-on-a-finite-planet","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/qa-david-obura-you-cant-grow-forever-on-a-finite-planet\/","title":{"rendered":"\u2018You can\u2019t grow forever on a finite planet\u2019"},"content":{"rendered":"\n<p>On a humid September morning, David Obura speaks to Dialogue Earth from the seaside town of Kilifi in Kenya, 70 kilometres up the coast from Mombasa. His proximity to the ocean is fitting: Obura has spent nearly three decades studying and advocating for the preservation of coral reefs, becoming a world-renowned marine scientist in the process.<\/p>\n\n\n\n<p>Obura\u2019s work ranges from hands-on research to high-level policy at global summits, which has led him to become one of the most influential voices in the global biodiversity debate. He now chairs the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services\u00a0(<a href=\"https:\/\/www.ipbes.net\/\">IPBES<\/a>), a group that produces influential biodiversity assessments and provides policy support.<\/p>\n\n\n\n<p>His location is also fitting for another reason: Africa has an increasingly important role to play in solving the biodiversity crisis. The continent will host the IPBES for the first time later this year, in Windhoek, Namibia.<\/p>\n\n\n\n<p>\u201cIt\u2019s great for IPBES to hold its first major meeting on African soil,\u201d says Obura of the <a href=\"https:\/\/www.ipbes.net\/notification\/save_the_date_IPBES11#:~:text=I%20am%20pleased%20to%20inform,will%20follow%20in%20due%20course.\">event<\/a>, which will take place from 10-16 December. \u201cThe coincidence of me being the first chair from Africa is fantastic.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-nature-dependent-continent\">\u2018A nature-dependent continent\u2019<\/h2>\n\n\n\n<p>Obura says Africa is incredibly aware of biodiversity. \u201cWe are a continent where people are more dependent on nature for their livelihoods than anywhere else,\u201d he says.<\/p>\n\n\n\n<p>One of the most pressing concerns for African nations is how to wield their influence in global biodiversity discussions. Africa has often been a recipient of global policies rather than a shaper of them, but Obura is optimistic that this is beginning to change.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">What really needs to happen for global biodiversity conservation is to pull down the pressures that are driving the decline, and that\u2019s economic growth<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>This African bloc is crucial, he argues, in shaping good global policy, especially as many nations continue to experience biodiversity degradation while still depending on natural resources for economic growth.<\/p>\n\n\n\n<p>\u201cAfrican countries are very dependent on biodiversity. We need to promote that use in a way that\u2019s sustainable,\u201d he explains.<\/p>\n\n\n\n<p>This means looking at wider economic issues.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-bigger-picture\">The bigger picture<\/h2>\n\n\n\n<p>At the heart of Obura\u2019s philosophy is a recognition of the diverse values that people assign to nature. Biodiversity, he emphasises, cannot be reduced to a commodity.<\/p>\n\n\n\n<p>This broader view leads to Obura\u2019s critique of the global economic model. The big problem, as Obura sees it, is that endless economic growth is fundamentally at odds with the natural limits of the planet.<\/p>\n\n\n\n<p>\u201cWhat really needs to happen for global biodiversity conservation is to pull down the pressures that are driving the decline, and that\u2019s economic growth. We\u2019re living in a system where we\u2019re consuming 1.7 Earths,\u201d he says (citing <a href=\"https:\/\/overshoot.footprintnetwork.org\/portfolio\/we-would-need-1-7-earths-to-make-our-consumption-sustainable-washington-post\/\">calculations<\/a> released by the Global Footprint Network in 2017, using 2013 data, which aimed to illustrate how humanity is exceeding Earth\u2019s carrying capacity).<\/p>\n\n\n\n<p>For decades the dominant paradigm for politicians and businesses around the world has been growth at all costs. Obura argues that this focus, particularly in high-consumption economies, is pushing ecosystems to breaking point.<\/p>\n\n\n\n<p>\u201cYou can\u2019t grow forever on a finite planet,\u201d he says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-climate-and-biodiversity-versus-economic-growth\">Climate and biodiversity versus economic growth<\/h2>\n\n\n\n<p>Obura sees it as a major failing that biodiversity loss and climate change are often discussed as distinct challenges. He stresses that the two crises are inextricably linked, and is calling for a more integrated approach in forums like COP29 \u2013 the UN\u2019s upcoming climate conference in Baku, Azerbaijan.<\/p>\n\n\n\n<p>\u201cYou can\u2019t fix one without the other,\u201d he explains. \u201cClimate change is just an expression of economic growth and overproduction. The pressures driving climate change are the same pressures driving biodiversity loss.\u201d<\/p>\n\n\n\n<p>As chair of the IPBES, Obura is working to close the gap between these issues. Like the Intergovernmental Panel on Climate Change (IPCC), the IPBES is an international scientific body tasked with providing biodiversity and ecosystem services assessments for policymakers. But Obura insists that its scope is even wider than the IPCC\u2019s, because it covers the entire web of life.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"0\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The Montreal Global Biodiversity Framework, which <a href=\"https:\/\/dialogue.earth\/en\/nature\/cop15-reaches-historic-agreement-to-protect-biodiversity\/\">emerged<\/a> from the COP15 biodiversity conference in 2022, reflects this interconnectedness. The framework outlines a roadmap for halting biodiversity loss. Its headline-grabbing \u201c30&#215;30\u201d target (for 30% of Earth\u2019s land and ocean to be protected by 2030) has served as a rallying cry for global conservation.<\/p>\n\n\n\n<p>But for Obura, the framework\u2019s real promise lies in its broader, less-publicised goals.<\/p>\n\n\n\n<p>\u201cPeople focus on 30&#215;30, but it\u2019s embedded in many other targets that are critical for it to succeed,\u201d he says. \u201cIt\u2019s like a \u2018<a href=\"https:\/\/dialogue.earth\/en\/climate\/is-dynamic-paris-agreement-proving-enough-to-combat-climate-change\/\">Paris moment<\/a>\u2019 for biodiversity, but what we all want to see now is investment in action and delivery.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-coral-under-pressure\">Coral under pressure<\/h2>\n\n\n\n<p>Obura\u2019s personal expertise lies in coral reefs, one of the most diverse yet threatened ecosystems on Earth. (Image: Brian Inganga \/ Associated Press \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/10\/Coral-bleaching-Kenya_Alamy_2MB6GRC-2.jpg\"\/><meta itemprop=\"contentSize\" content=\"3 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cCoral reefs are at the forefront of ocean heatwaves that we\u2019re seeing,\u201d Obura says. \u201cWhen they\u2019re stressed, they bleach, and if the heat is too much, they die.\u201d<\/p>\n\n\n\n<p>Obura has been particularly alarmed by the severity of recent ocean heatwaves: \u201cSince April last year, the North Atlantic has been much hotter than it ever has been before. Once the ocean warms up, that heat isn\u2019t going anywhere. It\u2019s staying there and continuing to be a threat.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60049042\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The implications for coral reefs \u2013 and the billions of people who depend on marine ecosystems for food and a livelihood \u2013 are dire. For Africa, the stakes are especially high.<\/p>\n\n\n\n<p>Despite the overwhelming odds, Obura is optimistic. He points to countries pioneering innovative solutions, like the Seychelles, which has arranged <a href=\"https:\/\/dialogue.earth\/en\/nature\/47862-explainer-what-is-debt-for-nature-swap\/\">debt-for-nature<\/a> swaps to finance conservation.<\/p>\n\n\n\n<p>His optimism lies not just in policy frameworks, but in the power of nature itself: \u201cOnce you lose a species, you can\u2019t get it back. But biodiversity can regenerate if we give it a chance. It takes a long time \u2013 10 to 15 years at least \u2013 but it is possible.\u201d<\/p>\n\n\n\n<p>There are also actions that can yield more immediate results. \u201cWhat we can turn around quickly are the drivers of decline,\u201d says Obura. \u201cThings like industrial agriculture and bottom-trawling in the ocean: we can stop those through rapid choices and changing incentives in agricultural and fishing systems.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-green-shoots-of-recovery\">Green shoots of recovery<\/h2>\n\n\n\n<p>Obura describes the \u201cgreen shoots\u201d beginning to emerge across Africa: grassroots efforts to prioritise nature-based solutions, such as <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/oct\/11\/maggots-to-the-rescue-food-waste-wild-fish\">Project Mila<\/a>\u2019s circular approach to black soldier fly larvae in Kenya; local knowledge systems that value biodiversity beyond its economic potential, exemplified by Tanji Beach\u2019s annual, six-month night-fishing <a href=\"https:\/\/dialogue.earth\/en\/ocean\/our-ocean-from-freedivers-to-fish-phang-nga-to-puerto-madryn\/\">ban<\/a> in The Gambia; and an increasing awareness of the need to transition towards development pathways that are less harmful to ecosystems, as expressed by president William Ruto of Kenya at the <a href=\"https:\/\/dialogue.earth\/en\/climate\/inaugural-africa-climate-summit-dominated-by-debt-and-finance\/\">inaugural<\/a> Africa Climate Summit a year ago.<\/p>\n\n\n\n<p>\u201cWhat we need now is for the international system and our national systems to water those shoots and help them grow.\u201d<\/p>\n\n\n\n<p>Using both his scientific platform and his role as IPBES chair, Obura is committed to facilitating political momentum and global cooperation to ease the biodiversity crisis. He describes a successful end to his IPBES stint as seeing the panel\u2019s findings translated into real, tangible action.<\/p>\n\n\n\n<p>\u201cI want to see a world where people understand the value of biodiversity, not just in abstract terms, but in their day-to-day lives,\u201d he says. \u201cThat\u2019s when we\u2019ll know we\u2019re making progress.\u201d<\/p>\n\n\n\n<p>As the world stares down the twin crises of climate change and biodiversity loss, Obura\u2019s message is clear: the time to act is now, and the stakes have never been higher: \u201cWe\u2019re running an experiment on the only liveable planet we have.
