{"id":60055522,"date":"2024-10-18T18:28:20","date_gmt":"2024-10-18T17:28:20","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60055522"},"modified":"2024-10-23T12:50:50","modified_gmt":"2024-10-23T11:50:50","slug":"nearshoring-in-mexico-more-promises-than-reality","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/nearshoring-in-mexico-more-promises-than-reality\/","title":{"rendered":"Nearshoring in Mexico: more promises than reality"},"content":{"rendered":"\n<p>Over the past five years, global supply chains have had to adapt to a number of significant changes, among them delays and disruptions brought by the Covid-19 pandemic, trade tensions between the world\u2019s two largest economies, and the impacts and decoupling that have followed Russia\u2019s invasion of Ukraine.<\/p>\n\n\n\n<p>Such global shocks have prompted a growing number of international companies to consider relocating their operations closer to their main markets, in order to lower production and shipping costs, and reduce their exposure to supply chain risks \u2013 a trend that has become known as \u201cnearshoring\u201d.<\/p>\n\n\n\n<p>In recent years, the phenomenon has seen companies turn their attention towards countries in Southeast Asia, Central and Eastern Europe, and Latin America, with the electronics, technology and automotive sectors among the industries at the forefront.<\/p>\n\n\n\n<p>Perhaps most notable among these locations has been Mexico, where proximity and smooth access to the US market has attracted great interest and, in some areas, a surge in investments.<\/p>\n\n\n\n<p>But despite generating countless headlines and stirring expectations, Mexico has been seen by analysts as <a href=\"https:\/\/www.kas.de\/documents\/266027\/29570324\/KAS+PAPER+NEARSHORING+EN+MEXICO-comprimido+%282%29.pdf\/876f276c-6505-de10-14a9-64b802d9e8f6?version=1.0&amp;t=1708619369581\">not yet having taken full advantage<\/a> of the opportunities nearshoring could present. They point to deficits in policies to strengthen strategic sectors, such as technology, and overcome constraints in the <a href=\"https:\/\/www.bakerinstitute.org\/research\/power-problem-nearshoring-and-mexicos-energy-sector\">energy sector<\/a> that ensure supply to attract investors.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50385130\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Jes\u00fas Carrillo, director of economics at the Mexican Institute for Competitiveness (IMCO), an independent think-tank, describes a situation in which there have been more announcements of nearshoring intentions than concrete investments.<\/p>\n\n\n\n<p>\u201cThere has not been such a large growth in investment, at least not as much as one would expect. The increases have been measured,\u201d he tells Dialogue Earth<strong>.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Uncertainty among markets and investors <a href=\"https:\/\/www.france24.com\/en\/live-news\/20240915-why-have-mexico-s-judicial-reforms-upset-investors\">has been stirred<\/a> further by the recent passage of a highly controversial <a href=\"https:\/\/mexicobusiness.news\/tech\/news\/mexicos-judicial-reform-threatens-telecom-and-tech-growth\">judicial reform<\/a> promoted by outgoing President Andr\u00e9s Manuel L\u00f3pez Obrador. The overhaul has been pitched by its supporters as a way to democratise the judiciary by opening over 1,600 positions, including federal judge and Supreme Court justice appointments, up to public elections. But critics say this could politicise justice, and that it has reduced the specialised technical requirements for candidates.<\/p>\n\n\n\n<p>Diego Marroqu\u00edn, an expert in US-Mexico trade with the Wilson Center, wrote in a <a href=\"https:\/\/www.wilsoncenter.org\/article\/turning-point-impact-amlos-reforms-usmca-and-nearshoring\">recent analysis<\/a> for the think-tank that the reform \u201ccould seriously challenge North America\u2019s long-term competitiveness and nearshoring potential\u201d and\u00a0\u201cjeopardise billions in US and Canadian investments in Mexico.\u201d He added that it could also complicate the 2026 review of the US-Mexico-Canada Agreement, the trade deal that has been a main attraction for nearshoring firms looking to Mexico.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-progress-optimism-and-key-investments\">Progress, optimism and key investments<\/h2>\n\n\n\n<p>Assessing the impact of nearshoringto date in Mexico is challenging. One can analyse the flows of foreign direct investment (FDI) entering the country or measure the increase in demand for industrial parks where new projects can be sited. Although neither of these indicators is a completely accurate measurement, both provide useful data to estimate its scope.<\/p>\n\n\n\n<p>In July 2023, the Mexican Association of Private Industrial Parks (AMPIP) <a href=\"https:\/\/www.bbvaresearch.com\/wp-content\/uploads\/2023\/07\/Observatorio_Nearshoring_10Jul23_F.pdf\">forecast<\/a> the arrival of 453 new companies in the country by 2025 \u2013 20% of which were expected to come from China \u2013 representing an annual growth in new businesses 9.1% above the average of the 2018\u20132022 period. In parallel, AMPIP <a href=\"https:\/\/www.ampip.org.mx\/industrial-real-state-sector\">reported <\/a>in 2023 one of the lowest percentages (2.2%) of availability in industrial spaces since 2019, indicating that the quotas are being used.<\/p>\n\n\n\n<p>Amid this rising demand, a <a href=\"https:\/\/www.ampip.org.mx\/storage\/es\/AMPIP%20PROGRAMA%20PARA%20EL%20DESARROLLO%20DEPI.pdf\">recent study<\/a> by AMPIP estimated that as much as USD 8.6 billion of private investment could arrive in the construction of 128 industrial parks across the country by 2030. The recently inaugurated president, Claudia Sheinbaum, also <a href=\"https:\/\/www.bnamericas.com\/en\/news\/mexicos-sheinbaum-promises-100-industrial-parks-to-boost-nearshoring\">made promises<\/a> during her election campaign to support this expansion. Some are already underway, for example, the <a href=\"https:\/\/www.gob.mx\/ciit\">Isthmus of Tehuantepec Interoceanic Corridor<\/a>, a trade and transit route under construction since 2019 with the aim of developing the south and south-east of Mexico. Among them is the Argentine steel company Ternium, which in June 2023 <a href=\"https:\/\/miningdigital.com\/articles\/ternium-plans-to-build-us-3-2bn-steel-plant-in-mexico\">announced<\/a> plans to invest USD 3.2 billion in a new steel plant in Nuevo Le\u00f3n, while its compatriot, the e-commerce giant Mercado Libre has <a href=\"https:\/\/mexicobusiness.news\/ecommerce\/news\/mercado-libre-unveils-record-us24-billion-investment-mexico\">plans to invest<\/a> USD 2.45 billion in its systems and logistics in the country.<\/p>\n\n\n\n<p>In February, AWS, a subsidiary of the US multinational Amazon, <a href=\"https:\/\/www.reuters.com\/technology\/amazons-aws-invest-over-5-bln-boost-cloud-computing-mexico-2024-02-26\/\">announced<\/a> plans to invest over USD 5 billion into data centres in the centre of the country. But investments from electric vehicle makers <a href=\"https:\/\/es.wired.com\/articulos\/elon-musk-frena-la-construccion-la-fabrica-de-tesla-en-nuevo-leon\">Tesla<\/a>, into a USD 4.5 billion factory, and China\u2019s <a href=\"https:\/\/elpais.com\/mexico\/economia\/2024-09-03\/byd-frena-sus-planes-de-construir-una-planta-en-mexico-hasta-despues-de-las-elecciones-en-ee-uu.html\">BYD<\/a> are on hold, both reportedly stalling amid uncertainty in the run-up to the US elections in November.<\/p>\n\n\n\n<p>Since 2023, various <a href=\"http:\/\/spanish.china.org.cn\/txt\/2023-10\/19\/content_116759030.htm\">Chinese companies<\/a> have also announced investments, most notably in <a href=\"https:\/\/dialogue.earth\/en\/business\/385130-can-chinese-ev-makers-help-to-drive-a-transition-in-mexico\/\">car and auto parts manufacturing<\/a>, to support access to the US market and serve the Mexican vehicle industry. Among them have been automakers SAIC Motor and BAI, which in 2023 <a href=\"https:\/\/repositorio.cepal.org\/server\/api\/core\/bitstreams\/ab168ebe-f0f3-43a5-b927-6dd8f4314a4b\/content\">announced<\/a> factory projects, including for electric vehicle production, worth a total of USD 2.75 billion.<\/p>\n\n\n\n<p>But such Chinese investors are also facing major hurdles to their plans in Mexico. Concerns have been voiced by US trade groups and politicians over the entry of lower-cost Chinese electric vehicles <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/us-should-block-low-cost-chinese-automaker-imports-mexico-says-manufacturers-2024-02-23\/\">posing a threat<\/a> to its own auto industry, with accusations that firms are using Mexico as a \u201cbackdoor\u201d to its market via the countries\u2019 free trade agreements. Earlier this year, both <a href=\"https:\/\/www.bbc.com\/news\/articles\/cm2n091v4m5o\">Canada<\/a> and <a href=\"https:\/\/www.aljazeera.com\/economy\/2024\/8\/26\/canada-follows-us-imposes-100-tariff-on-evs-imported-from-china#:~:text=US%20President%20Joe%20Biden%20in,shield%20firms%20from%20excess%20Chinese\">the US<\/a> imposed 100% import tariffs on vehicles built in China, though these do not apply to those built by Chinese companies in Mexico \u2013 something that may change in the wake of November\u2019s US elections and the looming USMCA renegotiations.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60020080\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cWe\u2019ve been very, very clear about the strategic nature of this tariff review process,\u201d US Trade Representative Katherine Tai <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/us-lawmakers-ask-mexican-president-elect-address-chinese-vehicle-concerns-2024-10-01\">told<\/a> a White House press briefing in May. \u201cWe\u2019re giving our workers and our businesses the opportunity to continue to compete and thrive in the face of an onslaught of really challenging measures and a challenging economic system coming from Beijing.\u201d<\/p>\n\n\n\n<p>Chinese officials and auto industry associations have <a href=\"https:\/\/www.globaltimes.cn\/page\/202405\/1312285.shtml\">decried<\/a> the tariffs as protectionist and politically motivated, while its commerce ministry has responded by <a href=\"https:\/\/www.cbc.ca\/news\/world\/china-canada-wto-tariffs-1.7315202\">lodging a complaint<\/a> against Canada at the World Trade Organization, claiming the country has disregarded trade rules.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-foreign-direct-investment-less-optimism\">Foreign direct investment: less optimism<\/h2>\n\n\n\n<p>Recent <a href=\"https:\/\/www2.deloitte.com\/mx\/es\/pages\/dnoticias\/articles\/nearshoring-en-mexico.html\">studies<\/a> measuring FDI flows into Mexico offer a slightly less optimistic picture of the nearshoring trend.<\/p>\n\n\n\n<p>In the first half of 2024, Mexico <a href=\"https:\/\/mexicobusiness.news\/finance\/news\/mexico-fdi-hits-record-us31-billion-1h24-week-finance\">registered<\/a> USD 31 billion dollars of FDI, a growth of 7% compared to the same period last year, which appears encouraging. But on closer analysis, it shows that the vast majority \u2013&nbsp;USD 30.2 billion \u2013 of this investment was reinvestment of profits that did not return to their country of origin. This suggests that the country is not currently attracting a great number of new companies, but rather established firms are allocating their profits to reinvestments, whether for tax reasons, to renew equipment, expand their operations, or for other reasons.<\/p>\n\n\n\n<p>Elsewhere, an <a href=\"https:\/\/web.archive.org\/web\/20230629055253\/https:\/www.kearney.com\/service\/operations-performance\/us-reshoring-index\">analysis<\/a> by US consultancy Kearney showed that of the global manufacturers that have chosen to relocate their operations since 2021, 79% have done so to the US, compared to 27% to Mexico.<\/p>\n\n\n\n<p>Jordy Micheli, an academic in the economics department the Metropolitan Autonomous University in Mexico City, downplays the overall significance of nearshoring for the country, seeing it more as an intensification of existing patterns of investment.<\/p>\n\n\n\n<p>\u201cIt will never replace traditional foreign investment. It is a structural process, Mexico is already inserted in a structure in which it is an important territory for these companies,\u201d Micheli told Dialogue Earth. He also highlighted opportunities, as well as hurdles to realising them: \u201cThere are two important things: generating internal conditions and looking for companies that come. The interesting thing is that it will bring us new production lines that were not produced in the country before.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50361837\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Beyond attracting FDI, Mexico lacks a dedicated, overarching plan to maximise the benefits of nearshoring, though some sector-specific and general plans may address related priorities. Perhaps most notable is the <a href=\"https:\/\/dialogue.earth\/en\/energy\/361837-mexicos-new-renewable-energy-plan-is-ambitious-but-vague\/\">Sonora Sustainable Energy Plan<\/a>, launched in 2022, which includes: the construction of a solar plant set to be <a href=\"https:\/\/dialogue.earth\/en\/energy\/371694-largest-solar-farm-in-latin-america-at-what-cost\/\">Latin America\u2019s largest<\/a>; the exploitation of the country\u2019s <a href=\"https:\/\/dialogue.earth\/en\/business\/58718-mexico-lithium-bacanora-sonora-a-mirage-in-the-desert\/\">potentially vast, but contested, lithium deposits<\/a>; support for the production of electric vehicle parts; and the expansion of the north-western port of Guaymas to improve the transport of goods from Asia to North America.<\/p>\n\n\n\n<p>Alongside aims to build more than 100 industrial parks, President Claudia Sheinbaum has also <a href=\"https:\/\/claudiasheinbaumpardo.mx\/proyectodenacion\">promised<\/a> to invest in key infrastructure such as roads, ports and airports, and stated intentions to focus efforts on strategic sectors such as semiconductors, electronics and electric mobility.<\/p>\n\n\n\n<p>These areas may align with some of the priorities of the current US administration, though the outcomes of its upcoming elections may change this.<\/p>\n\n\n\n<p>In 2021, President Joe Biden\u2019s government <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/08\/fact-sheet-biden-harris-administration-announces-supply-chain-disruptions-task-force-to-address-short-term-supply-chain-discontinuities\/\">identified<\/a> sectors such as semiconductors, high-capacity batteries, critical minerals and pharmaceuticals as critical, and announced measures to strengthen their supply chains. Since 2022, the United States has been working to integrate Mexico into these critical supply chains. During the 10th North American Leaders\u2019 Summit in January 2023, the countries <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/01\/10\/declaration-of-north-america-dna\/\">agreed<\/a> to strengthen regional supply chains and encourage investment in key industries such as semiconductors and electric vehicle batteries. However, Mexico still does not have a specific strategy to turn these commitments into reality.<\/p>\n\n\n\n<p>Seeking to calm choppy waters and clarify Mexico\u2019s position, the secretary of economy, Marcelo Ebrard, recently <a href=\"https:\/\/www.msn.com\/en-us\/money\/markets\/mexico-takes-the-us-side-in-potential-trade-battles-with-china-and-seeks-to-boost-local-content\/ar-AA1rYcM5\">told<\/a> a business forum that the country will look to speed up the nearshoring process, and strongly suggested a convergence with US trade interests over those of China, promising to \u201cmobilise all interests in favour of North America\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-challenges-and-limitations\">Challenges and limitations<\/h2>\n\n\n\n<p>Amid the growing attention to nearshoring\u2019s potential, analysts have also highlighted the significant challenges for Mexico that could jeopardise its aspirations. These include a lack of sufficient energy supply to support investment, water shortages in the north of the country where much industrial investment has been concentrated, and the need to improve infrastructure and incentives for attracting capital.<\/p>\n\n\n\n<p>Added to this is the <a href=\"https:\/\/thelogisticsworld.com\/actualidad-logistica\/el-nearshoring-se-enfria-en-la-frontera-de-mexico-tras-la-perdida-de-100-000-empleos\/\">loss<\/a> of more than 100,000 jobs near the country\u2019s northern border in the last 18 months in the maquila industry \u2013 the term used for factories that assemble and manufacture for export \u2013 which represents 10% of jobs in the sector.<\/p>\n\n\n\n<p>To maximise the potential of nearshoring, Mexico must address several pending tasks. A 2024 <a href=\"https:\/\/www.kas.de\/es\/web\/mexiko\/kas-paper\/detail\/-\/content\/kaspaper-nearshoring-en-mexico\">report<\/a> by German think-tank the Konrad Adenauer Foundation suggests 12 key recommendations, including strengthening the institutional environment, fighting corruption and insecurity, increasing investment in infrastructure, training labour for high-tech sectors, and access to renewable energy.<\/p>\n\n\n\n<p>Academic Carrillo believes that the Mexico approach must go beyond nearshoring, pointing out that overall economic growth depends on productive capacity: without adequate infrastructure and clear investment in key sectors, he says, Mexico could face long-term stagnation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>From the US to China, global
