{"id":60056686,"date":"2024-10-24T18:08:56","date_gmt":"2024-10-24T17:08:56","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60056686"},"modified":"2024-10-29T14:38:29","modified_gmt":"2024-10-29T14:38:29","slug":"will-indonesias-biodiesel-push-put-its-climate-goals-at-risk","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/will-indonesias-biodiesel-push-put-its-climate-goals-at-risk\/","title":{"rendered":"Will Indonesia\u2019s biodiesel push put its climate goals at risk?"},"content":{"rendered":"\n<p>Indonesia is aiming to increase its use of biodiesel blends as a renewable and alternative fuel, but critics say it could undermine the country\u2019s climate goals.<\/p>\n\n\n\n<p>In August 2023, the country <a href=\"https:\/\/www.esdm.go.id\/id\/media-center\/arsip-berita\/menteri-esdm-b40-bisa-jalan-tahun-depan\">launched<\/a> biodiesel blended with 35% palm oil content, a fuel mix known as B35, and its government has recently <a href=\"https:\/\/www.reuters.com\/business\/energy\/indonesias-agriculture-minister-reaffirms-plan-implement-b40-biodiesel-january-2024-10-22\/\">reaffirmed<\/a> plans to introduce mandatory use of B40 \u2013 upping the palm oil content to 40% \u2013 by January.<\/p>\n\n\n\n<p>Biodiesel is a renewable fuel made from vegetable oils or biomass, such as algae material and animal waste. It is blended with diesel for use in vehicles, and in Indonesia the blends use palm oil.<\/p>\n\n\n\n<p>Campaigners and experts have now warned that the planned increase of palm oil in the fuel mix will lead to plantation expansions and therefore more deforestation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-more-palm-oil-means-more-clearings\">More palm oil means more clearings<\/h2>\n\n\n\n<p>Indonesia\u2019s coordinating minister for economic affairs, <a href=\"https:\/\/www.antaranews.com\/berita\/4354295\/airlangga-menilai-biodiesel-b40-hemat-devisa-hingga-rp40432-triliun\">Airlangga Hartarto<\/a>, <a href=\"https:\/\/www.nhis.co.id\/wp-content\/uploads\/2024\/09\/NH_Daily_Sept_25_2024_English.pdf\">told<\/a> media in September that the government saved IDR 404.32 trillion between 2018 and 2022 because the mandatory use of biodiesel decreased the amount of diesel imports required.<\/p>\n\n\n\n<p>But as the mandatory biodiesel blend rises, so too will domestic demand for crude palm oil (CPO), experts and campaigners say. This will be further fueled by newly inaugurated President Prabowo Subianto\u2019s ambitious push to eventually implement <a href=\"https:\/\/nasional.kompas.com\/read\/2024\/05\/16\/14573691\/prabowo-mau-wujudkan-bahan-bakar-b100-menteri-esdm-perlu-penelitian-kita\">B100<\/a>, or 100% crude palm oil, in a move intended to shift the country away from reliance on imported diesel and bring Indonesia towards energy self-sufficiency.<\/p>\n\n\n\n<p>Indonesia produced 50 million tonnes of CPO in <a href=\"https:\/\/news.majalahhortus.com\/gapki-catat-produksi-cpo-2023-naik-715-persen-jadi-5007-juta-ton\/\">2023<\/a>, an increase of 7% from the previous year, according to the Indonesian Palm Oil Entrepreneurs Association (GAPKI). The country is the world\u2019s top CPO producer, with Airlangga announcing that it accounted for <a href=\"https:\/\/en.antaranews.com\/news\/309540\/indonesia-accounts-for-54-of-global-palm-oil-exports-minister\">54%<\/a> of global exports that same year.<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/platform.indonesia.mapbiomas.org\/cobertura?activeBaseMap=9&amp;layersOpacity=100&amp;activeModule=coverage&amp;activeModuleContent=coverage%3Acoverage_main&amp;activeYear=2022&amp;mapPosition=-2.493065%2C117.995976%2C5&amp;timelineLimitsRange=2000%2C2022&amp;baseParams%5bterritoryType%5d=1&amp;baseParams%5bterritories%5d=148111%3BIndonesia%3B1%3BNegara%3B0%3B0%3B0%3B0&amp;baseParams%5bactiveClassTreeOptionValue%5d=default&amp;baseParams%5bactiveClassTreeNodeIds%5d=1%2C7%2C8%2C2%2C9%2C3%2C10%2C11%2C12%2C13%2C4%2C14%2C15%2C5%2C16%2C17%2C6&amp;baseParams%5bactiveSubmodule%5d=coverage_main\">data<\/a> from MapBiomas, during the past two decades, the country has seen a 145% increase in land used for palm oil plantations, from 7.2 million hectares in 2000 to 17.7 million hectares in 2022.<\/p>\n\n\n\n<p>\u201cThe [MapBiomas] data shows that for the last two decades, the Indonesian government has always used conventional strategy to meet growing demand for palm oil \u2013 that is, to expand oil palm plantations,\u201d said Iqbal Damanik, a forest campaigner with Greenpeace Indonesia.<\/p>\n\n\n\n<p>An April 2024 <a href=\"https:\/\/satyabumi.org\/oil-palm-and-biodiesel-trends-deforestation-and-efforts-to-protect-natural-forests\/\">report<\/a> by Greenpeace Indonesia, Satya Bumi, Traction Energy Asia and the Indonesian Palm Oil Farmers Union (SPKS) sets out potential scenarios for the government\u2019s biofuel targets. It found that international and domestic demand for palm oil for all purposes will reach 67.1 million metric tonnes (mt) in 2042 if the biodiesel blend remains at the current B35 until then. But if the government implements B50 in 2025 \u2013 the most aggressive scenario projected by the report, and one which Prabowo is <a href=\"https:\/\/biofuels-news.com\/news\/indonesia-aiming-to-accelerate-to-b50-next-year\/\">aiming for<\/a> \u2013 demand for palm oil will increase to 75.63 million mt by 2042, it noted.<\/p>\n\n\n\n<p><a><\/a>\u201cThe current production will not cut it for future needs,\u201d says Iqbal. \u201cIndonesia will be forced to open [up] more forests to produce more crude palm oil.\u201d<\/p>\n\n\n\n<p>The analysis also states that in the scenario where B50 is adopted next year, the potential for deforestation exceeds 1.5 million hectares by 2039.<\/p>\n\n\n\n<p>\u201cOur calculations are still conservative, even in the aggressive scenario,\u201d Damanik adds.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image href=\"https:\/\/fwi.or.id\/klaim-deforestasi-klhk-berbeda-dengan-ngo\/#:~:text=Masih%20berdasarkan%20data%20KLHK%2C%20lanjut,sekitar%203%2C4%20juta%20hektare.\">4 million hectares of dormant forest<\/a> within oil palm plantation concessions, which are mostly on the islands of Papua and Kalimantan, and \u201cthe first areas to suffer destruction will be [these] remaining [forests] in the concessions\u201d, noted Damanik.<\/p>\n\n\n\n<p>Catra de Thouars, vice chair on promotion and communication for the Indonesian Biofuel Producers Association (Aprobi), said the country\u2019s infrastructure is prepared for implementing the higher mixes of biodiesel, and that it \u201cwill support the government whether it decides to go [with] B40 or B50,\u201d he said. \u201cBut if the mixture reaches B50, additional production capacity is needed.\u201d<\/p>\n\n\n\n<p>Aprobi\u2019s vice chair of research and technology, Jummy BM Sinaga, also <a href=\"https:\/\/www.pertamina.com\/id\/news-room\/news-release\/biofuel-untuk-masa-depan\">said<\/a> at an energy forum in August that Indonesia\u2019s 20 million kilolitre annual biodiesel capacity was still sufficient for increasing the biodiesel mixture to B40, the trial for which is being rolled out in stages.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-climate-goals-at-risk\">Climate goals at risk?<\/h2>\n\n\n\n<p>Converting forest into oil palm plantations can lower carbon stock and cause other impacts, such as groundwater storage, erosion prevention, and biodiversity preservation, notes Shahnaz Nur Firdausi, an energy and climate analyst at the Institute for Essential Services Reform (IESR).<\/p>\n\n\n\n<p>In addition, clearing forest areas by burning to make way for plantations releases a significant amount of carbon dioxide into the environment, which \u201cwill make it harder for Indonesia to meet its climate targets\u201d, she adds.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Biodiesel does not really contribute much to Indonesia\u2019s economy, only [benefitting] the palm oil companies<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>In 2022, Indonesia unveiled its newest <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-09\/23.09.2022_Enhanced%20NDC%20Indonesia.pdf\">climate pledge<\/a>, the enhanced Nationally Determined Contribution (NDC). It notes that the land use, land-use change and forestry (LULUCF) industry is one of the primary contributors of emissions in Indonesia. In 2019, the industry was responsible for just over half of the country\u2019s emissions (50.13%), inclusive of peat fires, followed by energy (34.49%), waste (6.52%), and industrial activities and product consumption (3.15%). Indonesia <a href=\"https:\/\/www.menlhk.go.id\/cadmin\/uploads\/PHOTO_BOOK_FOLU_NET_SINK_Indonesia_s_Climate_Actions_Towards_2030_a3d4f1fa43.pdf\">aims<\/a> to have its carbon sequestration from the forestry and other land use (FOLU) sector be \u201chigher than, or at least equal to its overall emissions\u201d by 2030.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"93466\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In the country\u2019s enhanced NDC, biodiesel becomes one strategy to reduce emissions, especially from the energy sector. However, adopting a biodiesel policy to accomplish such goals could backfire. A 2017 <a href=\"https:\/\/www.cerulogy.com\/wp-content\/uploads\/2017\/06\/Cerulogy_For-peats-sake_Climate-implications-of-palm_May2017.pdf\">study<\/a> concluded that biodiesel policies do not provide any net climate benefits, mainly because of high emissions associated with increased pressures on palm oil expansion.<\/p>\n\n\n\n<p>It noted that, ignoring the carbon cost of land use, the net carbon benefit of biodiesel is five to seven tonnes of carbon dioxide per hectare per year. However, taking land use into account, \u201cin the case that the palm oil biodiesel came from a new plantation on previously forested peatland, instead of a carbon saving, there would be a dramatic increase in estimated net emissions of 120 tonnes carbon dioxide per hectare per year\u201d.<\/p>\n\n\n\n<p>Fiorentina Refani, a researcher at the Center of Economic Studies and Law (<a href=\"https:\/\/celios.co.id\/\">Celios<\/a>), says that Indonesia must impose a permanent palm oil moratorium to protect the remaining forests from the risk of land clearing and deforestation.<\/p>\n\n\n\n<p>A Celios study that has not yet been published, but has seen by Dialogue Earth, notes that a moratorium policy, along with forest replanting, will result in economic output of IDR 27.3 trillion by 2045, while a lack of a moratorium will come at a loss of IDR 27.9 trillion. \u201cThe government still needs to give incentives for this program; biodiesel does not really contribute much to Indonesia\u2019s economy, only [benefitting] the palm oil companies,\u201d Fiorentina says, adding that Indonesia should bring back the moratorium, which was <a href=\"https:\/\/www.reuters.com\/business\/environment\/indonesia-use-existing-laws-palm-oil-moratorium-expires-2021-09-22\/\">in place<\/a> from 2018 to 2021.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Focus on the underlying problem<\/strong><\/h2>\n\n\n\n<p>IESR research manager Raditya Yudha Wiranegara acknowledges that use of biodiesel means carbon monoxide and particulate matter vehicular emissions can be decreased, noting that the institute\u2019s ongoing analysis showed a 15% reduction in emissions when B30 was used compared to petrol. \u201cBut we also have to consider emissions holistically, from upstream to downstream,\u201d he says, emphasising that biodiesel cannot be a long-term solution to cut emissions in the energy industry.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"92382\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Raditya suggests that instead, the government should concentrate on the development of solar power and gradually phase out coal-fired power facilities.<\/p>\n\n\n\n<p>Meanwhile, Shahnaz says that preventing forest fires of any cause will be the most crucial way to lower emissions from the LULUCF sector \u2013 the biggest source of emissions in Indonesia.
