{"id":60058676,"date":"2024-11-04T17:51:05","date_gmt":"2024-11-04T17:51:05","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60058676"},"modified":"2024-11-12T07:25:20","modified_gmt":"2024-11-12T07:25:20","slug":"cop16-finance-talks-break-down-but-some-big-wins-at-un-nature-summit","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/cop16-finance-talks-break-down-but-some-big-wins-at-un-nature-summit\/","title":{"rendered":"COP16: Finance talks break down, but some big wins at UN nature summit"},"content":{"rendered":"\n<p>The COP16 biodiversity summit in Colombia came to a close on Saturday with several key issues left unsettled, as discussions between countries on how to finance biodiversity protection were brought to an abrupt halt after negotiations had extended through the night.<\/p>\n\n\n\n<p>Despite a failure to strike an agreement on such funding, observers say the two-week summit has delivered concrete progress on other issues, and brought attention to the importance of protecting nature.<\/p>\n\n\n\n<p>In 2022, at the COP15 summit in Montreal, the 196 signatory countries of the United Nations\u2019 Convention on Biological Diversity (CBD) agreed on a new <a href=\"https:\/\/www.unep.org\/resources\/kunming-montreal-global-biodiversity-framework\">Global Biodiversity Framework<\/a> (GBF). There, 23 targets were set to be met by 2030, including achieving at least 30% protection of both terrestrial and marine areas.&nbsp;<\/p>\n\n\n\n<p>Two years later, the focus <a href=\"https:\/\/dialogue.earth\/en\/nature\/cop16-whats-on-the-agenda-at-this-years-biodiversity-talks\/\">at COP16<\/a> was on the implementation of the GBF and its financing, especially for developing countries.<\/p>\n\n\n\n<p>\u201cWhile actions need to be more ambitious and decisions need to move faster, we are not leaving Cali empty-handed,\u201d said Patricia Zurita, strategy director at Conservation International.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-biodiversity-funding\">Biodiversity funding<\/h2>\n\n\n\n<p>To achieve the GBF targets and drive action for biodiversity conservation, significant sums of money are needed, and the funding that has currently been mobilised is not enough: the annual funding gap is estimated at <a href=\"https:\/\/blogs.worldbank.org\/en\/climatechange\/rules-of-the-road--measuring-impact-of-biodiversity-finance-\">USD 700 billion<\/a>. This is why discussions of finance occupied such a prominent role at the COP.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60056721\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Biodiversity funds are today mostly channelled through the Global Environment Facility (GEF), an international body that also channels other environmental funds. However, developing countries have questioned the effectiveness and bureaucracy of the GEF and are pushing for the creation of a new fund under the governance of the COP itself.<\/p>\n\n\n\n<p>Colombia, in its role as summit chair, <a href=\"https:\/\/www.cbd.int\/doc\/c\/ece2\/66fb\/fdec9288f6d6a64819981663\/cop-16-l-31-en.pdf\">submitted a draft text<\/a> proposing the creation of the fund. However, countries from the Global North, including from the European Union and Canada, said they would not support it and asked to postpone discussion of the issue until COP18 in 2028.<\/p>\n\n\n\n<p>The summit had been due to close on Friday, but after back-and-forth arguments and 12 hours of extended overnight negotiations, by Saturday morning, many delegates had already needed to depart to catch flights from the host city of Cali. With more than half of countries withdrawn, the meeting lost quorum and was suspended.<\/p>\n\n\n\n<p>This means that COP16 is not officially over and discussions over the outstanding issues will need to be resumed, which is likely to happen next year at an inter-sessional meeting.<\/p>\n\n\n\n<p>\u201cThis is regrettable considering the urgent need to ensure that funds get to where they are most needed to halt and reverse the loss of nature,\u201d said Nina Seega, director of sustainable finance at the Cambridge Institute for Sustainable Leadership. \u201cWe need political leadership and a spirit of commitment.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-fund-for-genetic-resources\">A fund for genetic resources<\/h2>\n\n\n\n<p>One of the main advances was the creation of the Cali Fund for the sharing of benefits arising from the use of plant and animal genetic resources, and the management of <a href=\"https:\/\/dialogue.earth\/en\/justice\/a-deal-on-the-benefits-of-genetic-resources-is-key-to-cop16s-success\/\">digital sequence information<\/a> (DSI) about them.<\/p>\n\n\n\n<p>Genetic information from plants and animals has tended to be obtained in developing countries by companies from the Global North, and is then used to produce products such as cosmetics and food. Companies in eight sectors will be encouraged to do so, including pharmaceuticals and cosmetics.<\/p>\n\n\n\n<p>Oscar Soria, director of the NGO Common Initiative, welcomed the creation of the fund but raised questions over whether these corporate contributions should instead be mandatory. \u201cThe effectiveness of the mechanism will depend on the willingness of the global community to support it and on companies\u2019 recognition of the value of participating for reputational gains,\u201d Soria said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-health-and-biodiversity\">Health and biodiversity<\/h2>\n\n\n\n<p>COP16 also saw the adoption of a <a href=\"https:\/\/www.cbd.int\/doc\/c\/3a01\/e211\/c16499d5d7abd50251aa93f5\/cop-16-l-10-en.pdf\">biodiversity and health action plan<\/a>, a set of voluntary measures to address interconnected threats to human, ecosystem and animal health. The plan calls for health impacts to be assessed in land-use planning, for disease monitoring where habitat loss is rapid, and for stricter rules on wildlife trade.<\/p>\n\n\n\n<p>\u201cMillions of people died and suffered from the Covid-19 pandemic, and this plan is charting an excellent path to fully embrace the integration and interconnectedness of biodiversity and health,\u201d said Susan Lieberman, vice president for international policy at the World Conservation Society. \u201cThere can be no prevention of future zoonotic pandemics without the protection and ecological integrity of nature.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-greater-role-for-indigenous-peoples\">Greater role for Indigenous peoples<\/h2>\n\n\n\n<p>Another of the COP\u2019s goals was for Indigenous peoples to be recognised as \u201cfundamental actors in the care of biological diversity\u201d, as Colombian environment minister and conference president Susana Muhamad declared days before the meeting. She called for more than words and speeches, and the achievement of certain actions that could support the work of these populations.<\/p>\n\n\n\n<p>While it is still a first step and much remains to be done, the COP in Cali will be remembered for securing a position for local communities and Indigenous peoples in a permanent working group in CBD negotiations. Representatives will become part of a subsidiary body, with political influence in the negotiations and access to international resources.<\/p>\n\n\n\n<p>This new working group is the third to be created under the CBD, alongside the Implementation Working Group and the Scientific, Technical and Technological Advice Working Group.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/20241021_COP16-crowd_Flickr_54081566691_0c8dd826b5_k.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/20241021_COP16-crowd_Flickr_54081566691_0c8dd826b5_k-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/20241021_COP16-crowd_Flickr_54081566691_0c8dd826b5_k-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/20241021_COP16-crowd_Flickr_54081566691_0c8dd826b5_k.jpg 2048w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2048px\" alt=\"man wearing indigenous headdress among crowd\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Indigenous peoples played a more prominent role in this biodiversity summit, and became a permanent working group in the negotiations of the UN Convention on Biological Diversity (Imagen: <a href=\"https:\/\/www.flickr.com\/photos\/197399771@N06\/54081566691\/in\/album-72177720321387104\">Juan Cano<\/a> \/ <a href=\"https:\/\/www.flickr.com\/people\/197399771@N06\/\">Presidencia de Colombia<\/a>, <a href=\"https:\/\/creativecommons.org\/publicdomain\/mark\/1.0\/\">PDM<\/a>)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/20241021_COP16-crowd_Flickr_54081566691_0c8dd826b5_k.jpg\"\/><meta itemprop=\"contentSize\" content=\"1,021 KB\"\/><meta itemprop=\"height\" content=\"1365\"\/><meta itemprop=\"width\" content=\"2048\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>In this regard, Jennifer Corpuz, one of the lead negotiators of the International Indigenous Forum on Biodiversity (IIFB), stressed that this is a \u201chistoric moment in the history of multilateral environmental agreements\u201d, as it \u201cwill not only enable strong partnerships between governments, Indigenous peoples and local communities, funders and other stakeholders to strengthen the implementation of the CBD and the GBF, but will also provide a high-level platform to further highlight the contributions of Indigenous peoples and local communities to protecting the planet and share experiences.\u201d<\/p>\n\n\n\n<p>The next steps for the working group will now await further discussion at CBD\u2019s intersessional meeting next year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-national-biodiversity-plans\">National biodiversity plans<\/h2>\n\n\n\n<p>COP16 was also expected to make progress on the implementation of the GBF. To this end, most countries were expected to submit their national biodiversity plans before and during the conference. However, so far, <a href=\"https:\/\/ort.cbd.int\/nbsaps\/analyzer#3\/-6.36\/-76\">only 44 of the 196<\/a> CBD member countries have submitted them \u2013 including seven from Latin America.<\/p>\n\n\n\n<p>\u201cThe plans are the main instrument to bring to the national level the goals that the international community agrees on in multilateral fora,\u201d said Ana di Pangracio, deputy executive director of the Environment and Natural Resources Foundation (FARN), an Argentine NGO. \u201cImplementation must be accompanied by funding and a monitoring framework.\u201d<\/p>\n\n\n\n<p>Host nation Colombia was among those to announce its <a href=\"https:\/\/elpais.com\/america-futura\/2024-10-21\/seis-metas-y-76-billones-de-pesos-el-plan-de-colombia-para-atacar-la-perdida-de-biodiversidad.html\">national biodiversity plan,<\/a> which the government estimates will cost USD 19.4 billion to implement. Alicia Barcena, the country\u2019s environment secretary, told Dialogue Earth that the government will promote the creation of more terrestrial and marine protected areas.<\/p>\n\n\n\n<p>Peru, Suriname, Venezuela and Argentina also presented their biodiversity plans. In the case of Argentina, the country proposes to guarantee measures to halt the causes of species extinction, land management and the sustainable management of productive areas. However, the plan does not give details of its financing and avoids talking about climate change, in line with <a href=\"https:\/\/dialogue.earth\/en\/climate\/can-argentina-deliver-on-its-climate-plans-under-milei\/\">the <\/a><a href=\"https:\/\/dialogue.earth\/en\/climate\/can-argentina-deliver-on-its-climate-plans-under-milei\/\">denialism expressed <\/a><a href=\"https:\/\/dialogue.earth\/en\/climate\/can-argentina-deliver-on-its-climate-plans-under-milei\/\">by its president<\/a>, Javier Milei, on repeated occasions.<\/p>\n\n\n\n<p>\u201cWe appreciate the country\u2019s compliance in presenting its updated plan. However, we are concerned about some points,\u201d said Manuel Jaramillo, director general of Fundaci\u00f3n Vida Silvestre, the Argentine representative of the World Wildlife Fund. Jaramillo questioned the lack of intermediate targets and indicators to measure progress in the implementation of the plan.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-marine-protected-areas\">Marine protected areas<\/h2>\n\n\n\n<p>Ecologically or biologically significant marine areas (EBSAs) are <a href=\"https:\/\/www.cbd.int\/ebsa\/about\">recognised<\/a> by the CBD as special areas that \u201cserve important purposes for the proper functioning of the oceans and the many services they provide\u201d. In 2008, a process was launched to identify them based on scientific criteria such as their uniqueness and biological diversity.<\/p>\n\n\n\n<p>EBSA designation does not necessarily entail any management measures or restrictions on activities: it is simply recognition of the biological or ecological importance of an area. However, the information used to describe EBSAs can also be very valuable for conservation and management.<\/p>\n\n\n\n<p>In Cali, <a href=\"https:\/\/www.cbd.int\/doc\/c\/c229\/9a54\/cd9d051ab9a700736a73f2f4\/cop-16-l-08-en.pdf\">a framework<\/a> for identifying and updating EBSAs was created, which includes guidance on the identification and modification of EBSAs, allowing for revision of existing zones as scientific information emerges.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-colombia-pushes-for-fair-minerals\">Colombia pushes for fair minerals<\/h2>\n\n\n\n<p>Several governments and NGOs in Cali called for a special focus on the energy transition and its linkages with nature and biodiversity. Water use has been the main focus of opposition to lithium mining in the north of the South American country (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/Argentina-Buenos-Aires-protesta-indigena-por-litio_DC_Alamy_2RF9RJX.jpg\"\/><meta itemprop=\"contentSize\" content=\"518 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>With the aim of avoiding similar mistakes and to propose a future with more sustainable and responsible mining, this agreement proposes that countries commit to promoting measures that seek to protect areas of high biodiversity, and calls for greater attention to the entire production and supply chain, ensuring legality and the protection of human rights.<\/p>\n\n\n\n<p>To this end, over the next year the Colombian government has pledged to lead the working group that will present the proposal for a binding international agreement at the United Nations <a href=\"https:\/\/dialogue.earth\/en\/climate\/hopes-and-doubts-as-an-amazon-city-prepares-to-host-cop30\/\">COP30 climate change conference<\/a> in Bel\u00e9m, Brazil, in 2025, with which it hopes to build a fairer global market.<\/p>\n\n\n\n<p>\u201cWe must have an attitude of respect for biodiversity and protect local communities from the undesirable effects of the demand for critical minerals,\u201d Marina Silva told a press conference at the COP16 summit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-escazu-agreement\">The Escaz\u00fa Agreement<\/h2>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60045385\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Discussions at the COP16 summit also drew attention to complementarity between the GBF and <a href=\"https:\/\/dialogue.earth\/en\/justice\/environmental-litigation-in-latam-and-caribbean-bolstered-by-escazu-treaty\/\">the Escaz\u00fa Agreement<\/a>, the first regional environmental agreement in Latin America and the Caribbean, which has already been ratified by 17 countries and entered into force in 2021. Target 22 of the GBF, for example, refers to ensuring participation in decision-making and access to justice and information in relation to biodiversity, and recognises the role of environmental defenders and the need to protect them \u2013 the same objectives as Escaz\u00fa.<\/p>\n\n\n\n<p>The agreement played a prominent role at the COP, with numerous events organised by host Colombia and civil society organisations. For Gustavo Ortega, president of the Mexican Environmental Law Centre (CEMDA), Escaz\u00fa can serve as a guide for the implementation of some of the goals of the GBF. \u201cIf there is full access to information in a timely and understandable manner for communities, it is easier to meet the goal of equitable sharing of benefits derived from the use of genetic resources,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-integration-of-environmental-crises\">Integration of environmental crises<\/h2>\n\n\n\n<p>So far, biodiversity and climate change have been discussed in two distinct UN conferences, with member countries\u2019 plans and policies not necessarily linking to each other. In Cali, the Colombian government and civil society representatives sought to promote <a href=\"https:\/\/www.cop16colombia.com\/es\/cop16-biodiversidad-y-cambio-climatico\/\">a change<\/a> in this relationship, called for on scientific grounds.<\/p>\n\n\n\n<p>Countries agreed <a href=\"https:\/\/www.cbd.int\/doc\/c\/0e90\/5901\/8f0161248348f0f8de760f20\/cop-16-l-24-en.pdf\">on a conference paper<\/a> to identify synergies between biodiversity and climate change actions, to minimise the negative impacts of climate action on biodiversity, and to promote nature-based solutions. While earlier drafts of the paper included references to fossil fuels and geoengineering these were later removed.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We have agreed that we need to look for more effective connections between biodiversity and climate. We have to change the system we are in and connect them<\/blockquote><cite class=\"block--pull-quote__cite\">Manuel Pulgar Vidal, global climate and energy practice lead, WWF<\/cite><\/div><\/div>\n\n\n\n<p>\u201cSince COP25 [on climate change in 2019] we have agreed that we need to look for more effective connections between biodiversity and climate. We have to change the system we are in and connect them,\u201d said Manuel Pulgar Vidal, global climate and energy practice leader at WWF.<\/p>\n\n\n\n<p>In the same vein, in his presentation in Cali, Ant\u00f3nio Guterres, secretary-general of the United Nations, called for the two issues to not be kept separate, saying that they are in fact one and the same.<\/p>\n\n\n\n<p>\u201cWe have to accept that we are facing three existential crises: biodiversity, climate and pollution. And all three are interconnected. You cannot address the biodiversity crisis without addressing the others, and condemn the world to a situation of extreme environmental poverty,\u201d Guterres said.<\/p>\n\n\n\n<p>In that sense, the upcoming COP29 climate change conference is seen by some as an opportunity to make that necessary link. From 11\u201322 November, governments will meet in Azerbaijan with talks over an agreement on a new climate finance target high on the agenda. It is estimated that <a href=\"https:\/\/www.wri.org\/insights\/ncqg-key-elements\">between USD 5.8 trillion and USD 13.6 trillion<\/a> is needed cumulatively by 2030, in order for countries to meet
