{"id":60062120,"date":"2024-11-29T14:24:21","date_gmt":"2024-11-29T14:24:21","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60062120"},"modified":"2024-11-29T14:24:30","modified_gmt":"2024-11-29T14:24:30","slug":"analysis-can-punjabs-new-smog-plan-do-the-job","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/analysis-can-punjabs-new-smog-plan-do-the-job\/","title":{"rendered":"Analysis: Can Punjab\u2019s new smog plan do the job?"},"content":{"rendered":"\n<p>Mohammad Mushtaq recently paid a PKR 2,000 (USD 7.20) fine after his autorickshaw was stopped for emitting smoke in Punjab\u2019s capital, Lahore. Repairing the petrol three-wheeler would cost PKR 12,000 (USD 43), so Mushtaq found another way to avoid fines: \u201cIt is only when I accelerate that smoke clouds appear and I can get caught by the police,\u201d he says. \u201cSo, I ride on slow speed.\u201d <\/p>\n\n\n\n<p>Strictly speaking, autorickshaws are only a small part of the smog problem in Punjab, Pakistan\u2019s richest and most populous province. According to the 2023 Sectoral Emission <a href=\"https:\/\/urbanunit.gov.pk\/Download\/publications\/Files\/8\/2023\/Emission%20Inventory%20of%20Lahore%202023.pdf\">Inventory<\/a> of Lahore produced by The Urban Unit, a private sector company wholly owned by the provincial government of Punjab, autorickshaws contribute just 4.24 gigagrams (Gg) of 153 Gg of emissions in the city \u2013 less than 3%. The larger problem is lax enforcement when it comes to the transport sector as a whole, which contributes 127.22 Gg (83%) to Lahore\u2019s emissions.<\/p>\n\n\n\n<iframe src='https:\/\/flo.uri.sh\/visualisation\/20532357\/embed' title='Interactive or visual content' class='flourish-embed-iframe' frameborder='0' scrolling='no' style='width:100%;height:65vh;' sandbox='allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation'><\/iframe>\n\n\n\n<p>The tech company IQAir ranked Lahore fifth on its <a href=\"https:\/\/www.iqair.com\/world-most-polluted-cities\">index<\/a> of the world\u2019s most polluted cities between 2017 and 2023. It was precisely to tackle these big issues that the chief minister of Punjab, Maryam Nawaz, launched a <a href=\"https:\/\/www.dawn.com\/news\/1862874\">roadmap<\/a> for smog mitigation in early October. The announcement came at the start of smog season, which lasts until February.<\/p>\n\n\n\n<p>This year, the pollution has been worse. In early November, as schools were forced to close and emergency measures were put in place, IQAir ranked Lahore as the <a href=\"https:\/\/www.reuters.com\/business\/environment\/how-is-lahore-worlds-most-polluted-city-battling-toxic-air-2024-11-06\/\">most polluted<\/a> city in the world.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-smog-plan-good-on-paper\">Smog plan: Good on paper<\/h2>\n\n\n\n<p>The new roadmap claims to address the main sources of pollution for the province \u2013 transport, industry, energy, and agriculture, including the burning of crop residue \u2013 and sets monthly targets that must be met throughout the smog season. The departments of environmental protection, transport, agriculture, industry and health, as well as the Punjab Horticulture Authority, local governments and district commissioners, must all adhere to these targets.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60060144\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>To deal with industrial emissions, the plan orders factory owners to install pollution-control devices. There is also a dedicated helpline for smog-related complaints against individuals, companies, corporate bodies and industries. For smog-related <a href=\"https:\/\/www.who.int\/news-room\/feature-stories\/detail\/what-are-the-who-air-quality-guidelines\">health problems<\/a> such as strokes, lung cancer and chronic pulmonary diseases, designated wards, smog counters and mobile health units are to be set up.<\/p>\n\n\n\n<p>The plan also pledges to subsidise 5,000 environmentally friendly <a href=\"https:\/\/www.nature.com\/articles\/s41598-024-62337-z\">super seeders<\/a> for farmers, with the government bearing 60% of the cost. A super seeder is a machine designed to drill wheat and fertiliser into fields covered in rice crop residues. Doing so eliminates the need to clear this residue, the burning of which adds to winter air pollution.<\/p>\n\n\n\n<p>To deal with transport-related pollution, the roadmap includes stricter vehicular fitness checks. Any vehicle without a fitness certificate is now <a href=\"https:\/\/www.dawn.com\/news\/1867658\">barred<\/a> from plying the streets of Punjab.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mixed-reception\">Mixed reception<\/h2>\n\n\n\n<p>Dialogue Earth consulted Malik Amin Aslam, who served as Minister for Environment from 2002-2007, and an adviser on climate change to the prime minister from 2018-2022. He says much of the Punjab government\u2019s plan is only a \u201crepeat of the previous plans\u201d that various governments, including his, had proposed.<\/p>\n\n\n\n<p>Marriyum Aurangzeb, the Minister for Planning and Development, Environment Protection and Climate Change in Punjab, hits back. \u201cEarlier governments focused on managing smog only when it intensified,\u201d she tells Dialogue Earth. \u201cWe are working towards mitigating smog ahead of the winter months.<\/p>\n\n\n\n<p>\u201cWe are revamping the Environment Protection Authority [EPA], setting up a 500-personnel strong environment protection squad and adding eight monitoring units in Lahore, and a robust legal framework will back the plan.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Presently, there are five or six reference monitors in Punjab, not enough for a city the size of Lahore \u2013 leave alone the province<\/blockquote><cite class=\"block--pull-quote__cite\">Ahmad Rafay Alam, environmental lawyer and climate expert<\/cite><\/div><\/div>\n\n\n\n<p>Looking back, Aslam says the biggest challenge in the past was the \u201clack of funding\u201d. Experts argue the province needs a lot more air monitors to properly study air quality (Image: K M Chaudary \/ Associated Press \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/11\/A-monitoring-room-in-Lahore-Pakistan_K.M.-Chaudary_Associated-Press_Alamy_2WDH7FC.jpg\"\/><meta itemprop=\"contentSize\" content=\"464 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The Punjab government seems to be listening, and has <a href=\"https:\/\/www.dawn.com\/news\/1874762\/govt-plans-to-install-30-air-quality-monitors-across-punjab\">announced<\/a> plans to install another 30 \u201cadvanced\u201d air-quality monitors across the province.<\/p>\n\n\n\n<p>Osman Haq and Abdullah Mahmood of the Centre for Economic Research in Pakistan point out that the quality of air monitors is important. They tell Dialogue Earth that consumer-grade monitors typically have a range of only 20-30 metres, while industrial-grade sensors provide broader and more precise readings. They say accurate coverage data may help divide the province into smaller geographical units, allowing for more targeted action.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-poor-implementation\">Poor implementation<\/h2>\n\n\n\n<p>Umair Javed, who teaches sociology at the Lahore University of Management Sciences, worries the plan may be undercut by \u201cpatchy implementation\u201d, even if the data is improved.<\/p>\n\n\n\n<p>Javed suggests that, rather than forcing polluting industries to change their behaviour, government institutions have instead developed \u201cpunitive\u201d measures to target consumers, who have little political clout and are often the victims. \u201cThis explains why it\u2019s easier to shut down schools and restaurants, but not polluting factories,\u201d he adds.<\/p>\n\n\n\n<p>The province\u2019s failure to control vehicular emissions points to weaknesses in the enforcement of its policies, Javed suggests. Strategic steps, such as a ban on low-quality fuel, are also missing from the action plan. It was only when the level of air pollution became a \u201ccalamity\u201d that steps to halt the use of low-quality fuel were <a href=\"https:\/\/www.dawn.com\/news\/1869029\">put in place<\/a> at the start of November.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"114019\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Low-quality fuel \u2013 mostly <a href=\"https:\/\/www.webfleet.com\/en_gb\/webfleet\/blog\/euro-emissions-standards\/#:~:text=Euro%202%20emission%20standard,for%20this%20type%20of%20engine.\">Euro 2<\/a> and smuggled, high-sulphur <a href=\"https:\/\/petrobazaar.com\/do-you-know-how-to-check-diesel-hsd-ldo-specification\/\">high-speed diesel<\/a> \u2013 has been a longstanding problem. Hammad Naqi, director general of WWF Pakistan, adds: \u201cWe\u2019re using low-quality fuel that\u2019s banned in many countries.\u201d<\/p>\n\n\n\n<p>Highlighting the challenges with strategy and implementation, an energy expert who requested not to be named tells Dialogue Earth that good-quality fuel is undermined by polluting vehicles: \u201cPakistan imports fuel oil that meets [the EU\u2019s] Euro 5 standards, but it does not give desirable results in the absence of strict enforcement-of-fitness certificates meant for commercial vehicles.\u201d<\/p>\n\n\n\n<p>In another example of poor implementation and patchy infrastructure, there are only 32 vehicle-inspection stations in Punjab, which has a population of <a href=\"https:\/\/www.pbs.gov.pk\/sites\/default\/files\/population\/2023\/Punjab.pdf\">127.7 million<\/a> people and more than <a href=\"https:\/\/excise.punjab.gov.pk\/system\/files\/TOTAL.pdf\">24 million<\/a> vehicles. Last year, \u201croughly 160,000 out of a total of 1.2 million public service vehicles such as buses, vans, autorickshaws [and] trucks registered with the Excise and Taxation Department\u201d were inspected, according to a representative for the Transport and Mass Transit Department who requested not to be named.<\/p>\n\n\n\n<p>According to Malik Amin Aslam, this tougher stance on vehicle inspections \u201cwill remain mere hot air adding to the smog\u201d until mass-scale, \u201ccredible and transparent\u201d checks are increased.<\/p>\n\n\n\n<p>Marriyum Aurangzeb, though, remains undeterred: \u201cIf Beijing can turn the corner, so shall we.\u201d She acknowledges, however, that it will not happen in a day, or even a year, and that the fight is a long one. \u201cIt may take 8-10 years.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An ambitious roadmap for smog mitigation has been launched in Pakistan\u2019s Punjab province, but experts are not convinced<\/p>\n","protected":false},"author":20001042,"featured_media":60062133,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[760],"tags":[14274,580,50040707],"hashtags":[],"country":[20000112],"class_list":["post-60062120","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-pollution","tag-air-pollution","tag-policy","tag-the-third-pole","country-pakistan"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Analysis: Can Punjab\u2019s new smog plan do the job?
