{"id":60067105,"date":"2024-12-24T17:00:57","date_gmt":"2024-12-24T17:00:57","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60067105"},"modified":"2025-01-09T12:15:39","modified_gmt":"2025-01-09T12:15:39","slug":"extreme-weather-jeopardises-malawis-development-goals","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/extreme-weather-jeopardises-malawis-development-goals\/","title":{"rendered":"Extreme weather jeopardises Malawi\u2019s development goals"},"content":{"rendered":"\n<p>For six years now, Malawi has been reeling from climate change-induced disasters. Tropical Storm Ana, cyclones Idai, Gombe and Freddy and \u2013 most recently \u2013 El Ni\u00f1o have all caused huge economic losses that will take a long time to recover from. Malawi\u2019s Department of Disaster Management Affairs (Dodma) estimates catastrophes between 2015 and 2023 have cost the country USD 1.19 billion.<\/p>\n\n\n\n<p>Dodma\u2019s deputy director for recovery, Fedson Chikuse, tells Dialogue Earth the department is still making some assessments to quantify the country\u2019s actual losses.<\/p>\n\n\n\n<p>\u201cThe recovery cost is estimated at USD 1.7 billion, mostly to support the affected families with relief items and renovation of destroyed infrastructure,\u201d says Chikuse. \u201cMuch of the recovery cost leans towards rebuilding in the agriculture sector, which is the backbone of Malawi\u2019s economy.\u201d<\/p>\n\n\n\n<p>According to the World Meteorological Organization\u2019s \u201cState of the Climate in Africa 2023\u201d <a href=\"https:\/\/library.wmo.int\/records\/item\/69000-state-of-the-climate-in-africa-2023\">report<\/a>, African countries are each losing an average of 2-5% of their gross domestic product (GDP) annually to \u201cclimate-related hazards, including droughts, floods, cyclones and heatwaves\u201d. Further, many African countries are being forced to divert up to 9% of their budgets to respond to extreme weather.<\/p>\n\n\n\n<p>The report estimates the cost of adaptation to climate change in Sub-Saharan Africa to be between USD 30-50 billion annually over the next decade, which represents 2-3% of the region\u2019s overall GDP.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-recounting-malawi-s-loss-and-damage\">Recounting Malawi\u2019s loss and damage<\/h2>\n\n\n\n<p>In 2019, hundreds of people were killed and hundreds of thousands more were affected by Cyclone Idai, which made landfall near the port city of Beira in central Mozambique on 14 March. It brought winds of up to 177 kilometres per hour and caused severe flooding.<\/p>\n\n\n\n<p>The tropical storm also claimed lives in Mozambique\u2019s northern neighbour, Malawi, where it destroyed infrastructure, classrooms and government offices.<\/p>\n\n\n\n<p>Dialogue Earth spoke to Pilirani Mtupa, a 35-year-old resident of Mbenje in Malawi\u2019s southern Nsanje district, which has become a disaster hotspot. She is one of about 53,000 people yet to rebuild their homes following Cyclone Idai, which heavily affected four districts in this region.<\/p>\n\n\n\n<p>Mtupa recalls how the cyclone washed away her family\u2019s house, and the livestock they had relied on for food and income.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We have not been able to do farming <br\/>activities like we used to<\/blockquote><cite class=\"block--pull-quote__cite\">Pilirani Mtupa, Mbenje resident<\/cite><\/div><\/div>\n\n\n\n<p>\u201cSince 2019, we have faced more disasters than luck here,\u201d says Mtupa. \u201cWe have not been able to do farming activities like we used to do some time back. The subsequent disasters like [Tropical Storm] Ana, Freddy and the dry spell this year did not spare us.\u201d The government has estimated Malawi\u2019s total damages and losses due to flooding to have been <a href=\"https:\/\/reliefweb.int\/report\/malawi\/malawi-2023-tropical-cyclone-freddy-post-disaster-needs-assessment-april-2023\">USD 220 million<\/a> in 2019 alone.<\/p>\n\n\n\n<p>In 2022, Malawi was hit hard once again when Tropical Storm Ana struck. Its strength left a trail of destruction that affected more districts than Cyclone Idai\u2019s. The floods hit electricity infrastructure as well as homes, leaving towns in darkness as the waters rose. The <a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-60157537\">whole nation<\/a> was plunged into an electricity blackout, and some Malawians were without power for days.<\/p>\n\n\n\n<p>According to data gathered and published by the Red Cross in late 2023, Tropical Storm Ana <a href=\"https:\/\/reliefweb.int\/report\/malawi\/malawi-africa-tropical-storm-ana-final-report-mdrmw015\">killed<\/a> at least 46 people and injured another 206. Swollen rivers drowned livestock and submerged fields, ruining livelihoods. In total, 115,388 hectares of crops were destroyed. More than 200 schools lost their classrooms, leaving over 114,218 pupils without learning materials and facilities.<\/p>\n\n\n\n<p>As Malawi began healing from the impact of Ana, Cyclone Freddy came in March 2023. It wreaked untold havoc. The World Meteorogical Organization labelled Freddy the <a href=\"https:\/\/wmo.int\/news\/media-centre\/tropical-cyclone-freddy-longest-tropical-cyclone-record-36-days-wmo\">longest<\/a> tropical cyclone on record (36 days). The cyclone dropped six months of rainfall in <a href=\"https:\/\/africanarguments.org\/2023\/03\/cyclone-freddy-dumped-six-months-rain-in-six-days\/\">six days<\/a>, triggering floods and mudslides across the country.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"99834\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Rosebay Suman is from the village of Sumaila in southern Malawi\u2019s Machinga district. Cyclone Freddy left an indelible mark on her life: \u201cI have little to say about Cyclone Freddy. I lost my son and husband that to date cannot be traced. On my own, I cannot feed these children you see here.\u201d<\/p>\n\n\n\n<p>A Malawian government report on Cyclone Freddy found its damage amounted to <a href=\"https:\/\/reliefweb.int\/report\/malawi\/malawi-2023-tropical-cyclone-freddy-post-disaster-needs-assessment-april-2023\">USD 506.7 million<\/a>, while USD 680.4 million was required for recovery and reconstruction.<\/p>\n\n\n\n<p>Then, in early 2024, El Ni\u00f1o struck the region. It triggered a sustained dry spell that affected close to <a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=961269755369983&amp;id=100044609011536&amp;mibextid=oFDknk&amp;rdid=dwXRvUNxtYjo2vCh\">two million<\/a> farming households, according to the government\u2019s preliminary assessments.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">El Ni\u00f1o and La Ni\u00f1a<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>El Ni\u00f1o is a climate pattern in which the surface water of the east-central tropical Pacific Ocean warms to significantly above average. This affects rainfall patterns and weather across the world, raising temperatures globally for its duration.<\/p>\n\n\n\n<p>El Ni\u00f1o is part of a phenomenon called the El Ni\u00f1o-Southern Oscillation (ENSO). El Ni\u00f1o events do not occur on a regular schedule, but on average appear every two to seven years. The opposite, cooler phase is called La Ni\u00f1a.<\/p>\n\n\n\n<p>During La Ni\u00f1a, cooler-than-average sea temperatures are experienced in the central and eastern equatorial Pacific. Like El Ni\u00f1o, it affects patterns of rainfall and atmospheric pressure worldwide.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>The devastating effects of El Ni\u00f1o moved Malawi\u2019s president, Lazarus Chakwera, to <a href=\"https:\/\/malawi.savethechildren.net\/news\/save-children-malawi-welcomes-presidents-declaration-state-disaster\">declare<\/a> a state of disaster on 23 March.<\/p>\n\n\n\n<p>\u201cAbout 749,113 hectares of maize have been affected, representing 44.3% of the national crop area,\u201d Chakwera said. \u201cThis extent of damage would require close to 600,000 metric tonnes of maize valued at K357.6 billion [USD 190 million] for the humanitarian response.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/12\/A-field-of-dead-maize-caused-by-El-Nino_Guido-Dingemans_Alamy_H8W85M.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/12\/A-field-of-dead-maize-caused-by-El-Nino_Guido-Dingemans_Alamy_H8W85M-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/12\/A-field-of-dead-maize-caused-by-El-Nino_Guido-Dingemans_Alamy_H8W85M-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/12\/A-field-of-dead-maize-caused-by-El-Nino_Guido-Dingemans_Alamy_H8W85M.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"A field of dead maize under the blue sky\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A field of dead maize plants in the district of Chikwawa, southern Malawi, during a severe drought caused by the 2014-2016 El Ni\u00f1o event (Image: Guido Dingemans \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/12\/A-field-of-dead-maize-caused-by-El-Nino_Guido-Dingemans_Alamy_H8W85M.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>At the continental level, a World Meteorological Organization report, \u201cAtlas of Mortality and Economic Losses from Weather, Climate and Water Extremes\u201d, <a href=\"https:\/\/library.wmo.int\/idurl\/4\/57564\">says<\/a> these extremes generated 1,695 disasters in Africa between 1970 and 2019. The associated death toll is 731,747, while the damages are estimated to total USD 38.5 billion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dampening-development-aspirations\">Dampening development aspirations<\/h2>\n\n\n\n<p>In January 2021, the government of Malawi launched a development agenda: <a href=\"https:\/\/malawi.un.org\/sites\/default\/files\/2021-01\/MW2063-%20Malawi%20Vision%202063%20Document.pdf\">Malawi 2063<\/a>. \u201cMW2063\u201d seeks to transform Malawi into a wealthy, self-reliant, industrialised upper-middle-income country by 2063.<\/p>\n\n\n\n<p>This blueprint projects that an annual average economic growth rate of 6% could make Malawi a lower-middle-income nation by 2030; the per-capita income range would become USD 1,006-3,955. This aspiration is contained in its initial 10-year implementation plan, named MIP-1.<\/p>\n\n\n\n<p>According to the Malawi National Planning Commission, which is spearheading MW2063, recent disasters have hampered progress. The commission\u2019s director general, Thomas Chataghalala Munthali, tells Dialogue Earth that while disaster mitigation was factored into MW2063 and MIP-1, these events have been worse than expected.<\/p>\n\n\n\n<p>\u201cDisasters and other shocks are part of life and Malawi will continue to face them going forwards,\u201d says Munthali. \u201cBut if you look at the impact experienced in the past three years, our attainment of MIP-1 hangs in the balance.\u201d<\/p>\n\n\n\n<p>He fears the country may not attain lower-middle-income status by 2030 as planned: \u201cWe may take a little more years to achieve that. This eventually may affect our 2063 vision.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-calling-for-increased-climate-finance\">Calling for increased climate finance<\/h2>\n\n\n\n<p>Meanwhile, Malawi\u2019s former president, Joyce Banda, thinks countries like Malawi should be supported with finance for climate change adaptation.<\/p>\n\n\n\n<p>Banda \u2013 who <a href=\"https:\/\/pacja.org\/joint-statement-betwen-pacja-and-her-excellence-the-former-president-of-malawi-joyce-banda-good-will-ambassador-for-cyclone-freddy-recovery\/\">champions<\/a> the Pan African Climate Justice Alliance \u2013 tells Dialogue Earth she advocated for a substantial loss and damage fund at COP29, on behalf of developing countries such as Malawi. She says the world\u2019s developing countries need about <a href=\"https:\/\/africanarguments.org\/2024\/11\/cop29-ncqg-why-a-climate-goal-in-the-trillions-makes-perfect-sense\/\">USD 1.3 trillion<\/a> annually between now and 2030 to mitigate and adapt to climate change, and to pay for the damage it will continue to cause.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60061408\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u201cThe amount that countries like Malawi require to rebuild is huge,\u201d says Banda. \u201cAt the moment, Malawi is faced with a lot of economic challenges. The rebuilding process requires concerted efforts. That has been my call at COP29 and everywhere I have gone with advocacy for increased funds.\u201d<\/p>\n\n\n\n<p>As the frequency and intensity of natural disasters continue to escalate, Malawi is standing at a critical crossroads. The relentless impact of cyclones, droughts and floods threatens to derail its ambitious socioeconomic goals, as encapsulated by MW2063.<\/p>\n\n\n\n<p>Without robust strategies and substantial international support to grow more resilient to climate change, Malawi\u2019s dream of transforming into a self-reliant, industrialised nation risks being washed away in the
