These include orders <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/putting-america-first-in-international-environmental-agreements\/\">withdrawing<\/a> the US from the Paris climate agreement; <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/temporary-withdrawal-of-all-areas-on-the-outer-continental-shelf-from-offshore-wind-leasing-and-review-of-the-federal-governments-leasing-and-permitting-practices-for-wind-projects\/\">pausing<\/a> new offshore windfarm leases; <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/initial-rescissions-of-harmful-executive-orders-and-actions\/\">repealing<\/a> a block on offshore oil drilling; and <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/restoring-names-that-honor-american-greatness\/\">ordering<\/a> government employees to rename part of the Gulf of Mexico as the Gulf of America.<\/p><\/div><\/div>\n\n\n\n<p>The man who will become the 47th President of the United States this month has some strong views on the ocean.<\/p>\n\n\n\n<p>He has claimed that rising sea levels will create \u201cmore oceanfront property\u201d, that offshore wind farms are an ugly blight, and that Californian water shortages are because of efforts to <a href=\"https:\/\/www.latimes.com\/business\/story\/2025-01-14\/column-with-attacks-on-the-lowly-delta-smelt-trump-and-the-gop-demonstrate-their-ignorance-about-water\">protect<\/a> \u201cessentially worthless fish\u201d.<\/p>\n\n\n\n<p>Donald Trump\u2019s opinions will again shape the world when he returns to the White House on 20 January. Some scientists and campaigners are deeply worried about what this means for the ocean.<\/p>\n\n\n\n<p>\u201cWe\u2019re definitely going to be having to play a lot of defence over the next four years, trying to protect the laws that we already have,\u201d says John Hocevar, oceans campaign director for Greenpeace USA.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">I\u2019d be very surprised if the Trump administration had an ocean strategy<\/blockquote><cite class=\"block--pull-quote__cite\">John Hocevar, oceans campaign director for Greenpeace USA<\/cite><\/div><\/div>\n\n\n\n<p>Trump has a history of downplaying the potential damage of climate change, and sometimes questioning its reality. This has huge implications for faltering global progress on lowering greenhouse gas emissions and cushioning the damage they are already doing. Global warming is a major disruptor of the ocean. <a href=\"https:\/\/dialogue.earth\/en\/ocean\/explainer-why-ocean-temperatures-are-a-growing-concern\/\">Record high temperatures<\/a> are already causing mass bleaching of coral reefs, loss of <a href=\"https:\/\/climate.nasa.gov\/vital-signs\/arctic-sea-ice\/?intent=121\">sea ice<\/a>, the environmental and economic <a href=\"https:\/\/dialogue.earth\/en\/ocean\/imperilled-by-ocean-acidification-senegals-shellfish-sector\/\">perils of ocean acidification<\/a> and other impacts. The US is Earth\u2019s <a href=\"https:\/\/www.wri.org\/insights\/interactive-chart-shows-changes-worlds-top-10-emitters\">second-largest<\/a> greenhouse gas polluter, so its government\u2019s disinclination to mitigate climate change is dire news for the ocean \u2013 on a global scale.<\/p>\n\n\n\n<p>A coherent approach from Trump to the ocean itself is harder to discern, however.<\/p>\n\n\n\n<p>\u201cI\u2019d be very surprised if the Trump administration had an ocean strategy,\u201d says Hocevar. \u201cIt seems much more likely that they&#8217;ll have a careening, ideologically led, pro-business approach that will have erratic and inconsistent impacts on everything else.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-trump-s-ocean-record\">Trump\u2019s ocean record<\/h2>\n\n\n\n<p>During Trump\u2019s first presidency from 2017 to 2021, the Republican <a href=\"https:\/\/oceanconservancy.org\/blog\/2018\/06\/19\/president-trump-rescinds-national-ocean-policy\/\">rescinded<\/a> the National Oceans Policy that was set in place by his Democrat predecessor, Barack Obama. This drew ire from some experts who said the move prioritised economic use of the sea over conservation. Last year, research analysing the ocean policies of the two presidents\u2019 administrations <a href=\"https:\/\/www.frontiersin.org\/journals\/marine-science\/articles\/10.3389\/fmars.2024.1370004\/full\">noted<\/a> that Trump eliminated seven \u201ckey federal entities\u201d established by Obama. Trump instead focused on \u201ceconomic growth, energy production, and national security\u201d.<\/p>\n\n\n\n<p>In 2017, Trump\u2019s <a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/proclamation-9622-national-ocean-month-2017\">proclamation<\/a> for National Ocean Month chose to recognise \u201cthe importance of harnessing the seas for our national security and prosperity\u201d. His second term is likely to have a similar focus. Trump says he will reverse a <a href=\"https:\/\/www.theguardian.com\/business\/2025\/jan\/06\/biden-bans-new-offshore-drilling-us-coastal-waters-weeks-before-trump-handover\">ban<\/a> on new oil and gas leases just brought in by outgoing President Joe Biden, which applies to a huge swathe of US waters. Meanwhile some fishers have <a href=\"https:\/\/www.usnews.com\/news\/business\/articles\/2024-12-13\/some-in-seafood-industry-see-trump-as-fishermens-friend-but-tariffs-could-make-for-pricier-fish\">welcomed<\/a> Trump\u2019s return, saying they expect he will allow them to <a href=\"https:\/\/www.reuters.com\/article\/world\/trump-opens-atlantic-sanctuary-to-commercial-fishing-idUSKBN23D06K\/\">again<\/a> fish in protected areas.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60059138\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Patrick Christie, who studies marine policy at the University of Washington, says: \u201cI think it\u2019s really clear that under a Trump administration there\u2019s going to be an increased push for privatisation of ocean spaces. Environmental NGOs are going to be forced to work more closely with private-sector interests, particularly in areas around renewable energy, around offshore, high seas, etc.\u201d<\/p>\n\n\n\n<p>Among Trump\u2019s ocean priorities is the importance of beautiful views, and how offshore wind farms ruin them. In an interview shortly before the election in November, he said there is \u201cnothing uglier\u201d, and he had already pledged to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-05-12\/trump-vows-day-one-executive-order-targeting-offshore-wind\">ban<\/a> new offshore wind projects.<\/p>\n\n\n\n<p>Christie observes that the United States\u2019 stance on renewable energy has shifted since 2017, when Trump first assumed the presidency. These technologies now provide major private-sector income and jobs, many of which are concentrated in Republican strongholds like Texas. Those people are likely to \u201cdemand more political pragmatism from Trump when it comes to renewable energy\u2019s place in the economy\u201d, predicts Christie.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dismantling-climate-change-alarm\">\u2018Dismantling climate change alarm\u2019<\/h2>\n\n\n\n<p>Trump has also suggested offshore wind is killing whales. During an interview with the podcaster Joe Rogan, he said: \u201cI wanna be a whale psychiatrist \u2026 [offshore wind turbines] drives the whales friggin\u2019 crazy.\u201d<\/p>\n\n\n\n<p>The US National Oceanic and Atmospheric Administration (Noaa) has&nbsp;<a href=\"https:\/\/www.fisheries.noaa.gov\/new-england-mid-atlantic\/marine-life-distress\/frequent-questions-offshore-wind-and-whales\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a>&nbsp;there are \u201cno known links between large whale deaths and ongoing offshore wind activities\u201d. Ship strikes are the major cause of unnatural whale deaths around North America, especially the endangered North Atlantic right whale, according to leading scientists.<\/p>\n\n\n\n<p>Trump is unlikely to pay much attention to Noaa, though. One major fear among ocean researchers is that his administration will destroy this agency, which employs thousands of scientists and collects data vital to understanding weather, fisheries and climate.<\/p>\n\n\n\n<p>The Republican-orientated <a href=\"https:\/\/www.project2025.org\/\">Project 2025<\/a> manifesto, which outlines policy options for Trump, <a href=\"https:\/\/static.project2025.org\/2025_MandateForLeadership_CHAPTER-21.pdf\">says<\/a> Noaa \u201cshould be dismantled and many of its functions eliminated, sent to other agencies, privatized, or placed under the control of states and territories\u201d. The manifesto was written by Thomas Gilman, who served the first Trump administration in Noaa\u2019s parent department, the Department of Commerce. Project 2025 also describes Noaa and its constituent offices as \u201cone of the main drivers of the climate change alarm industry\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/01\/Oil-drilling-derricks-rest-offshore-at-Corpus-Christi-Texas_Terry-Thomas_Alamy_2T6PY45.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/01\/Oil-drilling-derricks-rest-offshore-at-Corpus-Christi-Texas_Terry-Thomas_Alamy_2T6PY45-768x513.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2025\/01\/Oil-drilling-derricks-rest-offshore-at-Corpus-Christi-Texas_Terry-Thomas_Alamy_2T6PY45-1024x684.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2025\/01\/Oil-drilling-derricks-rest-offshore-at-Corpus-Christi-Texas_Terry-Thomas_Alamy_2T6PY45.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"oil drilling derricks in the ocean\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">An oil rig off the coast of Texas in the Gulf of Mexico. He has <a href=\"https:\/\/www.reuters.com\/world\/us\/what-is-project-2025-how-is-it-connected-trump-2024-12-19\/\">distanced himself<\/a> from it, but also appointed several members of the project to his team.<\/p>\n\n\n\n<p>Noaa faced significant challenges during Trump\u2019s first term in office. It became embroiled in the \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2019\/sep\/05\/trump-hurricane-dorian-alabama-map-sharpiegate\">Sharpiegate<\/a>\u201d row, about the lack of evidence to support Trump\u2019s claim that a hurricane could hit Alabama.<\/p>\n\n\n\n<p>Craig McLean was a senior leader at Noaa during this period. He was fired from his post as acting chief scientist, though not from his role as director of research, when he asked Trump appointees to the agency to acknowledge its policy on scientific integrity.<\/p>\n\n\n\n<p>McLean spoke to Dialogue Earth: \u201cI have grave concerns over the future of scientific freedom in the federal government under another Trump presidency, based on what occurred during the last Trump tenure, and that he denies climate&nbsp;science, climate change, human&nbsp;causation of global&nbsp;warming.<\/p>\n\n\n\n<p>\u201cIt&nbsp;will be a chaotic and unsettling experience for science and for federal employees, requiring strong career federal leaders to stand up for their employees, principle and law.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-shaping-the-future-ocean\">Shaping the future ocean<\/h2>\n\n\n\n<p>Much ocean-related policy is likely to depend on who serves in the next administration.<\/p>\n\n\n\n<p>The president-elect has <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/113511235978420631\">nominated<\/a> Howard Lutnick to be secretary of commerce, the role that oversees Noaa. Lutnick is CEO of the financial services firm Cantor Fitzgerald and has said little publicly about the ocean agency. Trump has also nominated Elise Stefanik, a strong supporter of deep-sea mining, to be US ambassador to the UN. She has been <a href=\"https:\/\/mailchi.mp\/31f575d0d4ff\/tmc_uselection_update-12693605?e=75ea51c17e\">described<\/a> as a \u201cstaunch nodule supporter\u201d by The Metals Company, which wants to collect manganese nodules from the ocean floor.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"40090179\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Much will depend on the actions of Trump and his appointees in the coming years. Their decisions will influence the ocean, including in ways that extend beyond US territorial waters.<\/p>\n\n\n\n<p>The US has been hesitant to join international agreements under both Democrat and Republican leadership. For instance, the country has yet to ratify the decades-old UN Convention on the Law of the Sea, and is considered unlikely to ratify the nascent <a href=\"https:\/\/dialogue.earth\/en\/ocean\/countries-secure-legally-binding-deal-to-protect-the-high-seas\/\">High Seas Treaty<\/a>. Signing up to international agreements requires the approval of two-thirds of the Senate, which Trump\u2019s party now controls.<\/p>\n\n\n\n<p>The US has historically played a major role in negotiating them. However, its leadership in global efforts to address climate change and reduce plastic pollution has waned since the November election. Observers note that US negotiators have been seen as lacking legitimacy, given <a href=\"https:\/\/dialogue.earth\/en\/climate\/cop29-hostile-climate-talks-end-with-a-new-finance-target-and-fury\/\">expectations<\/a> that the incoming administration will take a combative stance against international environmental agreements. Trump withdrew the US from the Paris Agreement during his first term \u2013 reversed by Joe Biden in 2021 \u2013 and may well do it <a href=\"https:\/\/www.politico.com\/news\/2024\/06\/28\/trump-paris-climate-treaty-withdrawal-again-00165903\">again<\/a> in his second term.<\/p>\n\n\n\n<p>McLean, who has first-hand experience of the impacts of a Trump presidency, expects the administration to step back from previous forms of international engagement.<\/p>\n\n\n\n<p>\u201cTrump\u2019s role for US leadership in ocean policy is very different from presidents of both parties over many decades \u2013 that the US should be a sharing leader in global ocean science, and to generate policies that were wise for global sustainment of ocean health,\u201d says McLean. \u201cWith this election, that tide may be swiftly outgoing.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some fear the wannabe whale psychiatrist heading for the White House will undo progress on climate action and marine protection<\/p>\n","protected":false},"author":4104,"featured_media":60068509,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[50039901],"tags":[50029993,40027778,585],"hashtags":[],"country":[50040700],"class_list":["post-60068173","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-ocean","tag-elections","tag-marine-protection","tag-renewables","country-united-states-of-america"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>What does a second Trump presidency mean for the ocean?
