{"id":60069084,"date":"2025-01-29T09:14:54","date_gmt":"2025-01-29T09:14:54","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60069084"},"modified":"2025-02-18T11:12:29","modified_gmt":"2025-02-18T11:12:29","slug":"china-renewable-energy-investment-indonesia","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/china-renewable-energy-investment-indonesia\/","title":{"rendered":"Could China provide the renewable energy investment Indonesia needs?"},"content":{"rendered":"\n<p>During his first state visit as Indonesian president, Prabowo Subianto oversaw the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/china-indonesia-enhance-ties-with-key-deals-lithium-green-energy-tourism-2024-11-10\/\">signing<\/a> of a USD 10 billion investment deal in Beijing last November. While the agreement spans sectors such as health, biotechnology, manufacturing, food security and finance, renewable energy is also slated to receive funding.<br><br>According to Indonesia\u2019s Ministry of Energy and Mineral Resources (MEMR), part of this investment will <a href=\"https:\/\/www.esdm.go.id\/id\/media-center\/arsip-berita\/presiden-prabowo-ajak-kolaborasi-investor-tiongkok-garap-proyek-strategis-di-indonesia\">support<\/a> the development of hydropower and related green energy infrastructure.<\/p>\n\n\n\n<p>\u201cWe value our relationship with China. We recognise China\u2019s significant influence, not only in the economic sphere but also as a major global power,\u201d Prabowo said in an <a href=\"https:\/\/www.setneg.go.id\/baca\/index\/presiden_prabowo_hadiri_pertemuan_bisnis_dengan_sejumlah_pengusaha_rrt\">official release<\/a> from the Cabinet Secretariat.<\/p>\n\n\n\n<p>China is Indonesia\u2019s second-largest foreign investor after Singapore. In 2023, Chinese investment reached <a href=\"https:\/\/www.antaranews.com\/berita\/4062804\/menlu-ri-kemitraan-strategis-pacu-kerja-sama-ekonomi-indonesia-china\">USD 7.4 billion<\/a>, the highest in the ASEAN region. That year, Indonesia also became the largest recipient of Belt and Road Initiative investment, with major projects including the Jakarta-Bandung High-Speed Railway, industrial parks, and nickel-smelting facilities.&nbsp;<\/p>\n\n\n\n<p>However, data from the Institute for Essential Service Reform (IESR) <a href=\"https:\/\/iesr.or.id\/en\/indonesia-china-energy-transition-cooperation-first-of-its-kind-high-level-dialogue-to-advance-renewable-energy-cooperation-between-indonesia-and-china\/\">reveals<\/a> a disparity in energy investments. Between 2006 and 2022, approximately USD 35 billion of Chinese investment flowed into Indonesia, but only a quarter targeted the energy sector. Critically, 86% of this energy investment focused on fossil fuels, leaving just 14% for renewables.<\/p>\n\n\n\n<p>A report by the Institute for Energy Economics and Financial Analysis (IEEFA) <a href=\"https:\/\/ieefa.org\/sites\/default\/files\/2024-07\/IEEFA%20Report%20-%20Unlocking%20Indonesia%27s%20renewable%20energy%20investment%20potential%20July2024.pdf\">highlights<\/a> stagnation in Indonesia\u2019s renewable energy sector investment for the past seven years. Only USD 1.5 billion of investment was attracted in 2023.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">IPPs are required to invest capital but lack decision-making power over the business\u2019s direction<\/blockquote><cite class=\"block--pull-quote__cite\">Mutya Yustika, energy finance specialist at IEEFA<\/cite><\/div><\/div>\n\n\n\n<p>Key barriers to increasing renewable energy investment include the government\u2019s mandatory partnership scheme, Mutya Yustika, an IEEFA energy finance specialist, told Dialogue Earth. This requires independent power producers (IPPs) to collaborate with subsidiaries of PLN, the state-owned electricity company, giving PLN majority control.&nbsp;<\/p>\n\n\n\n<p>\u201cThis increases the risk for IPPs. They are required to invest capital but lack decision-making power over the business\u2019s direction,\u201d Mutya said.<br><br>Another deterrent is the low tariff offered \u2013 9 cents per kilowatt-hour for solar projects \u2013 which makes renewables less financially attractive than fossil fuel alternatives. This pricing structure undermines the competitiveness of renewables and discourages private-sector investment. &nbsp;<br><br>A third obstacle is the protracted and often opaque procurement process. Mutya cited the Karangkates floating solar power plant in East Java as an example: \u201cIt took almost two years just to sign the letter of intent. Securing a power-purchase agreement will take even more time.\u201d&nbsp;<\/p>\n\n\n\n<p>These challenges have led the Indonesian government to revise its renewable energy targets <a href=\"https:\/\/www.thejakartapost.com\/business\/2024\/01\/16\/indonesia-to-abandon-23-renewable-energy-target-by-2025.html\">downward<\/a>, from a 23% renewable energy mix by 2030 to just 19%-21%. In 2023, renewables accounted for only 13.1% of the electricity mix, falling short of the government\u2019s 17.9% target. Most renewable energy came from hydroelectric, biomass and geothermal sources.&nbsp;<\/p>\n\n\n\n<p>Shuang Liu, China finance director at the World Resources Institutes (WRI), expressed concern about Indonesia\u2019s lack of progress on its commitment to halt new coal power plants and transition significantly to renewables. Shuang emphasised that the government and other key stakeholders should direct resources \u201ctowards developing more bankable projects that international companies might consider\u201d.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-s-investment-boom\">China\u2019s investment boom<\/h2>\n\n\n\n<p>Chinese investment in Indonesia <a href=\"https:\/\/bkpm.go.id\/id\/info\/realisasi-investasi\">surged<\/a> during Joko Widodo\u2019s (Jokowi\u2019s) presidency (2014-2024). During a bilateral visit to China in October 2023, Jokowi <a href=\"https:\/\/indonesia.go.id\/kategori\/editorial\/7686\/indonesia-and-china-to-reinforce-cooperation-and-investment-in-infrastructure-energy-manufacturing-and-tourism?lang=2&amp;utm_source=chatgpt.com\">said<\/a>: \u201cIn 2013, China ranked 12<sup>th<\/sup>&nbsp;in foreign direct investment contributor standings in Indonesia.\u201d By 2022, it had <a href=\"https:\/\/www.aseanbriefing.com\/news\/indonesias-breakthrough-year-for-foreign-investment-in-2022\/?utm_source=chatgpt.com\">jumped<\/a> to second place.<\/p>\n\n\n\n<p>According to official Chinese government statistics, Indonesia received <a href=\"https:\/\/rhg.com\/research\/esg-impacts-of-chinas-next-generation-outbound-investments-indonesia-and-cambodia\/?utm_source=chatgpt.com\">USD 15.9 billion<\/a> in Chinese investment between 2010-2020 \u2013 surpassing its neighbours Malaysia and Thailand, which each received just under <a href=\"https:\/\/rhg.com\/research\/esg-impacts-of-chinas-next-generation-outbound-investments-indonesia-and-cambodia\/?utm_source=chatgpt.com\">USD 10 billion<\/a> during the same period. While Indonesian sources put Chinese investment flows as high as <a href=\"https:\/\/rhg.com\/research\/esg-impacts-of-chinas-next-generation-outbound-investments-indonesia-and-cambodia\/?utm_source=chatgpt.com\">USD 20 billion<\/a>.&nbsp;<\/p>\n\n\n\n<p>Economic ties between the two nations continue to strengthen, with China remaining Indonesia\u2019s <a href=\"https:\/\/www.china-briefing.com\/news\/china-indonesia-trade-and-investment-profile-opportunities\/?utm_source=chatgpt.com\">largest trading partner<\/a> for over a decade. In 2023, imports from China reached <a href=\"https:\/\/www.bps.go.id\/en\/publication\/2024\/07\/05\/a341afd3aa91334abb3436e0\/foreign-trade-statistics-import-of-indonesia-2023-book-i.html?utm_source=chatgpt.com\">USD 63 billion<\/a>, accounting for 28% of Indonesia\u2019s total imports.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\"> However, Indonesia\u2019s green energy expansion relies on coal-fired power, many financed by Chinese banks<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>Jokowi\u2019s first official trip as president in 2014 was to China, coinciding with China\u2019s push for infrastructure investments under the Belt and Road Initiative.<\/p>\n\n\n\n<p>Indonesia sought to reduce its reliance on raw material exports by banning unprocessed mineral exports to attract higher-value-added industries. Jokowi built on his predecessor Susilo Bambang Yudhoyono\u2019s 2010 regulation requiring mining companies to process and refine minerals before export. Indonesia leveraged this initiative to attract investments in industrial parks and mineral processing.<\/p>\n\n\n\n<p>The Tsingshan Group, a globally leading stainless steel producer, played a key role in Indonesia\u2019s <a href=\"https:\/\/carnegieendowment.org\/research\/2023\/04\/how-indonesia-used-chinese-industrial-investments-to-turn-nickel-into-the-new-gold?lang=en\">nickel sector<\/a>, establishing the <a href=\"https:\/\/nickelindustries.com\/section\/indonesia-morowali-industrial-park-imip\/\">Indonesia Morowali<\/a> and <a href=\"https:\/\/iwip.co.id\/en\/home\/\">Weda Bay<\/a> industrial parks. In 2014, Tsingshan Group was the most prominent Chinese investor in the sector.&nbsp;<\/p>\n\n\n\n<p>According to research by the Carnegie Endowment, battery-grade nickel produced in Indonesia <a href=\"https:\/\/carnegieendowment.org\/research\/2023\/04\/how-indonesia-used-chinese-industrial-investments-to-turn-nickel-into-the-new-gold?lang=en\">supplies<\/a> nine factories, accounting for over 40% of global production of electric vehicles, and placing Indonesia at the centre of new global supply chains supporting the renewable energy transition.<br><br>However, this industrial expansion relies on coal-fired power plants, some financed by Chinese institutions, including the China Development Bank, Export-Import Bank of China, Bank of China, and the Industrial and Commercial Bank of China.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60037035\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Throughout his presidency, Jokowi secured investments in renewables, including electric batteries, hydropower and solar panels. \u201cIndonesia has huge power in renewable energy potential. Whether it\u2019s from hydropower, geothermal, wind, solar panels, biofuel, ocean currents, etcetera,\u201d he <a href=\"https:\/\/setkab.go.id\/potensi-energi-terbarukan-besar-presiden-jokowi-kalkulasi-yang-detail\/\">said<\/a>.&nbsp;<\/p>\n\n\n\n<p>In 2019, China <a href=\"https:\/\/www.cnbcindonesia.com\/news\/20190821194312-4-93758\/china-bangun-plta-terbesar-di-ri-kapasitas-sentuh-9000-mw\">committed<\/a> USD 27 billion to develop the Kayan Hydropower project, <a href=\"https:\/\/ekonomi.bisnis.com\/read\/20231210\/44\/1722593\/plta-kayan-ditargetkan-rampung-2035-telan-investasi-rp275-triliun\">targeting<\/a> a total capacity of 9 GW and completion in <a href=\"https:\/\/ekonomi.bisnis.com\/read\/20231210\/44\/1722593\/plta-kayan-ditargetkan-rampung-2035-telan-investasi-rp275-triliun\">2035<\/a>. The project is touted as Southeast Asia\u2019s largest, intended to meet the <a href=\"https:\/\/www.reuters.com\/business\/energy\/indonesias-kayan-hydro-energy-start-operating-hydropower-plant-2026-2022-10-06\/\">electricity demands<\/a> of the planned new capital, Nusantara, and a green industrial park located nearby.<\/p>\n\n\n\n<p>At the 2023 Indonesia-China Business Forum, Sinar Mas Group, in a joint venture with the national state agency, signed a deal with Chinese investors to construct Indonesia\u2019s largest solar panel facility with an investment exceeding <a href=\"https:\/\/reinvest.id\/event\/china-2024\">USD 100 million<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Chinese have strong interest in expanding investment in renewable energy across the region,\u201d Christoph Nedopil Wang, director of the Griffith Asia Institute, told Dialogue Earth.<\/p>\n\n\n\n<p>Nedopil Wang attributed this interest to several factors: China\u2019s robust capacity to manufacture and install renewable energy equipment globally; a growing market driven by rapidly increasing electricity demand; and the potential for Chinese companies to export their renewable energy technology.<\/p>\n\n\n\n<p>However, he acknowledged the limited scale of current renewable investments, referencing market dynamics and government regulations as key drivers. \u201cIt depends on the markets. The electricity market is heavily controlled by the government\u2019s various interests,\u201d he said. IPPs need a more balanced relationship with PLN, the state-owned electricity company, to ensure profitable investments for both parties, he added.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-challenges-in-renewable-energy\">Challenges in renewable energy<\/h2>\n\n\n\n<p>Solar energy holds the greatest potential among Indonesia\u2019s renewable energy sources. The MEMR <a href=\"https:\/\/www.esdm.go.id\/id\/media-center\/arsip-berita\/punya-potensi-pasar-besar-penggiat-plts-di-indonesia-diminta-tak-keluar-gelanggang\">estimates<\/a> 3,200 GW of potential, yet only 200 MW had been utilised by 2023. For example, Vietnam\u2019s solar capacity reached 13 GW and wind power 6.5 GW in 2023, with an additional 1.1 GW added during the year.&nbsp;<\/p>\n\n\n\n<p>At the G20 summit, President Prabowo announced plans to develop 75 GW of renewable energy capacity by 2040, leveraging geothermal, solar, wind and hydropower. However, PLN estimates USD 235 billion is needed to achieve this goal.&nbsp;<\/p>\n\n\n\n<p>According to Fabby Tumiwa, IESR director, restrictive regulations hinder Indonesia\u2019s solar potential, particularly the 60% domestic content requirement <a href=\"https:\/\/practiceguides.chambers.com\/practice-guides\/renewable-energy-2024\/indonesia\/trends-and-developments?utm_source=chatgpt.com\">introduced<\/a> in 2019. \u201cTo meet this requirement, Indonesia needs a domestic solar cell manufacturing industry,\u201d Fabby said, noting that the country lacks tier-one solar module production, making projects difficult to finance.&nbsp; <\/p>\n\n\n\n<p>Due to these challenges, the requirement was revised \u2013 first lowered to <a href=\"https:\/\/practiceguides.chambers.com\/practice-guides\/renewable-energy-2024\/indonesia\/trends-and-developments?utm_source=chatgpt.com\">40%<\/a> in 2021, further reduced to <a href=\"https:\/\/www.reuters.com\/business\/energy\/indonesia-eases-local-content-requirement-solar-power-plants-20-official-says-2024-08-12\/?utm_source=chatgpt.com\">20%<\/a> in August 2024 (effective until June 2025). Meanwhile, new local content rules for other renewables were also introduced, including <a href=\"https:\/\/practiceguides.chambers.com\/practice-guides\/renewable-energy-2024\/indonesia\/trends-and-developments?utm_source=chatgpt.com\">15%<\/a> for wind.&nbsp;<\/p>\n\n\n\n<p>Other challenges include the absence of renewable energy subsidies, prolonged procurement processes and inefficiencies in state electricity management. \u201cThere is a fundamental need to reform the management of the state electricity company and skilled and certified human resources in the solar sector,\u201d Fabby told Dialogue Earth.<br><br>Mutya from the IEEFA underlined the importance of reforming procurement systems to attract investment and meet capacity targets.&nbsp;<\/p>\n\n\n\n<p>Prabowo\u2019s 75 GW renewable energy target aligns with Indonesia 2050\u2019s net-zero emissions pledge but, <a href=\"https:\/\/www.esdm.go.id\/id\/media-center\/arsip-berita\/transisi-energi-butuh-biaya-besar-pemerintah-ajak-pebisnis-investasi\">according<\/a> to the MEMR, achieving this could
